Sen. Clinton announced a toy safety agenda Friday.

WASHINGTON (CNN) – On one of the biggest shopping days of the year and the historical start of the Christmas shopping season, Sen. Hillary Clinton, D-New York, announced a toy safety agenda she would implement if elected to the White House.

“As the holiday shopping season begins, our government should be taking immediate action, decisive steps to ensure that the toys we are importing from China and other countries are safe,” Clinton said in a statement released Friday.

While Clinton noted many recent recalls of toys manufactured in China, the Democratic White House hopeful also placed responsibility on American companies that purchase toys from China and other countries. “They have to do a better job at every stage of the process, from design through production and shipping, to make sure that the toys they are bringing into this country – and profiting from – do not pose risks to children,” Clinton’s statement said.

Clinton’s toy safety agenda includes imposing obligations on American companies that import toys; requiring independent, third-party testing of toys; increasing the number of product inspectors; instituting a complete ban on lead in products intended for children; and increasing enforcement of civil and criminal penalties for violations of consumer product safety laws.

Question! With all the attention being focused upon Lead Based Paints being used in the manufacturing of Children’s Toys as part of the approach to making money through the illness of children; where is the focus on other products used by children that are manufactured with the same process.

The reference is made specifically to the components of Testing Instruments that are manufactured in China with the same Lead Based Paints. Many assessment instruments used in school districts throughout the United States to evaluate children for the presence of developmental disabilities are comprised of arts that appear to be toys that are made in China with the same Lead Based Paints.

It is a sad day when we test children for the potential of a learning disability with testing components that can cause a learning disability. Now we have a multitude of potential presidential candidates climbing aboard a soap box about Children’s Toys – but not one of them have looked into the problem sufficiently to see how truly destructive the business practices of US Companies will go to gain market share by allowing their China business associates to go to save money and boost revenues.

I recommend that you learn how to reference US Senate Bills before you attempt and make believe you do. If you Goggle a Senate Bill you will more than likely NOT find in the top picks Senate Bills from the 110th Congress, nor from the US Congress. Try again.

I think you'll have better luck if you use THOMAS to search the bills by number. I searched only bills for the 110th Congress and that's where I got my results. There's a link to THOMAS on the House website (http://www.house.gov). There's a current Congress search field where you can just pop the bill numbers in.

I am confused, I looked up the Bills that you suggested and the Library of Congress has them as something entirely different.
S. 2132 deals with racial profiling
S. 1306 deals with Health Care (1991)
S. 654 deals with prohibiting the expulsion of someone to a country that engages in torture.(pre- senator clinton)
S. 2244 is an ammendment to the Fish and Wildlife Act.
S.2222 deals with low level radio active waste. Pre- Senator Clinton

Gee, lots to think about. What to do after all China has been funding the nations tax cuts to the wealthy for the past 7 years buying up our paper. And good Conservative buissnessmen have been triming costs by closing US plants and purchasing their goods from China where its cheap labor, and lack of safeguards, health and environmental concerns are good for the bottom line.

Seems to me Bill must be responsible for all of this, but then again there is a difference between opening the door and orchestrating what we see today. So lets look folks, 7 + years into an administration are we going to contiune to blame the last guy ar are we going to ever hold the current guy accountable for the actions or total lack of actions by his administration.

Lets see who is responsible for safe guarding American consumers, the Chinese or the American government.

For those who are concerned that Mrs. Clinton has failed to act on this issue as Senator, I direct your attention to S. 2132, "A bill to prohibit the introduction or delivery for introduction into interstate commerce of children's products that contain lead." You will find that this bill is sponsored by Barak Obama and co-sponsored by Senator Clinton and four others. Senator Clinton also signed on to Sen. Obama's Lead Free Toys Act of 2007 (S. 1306). You will also find her listed as a co-sponsor of Senator Durbin's Safe Food Act of 2007 (S. 654). I'd also point out that Mrs. Clinton's co-sponsorship of these bills dates back to May, not October or November. There are about a half-dozen other similar bills in the Senate alone, mostly sponsored by Senators Schumer and Durbin, so it's not as though no action is being taken on this in Congress.

As far as lead itself goes, Senator Clinton introduced S.2244, the Lead Elimination, Abatement, and Poisoning Prevention Act of 2007 in October (environmental contamination is the far more common lead poisoning scenario). I would refer those concerned about Senator Clinton's association with NAFTA to her Trade Agreement Assessment Act (S. 2222), which would require the International Trade Commission to periodically report on the specific impact of each free trade agreement in force with respect to the United States.

I really wish someone would do something about these unsafe toys NOW. I really try not to buy Chinese products because of their deplorable human rights history. But my office has decided we all need to buy toys for Toys for Tots. I spent HOURS in stores yesterday – and I avoid stores during the Christmas season if I can. I shop online – and EVERYTHING I looked at was made in China. Sure, these particular toys have not been banned – yet. But in 2 weeks we could be hearing the doll I was going to buy is loaded with lead.
Here we go again – another time when I will be labeled as "not a team player" in the office!!

Dan, from Texas, you state that Hillary would be dominating the Democratic primary if...

The fact is, she is dominating the Democratic primary (most national polls have her leading anywhere from 20% to 30%). It's not fair to say that she should dominate every region in the U.S., as different people from different regions from different demographics respond to candidates, differently. Remember, before Hillary even went to Iowa, she was polling at about 10%. After a handfull of visits she took the lead (albeit small, but a lead nevertheless).

You also mentioned the following: "...and most polls are already reflecting a close general election, despite how little people want another republican president."

The fact is, Hillary does BETTER (in most polls) than any of the Democratic candidates versus any of the Republican candidates. But also remember, that the general election has not even yet begun, yet the RNC, the republican candidates, and the democratic candidates have been attacking Hillary (not to mention the media - recently - with the hopes of "tightening" the race). With all of the negative publicity she has recently received, she is STILL on top (in most polls).

Finally, national polls don't mean a whole lot, but state polls do. I'll reiterate what I stated before: What republican candidate can beat Hillary in red state Arkansas when not even Huckabee (ex-governor of Arkansas) is ahead of here there?

If Clinton with all her fame and the love that all democrats have for her, still only pulls that level of support, it means that despite the fact she is loved by democrats, they don't think she's that good of a candidate.

In groups that are less in love with her, like independents; or groups that don't like her, like republicans; her support is low. She won't win – and most polls are already reflecting a close general election, despite how little people want another republican president.

#1: The China-toy-issue is less than 1 year old. To suggest that Hillary (or any other senator) should've done something about this 7 years ago is a bit naive (and overly partisan). Human rights issues have always been front and center in China. Unfortunately, although NAFTA and other agreements have human rights language, governments (especially our own) have ignored that language. Yes, you can blame the administration for not enforcing the laws as noted in the trade agreements. And, if you're looking for someone to have done something, at least Hillary attended the Women's Rights Conference in Beijing in 1995. This is nothing to frown out.

#2. For all of you who say Obama is more electable, you need to put this thing into perspective: Hillary has been attacked by BOTH sides during this primary season (the price to be on top). She has yet to seriously attack rivals on either side. And, the DNC has yet to attack any of the Republican candidates (unlike the RNC...). Thus, the only way attacked thus far has been Hillary. Yet, she is still on top. How do you think Obama's (or another else's unfavorables will look after constant attack). In fact, Hillary is doing much better than expected. If she gets the nomination, she will be the only one with the experience and know-how to win a general election. For those of you who think Republicans will switch to Obama, yeah right...For those of you who DON'T think a good share of Republican women will jump to Hillary, yeah right...For those of you who think Arkansas will go to any other candidate (including Huckabee), yeah right...

Some Democrats don't understand the situation in our country, which is no longer made up of two major parties only. You cannot ignore the growing number of Independents and undecided voters.

I am an Independent and I want to vote for the most qualified candidate no matter what his or her race or gender might be. Playing either card means failure. We need a strong leader for all Americans, not for a certain race or gender.

It is history to say that if you are not Democrats, you must be Republicans. If one criticizes Senator Clinton, it doesn't mean that the person is automatically a Republican.

You don't import only toys from China. You also import 'brains'.. who do you think are your computer programmers and scientists? Mathematics and science are hard for the American-born youth – more interested in shopping and TV. So, don't complain and don't throw mud to the Chinese to cover your inability at least to control the imports. You rely too much on them.
So don't blame Hillary Clinton for taking a correct position – you need trade, you need 'brains', just be at least capable to select. (BTW, I am not Chinese)

Says that the latest NV poll is good for Clinton. It shows the same lead in the democratic primary so far. BUT the same poll has her losing or tied with the top republicans running. OBAMA is leading all of the head-to-head vs. republican polls. This NV poll shows that Obama is the most electable democrat running. Between now and Jan 19, Nevada will begin to see the candidates more and start paying more attention. Those polls will start to shift away from Clinton, just as they have been doing in Iowa and New Hampshire. As in independent voter, I will vote straight ticket, if Clinton is the nominee, it will be a republican ticket for me.

Since Clinton depends on China for a large part of her political war chest, do you really think she is going to bite the hand that donates so much money to her campaign.

She waited until the start of the Christmas shopping season to make her statement, when this has been going on for months. As usual she probably waited for the polls to come out before committing to a stand – which she will ultimately parse into oblivion when it comes to acting on it.

We misunderstood what we thought she meant. She will again be the victim of a massive conspiracy.

CNN Anchor Lou Dobbs has been the leader in alarming American public on the imported toxic Chinese toys and foods, and calling for the administration and Congress’ attention to this problem. Hearing Senator Clinton talking about fighting Chinese toxic toys now makes me wonder if Hillary has got permission from the Chinese to fire at them in order to impress American voters for her win-win presidential election. Google Clinton and one of the following names: John Huang, Norman Hsu, Ma Paw, Danny Lee, and many more, and you will be surprised at what you find.

Democratic fundraiser Norman Hsu was arrested on 09/07/2007, and Hillary had to return his donations of nearly one million dollars. It is unclear how he had earned so much money for campaign donations as he was never a successful businessman. PA Governor Rendell, NM Governor Richardson, NY Governor Spitzer and Senator Obama all received donations from Hsu. In NYC Chinatown, Hillary also received laundered Chinese donations that cannot be traced. How could the Chinese restaurant workers afford to give her $1,000 apiece? The Clinton campaign collected $380,000 from NY Chinatown one day in April. We should also check to see if any of these $1,000 apiece donors are on food stamps or Medicaid. I don’t know if non-citizens are allowed to contribute to any of our campaigns. It should be illegal if U.S. is an independent country. More details on illegal donations can be found below:

In August 2007, Democratic Senators Durbin, Nelson, Schumer and Klobuchar urged CPSC action on Chinese toxic toys. Why hasn’t Senator Clinton been involved in solving the toxic Chinese imports problem till her lead is narrowed? Is she desperate now? I am not convinced by the sparring appearance between the Clintons and the Chinese based on their mysterious money trails and Lincoln Bedroom sleepovers.

Mattel executives actually apologized to the Chinese government for their design flaws. Had Mattel designed lead toys or toys with small parts? Had Mattel invested all their eggs in one nest – China? They deserve China.

Senator Clinton either doesn’t know how to operate a business even after working for Wal-Mart, or she made the statement just for political advantage. Once again the interests of business must be protected above all.

When we shoppers get a raw deal from a vendor, we do not continue to patronize that vendor. But to a politician who must protect the interests of businessmen, the solution is never so straightforward.

Just reverse the trend of unfair trade deals and pull our manufacturing back from the Chinese. Too simple eh? Too beneficial to American working men and women eh?

There is no reason for federal action to protect children from lead-painted toys. Let the free market handle it! As consumers purchase toys that kill their children, they will gradually learn to buy toys elsewhere. Then, those stores that sell lead-painted toys will see that they are losing customers and start ordering different brands of toys.

Also, the "lead poisoning" issue is based on junk science promoted by left-wing think tanks. Lead is actually good for children, promoting athletic skills and reducing attention deficit disorder. A study by the Lead Institute definitively proved that more studies are needed before anyone can claim that lead is the least bit harmful.

All action by any level of government is by definition incompetent. If we pass a thousand pages of laws restricting the importation of lead-painted toys, we are putting up barriers to free trade. This will result in the loss of American jobs and a reduction in American wages. Only a socialist would want that to happen.

She, along with the rest of our esteemed elected officials should have stepped in when the problem was first identified, not just now when it is convenient for her.

It never ceases to amaze me how low the opinion of our elected officials is when it comes to us, the Americans who foolishly send them to Washington in the mistaken belief they will actually do what we're paying taxes to have them do. Dump all of them and start over.

We are all to blame for Chinese imports. We love the low cost...nobody cries when a tool factory is closed and all the tools now come from China–we scarf those cheap products up from Wal-Mart with nary a tear for the 2000 people who lost their well payed jobs and are now selling those tools to us in Wal-Mart. Yes, Clinton did give most favored trading nation status to China. But ALL the Agencies that were responsible for monitorng our safety during his administration–received a much large percent of tax dollars and had more authority than today. Check the records–today domestic/social programs like public health, food safety, condumer product safety, all are struggling, understaffed and underbudgeted...while the population and number of imported products as skyrocketed...particularly in the LAST THREE years...as the last of America's manufacturing jobs...trickle over to China. Get a grip...no one person is to blame...we're all guilty. Nothing
s free. Good paying jobs, or a safe nation–a good government must be funded. And we're paying way too much towards defense and corporate welfare.

All of the agencies that protect us...consumer product safety, FDA...have been short staff, underfunded, and neglected far too long by the current administration. These domestic protection programs–are just as critical as our defense–but way under Bush's radar==of course until there is a problem. I believe like Hillary–we could use fewer advanced tactical fighters and other high cost hardward, in favor of spending more of our Tax Dollars on domestic and social issues. The guilty party is not china, but the American manufacturers and importers which avoid the American strict labour and environmental laws by offshoring the manufacturing facilities there. They exploit the Chinese workers and pollute the Chinese environment. They should have enforced the high product quality standard for their Chinese products, but didn’t. The American manufacturers and importers pocket the profits from these low quality goods.

Well, first off, her husband opened this pandora's box with NAFTA and the trade deal to China during Clinton selling our debt to China to begin with. Does anyone not realize how Clinton made the deficit disappear? Yep, he sold it to China and relaxed the trade laws with them.

Now, Senator Clinton has said she will vote yes for the Peru Free Trade Agreement to bring in yet more slave-labor goods similar to those from China!

And let us not forget, the largest Importer of Chinese goods is Wal-Mart. Did everyone forget Hillary was a board member for Wal-Mart for a number of years??

Yeah, she will fix the problem by creating even more problems and more government spending to treat the symptoms, and will completely forget about fixing the root cause of this mess.

Why does not introduce her agenda now in Congress? Why is she announcing this initiative now that just happens to coincide with the kick off of the Christmas shopping season? Think. She doesn't care one way or the other about toy safety. What she cares about is appearing to be concerned and playing off the fears of many parents like myself who are doing their Christmas shopping now. The calculating nature of this whole "agenda" sickens me.

There is a difference between trade and bad trade. Don't blame Bill Clinton for opening doors that were supposed to be open. You cannot have global markets if there is no trade. As Hillary said, controlling it, this is the key.

And all this non-sense again about her vote for the war in Irak.. what was at that time the approval rate for war of Americans? Everybody was hysterical after 9/11 so don't all play the wise now because results are not so good (same as Obama who was anyway on the margin.. and when he was entitled to vote on other matters, he missed the vote.. so convenient).

Hillary would have good judgment if she had access to the right information.

She was intimately involved in shaping NAFTA with Bill, the trade policy that opened our borders wide and allowed a host of cheap foriegn products in that are now poisoning our kids. I'm outraged by this statement. She should own up to it but instead she doesn't mention her past involvement, just like Iraq and illegals and everything else.

She was on the board of directors of Wall Mart, who funded Bill's first campaigns. They benefited in the extreme from NAFTA and cheap foreign toys. Her support on this issue is no doubt linked to the corporate wishes of Wall Mart and others.

Now she's gonna bash it? She has no moral ground to stand on.

I support Barack Obama because at least he's consistant and at most he's visionary about where this country should be headed. He has been right before and he's right now.

The toys from China should be BANNED UNTIL THEY CAN ABSOLUTELY VERIFY THEY ARE SAFE.
Our multi-national corporations are sending the jobs there so the CEO's can make massive bonuses and get millions in stock options and could care less about the health of the children.
The importers should not be immune to the problem and they should have to verify the toys they sell are safe regardless where they are made.

First: No, she is not saying to stop traiding with China. She is saying better inspections and safety observances should be implemented to ensure it doesn't happen again.

Now, she's not just honing in on China.

I think they should have started getting a few red flags during the Austrailian Recall, not just now. If they acted then, before the Senate went to 'de facto', they might have made the holiday safer for everyone.

But that's just my opinion. One man, one voice.

All the finger pointing without admitting any responsibility won't bring about any restitution so American consumers will eventually pick of the tab for corporate greed while CEO's rake in outrageous pay packages. The sad part is that I doubt American corporations will learn anything from all this as they will dodge the blame and the expense. I say keep the jobs here at home where American workers have pride in their jobs and companies have recourse with our own legal system. Chinese toys are just the tip of the iceberg. Beware: It could be any product next.

What a great idea!! I am so glad that this is being addressed in the presidential campaign. As a mother of three little children this is a very important topic for me. I hope all the candidates make this same pledge.

I am a Mitt Romney/John McCain supporter (I haven't decided which yet). I hope they address this issue. (I can't believe I'm about to say this, but...) Thank you Hillary Clinton for making this a priority!! I think it's interesting that the only woman candidate brought this up first as it is a topic that concerns mothers.

We would have much more leverage with China if we were not in debt to them for the 6 trillion dollars we borrowed to finance the war that Senator Clinton voted for. The current budget does not begin to address this debt. It will be passed on for generations.
