Giuliani says he is limiting himself to one debate or forum appearance each month.

DES MOINES, Iowa (CNN) — Republican presidential candidate Rudy Giuliani said Wednesday that he'll only participate in one debate or forum each month because, as he says, if you try to pick and choose "you end up insulting more people than you really intend to."

"I've been invited to like a dozen debates sometimes on the same day, and you just can't do them all. You just can't," the former New York City mayor said at a stop in Des Moines. "We've tried to have a rule of one per month, and the first one we accept. Then we've got to say 'no' to all the rest, because if I go to all the debates, I can't run my campaign."

Giuliani says it would be too hard to raise the money needed and impossible to make all the "political points that you want to make" if he were to accept more invitations to multiple-candidate events.

At a town hall meeting on the campus of Drake University, Giuliani was asked whether or not he would participate in the nationally televised AARP/Iowa Public Television 'Divided We Fail' GOP forum on October 25. So far Sen. John McCain, R-Arizona, Sen. Sam Brownback, R-Kansas, and former Arkansas governor Mike Huckabee have confirmed. According to the forum's website, the other campaigns have said "they don't know."

"If we said 'no' to it, it does not at all have to do with your organization," Giuliani continued in his answer. "It has to do with the fact that we already agreed to a debate."

The 'Divided We Fail' Democratic forum back in September included all the top-tier Democrats except Illinois Sen. Barack Obama.

Isn't the point of an election to prove to the voters you're better than your opponent? So by this, Rudy is backing down and admitting it! Go 2008!!!

Anyone but Rudy!

ronnie - knoxville tn   October 18th, 2007 1:18 am ET

Now maybe people will realize how uneducated they sound when they constantly harp on this candidate or that candidate not fitting in every debate. If you're invited to a dozen debates in one day, you can't very well attend them all now, can you?

Daniel   October 18th, 2007 1:29 am ET

Strange, considering Rudy usually does well in the debates. For example in the last debate, he managed to make the race entirely about him and Romney, making the other candidates irrelevant.

laurinda , ny   October 18th, 2007 2:03 am ET

this is ridiculolus ! there's a debate every DAY now - it's getting old

Georgie Newark NJ   October 18th, 2007 2:39 am ET

Really, what we need to know, is Rudy related to Hillary ?

Venus Atlanta GA   October 18th, 2007 2:41 am ET

Rudy is afraid that Hillary will make look stupid. Just admitt it rudy

Bradley Schaubs, Greeley, CO   October 18th, 2007 2:41 am ET

I hope Giuliani is prepared to lose votes as a result of not going to any debates outside of the one that he does attend. Rudy, you're part of a party that Bush has made unpopular, and we need you to restore the GOP's good name. That cannot happen if you're not there.

Boyd Baton Rouge LA   October 18th, 2007 2:42 am ET

Is Rudy related to Hugo ?

Wake up America. Before the police state is in full swing.

Thats because he knows that he'll say something stupid again and will lose his front runner status. And he knows he has no support on the ground…because he has yet to win a straw poll

Frankly I look at this as "I don't want to end up like Fred Thompson, so I'll speak as little as possible"

Smart move…considering that policy wise he is Hillary Clinton in a suit

Alan, Ames, IA   October 18th, 2007 3:45 am ET

So, 12 debate invitations for the same day… means only one debate a month… even if you believe the ridiculous statement that he gets a dozen invitations for the same day it does not follow that he can't make multiple debate appearances in a month. His arbitrary line of one debate a month is a foolish policy which may come back to bite him.

Chris, Middletown, CT   October 18th, 2007 8:41 am ET

And this is why he will win the election - he is running for President…and he is setting the schedule….very executive…and also a moderate….exactly what this country needs….our next president (at least if you guys run Hillary….its a lock for Giuliani)

Loyda, DC   October 18th, 2007 10:59 am ET

chickenhawk!!!!

HAHAH…. HE IS BACKING AWAY FROM SERIOUS DISCUSSION OF THE ISSUES TO raise money for the campaign!!!????

Rob Wilms South Pasadena, Ca.   October 18th, 2007 11:07 am ET

Rudy probably wants to make sure he can answer phone calls from his wife at least once a month.

JKap, Schaumburg, IL   October 18th, 2007 11:21 am ET

Keep hiding Rudy. Wouldn't want any pesky questions about 9/11 that you're supposedly so strong on, like the "scoop-and-dump" operation that you ordered that "meant that fire fighters and citizens who perished would either remain buried at Ground Zero forever, with no closure for families, or be removed like garbage and deposited at the Fresh Kills Landfill."

And you wouldn't want to answer why on 9/11 you told Peter Jennings of ABC that you "were told that the World Trade Center was gonna collapse."

Robert Cadalso NYC, NY   October 18th, 2007 12:06 pm ET

Oh Rudy. . . you don't want to insult anybody, uh?

You insulted all of New York City as Mayor. You insulted your family and children by announcing your separation from your wife on television.

Now you worry that you will insult the voters?

You never cease to amaze me. You insult intelligence.

Sue in Michigan   October 18th, 2007 12:55 pm ET

He's a fraud through and through. The reason is that he can't mentally prepare himself for more than one a month, isn't it? I mean, to say that it takes away from campaigning isn't true, because the debates are so much the campaign now. Whatever. He can't win anyway.

jay, Snellville, GA   October 18th, 2007 1:23 pm ET

I guess having nothing to say but "when I was mayor during 9/11″ can limit the amount of debates one can participate in.

If he wasn't the mayor (dumb luck) during 9/11, would he even have been able to run?

The answer: No.

Rudy Mussollini   October 18th, 2007 3:26 pm ET

Yeah, "see no evil, hear no evil, speak no evil", right Ghouliani?

Stay quiet and people might not realise what a nasty fraud you really are.

MS Johnson City, TN   October 18th, 2007 4:02 pm ET

It should be easy for him to participate in more than one debate a month. After all, he only talks about 9/11.

I must admire his optimism. He expects to win although his own children don't support him, neither does the NYFD.

Liberal Chic   October 18th, 2007 4:17 pm ET

What a friggn' light-weight.

Peter, Las Vegas, NV   October 18th, 2007 5:12 pm ET

The reason is that the more people see him on debates, the more people will realize he is just another robot with a bad attitude.

anon, new york, NY   October 18th, 2007 5:57 pm ET

It could be his former prostate cancer that has tired him. Technically speaking, cancer cannot be cured, just dormant inside the body (in remission).

I find that interesting that the other top repub candidates, other than multiple marriages, also have cancer: McCain (skin cancer) and Thompson (lymphoma).

Survival varies widely, depending on the types of cancer. But overall, five-year survival for the non-Hodgkin's group of lymphomas is 63 percent, according to the American Cancer Society.

John Starnes Tampa Florida   October 18th, 2007 7:03 pm ET

Maybe we will all be "treated" to an "impromtpu" cell phone call from his newest wife in the middle of each debate so we can hear him coo sweet nothings to his ookum-schmookums on live national TV to prove how "warm and caring" a family man he is.

Sandra Willams NC   October 18th, 2007 9:20 pm ET

HILLARY CLINTON 2008

IOWA LOVES CLINTON

Bill, NH   October 18th, 2007 10:22 pm ET

All Giuliani does in debates anyway is make silly cuts at other canadites. I have heard little from him about the positive aspects of his platform. He just throughs mud because he doesn't have ground to stand on.

Tricia Charlottetown PEI   October 18th, 2007 10:38 pm ET

I doubt Americans will quibble about Rudy's one debate a month..I'd be happy…and happier if it was only one media report a month!

A. Thomas, New York, NY   October 19th, 2007 8:46 am ET

Hiding from more debate reduce the chance of having weaknesses identified or questioned. Obama has also limited his public debate appearances.

However, some voters may have doubts about their abilities, or issues. More importantly, the inexperience from debates may prove fatal during the general election debates.

Farrell, Houston, Tx   October 19th, 2007 10:45 am ET

Giuliani can only talk about 9/11 or Hillary in any debate, nothing changes. And to use the excuse of not accepting debates because it's impossible to make all the "political points". Doesn't sound like he's a "multi-task" person which certainly doesn't qualify him to be a president. Rudy sounds like someone planning a dinner party.
