WASHINGTON (CNN) — Barack Obama is not the only presidential candidate who will be front-and-center in Berlin this Thursday. Well, sort of.

In the latest effort to counter-program Obama’s tour of Europe and the Middle East, the Republican National Committee will air radio ads promoting John McCain’s candidacy in three different Berlins: Berlin, New Hampshire; Berlin, Pennsylvania; and Berlin, Wisconsin.

Not the most expensive media markets for the RNC to buy time – but certainly a clever way to gain some national press and perhaps gain some buzz in these three battleground states, while Obama delivers what is expected to be one of the biggest speeches of this campaign cycle in the European capital.

(An early look at the copy of the RNC ad after the jump)

Title: Obama Chooses Washington Over Our Military (60 seconds)

VO: There are few votes as important as funding our men and women in uniform.
VO: But when our military needed necessary resources, Barack Obama failed to stand up.
VO: Obama said that nobody wanted to play chicken with our troops on the ground.
VO: But when it came time to act, he voted against critical resources: no to individual body armor, no to helicopters, no to ammunition, no to aircraft.
VO: The bill Obama opposed even had funding for veterans’ medical facilities and rehabilitation programs.
VO: And why did he say no?
VO: Obama chose Washington politics over the needs of our military.
VO: And Senator McCain?
VO: As a veteran and someone who has always put the public interest first, John McCain stood by our troops.
VO: If Obama can’t rise above politics to support our soldiers in a time of war, then how can he claim to have the strength to change the way Washington works?
VO: John McCain is ready to lead. Barack Obama is not.

I am 66 years old and have never seen a campaign as mismanaged and negative as McCan's( especially at this point in time). Although I am a strong Obama supporter, I am disappointed that McCain has either panicked, or is getting Rovian advise to use the big lies and be as negative as possible. Why the disappointment? Because, McCain promised a real and intelligent debate on the serious issues that face the country.

He has reneged on that promise. Changed his position so many times on so many issues that you need a score card to keep up, and begs the question as to whether he is up to the task of managing a complex system like the Federal Government. As a senior, not far behind McCain, it's increasing said to witness. I would hate to see his increasing confusion and slips lead to a 3AM moment that drops bombs on Prague.

Straight Talk Distress   July 23rd, 2008 2:40 pm ET

Cry Baby McCane is soo insecure and Jealous, all he can do is react to Obama's every word and movement with whinning and complaints.
He is in distress and screaming for help.. lol

He has no visions of his own. He just finds fault with any and everything Obama does. Its getting to be very obvious that McPain is not only feeling inaequate, He truely is an inadequate person for the Job of President.

His short little Napoleon size ego is whinning and crying daily. He is a Pittyful old fart, who has already peaked and climaxed but is too senile to realize it. :)

Maxine   July 23rd, 2008 2:37 pm ET

I can't wait to vote in November. I think the Secret Servie should watch Barack's back when he comes home.

There are so many jealous people online. They think because they want it so, that we're going to fall inline behind a lame candidate who yells at clouds. Not going to happen, no way, no how.

Obama 08

Addie   July 23rd, 2008 2:35 pm ET

Well, apprarently Germans can't hear him yelling at the clouds over here, so McCain has to buy some air time and– yell at the clouds over there.

This is too funny.

News Flash: Nobody cares about a candidate of a party who is responsible for $4.00 gas prices, the foreclosers, Enron, the Katrina fiasco, and a financial advisor who says we're a bunch of "whiners". Did you also see the latest tape of Bush saying that Wall Street has a hangover, and that his wife is buying a big new home in Houston? He's a moron, and so are the people who vote for Mini Me McBush.

THE O   July 23rd, 2008 2:34 pm ET

Actung baby. Mccain sucks, He is always one step behind Obama. And has nothing to offer but attacks, and lies without substance, He just recycles bush policy's.

BARACK THE VOTE!!!!!!!!

McCain is the one who didn't stand up for veterans when he wrote Bush a blank check to wage war in Iraq.

Denise   July 23rd, 2008 2:30 pm ET

I thought it was funny when he got off the plane in New Hampshire and there was one reporter. I think he should hire a press corp. That way, he can look more presidential.

Bush has to fight for attention as well. When he was in Africa everyone wanted to know about Barack. He had to turn the attention back to himself.

Funny, funny, funny.

So what makes MC Cannon think it's going to work for him.

Take your butt whipping like a man and stop whinning.

Jenny   July 23rd, 2008 2:28 pm ET

Yep, he's jealous. Ads in Germany? Now who's campaigning over there. He can't stand that Barack is in the spotlight.

Oh well, I think his rating in Germany is very low. So they don't want him to be president anymore than most Americans.

Wooo!!! I live in Berlin and can't wait to see the stupid John McCain ad. McCain should give up on Wisconsin. Wisconsin = Blue State!!!

pat C.   July 23rd, 2008 2:24 pm ET

this is insane! why can't someone do fact check on this before it is allowed in the public? this man is a maniac!! he is ruining himself with his own party but less the rest of the world. he needs to be doubled checked on every word that comes from his mouth.

Tim   July 23rd, 2008 2:24 pm ET

Why is my comparison of John McCain to Mr Magoo in moderation??? Does the truth of an old man yelling at the clouds hit too close to home CNN and McSame supporters???

ANGIE   July 23rd, 2008 2:23 pm ET

Poor mcain i kinda feel sorry for him maybe just maybe if he had some policies of his own rather than THE BUSH POLICIES,He may get some more attention but what i still cant get over is the fact mccain pushed and pushed obama to do this trip and now hes WHINING!!! seems to me mccain tried to put obama in a political trap to fail and it backfired oh poor poor mccain.

LMC   July 23rd, 2008 2:23 pm ET

Half of the posters here missed the point. He's not advertising in Germany. He's advertising in American cities named Berlin. It's a little bit of humor. Chill out.

True   July 23rd, 2008 2:23 pm ET

Maybe McCain should concentrate on issues here in the U.S. instead of trying to throw rocks at Obama from across the Atlantic.

Oh yeah, McCain has no answers or solutions for America.

Xavier, Saint Louis, MO   July 23rd, 2008 2:23 pm ET

Go ahead GOP and waist your money. The people in Germany favor Obama something like 73% to McBush 27%. It's a done deal and McSame and the GOP know it, your days are numbered. The whole world can not wait unit Bush is out of office and Obama is President.

Obamanation '08

YES WE CAN!

Eleanor   July 23rd, 2008 2:20 pm ET

Typical rubbish from John McBush McSame… Lies…misrepresentations…distortions…and more bald faced lies. Nothing new here. Same old tired conservative crap from a tired old creep of a candidate.

How much more pathetic could the Republicans get… Well..I'm sure they'll find away. If there's a lower level than the one they're currently exploring, they'll find it. But then we shouldn't be surprised that bottom-feeders dwell in the muck! It's their natural element.

R.O.B.   July 23rd, 2008 2:20 pm ET

The American public is a lot smarter than the Washington Republicans think. That is what they fail to realize and that is why they won't win the White House back this GE.

OBAMA '08

Barack Chalk Jayhawk   July 23rd, 2008 2:19 pm ET

Haha! That's the funniest news I've read in a while. I wonder how long it took them to come up with that.

Once again proof that all McCain is capable of is to react to what Obama is doing:

1. Obama was first to say that we need to talk with our enemies and was viciously attacked for it by McCain, who called it "naive" and "appeasement". Now the Bush administration is doing exactly that, and McCain quietly supports it.

2. Obama has always favored a timeline for an Iraq withdrawal. Now McCain supports it too, only he cleverly calls it a "time horizon". I'm glad that got pointed out, so now even stupid voters like me will know that a time horizon will definitely lead to victory in Iraq, whereas a "timeline" will result in utter defeat.

3. Obama has always said, as early as 2002, that the Iraq war is a bad idea, mainly because it diverts our attention from the real terrorist haven, Afghanistan. McCain now reluctantly admits that more troops are needed there, but only after the recent deadly attacks on U.S. soldiers. And if he were in charge of sending soldiers there, chances are they'd show up late because a delay at the Iraq/Pakistan border.

McCain is becoming as pitiful and desperate as as Hillary did……the truth is you just can't compete with Obama….He's brilliant in every way.

Brian   July 23rd, 2008 1:57 pm ET

Obama is ready to lead. Lead us out of Iraq. Lead us straight to a recession with his tax increases. Lead us straight into a diplomatic quagmire by negotiating with state-sponsors of terrorist organizations. Lead us straight into France and Germany's arms - nothing like a nice European group hug. Lead us towards higher gas prices by capitualating on drilling and other sources of alternative energy. Lead us towards record deficits as he implements his socialized medicine/healthcare plan. So it's wrong to say he won't lead us - it's WHERE he'll lead us that is troubling.

Dr. Eval   July 23rd, 2008 1:56 pm ET

As a German citizen, I am disgusted by Obama's planned speech in Tiergarten. Of course, the usual suspects (greens, young socialists, etc) will be there for his speech in droves. These unemployed social misfits will use any chance to protest America and the free market. Pathetic.

Jozee   July 23rd, 2008 1:50 pm ET

"A clever way to gain some national press." I don't think so.

The smell of desperation is coming off the MCain campain in waves and there is nothing they can do to stop the press from focusing on Barack Obama and his Berlin speech.

Will McSame tell the people in Berlin that:

He voted for the war without the "fact finging" process that he accuses Obama of not having.

He supported the war even before 9/11

He was against drilling in ANWR and the continental shelf.. yet now he will drill anywhere and let the earth's climate system go into a creash

He was against Bush's tax cuts but now says they are terrific and wants more… by the way this is a big cause for the deficits and that translates in to the dollar crash.

Will he tell them that he doesn't think women should get insurance coverage for birth control, yet viagra is ok?

Will he tell you that he was against torture and now he thinks some kinds are ok…

Will he tell you that he voted against the legislation Obama supported, which give veterans more education benefits for our veterans…. he said it would give current military people and insentive to leave for the hope of an education…Seems he doesn't think 3 plus deployments are enough.

Maybe McSame should tell the American people what he thinks "Victory" means and how he is going to reverse the economic disaster we are facing….. Oh he doesn't know much about this… so he will sling mud I guess.

"VO: There are few votes as important as funding our men and women in uniform."

Defense funding votes McCain has not supported in the past year:
HR 2642 6/26/08 Iraq and Afghanistan War Funding and GI Bill
S Amendment 4818 5/22/08 Funding for Ops in Iraq & Afghanistan
S Con Res 70 3/14/08 Concurrent Budget Resolution
HR 4986 1/22/08 Defense Authorizations Bill
HR 4156 11/16/07 Supplimental Appropriations for the DoD & Timeline
S 2340 11/16/08 Emergency Supplimental Appropriations for the DoD

During that time, McCain only supported one defense funding bill. Obama supported 3 of the seven bills over the past year - that's three times as many as McCain. Unbelievable! Does the McCain camp think the American voter is stupid?

McCain, you are no JFK   July 23rd, 2008 1:16 pm ET

All John "I'll NEVER surrender" McCain has to offer on anything are gimmicks… this is news? Do you HAVE anything but "Obama says…"?

The REAL NEWS today should be how McWar's twin brother Dubbya's policies for strategic missile defense systems in eastern Europe have provoked Prime Minister V. Putin to state that by the time that happens, Russia will, once again, have missiles in CUBA.

Perhaps McGaffe could contact the head of Germany (nope, wait, that was ANOTHER mistake McCain made) and negotiate something up for us? Divert a Cuban Missile Crisis? Nah.

G. "DUMB" Bush is scary enough. John "DUMBER" McCain is even scarier. Can you imagine either handling a Cuban Missile Crisis? McCain will tell you "I know how to win wars. I KNOW HOW TO WIN WARS!"…. yikes.

I still remember the Cuban Missile Crisis, sir. I remember the weekly testing in schools where we would hunker down beneath our desks and hope we'd survive "the BIG one"…. I remember JFK getting us through it.

John McCain, you are NO Jack Kennedy.

Dan , TX   July 23rd, 2008 1:01 pm ET

Everything in this commercial is demonstrably a distortion of the facts. And McCain voted against the GI bill because he said that if we give our veterans the means to have a good life outside the military, they might decide to leave the military.

McCain is a hypocrite and has treated our military personnel horribly. McCain is no friend to the military.

My understanding is that the McCain campaign is trying to spend funds contributed during the primary season prior to the end of the month (in line with his acceptance of public financing for the general). Apparently they were unable to resist throwing money away on this foolishness to satisfy their funny bone. This is how an underdog changes into another kind of dog: Goofy.

Lets not forget it was a powerful military and military backed foreign policy that broke down the wall in Berlin.

We need to apply the same resolve to Iraq, Palestine, and Libya to establish democratic governments and allies.

He going to these town hall meetings telling the public that the surge has succeeded but we need to stay in Iraq because if we left it could be extremely dangerous. If he's worried about danger shouldn't he be concentrating on the capture of Osama Bin Laden and Al Qaeda who killed nearly 4,000 Americans on U.S. soil? Yeah, just make sure that McCain realizes that he is not in Germany. People may get a bit confused if he says "Ich bin ein Berliner". Then again, it may be the least stupid thing he will have said in a while.

They forget to tell us that without some stupids our troops would've never showed up in Iraq. So there wouldn't be any need for rehab programs. No need for more ammu and weapons. Hups, I forgot. RNC is big buddies with the so called "defense" industry. Well, that would explain their stupid ad. That would explain why some stupids still tell us, we can win this war. Get in in your brains … most of the people of Iraq DO NOT want us to be there. Even if we stay there for 100 years and it will be still the same.

Brennan - Seattle, WA   July 23rd, 2008 12:47 pm ET

Oh they are struggling. McCain is not offering anything new. He spends 90% of his time attacking Obama. I almost felt bad for him the other day when there was only 1 reporter and 1 photographer greeting him in NH, but then I remembered that it is his campaign tactics and policies that are causing him to be in the position he is in.

Senator Obama has not been met with resistance anywhere, he is touching on everything that is important to all countries. Obama is consistent with his message of a CHANGE IS GOING TO COME FOR THE BEST OF EVERYONE. Senator Obama will lead us in peace and prosperity.

Doing a quick search, the only bill I found that Obama voted against was S.2340 titled, "A bill making emergency supplimental appropriations for the Department of Defense for the fiacal year ending September 30, 2008, and for other purposes."

I do not know the specifics of the bill or the rationale for voting against it. Does someone out there know? Two comments, however:

First comment: It takes a lot of gall for someone who did not vote for the new GI bill to accuse Obama of not supporting our troops.

Second comment: Guess what - MCCAIN ALSO DID NOT VOTE FOR S. 2340. T

As for the economic arena, crude oil production is below U.S. goals, even though it has "improved for short periods," the GAO report said. Goals for water service are "close to being reached," but the daily electricity supply "met only slightly more than half of demand in early July 2008."

When will the Republicans realize that the WORLD already knows what they are about and "sees through" their tactics and SMEARS. It means NOTHING and adds to the dislike these countries already have towards them!!! They want to see CHANGE!!!

John McCain is definitely going to get more AIR TIME if he and his supporters continue the SMEAR attacks against Obama. The differnece is - it's going to be BAD AIR TIME!!!!

Rick FL   July 23rd, 2008 12:34 pm ET

It would nice to see the RNC and McCain camp reach out to Berlin in Europe in addition to the ones in the States. This could contrast the misguided flyer McCain sent out yesterday needlessly taunting Europeans in France. At this critical time, it is important that our next president works towards stengthening our alliances again in Europe, Asia, the Middle East, and other parts of the world, not further any perceived isolation from the past seven years.

It is also worth noting that veteran organizations give McCain a D rating on his voting record against many of their causes, including opposition to the recent GI Bill. Obama received a B+ for his support of veteran causes, and he voted in favor of the bipartisan GI Bill.

McCain knew that Obama has the integrity not to attack is opponent on foreign soil that's what makes McCain's antics lately even more pathetic and ridiculous. Why can't McCain share in more detail his non-existant economic policies? I sure would like to hear more than what I've been hearing, i.e. a stupid gas-tax holiday and more drilling. What's his health care plan? What's his plan regarding the housing market?

When McCain challenged Obama to go to the Middle East and ridiculed him for his lack of experience, in his opinion, what did he think would happen. Did he think that Obama would not go to the Middle East, did he not know the buzz all over the world about his candidacy after he became the Democratic Primary winner. His campaign blundered yet again in lacking foresight. Any entry level marketing exe. would have known what to expect. Now they scramble to get some of the spot light back after exercising yet poor judgment again.

Great, what about Berlin, CT?

McCain voted against a number of bills supporting our veterans.
Barack supported better armor protection for our troops.
Barack was against multiple tours of duty which hurt our soldiers families back home.
McCain has his facts wrong with events in Iraq and Afghanistan.

By the way, Barack was just overseas supporting our soldiers.
Barack has accomplished more in three days than Republicans have in 7-1/2 years.
Republicans practice political criticism beyond the water's edge. Barack has stayed away from criticixing Bush or McCain during this trip.

Another Gaffe from McCain!
This was McCain Last Night on CBS: McCain was talking about was caused the reduction of violence in iraq:
"I don't know how you respond to something that is as — such a false depiction of what actually happened," McCain said. "Colonel MacFarland was contacted by one of the major Sunni sheiks. Because of the surge we were able to go out and protect that sheik and others. And it began the Anbar awakening. I mean, that's just a matter of history."

The Anbar Awakening began 6 months before the Surge!
The 90,000+ Paid sunnis also contributed!!! Google it and read about it. It was a collective effort, NOT JUST the increase in troops!
Stating the facts does not take credit from out troops, they did a great job! But it was not only them, it was the IRAQ people also!
So stop exagerating the facts and STOP LYING about the surge to gain Political points!
He claims OBAMA would rather win an election that win a war,
Well it looks like McCain would rather change history and lie about the facts in order to win an election.

R.I.F.   July 23rd, 2008 11:59 am ET

Nick from Maine   July 23rd, 2008 11:57 am ET

Dear Senator McCain,
How dare you criticize Senator Obama about military funding, claiming he was playing politics? It was YOUR political agenda that got us into the quagmire in the first place. It was YOUR vote who sent our troops off to be killed and disabled. It was YOUR vote that sent us to war unprepared. It was YOU who didn't support an expanded GI Bill. YOU are the one who continues to ignore the facts of the war and letting your own delusional ideas guide your decisions.

Sincerely,
Nick

Debra Austin, Texas   July 23rd, 2008 11:56 am ET

When are the media REALLY going to hold McNothing accountable. It's an 'offensive' move to put the media on edge by claiming Obama is getting so much more media attention than McNothing but the real scrutiny has never hit the ageless wonder. If the media were REALLY doing their job, they would have sliced McCain over his 'traitor' comment regarding Obama being more interested in winning a campaign than winning the Iraq war which is SHAMELESS. But nothing could have beaten his campaign's statement about Obama at Yad Vashem, the Holocoust Museum in Israel, claiming Obama is lying when he says "Never Again". As a Jew, I will NEVER vote for that OLD F@RT. He will no doubt say that it was not he who made the statement but nontheless allow his campaign to vomit excrement without any accountability. I agree that the media isn't doing their job but it's because they are hiding the hideousness of McFuddled.

Ken   July 23rd, 2008 11:56 am ET

Boy the [R] desperation continues. Sounds to me like a lot of whining from the McCain camp: "no,no, don't look at Barack; look at ME! Look at ME!"

This [R] ad campaign is really pathetic. It doesn't provide anything new or positive to sway new or indecided voters….its designed for the [R] few-believers, to keep them on-board the [R] attack machine. Those who liked Bush, now like McCain…because their policies are nearly identical……those failed policies are now the in-grown policies of the whole [R] party whose proud motto, like that of its deranged leader, is "stay the course". The whole [R] party is a failure.

This ad is completely misleading. Obama was voting against a bill to fun the war because he knew it was the only way to try to force the President to get troops out of Iraq.

Also, Obama understands that continuing to bankrupt our country with this was is not responsible for the youth in the U.S.

He have borrowed every dime that we've spent in Iraq, and currently pay 9% of our annual budget in interest, a number which goes up every day as we borrrow more and more money from the chinese and other foriegn and special interests.

McCain Voted Against Adding More Than $400 Million for Veterans’ Care.
Voted Against Establishing a $1 Billion Trust Fund for Military Health Facilities.
Opposed $500 Million for Counseling Services for Veterans with Mental Disorders.

IAM SURE THAT MCCAIN WONT HAVE ANY MEDIA. THE MEDIA CLOWN O.B. TAKES IT ALL. WHAT A BIG JOKE.

Linda31   July 23rd, 2008 11:47 am ET

Oh my gosh, this is disgusting. I thought it was against policy to attack American officials/candidates aboard. Americans are voting, not Germans. McCain is looking more and more pitiful. What is wrong with his advisers? I'm starting to feel sorry for him.

Wow.

Aside from how funny it is that this is the best McCain can afford, McCain's voting record is much worse then Obama's when it comes to the military.

"VO: And Senator McCain?
VO: As a veteran and someone who has always put the public interest first, John McCain stood by our troops."

Note that they provide no actual examples of that. McCain voted against the updated GI Bill.

This may be the most innovative thing that the McCain campaign has done in this election season. I applaud the idea. Of course the message itself is pretty negative and deceptive. Go figure, he takes a good idea and then steps on it by airing an attack on Obama rather than touting his own policy. I guess you can;t teach an old dog and an old party new tricks!

The deperation of the mccain camp and the RNC is too funny to watch!

GO OBAMA!!!!

Rise America Rise   July 23rd, 2008 11:44 am ET

Do we even know for sure that Mccain realizes Berlin Germany is not in the US? I think he is putting these ads on thinking that Obama must be in one of these 3 places, but he is not sure which one. Let's face it, geography is not McCain''s strong suit.

bernj   July 23rd, 2008 11:44 am ET

Another silly ad from McStupid. Full of lies and misrepresentations….just like John McCain.

proud army and navy mom   July 23rd, 2008 11:44 am ET

mcmoron has voted against improving the lifes of our troops over and over again. Is mccain confused again? He seems to want to blame Sen Obama for his own lapses in memory and judgment.

What about mcattack's handlers? are they just as senile and uninterested in the truth as mcliar seems to be or are they just sabotaging his presidential run because george w doesn't like him anyway even though he says he support him. With friends like w and mccain's staff, he doesn't need enemies.

Here's some advice mccain: take the log out of your own eye, before you try lying about Sen obama's record.

Pitiful campaign and useless Ads.

Minnesota against Johnny McSame   July 23rd, 2008 11:43 am ET

CNN keeps feeding the troll. How many articles will the media show saying " mCCain did this in an attempt to counter positive buzz from Obama tour"??? When you know why McCain camp is trying to make news, why do you keep getting played by them?

sherry   July 23rd, 2008 11:43 am ET

McCain is sure straving for some attention

Rather pathetic I must say
