HAGATNA, Guam (CNN) – They can’t vote for president in November, but today, their votes to help choose the Democratic nominee for president will make a difference. So residents in the tiny U.S. territory of Guam, with its population of nearly 175,000, continue to line up in a steady stream to cast ballots for either Hillary Clinton or Barack Obama.

Dededo resident Cathleen Moore-Linn stood in line for over an hour outside the old police precinct in Dededo, Guam’s most populated village. Despite the 90-degree tropical heat and no air conditioning at the polling site, she says, “Nobody left. A lot of manamko’ (elderly people) came out to vote. And people were filling out the forms to join the Democrat Party.”

At villages in the southern end of the island, which is far less populated, election committee member Nancy Weare says the voting is running smoothly. “There’s a constant flow of traffic, and good voter turnout.”

At stake are Guam’s four delegate votes at the national convention in Denver in August. Island voters today are electing eight delegates, who will each have a half vote at the convention. Two of Guam’s five superdelegates have already pledged one vote each to Clinton and Obama. The other three superdelegates, including congressional delegate Madeleine Bordallo, remain undeclared.

Vying for Guam’s delegate and superdelegate votes in their tight race for the nomination, the two remaining Democratic presidential hopefuls have inundated the island with radio and TV advertisements, each promising long-awaited political gains: the ability for Guamanians to be able to vote for president, lifting the territory’s cap on Medicaid, and perhaps the most coveted prize of all, war reparations in the form of over $120 million. A war reparations bill, sponsored by Bordallo, would issue payments to the survivors of Japan’s control of the island during World War II and would create educational and research programs about the occupation. The legislation is currently stalled in the U.S. Senate.

The polls closed on Guam at 8 p.m. local time (6 a.m. ET). Hand tabulation of the ballots is expected to take approximately three hours. In the island’s 2006 gubernatorial election, 55,311 people were registered to vote. The Democratic candidate received nearly 19,000 votes, and although voter turnout today is steady, election officials say it is not expected to be unusually high.

A win is a win for Obama, but for Hillary it's the percentage because the delegates are awarded porportionally………why is it Obama can't win blue collar (white male) votes,,,,but no one states how she can't win africian american or young votes….that's never reported….Obama will go to a small town or rural area, hold town hall meetings, rallies and interviews trying to reach across all parts, but her campaign is only in white, rural area….she's not even trying to reach across and get the black or young or educated vote…..that's pure division….

Guam will be a small win for Obama. Overall, the Democratic nomination is like trench warfare - a slow-moving series of small wins and losses that just drags on and on. And during this process, the clock is running out on Clinton. She can't win until she wins by a margin of about 15% everything else that remains (including superdelegates, Florida, and Michigan). That won't happen. Obama will win some of the remaining contests. And none of them will go to Clinton by 15 points.

I think it's important to note the number of former Clinton administration personnel and appointees that are moving towards Obama. If the Clinton insiders are all moving away from the Clinton brand, the indications are clear that the Democratic "Old Guard" are also looking for change. Of particular note is that these people who are making these backing switches know the personal career risk in defying the Clintons, so their public support for Obama is tremendously significant to me as a swing state voter.

Florida and Michigan changed their primary dates and rules with full knowledge of what the consequences of their actions would be. CNN, it seems to be difficult to find a story where comments are still actually open, so I'll ask my question here. For a long time, I have thought people were being paranoid, on either side, thinking their candidate wasn't receiving equal coverage. But I have to say, in the past week or so, you've done a good job of enforcing Obama as the candidate of "fluff" and Hillary as "substance," by what you choose to cover.

Why is it that Hillary is covered on her positions on topics, and Obama gets press time for playing basketball, first in IN, and then in NC? If I just kept track with CNN, I might think Obama has nothing real to offer. However, if you check out C-Span, you'll see that he's done and said just as much, and more, of substance as Hillary. Why is CNN's coverage of him all about the basketball court and his appearance on the Letterman show?

The Republicans who are voting for her now won't vote for her in November; they just want to create chaos and conflict in the Democratic party and can now do so since their candidate is set. PA was a 20-point victory for HRC in the polls leading up to the election, and Obama got the spread down to 9.2%. He is doing well despite being beaten down from all sides while the media ignores Hagee with McCain and The Family with Clinton. To all bloggers that think Hillary has the experience and Obama none. Hillary has experience in lying, cheating, dishonesty and corruption. If she wins, all of us obama supporters will be laughing at how you people got bilked by the biggest con artist in politics. And another thing, if she is nominee, that is all she will be because McCain will beat her in the general election. People dislike her more than they dislike Replicans so they will go with McCain. At least he has the experience of cheating all of us at everything.

On the other nand, Guam will almost certainly chose candidates smarter than Iowa did. Iowans had months to view the candidates before their caucus - then came up with that "Clash of the Lightweights" Barry vs. Huckabee as their winners - with Hillary and McCain finishing third and fourth in their races! Fortunately, New Hampshire chose more grown-up winners, with Hillary and McCain winning that state.

Choose wisely, Guam, and you could be more worthy of statehood than Iowans.

Attention Hillary Supporters: The polls are used for informational purposes. They are not used as a metric for deciding a nominee. Even if Hillary somehow manages to best Obama in total number of votes–very unlikely because again this is not how we measure, just like our electoral system–the only thing she "wins" is the ability to make a case, an argument for overturning our delegate system. In other words, in the most undemocractic way, take it away from the leader, the one with the most delegates.

If Obama somehow loses this, pretty soon America will have to scratch its head and wonder how a gutteral reaction of fear (by the public and the media) made it miss a truly great opportunity for it to reclaim its position as a light in the world. No amount of marketing or military incursion could generate the global goodwill towards the US than an Obama victory could.

I respect McCain and Obama's relatively clean campaigning, but Clinton's effort has been a shameless appeal to every negative prejudice she can muster. Will Americans buy it? I guess fear makes people retreat into security and that is what they have been used to after eight years of Bush. Forget the idea that McCain is Bush, it is Clinton who now offers the Karl Rove playbook. Yes, hope is a risk - if it wasn't, we'd be content to continue apathetic, cynical and afraid like the last eight years.

You conveniently forget that Sen. Obama overwhelmingly won the Mississippi primary and Wyoming caucuses after mini-Super Tuesday. So, should Sen. Clinton win today in Guam, she would have a winning streak of two in a row.

Oh, and in case you forgot, Sen. Obama had a winning streak of 11, at which point Sen. Clinton should have dropped out of the race, like any politician in her circumstances (see Romney, Mitt and Huckabee, Mike, as the latest examples) would have done.

For all of you criticizing the fact that Guam's votes will count but Michigan and Florida will not, remember that before their primary elections, ALL Democratic candidates (including Hillary) and the DNC decided that those states should be censored by not counting their primaries.

As far as Guam goes, they are a legal territory of the United States of America. Why shouldn't their votes count?

HRC and Bill Clinton are undergoing a civil trial against Peter Paul for fraud and illegal campaign practices. The Bill Clinton appointed Superior Court judge ruled HRC doesn't have to stand trial until after the General Election in November. The Clinton's have had the case dismissed before by attacking Paul's credibility, citing Pauls prior felony record. HRC is a scam artist, and should she win the nomination she'd be the first female nominee possibly looking at jail time. I do not trust this woman; we can do better.

If Hillary Clinton wins this contest, she will have attained a 5 contest winning streak, more momentum into tuesdays primaries, and street cred. What's more though is that she will have the responsibility to fulfill her promises on her plegdes to Guam (along with Obama, reguardless of who loses) and I do hope that they get the ability to vote in the presidential campaign as they should, and achieve some sort of statehood.
