WASHINGTON (AP) – A leading Democrat on Saturday declared last year's troop buildup in Iraq a failure.

Sen. Joe Biden, chairman of the Senate Foreign Relations Committee, said the military push didn't succeed because U.S. troops remain committed there in large numbers and political reconciliation has not been achieved.

"The purpose of the surge was to bring violence in Iraq down so that its leaders could come together politically," said Biden, D-Del., in this week's Democratic radio address. "Violence has come down, but the Iraqis have not come together."

He later added, "There is little evidence the Iraqis will settle their differences peacefully any time soon."

Biden offered an early rebuttal to next week's testimony by Gen. David Petraeus, the top military commander in Iraq, and Ryan Crocker, the U.S. ambassador there. Petraeus and Crocker are expected to say the recent buildup in troops has succeeded in improving security. But they also likely will say that a period of assessment is needed this summer before officials can decide whether troop withdrawals can continue.

Democrats have called this approach unacceptable and said they would pursue an alternative policy through legislation. They said their focus will be on restoring the strength of the Army and Marines and refocusing the nation's resources on fighting terrorists in Afghanistan.

"I believe the president has no strategy for success in Iraq," Biden said. "His plan is to muddle through, and hand the problem off to his successor."

Republicans say they are satisfied with the recent drop in violence and that more time is needed to improve the situation there.

Biden is right. Bush wouldn't admit his loss, though, because his little boy mentality wouldn't allow him to pick up his marbles–what marbles he has–and go home. The only thing we can do is hope for the best and no new wars. We have paid too much in lives and treasure.

This is no surprise - anyone with any sense would have known this before going in and could have easily predicted this outcome. I don't believe Bush/Cheney's reasons for going into the war are as stated (and revised & stated…). Too bad no one in congress has had the sense to impeach these two.

We need to differentiate between the surge which worked and the surge which did not.
The surge of the troops did not.
The surge of dollars- by which we bought the Sunnis and the Shia militias - only worked.
Stop the surge of the dollars and then let us all see what happens.
I do not know why both parties are afraid are not recognizing or giving cognizance to the surge of the DOLLAR which is the only weapon which seems to be working.

The escalation of a war against those who have no respect even for their own lives is to ALSO disrespect our own lives.

Biden is a disappointment. All of his critical comments are made with an obvious political spin. Nothing he says is without bias. Its unfortunate that we can't get people with common sense and honest, factual opinions to represent us in government.
As we've seen in all of the candidates and most of our "Politicians", each uses a different word to describe their outright lies and they always try to 'spin' (read 'twist') the truth to support their views.
Its probably their training from law school that makes them think they can get away with lying and making up whatever they want until they're caught…. and then they try as hard as they can to lie their way out.
Can't they see that we watch television, too? We're wise to their antics. The basic fact is that we simply must make up our own minds and not listen to these "Politicians" who can only spout their own agendas.

I agree that the surge has not caused a major impact on the war in Iraq. Just because a few areas of the country seem more secure does not mean that the United States being there is necessary. Until the country can go for a month without attacks or killing of anyone, can we say the surge is successful. The idea that the surge is successful is just another BIG LIE of the current administration.
Perhaps if all our troops left the country, they would decide to come together for peace, but I doubt it. The different factions of the country have fighting and fueding for a hundred years.
After we left Viet Nam, that country calmed out and worked out their differences. The same could happen in Iraq.

I am surprised that Bush is adamant on war. Though he seems fully persuaded about his strategy, i believe the wise voices if Joe Biden are clear to him and he knows that he's wrong but wants to just work an unworkable strategy. Wars cannot solve anything especially dumb wars.

Biden would've made a fine President, especially at this particular time when we are involved in two wars and there is talk (on the Republican side) of getting into another. He has the creds in foreign policy that all the other candidates (except for McCain) lack, along the judgement and wisdom that McCain lacks.

Yes, he has his faults. For one thing, he sometimes talks too much. But it's a mystery to me that he could never get above 1-2 pct in the polls - he should've at least been a serious contender. I blame it, partly, on the media fixation with the horse race. They decided early on that it was between Clinton and Edwards, with Obama as the dark horse.

My thought on this is the fact that President Bush is playing typical politics for 2012. He is setting it up that no way when a Democrat in 2008 gets into office they can actually fix all the things wrong Bush has caused. This will play on the thought of people that democrats couldnt do all the promises made in the 2008 election. Doing this will probably put another republican in office come 2012. This will set it up for Jeb Bush easily, Please think before you vote or we could end up with Bush, Clinton, Clinton, Bush, Bush, Clinton, Bush…. the list could go on as there is Chelsea Clinton as well…That is more of a nightmare than many may think..

We need someone new and energetic in the whitehouse fighting for what the american people want and need and not what the Clintons and Bush want us to think we need.

McCain has said that he was staying till the job is done.
Clinton says she is leaving within the first year, but her people are saying it may be longer, depending on how it is going.
Obama is saying he is out in 16 months but his staff is letting everyone know that it will be longer.
Combat troops will not be out before the summer or early fall of the 2012 election.

Don't like how we got into this war, but we need to finish it, The world needs Iraq with a stable goverment. Leave to quick and you hand the keys to Iran, and like it or not Iran will have to be dealt with by winner this fall.
I think Hillary is best suited to deal with the issue of Iraq and Iran.

It is time for us to tell the Iraqis that they need to settle their own differences. Tell them we will help them diplomatically and politically, but no longer militarily. The same factions that are fighting with each other now, have been fighting with each other for 1000 years. We are not going to resolve anything with more fighting. We can't fix this. They have to fix it themselves, and I have not seen much evidence that they really want to fix it. If they don't want to, we can't make them. We need to remove one of the obstacles, and that is our occupation of their country. How would we feel if they were occupying our country, trying to force their policies on us? We would never stop fighting them until they left. We are not helping them.

The Surge is what I would characterize as a "Leaky Boat Syndrome".
Your boat starts leaking. Instead of finding and fixing the problem, you start bailing. It helps as long as you keep bailing harder. Once you stop bailing, the boat starts filling with water again.

Without an overarching strategy for resolving Iraq's internal issues, more troops are just going to quiet things down for a while, and make the Iraqi government even more dependent upon the US. In the recent attempt to overpower the rebel armies, Iraqi soldiers deserted by the 100's as soon as the bullets started flying. That lack of resolve is inherent in the entire Iraqi political system. More American troops won't fix that. As a result, of course the surge is not having any lasting effect.

We need to get three things out. We need to get Al Malaki out of office and replaced with a leader who the Iraqis respect. We need to get Bush out of office and replaced with a leader the world respects. We need to get our troops out of Iraq and replaced with Iraqi soldiers. After all, it's their country. If they don't have the guts to fight for their own turf, then they deserve to lose it.

It's really simple. Obama got it right upfront. Hillary and McCain did not. Any plan by Hillary or McCain to end the war in Iraq is only necessary because of their ineptitude when they voted to authorize the war.

Bush's latest failure, "The Surge", just as predicted by many leading military experts, cannot unify a country that America invaded pre-emptively and illegally to control its oil and build permanent bases there. Just as most of us would become "insurgents" if an invader destroyed our government and infrastructure while killing beloved family, friends and neighbors, the Iraqi people have shown in poll after poll that they see us as an occupying invader, NOT a "liberator" forcing our way of life and values onto a culture 4,000 years older than ours. To waste more American blood and treasury, and to continue to wreak havoc on the incredibly suffering Iraqi people, is a surge of just one thing…..Bush's insatiable adolescent ego
