Thompson visited Iowa for the first time last week.

WASHINGTON (AP) — A liberal blogger has filed a federal complaint against former Sen. Fred Thompson, the actor and unannounced Republican candidate for president, accusing him of violating election laws as he ponders his entry into the race.

The blogger, Lane Hudson, submitted his complaint to the Federal Election Commission on Monday saying Thompson has raised far more money than he needs to explore whether to run for president.

Federal law allows potential candidates to raise money to travel, conduct polls and pay for other expenses related to "testing the waters" for a political campaign. During that exploratory period, a potential candidate does not have to file financial reports with the FEC.

The law prohibits anyone who is "testing the waters" from hoarding the money for use during his actual campaign. Potential candidates also cannot refer to themselves as candidates, can't run ads that publicize their intention to campaign or take steps to qualify for the ballot in a primary or caucus state.

According to a financial report filed late last month, Thompson had raised nearly $3.5 million and had had spent $625,000. Thompson must raise money within federal contribution limits and must report it to the FEC once he becomes an official candidate.

"We're following the law," Thompson spokesman Jim Mills said in response to the complaint.

Under federal guidelines, the FEC will now give Thompson 15 days to respond to the complaint. Following Thompson's response, election commissioners will decide whether to dismiss the case or investigate further.

Thompson, the "Law & Order" television actor and former Republican Tennessee senator, has been hiring staff, opening a headquarters, holding fundraisers and promoting his credentials as a potential White House contender. But he has not said definitively that he's a candidate for president. He is expected to make an announcement around Labor Day.

By not filing officially as a candidate, Thompson also benefits from continuing reruns of "Law & Order" without broadcasters encountering demands for equal time from his rivals.

Hudson, an activist who gained attention for posting Internet communications between disgraced former Rep. Mark Foley and a congressional page, said Thompson "has been ignoring the letter and the spirit of the federal election law for his own political benefit."

Good for that blogger. He was certainly within his right. Thompson needs to go back to acting and quit accepting money to explore his chances! He doesn't stand "a chance in hell' of getting the nomination anyway.

Seriously, they all raise money in season, lose, and spend the next four years living well. As long as he intends to run again, or whatever it is he does, in four years, then it's legal. That's why politicians are uniformly wealthy.

Good. Also, the media should be condemned for highlighting his "non-campaign" for so long and so often. He gets more coverage than half of the announced candidates. Ron Paul, Joe Biden, Tom Tancredo, etc. all wish they got as much coverage on the news as Fred Thompson does.

He does have a point about how the campaign is now too long (over 1.5 years), but if he doesn't want to enter the race until late, he shouldn't be so visible.

We have all seen that this government does not enforce laws the same way on Republicans as they are enforced on Democrats.

It is just like Iraq where their government applies their laws differently to Shiites as opposed to Sunnis.

Thompson’s extensive experience as a Washington insider gives his a big advantage when it comes to bending the rules. Remember, Thompson was a high-priced lobbyist for German mining, Japanese autos, and American asbestos and tobacco, and a Haitian dictator.

Anyone so experienced in playing the system against the health of the American people should have no trouble getting around federal election regulations.

I sure hope the real story of this guy’s slimy past gets more play in the media. He’s not just some empty-suit actor. He’s a lot worse than that.

Fred Thompson is not a candidate yet, but democrats are attacking him as if he was the republican frontrunner. "Somehow" they know that he is a very good candidate for president and they are scared of him. So, they are starting to move their pundits to do the dirty job for them. Yesterday many democrats called "anti woman", "pro-life zealot" and some other things. If he is so bad as a candidate, why the fear?

No wonder these celebs want to get in the race….What a fast way to make an untaxable 3 mil and still take in a generous salary as an actor! Could this actually be Legal? Oh it must be as Fred being a Law & Order guy would definitely be privy to those issues.

I do think Thompson is one to be scrutinized. He makes me nervous. I don't trust him. I've never seen that show he was on, so it doesn't influence me.

What a Weasel!!

He is just avoiding debates, running like a dog with the tail between his legs. And worse, he is doing this right in front of the face of the voters, how disrespectful this man is.

He can come at the later debates and take whatever stance works best for him hoping to keep the lead until the nomination process ends. It’s quite a disgusting strategy.

He should, however, be afraid for two reasons. First, his act is getting old and obvious, and nearly everybody is beginning to realize how ridiculous he is becoming. Second, thanks to the power of the INTERNET, people are able to legally dig up skeletons in the closet of just about everybody, including of this president wannabe.
