Mauricio Celis in a September 2005 photo.

CORPUS CHRISTI, Texas (AP) — A major contributor to Democratic causes and candidates has surrendered to face charges that he impersonated a lawyer and a police officer.

Mauricio Celis turned himself in Monday and then was released after posting $50,000 bail. District Attorney Carlos Valdez argued for $1 million bail, saying Celis was a flight risk.

"I don't appreciate the fact that the prosecution is treating me like a second-class citizen," Celis said during the hearing.

Celis has contributed thousands of dollars to state and federal candidates, including the presidential campaign of Sen. Hilary Clinton. Several candidates for state office who accepted campaign cash from Celis have since donated the funds to charity.

Celis, 36, was indicted Friday on charges of impersonating a lawyer, impersonating a police officer, theft and perjury.

He has a controlling interest in the CGT Law Group of Corpus Christi even though he is not an attorney. Texas law prohibits anyone not licensed as a lawyer from owning a controlling interest in a law firm.

Although the indictment was returned Monday, Celis' bail hearing was delayed because two judges recused themselves from the proceedings. Judges do not have to give a reason for recusal.

Among the conditions of bail, Celis must place a sign at the CGT Law Group offices stating he is not a lawyer, and surrender his passport and any firearms he owns.

If the criminal charges are tried together and Celis is found guilty, he could face up to 10 years in prison plus fines. If the counts are tried separately, he could face 32 years plus fines.

What a shock ,,another democrat impersonating someone of importance

Aunt Betty   November 20th, 2007 10:46 pm ET

you are a second class citizen you turd

Bill, Streamwood, IL   November 20th, 2007 5:17 pm ET

I guess I have to ask why aren't the CNN bashers posting their anti-Hillary, anti-liberal, anti-Democrat comments over at that "fair and balanced news" website? That way we won't have to read them and muddle through their banalities.

Really, if this is such a "liberal" site, what are you doing here? Not enough to read over at Fox? Or do they limit your messages to just 25 chararcters?

Neill C., Montgomery, Al   November 20th, 2007 4:58 pm ET

Another example of how fundraising shenanigans within the Democratic party will be swept aside while there was outrage at Republicans over Abramoff even though Abramoff raised funds for Democrtas, too.

Lance in Monrovia   November 20th, 2007 4:48 pm ET

Norman Hu, Chinese Immigrants that don't exist, and now this guy, all giving money to the Clintons. I'm a life long democrat, and I usually pride the fact that scandal seems to follow around Republicans and not Democrats…. well, I guess Hillary Clinton is the exception.

There's got to be a reason all these crooked donors are picking her as their candidate of choice overhwhelmingly.

I'm supporting Barack Obama because I want to trust my government again.

When Obama speaks, I believe it, pure and simple. I believe it.

christian, selden, ny   November 20th, 2007 4:43 pm ET

JB Boston MA

are you kidding? maybe her name comes up in everything because she is THE FIRST WOMAN THAT MIGHT WIN THE PRESIDENCY IN US HISTORY!!! thats how it works when your on top people try to bring you down. how do you think they tracked that this guy donated money to clinton?! hes been donating money to tons of politicians. clinton doesnt have ties with him and if any of you thinks she does read the story again this time take your republican glasses off though.

Tom - Dedham, Mass   November 20th, 2007 4:25 pm ET

Wonder if Obama's folks had a hand in "placing" this nonstory, much the same as they attempted with the Hsu nonstory.

Posted By Biggdawg, Chicago, Illinois : November 20, 2007 11:04 am

That should have been a bigger story just like the $1000 Chineese dishwashers as it goes back to the same patterns that happened during Billyboy and Gore's presidency.

Hsu a non-story, are you that drunk on kool-aid? Anybody else they would have been done, STORY ONE FOR 2 WEEKS UNTIL THEY QUIT.

How about her getting thousands of dollars from people who her husband pardoned? Must have missed that posting as the story was elsewhere.

Here however, with all of the KNOWN facts, she can't be accountable for someones actions AFTER the fact.

Stay tuned, he may get Fostered.

Ron, New York   November 20th, 2007 3:50 pm ET

Check out this new story about just how much value Bill Clinton brings to his wife campaign: fundraising, endorsements…

Reuben Goldenstein, Dahlgren VA   November 20th, 2007 3:24 pm ET

I see how they might be able to prove the first charge of impersonating a lawyer, but it could be argued that he should have never been able to gain the contolling interest in the law firm in the first place. And there doesn't seem to be any explanation of the other charges. These charges may be politically motivated, as many charges against Texan Democrats have been recently. I would suggest that ranking members of the Democratic Party investigate these corrupt prosecutors in Texas.

RuthieM   November 20th, 2007 3:18 pm ET

Gee CNN sure found a somewhat indiscriminate way to 'slip' Clinton's name in here. If you don't look long enough you miss it.

JB Boston MA   November 20th, 2007 3:10 pm ET

Hill fans. . .

Why is it that the name Clinton always comes up in these sitiations. You can make excuses all you want, but, one thing is clear, they surround themselves with questionable people. That should be a concern in itself!

christian, selden, ny   November 20th, 2007 2:31 pm ET

xtina, Chicago, IL

yea xtina she pardons everyone that donates $4000 to her campaign. brilliant! this story shouldnt be news at all especially since it can hurt a candidate that REALLY DID NOTHING WRONG. do you clinton haters hear me? she did NOTHING WRONG. dont try and add this to the pile that you are shoveling

Ann, Canada   November 20th, 2007 2:23 pm ET

And the point of this story is what? He is being indicted on charges of impersonating a lawyer and a policeman and nowhere does it state he is being charged with donating to democrats. I am sure you could find any donor whether republican or democrat who might find themselves in trouble with the law…..and this means??? It is things like this and trying to make a scandal out of nothing that shows what US politics has come to.

Rich, McKinney Texas   November 20th, 2007 2:22 pm ET

This may just be the tip of the iceberg especially if Mauricio Celis is donating money under all the lawyers names at that law firm that would be a lot of scratch at almost 5 grand a pop. If a person would be willing to claim to be a lawyer and a police officer no telling what he might claim to be. Have to keep an eye on it and see how it all shakes out. History has a way of repeating itself and Corruption has always been a part of the Clinton's history. Well that and illicit affairs because Bill can't keep his pants pulled up around the help. My oh My what a tangled web we weave when first we practice to deceive.

Lee Columbus Ohio   November 20th, 2007 2:04 pm ET

I love it, More free air time for Hillary, GO HILLARY!!!

William   November 20th, 2007 1:56 pm ET

Sure Obama camp has done this kind of "digging" in his own democrat backyard thing. He did in Hsu's case, even Hsu has donated to his campaign. disgusting.

RH, Brooklyn, NY   November 20th, 2007 1:42 pm ET

So the next time a Republican donor gets busted for lawbreaking, CNN will mention that too, right?

Bill, Streamwood, IL   November 20th, 2007 1:37 pm ET

Ho hum.

I am waiting for the follow-up stories about Bush being charged with impersonating a president; Fred Thompson being charged with impersonating a presidential candidate; and Rudy Giuliani being charged with impersonating a conservative.

Martin, Clarksville, TN   November 20th, 2007 1:11 pm ET

Hillary Clinton, the choice of crooks.

Anybody but Hillary in 2008

Mary, Cedar Rapids IA   November 20th, 2007 1:10 pm ET

Interesting, Adam, that you thought the title was Clinton donor…it's not. However, I also think this is not a Clinton story, this is just another sociopath trying to find some political influence. Now, if the investigative reporting we've become so used to seeing (I mean in the British press) continues, we'll see all these questions answered, and will know what his further influence was. As for HRC, we already know her top fundraiser is under endictment, and no one cares; who'd care about this??

Dave Milwaukee, WI   November 20th, 2007 1:06 pm ET

These posts about campaign donors are stupid regardless of the candidate. However, I have a suspicion the title of this post would have been quite a bit different had the candidate been Obama. Keep up the good good work, CNN a.k.a. Clinton Nomination Network.

Joel, Seal Harbor, Maine   November 20th, 2007 1:00 pm ET

OK, Impersonating a lawyer and police officer, now he has to turn in his passport and all the guns he owns. He faces a possibility of TEN years in prison. It sounds like someone is being railroaded here. First, inpersonating a lawyer is punishment enough, and second, impersonating a police officer… what did he do kill his 4th wife?

Tom, Salem Oregon   November 20th, 2007 12:45 pm ET

Theft and perjury? Tainted campaign cash? No wonder people thought he was a lawyer.

Terry, Lakeland, FL   November 20th, 2007 12:39 pm ET

Wow another supporter of Hilary charged with being a thief…is anyone shocked? I mean the Clinton's have several thieves working for them..taking either money or documents.

Nathan, Raleigh, NC   November 20th, 2007 12:36 pm ET

Bush and Cheney have been impersonating human beings for years now, and they have not been charged with anything.

xtina, Chicago, IL   November 20th, 2007 12:12 pm ET

Why is it that all the felons and criminals donate to Hillary?? Oh yes, I remember, it's an early advance fee for a pardon..

Josh, Barrington, RI   November 20th, 2007 12:11 pm ET

Fact check:

1) This gentleman gave $2300 to Hillary for President. That's it. He's not listed as a bundler or a "HillRaiser" (www.whitehouseforsale.org).

2) He's not a close adviser or campaign staffer. He's just some guy who got arrested who HAPPENED to donate to Clinton's campaign.

3) This headline is HUGELY misleading. While yes he was a Clinton donor, it leads a reader to think he was a major donor/fundraiser, which he clearly was not.

Jonathan, Holiday, FL   November 20th, 2007 12:05 pm ET

The title of this article is extremely offensive. It has not been proven and will not be that this guy has any connection to Senator Clinton other than donating to her campaign. CNN neglected to name the other campaigns to which he donated. Hillary Clinton has raised over $90 million coming from hundreds of thousands (if not millions) of people. There is no way a candidate can run background checks on every donor. Candidates would end up losing money if they were required to do so. CNN needs to stop trying to make one story into something another.

I think the real focus of this story and that of Hsu's is that both of these guys turned themselves in to the police. What exactly are the local law enforcement agencies doing? Law enforcement officers need to stop worrying about speeders and focus on real crimes.

jw, canadian,ok   November 20th, 2007 12:05 pm ET

I donated $10 to Hillary, I'm starting to get worried, I've got some old speeding tickets.

James, Phoenix AZ   November 20th, 2007 11:52 am ET

Another Clinton donor wanted by the law!

No worries, though. Hugh Rodham, Hillary's brother, is getting back into the money-for-pardon business. This guy will potentially get a pardon considering the Clinton's SELL them.

AP STORY:

The brother-in-law of former President Bill Clinton received nearly $400,000 for successfully lobbying for a pardon and a prison commutation that Clinton granted on his last day in office, the Associated Press and TV networks reported this evening.
Attorney Hugh Rodham, brother of Sen. Hillary Clinton, was paid for work on the prison commutation request of Carlos Vignali and received a "success fee" for helping win the pardon of Almon Glenn Braswell, sources said.

Rodham returned the payment in the past 24 hours at the Clintons' request, according to news reports.

Bryan, Pensacola FL   November 20th, 2007 11:46 am ET

Is this really a surprise to any? So far, Hillary has had the support of a rap star, a porn star, and a fugitive Chinese militant to name a few. But there have been so many scandals associated with this women, one more can't seem to hurt.

rob, austin   November 20th, 2007 11:45 am ET

all the talk of how we need to drop Clinton is uncalled for. if her campaign knew what this guy was doing, do you really think they would take the money? she has such a huge account from donations that when something like this comes to light, of course she has the higher chance of having accepted the donation than other candidates.

No Friend of Bill, Vermont   November 20th, 2007 11:42 am ET

Tell us who your friends and supporters are and we'll tell you who you are. Old bromide, but true.

"Those who ignore the past are destined to repeat it".

Danny G. Boca Raton, FL   November 20th, 2007 11:32 am ET

So this guy makes a living impersonating lawyers and police officers? I hope he makes hard time… but what does that have to do with Sen. Clinton???

Mark Cross Junction VA   November 20th, 2007 11:32 am ET

Wish there was a law against impersonating a senator, they could arrest Hillary! Same ole story, dirt bags associated with the Clintons.

Jim in Orlando, FL   November 20th, 2007 11:24 am ET

Count me as a second staunch Republican who does not see the "smoking gun" here. If there is a story, its that this would be front page if this clown was more of a Republican donor, but for so long as candidates must rely on private donations to compete, the system will be dirty.

Wayne, Greenville TX   November 20th, 2007 11:22 am ET

Does this guy do any lobbying? Why were his interests in the "law" field? Has he any ties to lobbying firms? Sounds like the worm hole can get deeper and deeper.

Posted By we the people : November 20, 2007 9:55 am

I don't know how much lobbying can be done from Corpus Christi, TX. I would expect a lobbyist to be in either Austin (Texas's state capital) or Washington DC.

John, St. Louis, MO   November 20th, 2007 11:20 am ET

I am a staunch Republican, but don't see why this is such a big deal for Senator Clinton. All this tells me is that there needs to be LEGITIMATE campaign finance reform. The only way a candidate can know these things is if it comes to light as this case has.

Tim, Atlanta GA   November 20th, 2007 11:19 am ET

Unless this guy has direct ties to a politician this is not political news. Somebody could kill 15 people and donate $1000 to a politician and the headlines would read "Politician linked to mass murderer". Anyone who reads anything into this is being incredibly naive!

Adam Kinney, Cheyenne WY   November 20th, 2007 11:18 am ET

Why do you have to call it "Clinton donor charged with impersonating lawyer, police officer" why not just "Texas man charged with impersonating lawyer, police officer"… You guys need to change how you write your titles. Your trying to start a scandal before we even have a president elect. Just report the news don’t make a scandal

JC Topeka, KS   November 20th, 2007 11:09 am ET

And this means what. That the current system of individuals making donations to canidates is what. Are canidates suppose to run background checks on all donors before accepting contributions.

Is he a lobbist, has he asked for special favors, has he received special favors. Non-news, except to the anti-Clinton crowd. Republicans rolling over with laughter.

Biggdawg, Chicago, Illinois   November 20th, 2007 11:04 am ET

Wonder if Obama's folks had a hand in "placing" this nonstory, much the same as they attempted with the Hsu nonstory.

KA, OK   November 20th, 2007 10:57 am ET

This is the first of many. The true face of the Hildabeast starting to show. The American people will really see how corrupt this whole operation is.

OSU   November 20th, 2007 10:54 am ET

Isn't it amazing that every time there is a fraud article about someone associated with the Clintons, nobody has a comment on it? Man, when it's a Republican, the comments are non-stop and always implicate President Bush one way or another. We don't need another Clinton fraud in the White House! Vote for Rudy!

Ellis, Providence RI   November 20th, 2007 10:52 am ET

I'm an Obama supporter, but even I can't see how this relevant to Clinton's campaign, at all…

silvia,PA   November 20th, 2007 10:51 am ET

Now Clinton looks good, she looks all good after the weekend scandal of writers. While I feel bad for this guy, I am not an American but I really feel bad for those people who are used as scapegoats…..

Blayze Kohime, Columbus OH   November 20th, 2007 10:51 am ET

I see this as non-news. Any person who truly believes that their favorite candidate is without flaw or crime, must less all their donors, is just being naive.
At this point we are just choosing the lesser of many evils, all of which are lesser than the current evil.

Anonymous, Hampton, VA   November 20th, 2007 10:40 am ET

Here we go again….

IHeartNOTmyPresident, NY f**king, NY   November 20th, 2007 10:35 am ET

right now our great president is pardoning two turkey's .. let's throw Mauricio Celis' name in there and make it three!? :)

Dan, TX   November 20th, 2007 10:32 am ET

So what, he probably contributed to everyone, and what does thousands of dollars mean? The $4600 limit? That's not a big donor or someone who was working with Clinton staff like in other cases. Did he even meet with Clinton?

Ernie. Truro, MA   November 20th, 2007 10:32 am ET

A lot of unanswered questions here. How much did he give the Clinton campaign? Was this money returned or given to charity? Links with her or other candidates?

Roberta, Sarasota FL   November 20th, 2007 10:31 am ET

Let's see. He is indicted for perjury and theft, plus impersonating a lawyer and police officer — but he argues that he has been treated like a second class citizen. What exactly does he think this criminal behavior qualifies him for — first class???

christian, selden, ny   November 20th, 2007 10:26 am ET

does this mean anything? someone who donated money to multiple politicians gets arrested how does this havbe any baring on anything relevent?

NY Lover, Clinton Despiser   November 20th, 2007 10:23 am ET

Yet another supporter of the clintons who is corrupt. Look at the people the Clinton's have had business/political dealings with. Many have either been convicted of crimes, or are now dead.
Rather interesting.

Let me guess: he was laundering money through campaign donations? Both parties need to double-check to be sure they aren't being used as a clearinghouse for these wiseguys.
