Bush will address the media at 10:00 a.m. ET.

WASHINGTON (CNN) – President Bush will meet with the media Thursday and urge Congress to take action on four issues, including his AIDS-relief program for Africa, or PEPFAR, and the government's warrantless wiretapping program, known as FISA, a White House spokeswoman said.

A press conference is scheduled for 10:05 a.m. in the White House Briefing Room. The other topics are Iraq and housing reform, Dana Perino said.

There is really little difference between the Bush warrantless wire tapping Program and other Bush Programs.

Every Program, Issue, Decision, and Action Bush has taken to date has been warrantless, unresearched, unproven, and a failure.

But I agree that any program or policy that undermines a citizen's basic right to personal privacy to gain security leaves many questions unanswered.

And yes I know Bush states his warrantless wire tapping is restricted to visitors but I find that statement very difficult to believe. But then I find any statement made by Bush very difficult to believe.

My question to my fellow Americans is. Come October will there be an engineered flare up in Iraq, Afghanistan, or another contrived attack like 9/11 so that the Bush/Cheney partnership can declare an emergency and use the emergency Powers act to stay in the office of President/Vice President.

Every posting here bashed him. I am quite sure my posting won't be posted by CNN as I haven't seen a neutral or positive posting about Bush here.

My 2 cents is that if you want to impeach Bush, do it as soon as possible or the man is getting out of the office. If you know you have no reason to impeach him, because he is doing the right thing to keep us safe, thank him for it with courage.

The Bush/Cheney/Rove administration has raped our constitution in the name of fear not of courage. Instead of "staying the course" of the proud values of constitution and protecting the rights of individuals, this administration has used FEAR to sway the cowardly.

The Bush/Cheney/Rove administration has violated our Military by exposing it's limits and giving other powers around the world a major strategic advantage because they now know what we can and cannot do. Our troops now fight for another country's constitution and babysits another countries dysfunctional government.

The Warrantless Wiretapping is the last step before full dictatorship by the Republican Party.

The Republican Party already took over the CIA. With Warrantless Wiretapping, they will have the power similar to Putin, who has the warrantless wiretapping power and uses KGB to do the dirty work. Any opposition to Putin will be found and demolished. Same thing with the Republican Party. Once they have the warrantless wiretapping permanently in place, any opposition to the Republican Party will be identified and demolished.

We already have a warrant-system wiretapping in place. All the CIA has to do is to have some reasonable findings and easily obtain a warrant from the Justice Department to wiretap an organization or individual. At least the Justice Department has a say before a wiretap is taken place.

Warrantless wiretapping will lead to only one-party government, governed by the Republican Party permanently. We will experience what Russia is experiencing: a one-party government system.

If the Bush administration needs to wiretap, it's VERY simple. Do it the legal way, get a warrant! The courts and the telecoms understand that process.
Bush plays the FEAR card every chance he gets. Don't fall for it!

im not a bush supporter, but i must say that our congress which is mostly democratic rarely stands against him. our economic problems are not only due to the president , but our great congress is a lot to blame. investigating this that and the other. congress needs to stay focused on our domestic problems. figure out ways to cut spending instead they sit up in washington figuring out ways to spend money that we dont even have. i dont know about you but i do have to stay on some sort of budget. maybe we should hold washington to the same. its apparent that our elected officials dont seem to have our best interest at heart. they get elected and leave , move to washington and forget why they were elected. promises, hope, and change seem to change and change is what we are left with in our pockets. just a thought

Just another example of how my beloved Republican party has lost its way. Republicans don't support this type of action, we believe in less government and civil freedoms.

FISA needs no help. It's provisions are independent of the the package itself. Bush just wants to help cover for all the crooked things he and the pushovers at the phone companies did.

He also does not want to have to eat crow on the battle with Qwest.

It's pretty much a given that the federal government has the capability to record all international communications in and out of the US. The real problem is that there are not enough human analysts nor smart enough computer programs to FILTER through all of the collected data. In today's electronic world, there is NO PRIVACY in any spoken or written communication that is transmitted over the air (e.g. microwave relay, satellite, etc.). Get used to it....

Unless you start using flag words frequently like "bomb", "explosive", "weapons" to your wife and in-laws in Mexico, you're probably OK. :)

Don't understand why Bush is pressing Congress to take action on the warrantless wiretapping bill, when Bush, Cheney and Cheney's lawyer previously went around Congress and did it illegally. If Congress acts on it, looks like the illegality of what was previously done would be washed under the table. I hope Congress waits until the next president is appointed and act on FISA, there are too many unanswered questions.

It is a terrible thing when Americans are afraid of their own goverment.
Maybe I am paranoic, but I spend a lot of time in Mexico(my wife is Mexican and her whole family lives in Mexico.
When I make phone calls from Mexico to our sons, in California I always wonder if BIG BROTHER is listening in!
We often make uncomplimentary remarks about him. Nothing serious, that I would be afraid to say in these blogs. Just that we do not like him.
My worry is maybe one of these intruders on our privacy will be as paranoic as I am and think we are terrorists or un American.

FISA should stay buried. In truth, the law is in effect for 12 more months, and we are not in any more danger than we were two weeks ago (although we're in much more danger than we were in 1999.) Bush is so worried about someone suing his beloved telecoms and then HIM, that he will say anything to get Congress to agree. Sorry, Mr. Lame Duck, we're through being terrified by your dire warnings. With any luck, Congress will stand firm on this, and then move toward the real issues, impeachment and jail!
