WASHINGTON (CNN) — The Justice Department announced Monday it has sent federal observers to four Texas counties to ensure the voting rights of citizens participating in Tuesday's presidential primary, including Spanish-speaking voters.

The Civil Rights Division, which enforces federal voting rights, said it will send monitors to Brazos, Fort Bend, Galveston and Waller counties.

"Brazos, Fort Bend and Galveston counties are obligated to provide all election information, ballots and voting assistance information in Spanish as well as in English according to the Voting Rights Act," the Justice Department said.

Past complaints had led to a 2006 federal court order in Brazos County.

Officials said they will monitor polling-place activities in Waller County to deal with unspecified issues.

Although elections are handled by state officials, voting rights of minorities falls under the jurisdiction of the Justice Department's Civil Rights Division, which sent nearly 1,000 observers and nearly 600 monitors to watch potential trouble spots in 24 states during the 2006 election.

Good Morning,

These comments regarding South Americans (Latin/Mexican) are in contrast and ignorant.

Most South Americans in Texas are US citizens and have earned that right. US was the native land of the Red Indians; the closest they have to relatives at the moment.

Driver's license (policy) is a bone that only an animal will grab. South Americans, have pride in themselves and will overlook this and vote Hillary Rodham Clinton.

Under Bill Clinton, there were many Latin in appointed key holder government positions. Barrack is aiming for the opposite.

Let us not forget Bill Clinton's legacy when he left office in 2001 (http://en.wikipedia.org/wiki/Bill_Clinton)

"Clinton left office with a 65% approval rating, the highest end-of-presidency rating of any President who came into office after World War II."

"Clinton presided over the longest period of peace-time economic expansion in American history…"

"Clinton reported a surplus of $559 billion at the end of his presidency, based on Congressional accounting rules."

Barrack is seeking to exit NAFTA (North American Free Trade Agreement) protocol which Bill Clinton successfully made major legislature.

Amigos, think for a moment…

Vote Barrack, Obstruct success
Vote Hillary, Devise the future

I am really tired of both the Obama camp and political commentators talking about the "war within" the democratic party and what will happen if Hillary goes on after March 4. If you are all so concerned about "the war within" perhaps you should quit talking about it. You in the news media have worsened the FEVER in the democratic party. This is I believe a democracy isn't that what we fight for in all the countries that we invade. If the woman wants to continue her campaign that is HER right. We need to change leaders of the democratic party, we need to put TERM LIMITS on the Washington insiders—all of who are backing the man that wants a "Change in command" ….Ted Kennedy has been in Washington since I was a kid. What kind of real change can you bring when you are supported by what you so oftern refer to as the 'PAST"? I guess that I am the only one in America that finds that a bit confusing? And I also find that perhaps people supporting the man that "is Mr. America and was born in a manger" should look at who is at the helm of his campaign. Look at the Chief Innovation Officer - Mr. Rishad Tobaccowala, a FRENCH computer genius. Is there not a capable AMERICAN computer genius…….we want all these new jobs for American's…..what then are you giving an AMERICAN job away to a FRENCHMAN?

What are we looking at America….a man that can give teleprompter speeches and motivate a crowd. Why does he not join the television ministry and bring millions to God?

IF HE OUR NOMINEE………………..I WILL SOON BE A REPUBLICAN!!!!!!!!!!!!!!!!! AND SO WILL ALL OUR FRIENDS IN KANSAS!

Very typical of the press to ignore Obama's top advisor's meeting with a Canadian official regarding NAFTA. If Mrs. Clinton had been the one holding the meeting, you would be ALL over it. It's a shame that CNN has become another MSNBC.

it is sad that has to be done, but the way the Clintons are doing things now a days, better to take precautions. We know they will do and say whatever it takes to stay in power.

Anyone who thinks U.S. elections have ever been 100-percent honest probably believes in the Tooth Fairy and Santa Claus. The problem is, our elections seem to be becoming increasingly less honest. Beyond the obvious, that situation will ultimately lead to wide spread public scorn for the election process and disbelief in election results. History has shown over and over that citizens deprived of honest elections will inevitably find other ways to effect political change, most often violent ways. Observers are a good thing.

Slap Stick   March 3rd, 2008 7:51 pm ET

Hmmm Sounds Like Hillary has her hands in on this one. That is why she has been so upbeat. The votes will be screwed up again as they were in New Mexico. Hmmm does anyone see the pattern……. Latino/Hispanic areas. Whats up with that?????

slax   March 3rd, 2008 7:42 pm ET

who would have thought that a little article would cause such a rucus?

they're doing it to ensure compliance with federal election laws after having problems in the past - from the article it sounds as though people were possibly denied being able to vote because their english was not good.

hahahahah all the comments are so interesting. I don't know why on earth an american in his or her right senses will vote for Hillary. It seems only those who watch every thing that happens over there on tv see through her better. Her only aim is to make history she has already single handedly drastically reduced the chances of the democratic party to regain the white house. she is like some leaders in my beloved africa who have one thought in mind, if they can't be rulers (not leaders) therefore nobody they have known as friends and family can be. its a shame. USA wake up! vote for change, vote Obama. greater opportunities in the world await americans with Obama as president.

claire   March 3rd, 2008 7:38 pm ET

Clearly Hillary understands the issues as is evident in the debates, that's why she gets asked the questions first. Obama is an eloquent speaker but we need someone who knows the issues and who can and will lead us to real change. Real change is a woman at the helm.

Black Republican in New York   March 3rd, 2008 7:38 pm ET

Dear Americans:
In 2000 I lied when told tNew Yorkers how much I care about them and repeatedly denied I planned to use my senate run as a stepping stone to the White House. I entered the White House race with name recognition, nationwide DNC establishment support, a 50-point leadand and millions of campaign dollars. Super Tuesday was supposed to be wrapping up day but I never anticipated the Obama factor. My Hispanic campaign manager did not have a Plan B beyond Super Tuesday, so I hired a black woman to stop Obama's overwhelming black voter support. Didn't work. Even whites and Hispanics deserted me. Worse, I touted my 'experience' over Obama's 'change', but even though neither of us has REAL experience for this job, Obama's superior campaign organizational skills proves he is better. If I couldn't run a campaign, with all the built-in advantages I had, I cannot run your country. G'nite!

Chilly Hilly

Black Republican in New York   March 3rd, 2008 7:37 pm ET

I'm black and voting Republican, but the Justice department may be finally doing its job. In New York City, do you know that Obama got ZERO votes in 62 predominantly black precincts? Hillary won them all! How could the machines not be rigged to deny Obama a single vote?

Before New Hampshire, Obama lead all opinion polls. Next day he lost by the same margin with which he led. Former contender, Dennis Kucinch filed a $2000 request for a vote recount. Why? What is the status of the request?

The only reason why the Justice Department is getting involved is to stop crookishness, and of the four finalists in the overall race, the only one who has a question mark of her head when it comes to honesty is Hillary Clinton.

LJ   March 3rd, 2008 7:34 pm ET

Wow, as if being able to read the ballot is our major concern. Personally, I would rather a ballot be printed in Spanish, Italian, Greek, Swahili and instead force voters to take courses in basic economics, political science, world relations… I think that intelligence on the issues matters so much more than the actual language used on the ballot…

Roz   March 3rd, 2008 7:34 pm ET

Not only could she help your countries economy , but it would take less time to get your country back to where it should be. Your country is in a recession and ppl are losing their houses. The faster you can fix the economy the better. Obama could do it no doubt, but he would have to start from scratch.

memaw in Texas   March 3rd, 2008 7:01 pm ET

It is politics as usual for the Clinton's. Was it just last week that Bill Clinton said the Hillary must win Texas and Ohio in order for her to stay in the race? Now, the bar has been lowered again. If she wins Ohio she will stay in the race. The problem with Hillary is she thought she would be coronated as Queen and never dreamed that a little known Senator Obama would become the hope of a Nation. Now, that she cannot win on the issues she starts to sling mud. I am not sure the Clinton's want to start this type of campaign. After all I remember Bill Clinton telling this nation "I did not have sex with that woman" DNA does not lie. We can also talk about White Water and many other lies and deceptions during the Clinton years. The Clinton's do not care about this Nation if they did Bill Clinton would have quit when he was impeached. It almost took the National Guard to get them out of the White House. When they did leave the White House they stole everything that wasn't bolted down. I really hope that people remember the Clinton years as they really occurred. Yes it would be nice to have a woman in the White House, but not Hillary Clinton. Lets bring hope and inspiration to the White House. Elect Obama for President.

As a person who worked in Social Services in Northern Virginia in the early eighties when a lot of Vietnamese refugees were coming to America, I can tell you that they interchanged green cards and social security cards much of the time. I am not a racist (all ancestors came from somewhere else except Native Americans), but it is a fact that we could not account for or verify that people were who they said they were. We were instructed by the federal and state gov't basically to let it go as we could not prosecute them for fraud. I mention this only because I see the potential for this happening with the large number of Mexicans who'll be voting and supposedly for Sen. Clinton. How many are legal (no problem) and how many aren't (big problem)? Election officials, provided they are truly impartial, should be there.

Veronica in CA   March 3rd, 2008 6:11 pm ET

I am sorry to see all the hateful comments on this thread toward Mexicans. The reason ballots are in Spanish as well as English is because we VOTED that in years ago. Many US citizens do not speak or read English well enough to fully understand what they are voting for.

I'm glad inspectors will be in Texas. From what I've heard, speaking to Texans all over the state, is that an alarming number don't understand the process, and some are attempting to appropriate the caucus for their own candidate against the rules.

The caucus rules are heavily favored to the young voters, any support to get people to caucus or vote is a good thing. We are democrats! I have talked to so many older voters that can't get to the caucus, and that is in itself, undemocratic.

BTW: It is the Obama extremists that have been bulling and swaying the caucus closures. I have seen it now in three states first hand. Would you, as a 40 year old woman, go up against a twenty year old male that is screaming in your face? That has been the reality of the caucus during this primary. It breaks my heart that women are victimized this way,

Steve got it right and you liberals are going bonkers. People who come from other countries such as Mexico have to apply for citizenship and part of the requirement is that they speak, read and write the English Language. Only citizens are allowed to vote, so why do we need literature in any other language. Why not Chinese, Vietnamese, French or Geman while we are at it? Enough said.

One of the person went on to say that "she will serve coffee, donuts or what have you …but after the lection is over …she would turn back into that dry, rude and non-connecting person"

Sen. Clinton is now running a campaign of slash and burn against Sen. Obama. She has gone so far as to imply an endorsement of Sen. McCain over her fellow democratic Sen. Obama. How can she do this and still say she is a definite democrat?

It is one thing to be pro democrat. It is another thing for her to prove herself to be a liar and a republican disguised as a democrat. Clinton is wrong and should not be supported by democratic voters.

Obama 08!

simon   March 3rd, 2008 5:41 pm ET

why is it necessary to provide voting info in Spanish?
Are there legitimate voters that cannot read English?
How has a erson attained citizenship without reading English?

Is the same provided for any legitimate voter in the USA that English is not their first language? Chinese/ American, French/ American, Icelandic/ American?

judy   March 3rd, 2008 5:40 pm ET

ABOVE are more reasons Latinos, elderly, middle-aged or young, should support Hillary, because, as you can see, the media keeps printing all the nasty comments people are making about Hillary, but will not print anything that opposes Obama's nomination.

Hillary, may you win in both Texas and Ohio!

Virginia   March 3rd, 2008 5:40 pm ET

I would be surprised if Obama won Texas and Hillary called for a recount. And then sued Texas because the Texas two-step didn't work in her favor.

EFabian   March 3rd, 2008 5:39 pm ET

I'm voting for change.
I'm voting for Hillary.

No No NOBAMA.

Go Go GO HILLARY!!

rayjay   March 3rd, 2008 5:39 pm ET

If this gives everyone a vote who is intitled great

jo   March 3rd, 2008 5:38 pm ET

People stop being so racist…so what if they have it in Spanish..we are a country of immigrants…if not shake your tree and see where your ancestors came from.

ben   March 3rd, 2008 5:36 pm ET

To my friends of Mexican descent.
Vote for a man that not only can, but will help you in the years ahead.
You will learn the the word MEXICAN does not have to be replaced with LATINO. My wife is MEXICAN and she is very proud of it!
Vote for Obama

Hillary 08   March 3rd, 2008 5:33 pm ET

Well, I'm glad to see this because Obama's people have been using some pretty strong arm tactics in the previous caucuses. There have been reports of Hillary's elderly voters being turned away altogether by the precinct workers telling them they were in the wrong place when they were in fact not. And also reports of heckling and intimidation. Yeah, that's our democracy for you.

Vig   March 3rd, 2008 5:33 pm ET

Clinton will win Texas and Ohio because of the good will and sentiment among Latino's toward her. Obama has just started pandering to the Latino community AFTER he lost California and New York and it's because Latinos voted for Hillary. Latinos will put Hillary over the top - wait and watch the upset.

Texican   March 3rd, 2008 5:33 pm ET

Steve, you hit the nail on the head and hit some liberals in the process. As a 7th Generation Texan of Mexican descent we don't need this extra cost to our elections. Citizens are required to speak and write the English Language before becoming citizens. This is part of the citizenship test. Where did we fail? Now we get monitors as if this is a 3rd world country.

Uncle Sam   March 3rd, 2008 5:32 pm ET

Hillary will still find a problem with the process after she loses.

Dennis   March 3rd, 2008 5:31 pm ET

Go Hillary!
Go Hillary!
Go Hillary!

Texican   March 3rd, 2008 5:29 pm ET

Why monitors? we are not Mexico. This is America folks the land of the free and the home of the brave. We don't need some stinking liberals coming down to oversee our elections. You keep this up and we will secede from the Union and take our oil and refineries with us.

Then you will see how expensive gas will be for yall.

Texas   March 3rd, 2008 5:26 pm ET

Mr Campbell,
Those words are very hateful. I do wish you would retract your comment. That hurt me, and I am a United States citizen.

Dave   March 3rd, 2008 5:23 pm ET

WHy would we want Mexicans to vote? United States citizens should be the voters. Right? Shouldnt those citizens be able to read English?

Jed in Texas   March 3rd, 2008 5:23 pm ET

Will illegals try to vote? You bet they will. They smell a free ride from health care to citizenship,to taking your job.Ive seen them running huge cranes ,making 30 bucks and more an hour.Guess they are jobs Americans dont want.

Bill   March 3rd, 2008 5:22 pm ET

Just remember that Fort Bend is home to the former bug exterminator and now former Rep. Tom Delay. No wonder they need voting monitors.

Go anyone but Bush!!!

Farrell, Houston, Tx   March 3rd, 2008 5:21 pm ET

I am non-hispanic and support Obama and this is the right thing to do to ensure people get their voting rights. Remember it was the government that delayed some Latinos citizenship papers, delayed for a year, which would not allow those who paid and applied to vote. These people who are eligible should have their right protected and should not be denied regardless of who they chose as a candidate.

kathleen   March 3rd, 2008 5:21 pm ET

Yeas! That's what American needs is honesty. Too bad that
the elections need police. American feel cheated because
the elections in the past were controled.

OBAMA 2008

david   March 3rd, 2008 5:20 pm ET

Go Hillary! Texas attend your primary AND local caucases! Deliver for Hillary! and she WILL deliver for you!

Sara   March 3rd, 2008 5:19 pm ET

Good, keep Clinton from trying to steal election. Obama 08′

andrew jones   March 3rd, 2008 5:18 pm ET

Yes, we need to make sure that Hispanics are voting with their proper ID's; but I am sure Billary doesn't care, because she wants to win by hook or crook!

By the way, why a spanish ballot papers? This is America and not Mexico!

VOTE FOR CHANGE!

VOTE OBAMA!!!

Pete   March 3rd, 2008 5:17 pm ET

If they can't speak english (at least enough to understand the ballot) they probably shouldn't be voting.

kathleen   March 3rd, 2008 5:16 pm ET

Fair is what the American people want. For all the votes to
be counted and not to let a crooked race happen again.

OBAMA 2008

Fay   March 3rd, 2008 5:15 pm ET

This obviously shows that Clinton would not win against the republicans. Please Democrats vote for Obama! Let's not draw this thing out!

Texas   March 3rd, 2008 5:15 pm ET

So are the going to stop Hillary supporters from closing the doors an half an hour early like they did in Nevada? Don't worrk though, Obama supporters are bringing video tapes to show any wrong doing to the media.

Lets see how straight this vote will be….

Independent in Texas   March 3rd, 2008 5:14 pm ET

Ok, but I thought in order to gain citizenship you had to be able to understand English. No problem with Spanish being included on the ballot, but let's hope voters citizenship is also verified. I would put nothing past Hillary's crew.

jessica   March 3rd, 2008 5:11 pm ET

I am glad - the last thing we need is a recount in Texas.

Go Hillary!

Obama's MOMENTUM   March 3rd, 2008 5:11 pm ET

Thank you. Protect our votes and make each one count. That
is what "the people" want. No more cheating to win!!!!

OBAMA 2008

Deana   March 3rd, 2008 5:09 pm ET

Brazos County? This is where Texas A&M is located. Wonder what is going on that they need monitors there.

Law Student   March 3rd, 2008 5:08 pm ET

I'm glad to see this is being done, but it's sad that it's even necessary in this day and age.

Manuel TX   March 3rd, 2008 5:08 pm ET

Interesting.

Beyond the vote, I urge all Hillary supporters to attend your local caucus.

Go Hillary!

:)

dallasiteforhillary   March 3rd, 2008 5:05 pm ET

Good news.

Steve Campbell   March 3rd, 2008 5:05 pm ET

I live in Fort Bend County and we are not a third world country. Why in the world we need ballots printed in Spanish is beyond me since only US citizens should be voting and anyone who is a US citizen should have enough grasp of the English language to tell one candidate from the other.

This is absolutely ridiculous and another good reason that the Republic of Texas should secede from the Union.

LatinoNation   March 3rd, 2008 5:01 pm ET

thats say something to me that mexicans will hopefully get a fare election or will Obama people prevent mexicans from voting??
