WASHINGTON (AP) — House Republicans lost three recent elections when customary campaign themes failed to sway voters and their candidates could not overcome the "negative perception of the national party," according to an internal review that underscores the potential for widespread losses this fall.

GOP candidates on the ballot in November must show "deep empathy towards the voters" and rely on local rather than national issues, according to the report, ordered by party leaders after the loss of formerly safe seats in Illinois, Louisiana and Mississippi that stunned the rank and file.

House Republicans on Thursday reviewed the defeats as Democrats signaled an intention to spend heavily in three competitive seats in New York, Oregon and Colorado. Officials said the Democratic Congressional Campaign Committee had reserved a combined $4 million worth of television advertising time.

The disclosure seemed designed to inflict a psychological blow on Republicans, since the Democratic organization has yet to spend any of the money. But the move also serves as a reminder of the Democrats' enormous financial advantage over Republicans little more than four months before elections with all 435 House seats on the ballot. The National Republican Congressional Committee had $6.7 million in its bank account at the end of May, while the Democrats reported $47.2 million.

While defeats in special elections in Illinois and Louisiana troubled Republicans, the loss of a Mississippi House seat on May 13 led to appointment of a six-member group to review the NRCC's performance. Key lawmakers met Thursday to review the findings, some of which were obtained by The Associated Press.

While the review said the national political environment was largely to blame for the losses, it also said Republican candidates themselves were less than optimal and their campaigns were flawed.

The NRCC also came in for its share of criticism. As is customary, the Republican campaign committee paid for television and other campaign activities in each race through independent organizations that allow unlimited expenditures. The report cited as one of the shortcomings an apparent lack of communication among outside campaign specialists hired to provide television advertising and direct mail.

Several officials said that in response, Rep. John Boehner of Ohio, the House Republican leader, had decided to add a well-known GOP campaign strategist, John Hishta, to a small team that will be responsible for much of the party-paid advertising and mass mailings in the fall. Boehner informed Rep. Tom Cole, who heads the campaign committee, of his decision, according to Republican officials. They spoke on condition of anonymity because there has been no public announcement.

Republicans controlled the House for 12 years until the midterm elections in 2006.

Democrats currently hold a majority of 235-199, with one vacancy. Speaking privately, numerous Republicans have long conceded they are well on their way to additional, possibly significant losses in November, given President Bush's low approval ratings, opposition to the war in Iraq and polls that show a large majority of Americans wanting change.

Karen Hanretty, communications director for the NRCC, reacted to the private report by acknowledging the difficulties confronting her party.

"This is a challenging environment," she said. "Any Republican running for office has to run basically on an independent platform, localize the race and not take anything for granted. There are no safe Republican seats in this election."

The report concluded that winning any of the three special elections would have been "extremely difficult given the nature of the political environment and the candidates involved.

"None of the candidates nor their allies successfully established themselves and their local brand in contrast to the negative perception of the national GOP," the report said.

It added that traditional Republican messages "essentially did not work," and that framing the elections as a choice between a traditional Republican and a traditional Democrat failed.

It also said Democratic candidates accurately reflected the views of the districts, including newly elected Reps. Don Cazayoux in Louisiana and Travis Childers in Mississippi, both of whom stressed conservative views. Rep. Bill Foster was the winner in Illinois.

The DCCC has reserved $2.1 million for advertising for a seat in New York City in which Republican Rep. Vito Fossella intends to retire. Fossella, who is married with children, recently acknowledged fathering a child out of wedlock.

Democrats also said they will spend $1.2 million in the Portland, Ore., area, hoping to hold the seat of Democratic Rep. Darlene Hooley, who is retiring.

The third target is the seat held by Republican Rep. Marilyn Musgrave in Colorado, where Democrats said they had reserved nearly $700,000 in advertising time.

I agree with you that corporate interest is way too powerful in politics. There is a fundamental relationship between money and power, and sadly I don't see that going away. The problem is that the neocons have taken over the party - if the party actually went back to its fiscally conservative roots, maybe someone could find a reason to vote R. If the republicans actually were for smaller government, less taxes overall, and making sure the government was efficient and effective at doing the things people need, there might actually be a legitimate choice. The problem is that any republican that we vote in will cut taxes, but make the government bigger and grow the deficit and get us into more wars.

When you see our elected officials acting like children, we stop listening to them. Stomping out of session when they don't like how things are going, or chasing down the microphone to shout with righteous indignation shows us that they are not interested in elevating the country as a whole, but just their party interests. What McCain proposed is GREAT, and it is working. It was designed to get us motivated, brainstorming ideas and discussing it. I think the old man has much wisdom. But as soon as we start actually doing it, him and his supporters come right out and say "No, we can't". Sounds pretty two-faced to me. An often overused statement by some ridiculous orators , but wholy appropriate in this case, none the less.

It's hard to believe the Republicans have been able to hold so much power for as long as they have. It will take us Twenty years to undo what they have destroyed in 10, and at a cost to us and our children. I hope the Dems are careful to connect the dots for the public, and that they themselves can stay clean and fair as we go forward. (it would be nice to get Pelosi and Reid out and put a populist face on the party again too, instead of these liberal effete)

How come no one's talking about the investigation results that came out wednesday about another Bush administration corruption case. The investigation concluded that the executive branch was illegally hiring republicans only for any position and shutting down anyone with a "liberal" or "democratic" background.
I know corruption is nothing new the republicans, but I find it suprising No news network has an article on it

There are some in the Republican Party who have forgotten why John McCain won their primaries and have forced him to run to the right. It would be like the Dems forcing Barack to embrace all of Hillaries or John Edwards positions. They won't even recognise the priorities of their own voters. They have made him change positions on Immigration, drilling for Oil and taxes, etc and now all they have is a shorter, older Romney with gray hair.

Seems like they are changing though, I saw O'Reilly talking about gas prices affecting the poor on Fox yesterday. He looked as though his words tasted bad in his mouth.

As an outsider from Canada, I can only think that the U.S has but one choice in order to win back some of the respect you had worldwide before Georgie took over. That choice is Obama.

I am reading a headline, "Top U.S. court shoots down handgun ban." This is the thinking of a country that knows not that CHANGE is necessary to re-win that respect.

Boy, do you need a guy like Obama.

Has the GOP really figured out how bad they have screwed up the Party? I an a life long Republican who is voting for Obama. As a Christian I am offended that McBush called Christian leaders, Crazy and Agents of Hate. As a working man I am disgusted that the Republicans have sent all our jobs to China and have ruined our economy. As a veteran I am appalled that we are in a foolish war in the wrong location that has devasted our military preparadness and racked up a Trillion Dollars in debt. The foolish Republicans are allowing the Terrorists to drag us down the same way we used Afghanistan to drag down the Soviet Union. They are beating us at our own game and Bush plus McBush can not see it. I may return to the GOP but not this election.

Nancy Pelosi said that Democrats might as well give up on holding anyone accountable for violating our constitutional rights and agree to allow telecoms to have immunity for participating in the White House witch hunt through our private communications. There is simply no reason at all for failing to obtain a warrant from FISA unless they're just using terrorism as an excuse to target political enemies. Oh, surely they wouldn't abuse their power that way, would they? This White House? That seems to be their sole purpose in being there.

But there's no excuse for Democrats failing to defend against it. Does anyone care anymore about actually reading, understanding, and executing their oath to defend the Constitution?

The Republican Party has not been a political party for years now; they are nothing but a marketing machine. Now that voters have finally stopped relying on bumper sticker messages and are instead thinking for themselves, Republicans have no chance of winning elections. An informed electorate is the Republican's worst nightmare.

The reason why those 3 Republicans lost is because they are trying to run against Barack Hussien Obama…. and guess what… IT DIDNT WORK!!!! I must say that even though Republicans are good at fundraising (despite John Mccain's pathetic totals) they just dont know how to campaign. Plus their message is soooo tired and old and I think that John Mccain really represents that OLD TIRED part of the message. The base of the GOP is disaparrating–like in a Harry Potter movie.
Bush is hated by nearly everyone except his immediate family and 9 oil industry executives.
The conservative movement has been turned into an aberration of corporate welfare and corruption–bloating the budget and ruining the credibility of sincere and honest elected Republicans.

A very sad time in the history of the party. But remember–before Lincoln, there was Adams and Jefferson, and Patrick Henry, and Benjamin Franklin–who fought for liberty, and freedom, and individual self-worth, and individual responsibility–and very limited federal government.

That mind set still exists.

There's an obvious and excellent reason the Republicans' message isn't selling: The overwhelming majority of voters have found that the Republican agenda is NOT what they agree with and is NOT in their best interest. All this ballyhoo of 10 years ago about the GOP being the "true majority party" has proven to be a load of crap. Majority parties do not send millions of good jobs overseas for the benefit of only a wealthy elite. Majority parties don't bankrupt the country by giving huge tax breaks to the very small number of wealthy who don't need them while giving only the tiniest dribble to everyone else. Majority parties don't lie the government into an illegal war. Majority parties don't turn regulatory agencies acting for the public good into rubber stamps for a narrow band of industry elites. Majority parties don't suspend habeas corpus and trash the Constitution. THESE reasons are why the Republican "message" is a failed one the country will never again agree with or follow! For it is by, for, and of only the privileged few, NOT the majority. And the majority deserve and DEMAND far better!.

It's all a pack of lies and we KNOW that you care nothing about any of us having incomes of less than $500,000/year. Since you came to power, and most especially when you put the current First Idiot in the White House, this country has gone downhill fast. Almost everything is borken and we've had to pay dearly for it.

The truth is that the GOP has never done a good job at running the country. You care only for your wealthy and corporate special interests, who view the rest of us as nothing more than employees. Increasingly, they don't even see us in that capacity, since they are sending our jobs overseas, where they can pay a slave's wage and escape all regulation. You disgust us.
