The House page program came under scrutiny after the Mark Foley scandal last year.

WASHINGTON (CNN) — The inspector-general of the House of Representatives will investigate recent allegations of sexual misconduct among congressional pages, the Democratic and Republican leaders of the chamber announced.

Two pages — usually high school juniors who serve Congress as messengers — have been dismissed for allegedly having oral sex in public areas of their Capitol Hill dormitory.

"It wasn't kissing and hugging — let me put it that way," said Rep. Ginny Brown-Waite, R-Florida, last week. "It did go beyond that. There were not only a young male and female involved, but there were also observers and other page participants who were, let's say, enablers."

Get used to this stuff if HRC is elected. It means Bill will have all kinds f fresh meat available to him.

I am personally offended by many of the comments regarding this story. I worked as a intern in the House this summer and the most surprising thing to me was that there are many many people who work extremely hard on behalf of their constituencies. I sat in hearings and watched congressmen and women go to bat, often at a political cost, for their constituents. Those times just don't get reported on.

I would be the first to say that this Congress is struggling immensely. But keep in mind that many elected officials and staff are working with a bad leadership.

Also, the vast majority of house pages did an excellent job this summer. Don't blame Congress for this, blame those kids and praise the ones who took their duties seriously.

Apparently intelligent discussion is not a strong point with either of you two. Bill Clinton wasn't disbarred. He have up his license voluntarily and recently just became eligible to have it reinstated. Also it had nothing to do with a "plea bargain" since there was no plea; it was for dismissal of the appeal of a dismissal of a civil case. I realize that boggles both of your feeble little minds Brenda, but try to catch up to what's going on and quit getting your political indoctrination from AM hate radio talkshows.

Mark, San Fran CA   December 14th, 2007 4:46 am ET

For anyone who thinks SCHIP will be paid for by all of us, you are wrong. It will be funded by an increase in cigarette taxes.Of course, the increase could cause fewer people to buy cigarettes, therefore improving their health, and everyone's around them. But, knowing smokers, they will buy them at any cost. Just wait till its cheaper to smoke "other substances" than tobacco. Actually, it is already.

K, Florida   December 14th, 2007 2:41 am ET

Republicans get all in a tizzy over oral sex because they never get it. Come on folks. This is not even something that should be on any News Media. These were kids. The embarrassment alone, of being caught, is enough to cause emotional problems long into the future! We just had evidence of a child hanging herself because of a "supposed boyfriend" on the internet turning on her. How would all of you feel if we read that one of these kids took their own life after having to endure this ridicule??? Your adults, think about it! Practice what some of you so called Christians preach!

This report will be read and re-read with all the scrutiny and interest as would an Anais Nin or Henry Miller novel.

Thank God Congress has the free time to handle such urgent matters!

Seems like the lady republican is a might jealous and or envious.it is a pretty established matter that republican males appear to dislike sex as they condemn anyone who partakes or has a certain desire for sex. there preference for non heterosexual activity leaves some doubt[I guess] in the GOP female gender and there desires. That is pretty apparent by the GOP females that are seen on the tube that come off as nasty grumpy frustrated. Take care of your homework GOP er's and you won'tget such bad publicity.

Ken   December 13th, 2007 5:07 pm ET

so the pages were stuck together, what a shame.

Len, Fallbrook, CA   December 13th, 2007 2:36 pm ET

JorgeM, Chicago, IL   December 13th, 2007 2:22 pm ET

If only it were activity involving two males and maybe a bathroom, then maybe the Republicans would understand!

josh   December 13th, 2007 1:50 pm ET

In related news. Bill Clinton has recently applied for the newly created "page baby-sitting" position. Clinton states that because of his extensive experience, he has a lot to offer these young pages. He also requested that his job search, at this time, remain confidential… especially from Hillary.

Hey I think He'd do a good job!

Jonah, Boston MA   December 13th, 2007 1:25 pm ET

David from Arizona,

Is it really illegal to have sex in a publicly owned building– even if you are the president and that building is your house? Are you suggesting that presidents of yore have had to rent a hotel room for the night to have sex with their wives?

Can we consider this a democratic sex scandal for once? The republican ones just aren't news anymore.

Sure–if you run out of stuff–you can always pull out Bill Clintons zipper/cigar tricks in the oval office.

"Hillary has to be involved. Okay we understand you people really don't like Hillary, however please give it a break get over it. Get a life!!!!!!!"

Don't YOU GET it? This woman claims to stand for women's rights and the is the self-proclaimed contemporty vanguard of the liberated woman. But her real personna enabled her dirt bag husband to use and abuse woman. In protecting him, the Clintons smeared any woman who dared come forward. OPEN YOUR EYES…THIS WOMAN IS A FAKE AND WILL TRAMPLE ANYONE WHO GETS IN HER WAY!!!! I, for one, will not get over it. BTW, Sam, of Lincoln, NE, you're an idiot. Proven? One of the accusers was paid off by Hillary…look it up it's public record.

Michael, Orlando FL   December 13th, 2007 1:08 pm ET

I am certain that these young pages were simply working on their resume for the potential of another Clinton in the White House. After all, practice makes perfect. Congressional page today, White House intern next year.

Connie, Hartsville, Va   December 13th, 2007 12:51 pm ET

Wayne   December 13th, 2007 12:49 pm ET

I also am under the impression that this is not a big deal. Kids learn by example, the adults set the example, so the kids follow. Don't blame the kids, you shouldn't punish them for things that you won't punish their role-models for.

Nate Sacramento   December 13th, 2007 12:39 pm ET

The question is..WHY IS THIS NEWS?

The interns misbehaved, they were fired. BIG DEAL. It has NOTHING to do with Clinton,Bush,Obama, or Huckabee.

Jon Gerler, Raleigh, NC   December 13th, 2007 12:35 pm ET

I think this is one of the funniest things I've seen in recent memory…as if this is the *worst* thing pages (or politicians) have done on Capitol Hill. It will be so nice when the current generation of repressed baby-boomers, so firmly entrenched in power and the media, get in touch with their own sexuality and go the way of the do-do bird. Maybe that way we can move beyond the prudish public discussions and petty moral discourse of what people (or kids) do behind closed doors and focus on *real* issues, like why our President can legislate his own private little world inside the Beltway unfettered, while the rest of us toil (and die) for it.

Glen, Boston, MA   December 13th, 2007 12:34 pm ET

In more evolved civilizations people are free to have sex wherever and whenever they want. On the other hand, wars and violence have no place in their societies.

They have learned that the cliche "sex and violence" is an oxymoron. How can the act that leads to the highest expression of love be linked with the act that leads to the highest expression of fear?

Only in primitive societies do people fear sexuality and judge it as wrong.

Jon Q. Public, USA   December 13th, 2007 12:31 pm ET

Hey Sam from Lincoln, NE,

News flash - Clinton's case wasn't dismissed, it was settled out of court. Then he was disbarred.

David, Gilbert Arizona   December 13th, 2007 12:31 pm ET

Hey Roger in Conway. You do realize Hillary voted for going to war in Iraq and made a grand speech on the floor of the Senate declaring Saddam had weapons of mass destruction right? George Bush could not go to war without that vote. The Congressional investigation showed everything was in the NIE, which Hillary neglected to even read.

You also realize that the funding for the Iraq war comes from Congress, not the President right? The democratic Congress are the people funding the war in Iraq, not the President.

You must also know that SCHIP is an existing program signed into law by Bush, which does indeed cover the children of the U.S. The democrats want to provide medical benefits to children in middle class homes earning over $50,000 annually, which increases the tax burden on all of us.

I don't really care about the Clinton scandal but comparing him to Bush is simply silly. Clinton did have sex in a publicly owned building, which is indeed against the law. He also lied about it, which says a lot about his character. Pointing these facts out in no way makes a "right wing" person a holier than thou hypocrite.

Jonah, Boston MA   December 13th, 2007 12:28 pm ET

"Apparently Democrats didn't learn from the Mark Foley incident that pages need better supervision," Brown-Waite said. "Apparently they haven't learned anything."

WHAT?!!

First of all, this isn't a partisan political issue. How insecure and embittered must Brown-Waite be to use this situation as an attack on Democrats, even though it makes no sense? To turn this into a partisan issue of my own, add her reaction to the mounting evidence that Republicans are a bunch of useless scumbags.

Second, the lesson from the Mark Foley incident was not that pages need better supervision. If anything, the lesson was that congressmen need better supervision. Let's place the blame accurately. The other lesson from the Mark Foley incident is that Republicans who staunchly and vocally support "family values" (a.k.a. anti-gay) legislation are often reacting against their own closeted, sexually deviant proclivities.

All that said, this isn't even a news story. The kids shouldn't even be getting sent home for their behavior. They are juniors in high school; leave them alone.

Brandon, Montclair, New Jersey   December 13th, 2007 12:19 pm ET

"Apparently Democrats didn't learn from the Mark Foley incident that pages need better supervision," Brown-Waite said. "Apparently they haven't learned anything."

This is exactly the type of partisan rhetoric that really needs to end. How is this a Democrat vs. Republican issue in any way? It's simply a supervision issue in the Capitol Hill dormitory. Moreover, when last I checked, Foley was a grown, REPUBLICAN man, who should have been responsible for his OWN conduct. I think it's time for a little bit more responsibility with how statements are made in reaction to events in this country.

Sam, Lincoln, NE   December 13th, 2007 12:12 pm ET

Well, Bubba set a precedent…sex in a Govt building is apparently acceptable to many. Live with it!

Meanwhile, Hillary is calling for an investigation into a former contractor's allegation fo rape and detainment by co-workers. She says, "These claims must be taken seriously and the U.S. Government must act immediately to investigate Ms. Jone's claims". Tell us Hillary, why weren't similar charges against your husband taken seriously? You, Madam, are a HYPOCRIT!!!!!!!!!!!!!!!!!!

Posted By Brenda, Boston, MA : December 13, 2007 9:19 am

Actually, you're the hypocrite. There's a big difference between allegations of forcible rape by government contractors and a civil suit alleging sexual harrassment by Bill Clinton BEFORE he was elected president. Did you also convieniently forget that the suit was dismissed because it lacked merit?

The hypocrite, Brenda, is YOU!

Gary, Detroit, Mich.   December 13th, 2007 12:00 pm ET

Brenda, Boston, MA

Bill Clinton set no such precedent. There are accounts of secret tunnels into the Whitehouse and the women who used them and that go back almost to Colonial times. There are many accounts of 'not so secret' affairs which span the history of our government. What's going on now is called "life". Grow up.

demwit   December 13th, 2007 11:56 am ET

what a joke… nasty partisan political theater at it's finest. as if you can compare the hypocritical behavior of Mark Foley with these young adults who obviously made a mistake. what does this have to do with Democrats?

Scott Cross Junction VA   December 13th, 2007 11:41 am ET

Jennifer, Dallas, TX   December 13th, 2007 11:37 am ET

I hate to break it to the adults of America, but the youth of America have a lot of sex. I doubt there is not a single high school in America where two consenting teenagers have had consensual oral sex, probably even in front of an audience. I feel bad that the pages are being ridiculed in front of America, as if they were in a normal high school situation, the worst that would happen to them is a little gossip among their peers. Let's just say, teens will be teens and move on. If congress really has such an issue with oral sex, they should work on changing the countries viewpoint on sex being so acceptable! The teens don't come up with this view on their own - they learn it from those older than them!

Surrealist, Fort Myers, FL   December 13th, 2007 11:33 am ET

There's an opening for an experienced intern at the Clinton Foundation. Do my fellow Democrats really want to place him ( a la Hillary) back into the White House?

C. Toledo, San Juan, Puerto Rico USA   December 13th, 2007 11:32 am ET

How come President Clinton never got fired for engaging in the same shameful conduct as these teenage pages!!??!!

george, dallas tx   December 13th, 2007 11:30 am ET

this comment is for brenda who called Hillary a hypocrite. First of all, I don't support hillary. We tried to impeach bill clinton for lying about having oral sex. So which is worse, that or having a president lie to you about going to war in a country that has no impact on the fight against terrorism and no weapons of mass destruction and yet left many many of our young soldiers dead and maimed and disabled w/o a support system that can handle or take care of their needs. So i guess lying about your personal life is worth impeachment but lying to country and having thousands of soldiers die and become disabled for the lie isn't. Nice job brenda

David, Gilbert Arizona   December 13th, 2007 11:27 am ET

Some posters here make it sound as if teenagers have never had sex before until just recently. "Behavior like this is immoral and reprehensible…" Please. Get off your high horse. Humans are sexual beings. To deny this fact is to deny being human. I'd also say reading the rest of Surrealist's post is that he/she has personal issues that go way beyond pages having sex in public.

Should the pages be dismissed? Yes. Not for having sex but for having sex in public. That's their mistake. Is it some huge scandal? No. I'm sure many of us have has some sort of sexual encounter in a public setting. There are laws against doing so, however. If you take the risk and get caught you better be prepared to face the consequences.

The tragedy of this situation is that Ginny Brown-Waite is trying to spin this into some sort of political issue. She is the one who should really be ashamed of herself.

Joseph   December 13th, 2007 10:54 am ET

Maybe the were role playing how to be a future President with an intern?!?

Ps…I thought the majority on Capitol Hill were Democrat?

Scott, Minneapolis, MN   December 13th, 2007 10:51 am ET

Are you kidding me. This is Bill's fault? Brenda's post is rediculous. Bill Clinton did not rape anyone NOR did he have sex with a minor. Hillary should ask for an investation into that accusation……

Jim, Phila PA   December 13th, 2007 10:51 am ET

According to Bill Clinton, it's not sex! So, that's the hipe!

Reality-Florida   December 13th, 2007 10:46 am ET

The blame starts at home!!!

JC in New York   December 13th, 2007 10:38 am ET

Jeez, I am so sick of this Washington culture. These people all think they are above the law. So two pages get busted. But it goes beyond that. It's about power and influence. They all think they are above the law and suffer a severe case of hubris. This is more smoke and mirrors to distract from the $70 billion war-funding package. As is the Mitchell Report due out today. Things are NEVER what they seem in Washington.

Quick question Richard from St. Paul is it not the Dems that run the Senate and House? Interesting you "blame" Republicans when this is neither an issue for Rep or Dem. You must be an anger libreal.

GOPstickin the mud, Fort Myers, FL   December 13th, 2007 10:06 am ET

Passing bipartisan bills requires the GOP members and thier libertarian allies to actually cooperate. In case nobody has noticed–every concession that has been made in every committee has been blocked down the party line by the GOP. Lets place the blame where it belongs here. Even when they do find consensus–and actually ge a bill to the President–he vetoes it. Don't blame the Democrats because congress is in a quagmire–when the quagmire is created by the obstructionist GOP representatives towing the party line, and a President who is unwilling to make concession or compromise.

This 110th Congress is the worse Congress in American history. What have they don't besides a daily roll call(even when not there) and a raise for illegals(Americans don't do those jobs)??

I wonder if they plan on getting around to any of the American people's work this year? You know, actually passing some bipastisan bills. Not likely with only 17 days left in the year. Oh well, at least they'll were all present this year huh..

Ken, Aurora, IL   December 13th, 2007 9:43 am ET

So what you're saying is that there were two teenagers having sex on the job. Not really front page CNN.com newsworthy is it? It seems like a discipline issue, not a news issue.

Terry, El Paso, TX   December 13th, 2007 9:42 am ET

Well, kids will be kids. Almost all of us, surely, got involved in some teenage sex-play that we thought of as imprudent in our later years. I say dock them for an hour's pay, give them a good lecture, forgive them, and tell them not to do that again.

If any of you have a teenager who has done something that you would not like to see on the front page of USA Today, then you surely understand that this is not a big deal - as long as there was no adult present. If there was, it becomes a big deal.

demwit   December 13th, 2007 9:35 am ET

I cannot believe that this would be happening on Capitol Hill and how does this happen on a public elevator. I strongly encourage the House Page Board to tighten their reigns and outline what is and what is not to be expected of the pages. Obviously they are not doing their job and once again we have another pointless group of people who can't control high school students.

Pat, Milwaukee, WI.   December 13th, 2007 9:27 am ET

It sounds like they have a bright future in politics. They fit right in.

More bad behavior on capital hill? The Republicans are proving to be a very bad influence on the young pages and youth of this country. I can't wait for the elections to get rid of these crooks, liars and pedophiles.

Obiously the selection process for Congressional Pages needs to be looked at more closely. I'm not blaming Congress–I blame the kids themselves. Clearly, their academics and reputation of service are part of the application process. Or are they like Academy appointments–just the spoiled rich kids of large political contributors? Behavior like this is immoral and reprehensible–and self-control and maturity assessment of these particular pages was flawed. I would first look at the "selection process". Shame on Brown-Waite for intimating the Democrats created this mess. This is a culmination of years of cronyism, and "well-heeled" privilege–that has been controlled for over 12 years by–guess who?–yep, the GOP. She misleads Florida constituents–now she is attempting to mislead the entire nation by pointing blame in the wrong direction. She, and her party are equally guilty of perpetuating the loosely managed "rich kids" on holiday–page program.
