Speculation continues to surround a potential Bloomberg White House run.

NEW YORK (AP) — New York City Mayor Michael Bloomberg, a billionaire who could easily finance a presidential bid, plans to address the National Urban League Conference next month in Missouri — an event for which all the 2008 hopefuls have been invited.

Bloomberg, who insists he is not running for president, is scheduled to address the black empowerment organization as its conference begins July 25. The mayor's spokesman, Stu Loeser, confirmed the appearance but noted that Bloomberg is speaking about education on the first day of the conference.

Loeser said Bloomberg, a Democrat-turned-Republican, is not scheduled when the gathering is devoted to the 2008 race. Loeser reiterated that Bloomberg is not running for president.

Bloomberg's itinerary has sparked talk of a possible bid. He has had public appearances in Texas, Oklahoma, New Jersey, Florida, Ohio and Mexico, and has plans to make stops in California next month.

The presidential candidates in both major parties have been invited to participate in separate forums two days after Bloomberg's appearance in St. Louis; so far, Democratic Sens. Hillary Rodham Clinton and Barack Obama have accepted, according to the group.

The four-day gathering is expected to draw more than 10,000 people.
