WASHINGTON (CNN) - Sen. Sam Brownback said at Tuesday's GOP presidential debate that he doesn't recall reading the National Intelligence Estimate report before he voted to authorize the Iraq war, but said he understood the issue before he cast his vote.

"I had a number of briefings and I held a number of committee hearings," he said. "I was chairing the Middle East subcommittee on foreign relations and we held hearings on this topic and what was taking place and what Saddam was doing."

Brownback also said he will put forth a new plan on Wednesday - "A political plan to create a three-state solution in Iraq - a Kurdish state, a Sunni state and a Shia state."

Democratic presidential candidate Joe Biden, a senator from Delaware, has advocated a similar plan.
