(CNN) — House Speaker Nancy Pelosi on Thursday called President Bush "a total failure" — among the California Democrat's harshest assessments to date of the Commander-In-Chief.

"God bless him, bless his heart, President of the United States — a total failure, losing all credibility with the American people on the economy, on the war, on energy, you name the subject," Pelosi told CNN's Wolf Blitzer in an exclusive interview.

The comments came two days after the president sharply criticized Congress over what he described as relative inaction over the course of the legislative term. In a press conference at the White House Tuesday, Bush noted there was only 26 legislative days left in the fiscal year and said Congress would need to pass a spending bill every other day to "get their fundamental job done."

"This is not a record to be proud of and I think the American people deserve better," Bush said.

In the interview, Pelosi said the president was in no position to criticize Congress and brushed aside the criticisms as "something to talk about because he has no ideas."

"For him to be challenging Congress when we are trying to sweep up after his mess over and over and over again — at the end of the day, Congress will have passed its responsibility to pass legislation," she said.

But Pelosi's comments come as a new Gallup poll registers the lowest level of congressional approval among Americans in the polling organization's 30-year history of conducting that survey.

That poll showed its approval rating had reached an anemic level 14 percent — while more than 70 percent said they disapproved of the job Congress is doing.

The House Speaker said she doesn't consider those numbers a negative referendum on the Democrats in charge, saying she thinks they stem largely from Congress' failure to end the war in Iraq.

"Everything I see says this is about ending the war — I disapprove of Congress' performance in terms of ending the war," she said. "In the House, we, of course, have over and over, five or six times, sent to the Senate legislation for a time certain to reduce our deployment in Iraq, and bring our troops home safely, honorably and soon. We haven't been able to get it past the Senate or the President of the United States.

"So on the basis of that, count me among the 70-some percent," she continued. "But that is one measure. The other measure that I'm more interested in is the one that talks about what is their view of Democrats. And the generic, who do you prefer to run the country on all of these issues. We're in double digits in any poll that you can take."

Republican National Committee spokesman Alex Conant derided Pelosi's comments as "the sort of partisan politics that Democrats once decried and promised to change."

“Rather than personally critique others, Speaker Pelosi should reconsider her own out-of-touch stance against oil exploration, he said. "With Americans paying record prices at the pump and Congress in gridlock, this is no time for the Speaker to only offer personal attacks.”

In the wide-ranging interview, the entirety of which will air Sunday on CNN's Late Edition with Wolf Blitzer, Pelosi also reiterated her longtime opposition to lifting a congressional ban on offshore drilling as well as opening up areas such as the Arctic National Wildlife Refuge in Alaska for oil exploration. Bush and congressional Republicans have pushed for those two policy changes.

Pelosi has long opposed drilling offshore — a popular policy position among Californians, many of whom fear its environmental consequences along the state's coastline.

But a recent CNN/Opinion Research Corp. poll showed more than 73 percent of Americans approved of lifting the 1981 ban, and the move holds support among many in Pelosi's own party whose constituents are growing increasingly angry over rising gas prices.

Pelosi said the oil industry is not aggressively exploring large amounts of federal areas already leased to them and approved for drilling — including 33 million offshore acres and 68 million acres in the lower 48 states. She has sponsored legislation calling on oil companies to increase their production in those expanses before they are allowed to go into the offshore areas currently banned.

"Thirty-three million acres offshore are allowed for leasing," she said. "And we're saying to them, use it or lose it. You have the opportunity to drill there. When you have exhausted those remedies then you can talk about something else."

She's also calling on the president to release 10 percent of the more than 700 million barrels of oil housed in the country's Strategic Petroleum Reserve.

On Tuesday, Bush said he is against any release from the SPR — saying that stash is for emergencies only. He also disputed it would have any effect on lowering gas prices.

"What we are saying is, Mr. President, free our oil from the Strategic Petroleum Reserve," Pelosi said. "We're saying, let's take 10 percent of that, which has been paid for by the American taxpayer, and use that to put on the market so that we increase supply, reduce price."

"And when the price comes down, we can buy back the oil at a lower price, put it in the SPR, use the spread for renewable energy resources."

The House speaker has faced heavy criticism from House Republican leader John Boehner, who is leading a congressional delegation to ANWR this weekend and has said Pelosi's action does not adequately address the problem.

He's also said Pelosi is leading the moderate faction of her party "off a cliff" by refusing to allow a vote in the House on offshore drilling.

"Just because John Boehner, who is my friend, has my respect, says it, doesn't make it so," she responded, while reiterating she will block any vote to allow lifting the ban.

Please tell me what you and your band of demos have done in the last 18 months since taking office. Before you took office, we had 3% growth in the economy, $2.50 per gallon for gasoline, 2% to 3% inflation and an unemployment rate of 4%. Now, the economy is "in recession" with 0% growth, gasoline is approaching $5.00 per gallon, the consumer price index is up 1.2% per month for the last 2 months with no chance of going down and the unemployment rate of 5.5%. Who is the failure here? I think it is you and Mr. Reid and the democrats that are the failures. Get a life and take some action!!! Stop blaming other for you pathetic actions which have been none!

OK. Let's study this. Pelosi is the leader of the do-nothing, most unpopular Congress. In fact, their popularity ratings are lower than Bush's. Bush has done something with his 2 terms. Things didn't all work out well, but he did respond correctly to the bombing of the World Trade Center. Pelosi wanted to brush up on her French. Seems to me that Pelosi should be replaced after the election. I'm sure they don't have enough sense to do it now. Leadership is lacking in this woman. In fact, common sense is missing in this woman.

I have seen the low Congresional approval rating get tagged to Nancy repeatedly in this thread. But what does it say when over 95% of all incumbents, including Nancy, continue to get reelected? The 14% approval rating for Congress is very misleading.

I, too, am not much interested in hearing from the current lame duck Congress: given their lack of action, they are hard to take as anything but a failure themselves.

I'm more interested in today's report that the Bush administration is trying to lump contraception in with abortion and to regulate/(not)fund it accordingly. What, no response from the "I will vote for McCain" Hillary supporters? No protestations that McCain and the RNCn will be better for women than Obama, despite the latter's record? {crickets}

I thought not. And CNN, how can you not be covering that story?

Pelosi, from the start, was way too impressed with herself. In her very first interviews her focus was on "her" accomplishments, not on what she could do for the country. Though I hoped to see a woman succeed in high office, I realized immediately that she was the "Jesse Jackson" for women. Great clothes, good family, but jeeze what a joke of a leader. I'm not a Hilary fan, but at least she is credible as an official, not looked at as a "woman" politician. Pelosi needs someone to tell her that she has missed the "runway" .

For crying out loud, they can't even get Karl Rove to walk in the door despite a subpeona and haven't done a thing about it.. They are gutless. The vote on the FISA bill proves that. I am a 100% Obama supporter and donater, but am totally bummed about his vote on that. What a gutless move. But being that McCain is so much worse, I'll continue to support Barack.

I agree with Pelosi on Bush—the worse President of my lifetime hands down.

But, Ms. Pelosi, you and Senator Reid have done such a poor job of being any kind of opposition to him. Now, I am not delusional like the right-wingers. I know the Senate is 49-49 and that the Democrats have a small majority in the house making it hard to override a veto. However, I do not see much effort other than on the Medicare bill this week.

I hope you will do a much better job for Senator Obama if he is (hopefully) elected.

I am so sick of the Bush bashing. Are there mistakes that Bush has made… of course. There are plenty of things that I think Bush has done, or not done, that are wrong. But, there are things that he has done that are right. Bush has failed at things and succeeded at things. However, this is the same with every President. Clinton failed at things too. There are things that Clinton did, or did not do, that disgust me. Before Pelosi and the rest of the whining, useless members of Congress talk, they might want to remember that Bush's approval rating is three times higher than theirs.

George Bush is a failure. Everything he has done has been an absolute failure. But yet the Supreme Court handed him the presidency in 2000 and basically said here destroy this. Pelosi, Reid and the majority of congress just don't seem to see the forest for the trees.No one wants to pollute, but do they really think other countries drilling offshore is better than us. Also we have idle rigs that could be started up rather quickly. We need to drill to sustain us while we R&D for alternative sources, There are many of them close to being available. Once we produce the oil we need which will be much less when using alternative sources we can cease importing oil and stop exporting 700 billion dollars to our enemies. If we the PEOPLE demand responsibility imagine what good we can do with 700 billion dollars. So Pelosi –you need to understand and you best get the message You work for the PEOPLE.

Seems to me most Americans need to go back to High School and take American Government again to remember we have three branches of government responsible for the conditions today. You realize that they say that to cover up for their own flaws. You notice that we didn't have gasoline price problems or economic problems until we got a democrat controlled congress. Things we were going where they were supposed to be going they were going according to President Bush's plan when he had a congress that backed him. What DEMs don't seem to get,

We won the war in Iraq years ago after we overthrew the government and the Iraqis elected a new government. The rest has been rebuilding of security and infrastructure. There has never been a question of "losing the war".

We found both chemical agents and enriched uranium in Iraq, along with testimony from Iraqi generals that the bulk of the stash was moved to Syria weeks before the war.

Bush pushed to drill in ANWAR and elsewhere early in his first term. He was rebuffed by the Al Gore movement.

Under Bush we saw the the lowest interest rates in history that allowed even the unqualified and unscrupulous to finance homes.

Nancy Pelosi was appointed to be a mouthpiece of discontent by the DEM party. Nothing more.

Wrong, she just got finised saying she will not put off shore drilling to a vote and 72% of the people want to drill. She doesn't care what the people want. Has Nancy Pelosi 'really' looked at the approval rating of congress lately?? I think not; she and Harry Reid are so deadset on going against anything Pres. Bush wants, it is despicable. The Republicans approved more judges for Clinton than the 'libs' have even permitted a vote on for Bush. This is, even though, they promised to at least 'equal' the judges Clinton had to appoint. Is this the kind of party you want in there, who won't even 'reason'? Nancy Pelosi & Harry Reid have their own millions; they don't give a darn about the rest of us. Can anyone with common sense see this? People need to wake up, and get these people out of there, or else to listen to some reason.

I want to know who is conducting these polls. I know that I have never been asked about my opinion of the President or Congress. Here is what I do know, since 9/11 no other terrorist attacks have occured on American soil. Since I remember 9/11, I find that as an accomplishment. Anybody that lived during 9/11 and believes that the President is a war criminal needs to remember the way America felt at that time. We no longer could be on the defense, we needed to strike first. In the President's point of view, as well as many others in power, Iraq was a valid place to strike. Were mistakes made? Yup. I want to know what any other President would have done if they were in office during 9/11. If you tell me that nothing would have happened, the President would have been a laughing stock, and most likely would have been forced out by the American people.

Finally, McCain seems to be against vets, and Obama seems to be all talk and no bite. I am going to put in a write-in vote for President Bush. At least he is willing to take the bull by the horns and get things accomplished. His problem is no talk and all action. That could be a problem.

Drop the whole impeachment talk already. You people need to read the Constitution. You don't impeach someone who does something you don't like. It's not a tool to be used for political advantage. You can't impeach someone for doing their job badly. President Bush has the Constitutional power to send our troops anywhere he wants. (Limited to 90 days without Congressional approval.) Congress gave him the added power to keep our troops in Iraq. You wanna impeach someone for the war? You'll have to impeach the entire Congress. There is no such thing as "An illegal war approved by Congress." If Congress (our LEGISLATURE) approved it, IT'S NOT ILLEGAL. Congress makes the laws! It's all there in the Constitution.

The Dems took control in '06 not '04.

Before '06 the congress was controlled by the Republicans and did everything the President wanted. The Dems were always out voted.

In '06, the Dems took control but only by one or two votes. To their credit they have cleaned up some of the mess and put back "checks and balances" which never occured before "06. Unfortunately, the congress needs 60 votes to bring bills to the floor. They tried numerous times to deal with Irag but the Republicans in Congress always defeated it.

I believe they have done a decent job trying to get things back to normal. Do not blame the Dems, the Republicans are to blame.

The energy problems and economy problems stems from this administration deregulation. (No government oversight). Government needs to regulate or this is what happens.

There is a plan for energy, alternate energy sources: wind, solar, nuclear….But what does this administration want to do: 1. Drill , Drill , Drill (That will not solve our problems) 2. Gas tax hoilday!!! The federal gas tax is needed for road repair, bridge repair and transportation. My community needs that money and I am sure yours does also.

We need change in a positive direction. Reagan Economics will not get us there!

For better or worse its still funny to see all these 'impeach Bush" comments various members of congress make. However as far as the law is concerned I dont think he committed a crime. Everything he does comes from the authority granted to him by the senate. He abused that power greatly. But that doesnt make it a crime.

However, if he did anything to obstruct justice regarding the CIA case then he can be impeached for it… IF there is conclusive evidence. The use of executive privilege doesnt count either since its a matter of interpretation. There is one good reason not to impeach…. "President Cheney".

I find it amsuing that someone who is herself a total failure as Speaker of the House, dares to call President Bush one! Yes, he's made mistakes, some BIG mistakes, but let's not be confused by thinking that Democrats bear no blame. Pelosi, Hoyer, etc., are no better than any of the people they criticize. Nancy Pelosi lost the favor of this Democrat when she took impeachment "off the table." The behavior of the Bush administration has been criminal in every sense of the word, and impeachment should never have been removed as an option. Kudos to Dennis Kucinich for knowing this. The failure of the Democratic controlled Congress to show courage and action, coupled with the Democratic Empty Suit nominee for President has me hoping a viable 3rd party will form in the not-so-distant future. After 35 years as a loyal Democrat, I'm ready to jump ship.

Has anybody ever looked at the congressional incumbent popularity percentages? From what I understand, they usually are disproportionately higher than they ought to be. The Congressmen do casework for people and will find ways to expand pork. Former Speaker Dennis Hastert used his power to give his district new transportation infrastructure. Your polls are completely unfair and naive. What happens on election day? Or should I say reelection day for the majority of congressmen? It is not even a fair contest so I think that pollsters should try to configure incumbent approval into the congressional approval.

I detest the word "total" in describing George Bush`s administration. I love Nancy though.

Not a Bush fan at all, but what has Nancy P done since she took over all this talk about the first 100 days and what she was going to do so I guess if she is calling Bush a failure. You know the old saying it takes one to know one.

It sure is old hearing congress cry cry cry and putting the blame for every thing on our President. To date congress has not full filled any promises they made seeking office. They are doing nothing and blaming the President.

I look forward to a new election and replacing most of them, especially Pelosi's!

Pelosi is right, Bush has been a failure. The problm is that she and her goonie friends managed to take back both the House and the Senate and ranted on about all they would do for the country but they did not wait for the numbers to come in and fell short of the much needed 60 plus votes to break a filibuster! Unable to do much of anything, they have to run out the clock on Bush and with this election manage to hold on to their lead plus pick up enough to blow the Republicans out of their cuckhold on the goings on in both the House and Senate.

Well Nancy, he had some help. You and the Congress haven't done your share of work. We sent you there to clean up Bush's act and you've basically sat on the sidelines. Not good, not good at all.

Barack will need a Congress with backbone, not someone who will let Karl Rove roll right over them. Get your act together so that you can do the people's business. We're counting on you.

Uhhh, I'm a Democrat and an Obama supporter, but I'm pretty perplexed by this statement. Bush's failings have been known for a long time. Pelosi is acting like she's just made an incredibly profound statement that could only have been arrived at through superior intelligence. This is the best she can do? I don't see Pelosi or the rest of the Congress stepping up to try to fix things. I'm pretty annoyed with the entire federal government right now. Bush is only part of the problem. Pelosi and her bunch haven't shown any stellar accomplishments, either. Take care, Nancy, your job isn't safe unless you show the capability to actually accomplish something other than bashing an already well-bashed president.

I guess you could move to Europe… if you make 40K per year you get to keep about 18K of it. But you get government run health care… if you would even want it. However, save your money cause you will need it to pay the 8.50 per gallon for gas… twice the gas price as here, four times the taxes as here (not counting the road, register, tv, and other taxes)… buy hey… your medical is free.

Nancy Pelosi and the Democrats had the opportunity to support President Bush and the War on Terrorism but decided they would rather dedicate themselves to making Bush a failure for purely political gain.
