WASHINGTON (CNN) — When asked what the U.S. should do if the situation in Iraq doesn't improve, former Wisconsin Gov. Tommy Thompson gave a sharp, clear response: The Iraqi government should have the responsibility of voting whether or not they want the United States to stay in their country.

"If they vote 'no,' " Thompson said, "we should redeploy our forces outside".

Thompson added that to end the civil war, each of the 18 territories in Iraq should elect their state leaders.

"Sunnis will elect Sunnis, Shiites will elect Shiites, Kurds will elect Kurds. And you know something? People will go to those particular territories, and you get rid of this civil war."

THIS IS THE MOST RIDICULOUS IDEA I HAVE EVER HEARD. You're going to base where you deploy the military on the decisions of a foreign government? OH WAIT, WE ALREADY DO THAT (coughISRAELcough; coughSAUDIARABIAcough).

Gimme a break. Shame on you CNN for even putting this up as a "highlight."

The most important part of Tommy Thompson's plan was left out of this synopsis. The meat of the plan is to divide oil revenues into thirds. One third to go to the 18 Iraqi states, one third to go the the Iraqi federal govenment, and one third to go directly to the Iraqi people. Doing this gives every Iraqi a direct stake in the success of Iraq. Governor Thompson's plan makes sense to me. It would make human nature work in our favor, instead of agaist us. One has to wonder why this is not already being done.
