Giuliani outlined his 12 point plan Tuesday.

WASHINGTON (CNN) — It’s not quite the Bible's "Ten Commandments," but former New York City Mayor Rudy Giuliani journeyed to the political holy land of New Hampshire Tuesday to outline his "Twelve Commitments" to the American people.

"This is something that we've worked on for some time," Giuliani said in speech in Bedford, New Hampshire. "We have tried to study what we think are the most important issues, at least at this point, in the election.

"We tried to look a forward to the future, what are the things that are going to lead us to the future in a confident and optimistic way," he added.

The commitments to the voters range from fighting terrorism and ending illegal immigration to cutting taxes and improving education.

Giuliani vowed to detail each commitment individually in the coming weeks.

The twelve commitments:

-I will keep America on offense in the Terrorists’ War on Us.
-I will end illegal immigration, secure our borders, and identify every non-citizen in our nation.
-I will restore fiscal discipline and cut wasteful Washington spending.
-I will cut taxes and reform the tax code.
-I will impose accountability on Washington.
-I will lead America towards energy independence.
-I will give Americans more control over, and access to, healthcare with affordable and portable free-market solutions.
-I will increase adoptions, decrease abortions, and protect the quality of life for our children.
-I will reform the legal system and appoint strict constructionist judges.
-I will ensure that every community in America is prepared for terrorist attacks and natural disasters.
-I will provide access to a quality education to every child in America by giving real school choice to parents.
-I will expand America’s involvement in the global economy and strengthen our reputation around the world.

Democrats have become extreme liberals. Giuliani reminds be of the old Democrats that you felt would protect the country. The US is at least killing the enemy on two fronts. They are in hiding and disrupted. Heck they declared war on us in 1998. Thank you Bush. Vote Giuliani!

1: The US will continue to alienate everyone on the planet
2: What about legal aliens? Do you plan to "identify" them by tattooing them, like your Nazi brothers did in WWII?
3: This is very vague. No substance here. There will be no fiscal discipline as long as Washington is controlled by big business rather than by the People.
4: Sure, instead of a million pages of obscure regulations, how about two million reformed pages? How about we just start over with the Fair Tax instead?
5: Washington is not accountable, but the people who swear to uphold the Constitution are. Wrong way to say what you meant. Or maybe you did mean this you way you wrote it, which is even scarier.
6: Another "sounds good". See #3
7: "free market"? What does RG know about free market practices? I thought above we were going to "keep … on offense" and "lead … towards energy independence". This one is complete claptrap, especially combined with #4. There is no free market where taxes are involved.
8: What about personal freedoms? Most Republicans are just as fascist as this pledge.
9: Reform the legal system. Does that mean make it work like the Constitution says? If so, that is the only pledge so far with even a scintilla of goodness contained therein.
10: Splash! Spilled my coffee over this one. Does this mean I get to play ninja-guerilla in the n'hood to practice for when Al-Qaeda comces in force?
11: This one sounds like support for government schools to me. "there will be a choice, as long as the choice includes government schools/indoctrination centers"
12: New World Order. He's running for Dictator of Earth, not POTUS.

Mr.Guiliani forgot number 13. I will not answer relevant questions honestly about my actions the morning of 911. I will not recall telling Peter Jennings that I was warned the building would collapse despite audio evidence to the contrary. I will point out the fact I am a hero every chance I get because I ran around with a mask on that morning. I will not trumpet the fact that the largest families groups of 911 survivors does not support me.

The 1990's were a pretty good decade for America. There were plenty of good jobs being created all the time, we had budget surpluses, and other than the Republicans having heart attacks around a Democratic being elected President which all of the pundits thought would never happen again in this century, the 1990's were a blast!!

Rudy is about scaring people and I guess his handlers thought he ought to say something other than "lets keep fighting a war on terror and we need to stay in Iraq forever" because people with intelligence know that this phrase 'War on Terror' is an abstract notion and can not be "fought" per se. His Iraq stance is a killer for him IF he makes it to the general election.

I love the 1990's.

Commitment 1 is at complete odds with commitments 3 and 4.

The only way one might possibly win a false "war on terror" would be to spend money like a race horse. This would mean zero fiscal discipline and unlimited wasteful Washington spending.

It is also impossible to spend that much while cutting taxes without selling this country to the Chinese. The GOP needs to learn fiscal responsibility. When you bleed money on false ideological wars, you need to get that money back through taxes or when China says jump, we learn to say how high.

He will cut corporate taxes and add another 1000 pages to the code to muddy the already murky, unlawful code
Just how will he impose accountability on Washington hen he hasn't read the 9-11 commission report or exposed the persons who made millions on PUT options just before 9-11?

Increase adoptions but allow abortions. Not very conservative, protect the quality of life by imposing what restrictions and regulations? Again more spending on oversight and new committees

Wow! 12 Commitments! How about subliminal fodder? Associate his commitments with the 12 commandments, and you've got a subliminal cross tattooed on Guiliani's forehead. More propaganda for those that thrive on jingoistic cliche's rather than substantive issues, and coherent analytical thought.

2. 'Every' Non Citizen ? What about legal immigrants who are not citizens ?
3. Almost everyone can stake their claim to this promise !!

7. Election promise. Carefully worded. Affordable, freemarket……

What I find interesting is this…

CNN and all the major news networks have said Ron Paul is a "2nd tier" candidate and means little to the race.

Yet looking at the "new" policies that Giuliani is backing, I find myself seeing a lot more Ron Paul in his thoughts. Coincidence?

Will Giuliani admit he is ripping off Ron Paul because Paul has destroyed him in both debates? Probably not

Ron Paul has been leading in almost every poll. Guiliana wants to jump from Mayor to president without any experience such as Ron Paul. I think the FDNY is rooting for Ron Paul if you know what I mean. Guliani needs to find him another wife, not the presidency.

These sound like impossible statements, that Giuliani is just making to appease conservative voters who would't touch him with a ten foot poll. We will never "end" illegal immigration. There is no way to secure either the Mexican or Canadian borders. Also, his stance on increasing adoptions is soley being made to justify his stance. I would bet my next paycheck that the only reason he is making that pledge is to cool down the criticism on his pro-choice abortion stance. Another case of a politician just saying what he thinks his base wants to hear.
