The only way one might possibly win a false &quot;war on terror&quot; would be to spend money like a race horse. This would mean zero fiscal discipline and unlimited wasteful Washington spending. 

It is also impossible to spend that much while cutting taxes without selling this country to the Chinese. The GOP needs to learn fiscal responsibility. 		<description>These sound like impossible statements, that Giuliani is just making to appease conservative voters who would&#039;t touch him with a ten foot poll. We will never &quot;end&quot; illegal immigration. There is no way to secure either the Mexican or Canadian borders. Also, his stance on increasing adoptions is soley being made to justify his stance. I would bet my next paycheck that the only reason he is making that pledge is to cool down the criticism on his pro-choice abortion stance. Another case of a politician just saying what he thinks his base wants to hear.</description>
