WASHINGTON (CNN) – With gas prices reaching a national average of four dollars a gallon - a record high - John McCain is planning to resurrect his call for a national gas tax holiday, which became a staple of his stump speech in late April and early May.

A McCain aide told CNN's Dana Bash on Monday that the Arizona senator planned to plug the gas tax holiday in public statements throughout the day as a message to voters that he understands the plight of working families in a tough economy.

Before a fundraiser in Richmond, Virginia on Monday, McCain mentioned the gas tax holiday in remarks to a smaller event for about 40 high-dollar donors. "That was derided by Sen. Obama and others as a gimmick," McCain said, but added that working people and truckers would appreciate it.

"I don't pretend that it's an answer to our energy problems," he said.

Gas prices have risen more than 10 percent from $3.671 a month ago and are nearly 29 percent higher than the $3.105 average a year ago, according to AAA figures.

McCain's original gas tax holiday proposal called for suspending the 18.4 cent federal gas tax and 24.4 cent diesel tax from Memorial Day to Labor Day. Hillary Clinton supported a similar proposal during her Democratic primary bid.

Along with Barack Obama, many economists largely dismissed the notion of a gas tax holiday as a political ruse that would do little to lower prices, but McCain has repeatedly said he does not believe the proposal would be a panacea for America’s energy woes.

Instead, McCain argued, low-income families could save some extra cash to pay for their children’s school supplies this fall, or perhaps treat themselves to a nice dinner.

UPDATE: Obama spokesman Hari Sevugan blasted McCain for continuing to push the plan.

"By touting a gas tax holiday as part of his proposal for economic recovery in Virginia today, Senator McCain proved he was right when he said he doesn't understand the economy as well as he needs to," he said in a statement emailed to reporters.

    its a shame he might win the white house, because of people who dont like Obama because he dosent look like us or because of the lies been spread over the internet about him.

    voters should remember those who vote determine the faith of some of us who are feeling the great pinch of the economy and cant do anything about it, because we can live in the U.S but we dont yet have the right to vote as non citizens, we work and contribute to the economy.

    Its of the greatest importance that voters make the right choice and vote for Change.

    This is just another tax break for the "Big Oil" corporations. How can anyone think that market forces won't cause an equivalent or greater increase in prices to the pitiful pennies that the fed would "holiday?"

    The direct result is more corporate profits. Republicans are definitely the party of Big Business. Stealing money from the littlest of the little guys to feed their coffers.

    HEY CONGRESSIONAL IDIOTS-–WANT TO SOLVE THE GAS CRISIS????

    Instead of the stimulus checks, give everyone buying a Prius a $5,000
    tax credit. Mileage goes from 15-20 mpg. up to 40 mpg. and we use 1/2 the gas we are now using. And don't tell me about GM and Ford not having Hybrids-they had 37 years from the last gas crisis to develop one. Could this be any more simple. It's the old adage:
    "keep it simple stupid."

    McCain, tell me how this tax you propose will help Americans period. With gas now at over $4 gal, food is higher, doctor bills, education bills...what is that little amount going to do for a "low income" family as you call Americans?????? Give them more food on table for one day, that by the way Senator McCain, they have to DRIVE TO THE STORE to save a few pennies????Give me a break, I raised four growning sons as a single Mom, and let me tell you a few pennies will not get it period.

    So as Senator Obama said recently, instead of you running around in Iraq or whatever, perhaps you need to go to cities where these so-called "lower income" folks live and talk to them about this plan. Probably I bet ya, they do not have a car in first place. And what an insult to say "lower income" - – we are ALL AMERICANS, and only folks who are not suffering are RICH so knock-it-off as you are so out of touch with the reality of what is happening to Americans in America it is not funny!!!!!!!

    The "relief" would be pennies. What were they saying? $28. Thing about this, the "relief" that we would get comes at the expense of our roads and repair. About a $18 billion loss for a $28 gain to individuals. $28 will completely get lost in tire repairs and damage to our cars. Peronally, they can keep the $28 and work on permanently reduce the gas price. Stop giving tax breaks to oil companies that are making billions in profit. That's the "relief" I'm looking for.

    Somebody enlighten me on how the President has so much power to affect gas prices and how the Iraq war is the direct cause of the huge increase. Doesn't congress actually have more power than the President.? Funny we do not hear much about the approval rating of congress on many of these issues.
