(CNN) – Calling it "one of the dark and shameful moments in recent past history in our country," Sen. Christopher Dodd, D-Connecticut, said racism was a factor in how the government responded to Hurricane Katrina.
"I think if it occurred in a majority white population, we would have seen a more rapid response," Dodd said in answer to a YouTube question.
According to Dodd, if elected president, he would seek to prevent such injustice in disaster relief.
