Rep. Dennis Kucinich would like to have the House debate impeaching Vice President Cheney.

WASHINGTON (CNN) — The House voted Tuesday to stop Rep. Dennis Kucinich's, D-Ohio, effort to bring up a debate on impeaching Vice President Dick Cheney.

Kucinich, who is vying for the Democratic presidential nomination, has tried to bring up the issue on three separate occasions. The House voted 218-194 to send it to committee, effectively killing it.

On the House floor, Kucinich said Cheney "acted in a manner contrary to his trust as vice president." Kucinich also said Cheney harmed national security by openly threatening Iran.

"Vice President Richard B. Cheney by such conduct is guilty of an impeachable offense warranting removal from office," Kucinich said.

White House spokeswoman Dana Perino criticized Democrats in Congress for spending time on this debate rather than focusing on health care for children and veterans.

"This Congress has not sent a single appropriations bill to the president’s desk this year – a new record of failure," Perino said.

"Yet, they find time to spend an entire work period on futile votes to impeach the vice president or to pass contempt citations against the president’s chief of staff and former counsel. It is this behavior that leaves the American people shaking their head in wonder at this Congress,” Perino added.

Bravo to our true patriot Dennis Kucinich. With less than 9% approval rating, V.P. Cheney should be impeached. His lies leading up to the war/occupation of Iraq and saber-rattling of Iran are unconscionable.

This is of the highest importance, for those critiques that say time should not have been spent on this!! Time should be spent on fighting for our Constitution. What has this Congress come to.

I am disappointed that CNN didn't have this news out to the American people on all their prime time news shows. We must let "We the People" know that there are heroes in our government speaking out to defend our Constituition and to fight for our Democracy.

This is a great story. It will go down in history.

Why is it not reported more widely? Is it due to the corporate directives that keep conservative news out there so we citizens will not be informed of news of vital key issues that affect our democracy and quality of life?

I'm confused. Isn't there something called the Geneva Convention? Doesn't it have something to do with an international law which bans the torture of POW's no matter what side they're on? I'm pretty sure Cheney was one of the biggest contributors to this illegal torture…not directly by torturing the POW's himself but turning a blind eye when he most certainly had the ability to stop it. This should be FRONT PAGE NEWS ALL OVER THE COUNTRY! Why isn't it? Hmmm. It is IMPERATIVE that the Judiciary Committee allow the impeachment of Dick Cheney to move forward. After French Pres Nicolas Sarkosy's speech about how America has always been a model of democracy and freedom for the world I was saddened because that America no longer exists due to the policies of the Bush administration. Cheney must be impeached – the allegations against him must be heard in congress, for America, for the world. The congress must uphold the rule of law and take seriously the oath to defend and protect the Constitution of the U.S.A. against enemies both foreign and domestic. The rule of law must be upheld.

The distasters of the Bush/Cheney administration for the rule of law at home and in the world are not mistakes they are crimes. 9/11 was used as an excuse to put into operation the existing oil-profits inspired plans to invade Iraq. The excuses were lies. This administration has gutted disater relief, government safeguards of the environment, food and work safety, scientific/medical amd humanities research; and with signing staements, the will of the current congress. These are all crimes. The congress has a responsitbility to investigate these crimes (impeachment). For the country to begin to recover from this criminal administration it has to understand the way these huge problems willfully and criminally came into existence and hold the perpetrators accontable. Perino was way off base in saying that the Democrats haven't tried to send a good bill/legislation to the president's desk this year. They have, but President Bush, with the support of the corrupt Republican congress has vetoed their wonderful plans.

Responsibility for the high disapproval of congress lays squarely on the back of the obstructionist Republicans.

It will be a wonderful day when we can get a "working" majority of Democrats in congress and a Democratic president back in Washington!

I still hold out hope that this corrupt Vice President and President will be held accountable for their crimes, even if it's not until they're out of office. They belong in prison for their criminal acts against the U.S. Constitution and humanity.

While I respect what Kucinich tried to do I think it's all too little too late. There's only one year before the next election and I don't see anything changing even if Cheney was impeached. On another note…Ryan I agree that we need to keep fighting terrorism. The problem is we've been too busy playing "World Police" and investing time into other countries' affairs. If we really want to fight terrorism then we're going to have to take it down at it's source which for some reason has been too difficult for the current administration to do. Its called checks and balances Ryan. The founding fathers, who had far more intelligence and vision than this administration, were most fearful of a despotic government that disregarded the rule of law. Holding Cheney accountable for violating this obligation and public trust is a necessary part of our system of government.

And for Ms. Perino and the Bush administration, your comments show the biggest flaw in your administration. Defending the Constitution agianst the abuses of the executive branch is Congress' most essential obligation to the people.

We need to send a message to the executive that you cannot ignore the constitution and the law. The executive cannot torture people. The executive cannot start a war on a lie.

So, the repubs pretended to be outraged over the "immorality" of Clinton's inappropriate sexual indiscretions with irrelevant impeachment hearings that rendered his presidency inert. In reality, they were just trying to prevent policies that would have alleviated significant poverty. What's really more immoral?

As for the people saying, "Don't they have better things to attend to?" Well, first of all, there's nothing more important at this moment than impeaching the man who will attempt to start "WWIII" with Iran very soon.

Furthermore, the members of Congress are not fools– at least not all of them are. Some of them actually have the mental capacity to do more than one thing at a time. If Dennis can take time out of his Presidential campaign to present articles of impeachment, why is it that the other members of the House would be so busy with impeachment that they can't do other things, too?

This country's government is largely inefficient at times, but that won't stop them from working on more than one thing at a time, and I still maintain that there's nothing more important at this moment than removing a fool who will take us into another war from office.

Any Dem. who says there are more important things are either one of two adjectives: 1) spineless or 2) stupid.

Even that may not help unless there are some major changes to American politics. Does it really require two years of primaries etc., millions of dollars spent by candidates to get someone elected as a presidential candidate. Since when is sending a bill to the judiciary committee "effectively killing it"? Judiciary Committe Chairman John Conyers has been investigating the Bush Administration and has demanded information from them. Now, he has demanded the information for the ninth time and stated he will receive the information or stated he will issue a comtempt citation. In the case of Inherent Contempt, the Sargeant At Arms of the House of Representatives is charged with the arrest of whomever is charged. It seems the Resolution Of Impeachment of Richard B. Cheney is just more ammunition in Representative Conyers' belt. With luck, this will lead to investigation of all of the crimes of the current Administration and impeachment of George W. Bush, as well as Richard B. Cheney. Who knows, maybe we can get Bush and Cheney turned over to the International War Crimes Tribunal for trial.

Pelosi might rule with an iron fist but she has proven to have her nose up this administrations butt. I'm extremely surprised and disappointed in her and those that are afraid not to follow her. I can only hope that she is keeping her friends close and her enemies closer because in the end she will go after those 3 clowns (Bush, Cheney, Rummy) like the bull terrier she is for war crimes.

If our own leadership will refuse to do this, then the UN must take a stand and press for charges. The world must see that we are who we say we are…The United States of America…of the people and for the people!! It would be all too wonderful to hope that they would be removed, but, at least they need to be impeached.

How many of you ignorant idiots out there believe that impeachment is the same as removal? Well, you are wrong.

Future generations have to know that the Bush-Cheney "unitary executive" (a euphemism for "dictator") went outside the bounds set by the Constitution, and that Congress recognized that their transgressions were severe so that future presidents (or puppet presidents being controlled by their nefarious vice president) know that the Bush-Cheney Administration did NOT set valid precedents of executive behavior.

It would be too much to ask for to have them removed, but the red flag on the historical record is needed to keep our republican (small R) form of government.

Only two presidents have been impeached: Andrew Johnson (Lincoln's VP) and Bill Clinton. In both cases, a Republican Congress was using the impeachment power for shabby political purposes, trying to gain a political advantage. In both cases, members of Congress who had some conscience and patriotism realized that this was an illegitimate use of that power, and neither president was convicted. Richard Nixon probably would have been impeached and convicted if he had not resigned. In Nixon's case I think impeachment would have been justified.

Impeaching Bush and Cheney would drag the nation through the wringer for the next year and would distract us from a hundred issues that must be dealt with. We should take this year to focus on the presidential election, select good people to replace Bush and Cheney, and get on with the business of repairing our nation from the devastation of twenty years of Conservative rule.

Impeachment is a sham issue. Conservatives like to move the focus of debate from real issues to things like flag burning; issues that won't change anyone's life no matter how is is resolved.

It looks like the Democrats will win the presidency and both houses of Congress with strong majorities. It is necessary for us to keep our eye on the ball here and not be distracted by mere politics. The survival of our nation is at stake.

This seems as good a place as any to express my complete and utter dismay at CNN's transformation. What happened to the CNN I once relied on and loved? I don't trust CNN anymore. Did anyone else notice just how "buried" this story has been — not only on television — but on this website as well. Even after clicking the link for the story (once I found it), I was first brought to a headline about Clinton's debate quote (i.e., "I wasn't my best"). CNN seems to engage in a lot of attention miss-direction. There was a time when one could tune in to CNN for the news. Now, it seems filled with puff stories and images of cheerleaders getting mowed down by football players running through a paper banner. I mean, honestly! That "story" ran for three days on CNN. I have been tuned in to CNN since 6:45 this morning and have seen nothing (nothing!?) about yesterday's effort by Kucinich. Sidebar: notice that one of the comments accepted by CNN for this discussion boards in posted as "Anonymous" — even though the 'rules' of posting cite: "Comments that do not include your name, city and state will not be posted." — notice too that that particular comment has a negative Democratic spin. Argh. Sigh.

We need impeachment. It's cathartic! The democratic leadership says we need to move past it and let the healing begin. That’s what Johnson was thinking, but that was after Nixon was out. Bush and Cheney are still there tearing it up. The idea that we can heal while they are still in in office without confronting them is ludicrous. The notion that impeachment proceedings would divide the country and tear us apart, at a time when we need to come together is comical; Bush and Cheney’s actions over the last several years have been and continue to tear us apart and decimate our national fabric. This is appalling. Kucinich is the only candidate with the guts to do his job and this is how it's interpreted by a supposed leading news network… as if he "failed" at what he set out to do? How could something like this be so grossly misinterpreted?

I suppose it would hurt revenue streams for major media outlets if someone like Kucinich, (that is, someone with a spine) were elected in 2008. What I'd like to know is where all this negative spin was for the Bush administration when they decided to go to war based on completely false intelligence. At the most basic level, that is a criminal act.

Luckily, readers are far more media savvy now and can read right through this. You're counting on them not to, but I'd like to believe that I'm not surrounded by completely apathetic Americans.

Defending and restoring the Constitution is the single most important endeavor the Democrats can undertake. Impeaching Cheney is only a waste of time if the Constitution itself is a waste of time; if a society of laws is a waste of time; and if the system of checks and balances is a waste of time.

Worrying about anything other than restoring and defending our Constitution is like worrying about getting a tune up when your car has 4 flat tires on a steep hill and the brakes just failed. Impeachment is the Constitution defending itself, and it is our duty as citizens to fight to keep the democratic republic our founding fathers gave us – especially in the face of an administration that would abuse its power and exploit fear and terror to use the Constitution against itself and dismantle it section by section, amendment by amendment in the pursuit of an all-powerful unitary executive.

Both Bush and Cheney deserve to be impeached. The question is why Nancy Pelosi and other Democratic and Republican Party leadership seem so reluctant to perform their constitutional duties. Impeach the president or vice president? It is amazing that democrats by and large are so blind. Impeachments are restricted to high crimes or treason. So lets see…what is the administration's high crimes and treason…

1) Many democrats claim the war is illegal and deceptive

Rebuttal: The war was not illegal. The war on terror started when planes flew into the world trade center, into the pentagon, and into a field. We have fought in Afghanistan, and progress is being made, but brave American soldiers continue to die there. In light of the failure of the democratic strategy of non-response to smaller terror episodes/warning signs, President Bush made the honorable decision to engage the Axis of Evil – the rogue nations most likely to deliberately harm and massacre innocent American citizens. We have recently liberated a country called Iraq from dictatorship, and democratic progress is being made. Also, the terrorists are being fought in their own soil instead of our soil. Unfortunately, American soldiers die in Iraq just like in Afghanistan, but that is the cost of war – both wars are pretty much the same.

2) Threatening Iran endangers national security

Rebuttal: Iran has been identified as a potential menace to the safety of this country. This did not change after Cheney's comments. The nation has engaged in terrorist activities. The government is a theocracy based on Islam. Meaning the government is entirely based on the strict teachings of the religion of Islam – which is why they conduct these activities to kill those who do not worship the "right" religion. Lets look at the Koran…

A poll conducted by The American Research group on July 5, 2007 found that 54% of American adults want the US House of Representatives to begin impeachment proceedings against Vice President Dick Cheney while only 40% opposed. The National Coalition of American Nuns states that they are "impelled by conscience to call you to act promptly to impeach President George W. Bush and Vice President Dick Cheney for high crimes and misdemeanors". President Bush would name a successor, whose nomination would be tied up in the Senate for as long as Senators thought they could score political points with the delay. It is too bad that people are calling for impeachment. Nothing Vice President Cheney has done even come close to justifying disrupting the process. I am not a big fan of the Administration, however, I do know that we are in a battle with a recalcitrant enemy. Mistakes will be made. But the next Administration will make decisions and hope the people will support those decisions. Rep. Kucinich is wrong to propose this option and is only giving aid and support to our mortal enemies. Luckily, he will never be President. But if he was elected President, I am sure he would make decisions based on the best information, best sources, and his earnest desire to do what he believes would be in the best interests of the United States. If he is wrong, if he is mistaken, if he misstates the basis for the decision or in anyway is not proven absolutely correct, he will have himself to blame for the remedy: impeachment. Kucinich might be a little strange but his speach, listing the reasons to impeach, was intellegent and right on the money. Instead CNN quotes 28 words then gives the White House spokesperson the majority of time to counter — filter free.

I don't think most people understood what happended with this vote. Republicans voted with Kucinich b/c they thought it would help divide the democrats and make them look bad if they had to vote on this bill. So the 218-194 vote 'effectively' kills the Kucinich measure? The measure won't make it out of the Committee controlled by Democrats? I stare out into the darkness from my post, and I watch
the city burn to the ground. I smell the familiar smells, I walk
through the familiar rubble, and I look at the frightened faces
that watch me pass down the streets of their neighborhoods.
My nerves hardly rest; my hands are steady on a device that
has been given to me from my government for the purpose of
taking the lives of others.

I sweat, and I am tired. My back aches from the loads I carry.
Young American boys look to me to direct them in a manner
that will someday allow them to see their families again…and
yet, I too, am just a boy….my age not but a few years more
than that of the ones I lead. I am stressed, I am scared, and I
am paranoid…because death is everywhere. It waits for me, it
calls to me from around street corners and windows, and it is
always there.

There are the demons that follow me, and tempt me into
thoughts and actions that are not my own…but that are
necessary for survival. I've made compromises with my
humanity. And I am not alone in this. Miles from me are
my brethren in this world, who walk in the same streets…
who feel the same things, whether they admit to it or not.
And to think, I volunteered for this…!!
And I am ignorant to the rest of the world…or so I thought.

But even thousands of miles away, in Ramadi, Iraq, the cries
and screams and complaints of the ungrateful reach me. In a
year, I will be thrust back into society from a life and mentality
that doesn't fit your average man. And then, I will be alone.
And then, I will walk down the streets of America, and see the
yellow ribbon stickers on the cars of the same people who
compare our President to Hitler.

I will watch the television and watch the Cindy Sheehans, and
the Al Frankens, and the rest of the ignorant sheep of America
spout off their mouths about a subject they know nothing about.
It is their right, however, and it is a right that is defended by
hundreds of thousands of boys and girls scattered across the
world, far from home. I use the word boys and girls, because
that's what they are. In the Army, the average age of the
infantryman is nineteen years old. The average rank of soldiers
killed in action is Private First Class.

People like Cindy Sheehan are ignorant. Not just to this war,
but to the results of their idiotic ramblings, or at least I hope they
are. They don't realize its effects on this war. In this war, there
are no Geneva Conventions, no cease fires. Medics and
Chaplains are not spared from the enemy's brutality because it's
against the rules. I can only imagine the horrors a military
Chaplain would experience at the hands of the enemy. The
enemy slinks in the shadows and fights a coward's war against
us. It is effective though, as many men and women have died
since the start of this war. And the memory of their service to
America is tainted by the inconsiderate remarks on our nation's
news outlets. And every day, the enemy changes…only now, the
enemy is becoming something new. The enemy is transitioning
from the Muslim extremists to Americans. The enemy is becoming
the very people whom we defend with our lives. And they do not
realize it. But in denouncing our actions, denouncing our leaders,
denouncing the war we live and fight, they are isolating the military
from society…and they are becoming our enemy.

Democrats and peace activists like to toss the word "quagmire"
around and compare this war to Vietnam. In a way they are right,
this war is becoming like Vietnam. Not the actual war, but in the
isolation of country and military. America is not a nation at war;
they are a nation with its military at war. Like it or not, we are here,
some of us for our second, or third times; some even for their fourth
and so on. Americans are so concerned now with politics, that it is
interfering with our war.

Terrorists cut the heads off of American citizens on the Internet…
and there is no outrage, but an American soldier kills an Iraqi in the
midst of battle, and there are investigations, and sometimes soldiers
are even jailed…for doing their job.

It is absolutely sickening to me to think our country has come to this.
Why are we so obsessed with the bad news? Why will people stop
at nothing to be against this war, no matter how much evidence of
the good we've done is thrown in their face? When is the last time
CNN or MSNBC or CBS reported the opening of schools and hospitals
in Iraq? Or the leaders of terror cells being detained or killed? It's all
happening, but people will not let up their hatred of Bush. They will
ignore the good news, because it just might show people that Bush
was right.

America has lost its will to fight. It has lost its will to defend what is
right and just in the world. The crazy thing of it all is that the American
people have not even been asked to sacrifice a single thing. It's not
like World War Two, where people rationed food, and turned in cars to
be made into metal for tanks. The American people have not been
asked to sacrifice anything. Unless you are in the military or the family
member of a service member, its life as usual…the war doesn't affect
you.

But it affects us. And when it is over, and the troops come home, and
they try to piece together what's left of them after their service…where
will the detractors be then? Where will the Cindy Sheehans be to
comfort and talk to soldiers and help them sort out the last couple
years of their lives, most of which have been spent dodging death and
wading through the deaths of their friends? They will be where they
always are, somewhere far away, where the horrors of the world can't
touch them. Somewhere where they can complain about things they
will never experience in their lifetime; things that the young men and
women of America have willingly taken upon their shoulders.

We are the hope of the Iraqi people. They want what everyone else
wants in life: safety, security, somewhere to call home. They want a
country that is safe to raise their children in. Not a place where their
children will be abducted, raped, and murdered if they do not comply
with the terrorists demands. They want to live on, rebuild and prosper.
And America has given them the opportunity, but only if we stay true
to the cause, and see it to its end. But the country must unite in this endeavor…we cannot place the burden on our military alone. We must
all stand up and fight, whether in uniform or not. And supporting us is
more than sticking yellow ribbon stickers on your cars. It's supporting
our President, our troops ….and our cause.

Right now, the burden is all on the American soldiers. Right now,
hope rides alone. But it can change, it must change. Because there is
only failure and darkness ahead for us as a country, as a people, if it
doesn't.

Let's stop all the political nonsense, let's stop all the bickering, let's
stop all the bad news, and let's stand and fight!

From Mexico I applaud the courage and valor of Rep. Dennis Kucinich in daring to keep and show such a sound mind in the face of the insanity that spreads from Cheney and Bush towards and upon the whole world. We have President Calderón clumsy government thanks to them. Efforts to arrest global climate change are weaker because of them. But I feel inside US as Mexican voters feel the same: vested interests' logic is not the logic of mankind's survival. It's not even the logic for the American people's survival. Right now the US Corporate government led by Cheney is the most powerful in the world. However US population since at least President Johnson's times live in a war economy, and the scenario has reached incredible heights with Cheney & Bush governments, both for the Americans and the developing countries they foist their will upon.

Dana Perino suffers from the same delusions as Dick & Dubya. Congress HAS sent bills 'o plenty and Bush has vetoed darned near all of them. He even tried to stop an increase in the minimum wage.

Why aren't we hearing anything about $94/barrel oil and $3/gallon gas? Why doesn't Bush step up to the plate and try to HELP people in America? I am so sick of him and this entire Administration (and their spin). Press on with impeachment for BOTH Cheney and Bush!!! Can't wait 'til the next election!!! Let's take our country back!!!

Killing it would have been voting yes on Roll Call 1037. That got 251 votes nay, 162 votes Yea.

Though some people say it will be dead by moving to the committee, the leader of the committee voted along side Rep. Kucinich.

It amazes me that this had republican support, but still lacks the support of major democrats. The big issue here is this infamous 'democratic agenda' that Mrs. Pelosi has. If there was no 'agenda' and everyone voted for the people they represent, as their job is to do, there wouldn't be an issue at all.

We elect our members of congress to represent us, the majority of them, democratic or republican, have failed to do so.

My representative unfortunately gets no vote in congress. Contact yours and express your feelings to them regarding the subject.

Say what you will about Rep. Kucinich- the guy seems to make alot of sense of late. OF COURSE we need to impeach Cheney as a prelude to really cleaning House. The alternative is just too horrifying to contemplate (Prez Cheney!).
Does Ms. Perino really think that the "failure" of Congress to send an appropriations bill to the WH is born of complacency?
And BY THE WAY Ms. Perino- us Americans out here (the ones that the current Administration has ignored for 7 years) aren't "shaking our head in wonder at this Congress" – we're close to complete and utter frustration and anger – but do not for one second believe it is leveled at Congress. It is leveled quite appropriately at the current Presidency.

Dana Perino is just the latest (and, to be fair, comeliest) of a long line of Bush-weasels. The least we could hope for would be both Cheney and Bush being impeached. It's the minimum we, THE PEOPLE, should expect. What happened to law? What happened to The Constitution? Cheney and Bush by definition are criminals. They've broken many laws and have committed (by definition, again) treason.

AMEN to Kucinich!!! Cheney's activities while in his VP role have been definitely impeachable, if not criminal. If Clinton's blue dress escapades (which only hurt him, Monica and their families) got him pretty far along in the impeachment process, it's unbelievable that all of the lies and unconstitutional activities Cheney has executed while in office doesn't get him so much as a slap on the wrist by his fellow politicians, the media and our apathetic citizens of the US. I really do fear for our democracy not surviving much longer under these conditions.

Ms Dana Perino, I wonder what planet you are on. As one of the many Americans who is thoroughly disgusted with this administration, I would welcome impeachment proceedings for the entire "kit and kaboodle" in the White House. Where is the ACCOUNTABILITY? Most of us born and bred in this country abide by the laws of the land. For the few who do not and are granted immunity for their wrong doings, it leaves the rest of us with a longing for JUSTICE. It is simply too bad that it appears the majority of Congress lacks the back bone to stand up for the American people. As for health care for American children, where have you been? Do you not realize that every time Congress has sent a bill for children's health care, it has been vetoed by none other than George the Weasel. In my opinion this administration has made a major contribution to threatening our national security by leaving our borders open, invading another country, tarnishing our peaceloving reputation around the world, and the list goes on and on. Worse administration in the history of the USA, this one takes the cake!

Bush will veto anything on healthcare that comes his way, especially kid's healthcare, and if I recall the rightwingers in Congress spent quite a bit of time passing a contempt citation against MoveOn.org when they got oh so offended about their ad. Too bad it turned out to be spot on – General Betray-us was out introducing a disgraced Chalabi to the troops recently, just another embarassment. How do Republicans sleep at night? For that matter, how do Democrats still manage to not get anything done w/such incompetents on the other side of the aisle? I give up.

At least this time it's to remove someone who wants to turn the nation into a Fascist state and who ranks as the lowest approved VP (and Pres) in all history.
