President Bush said Wall Street got drunk.
President Bush said Wall Street got drunk.

(CNN) - Financial experts have spent months tracing the roots of the housing market implosion that sent the global economy into chaos. President Bush has his own explanation: Wall Street got drunk.

"There's no question about it. Wall Street got drunk," Bush told supporters at a Republican fundraiser in Houston Friday. "It got drunk and now it's got a hangover. The question is, how long will it sober up and not try to do all these fancy financial instruments?"

His comments at the private event were recorded on a cell phone, and posted to the Web Tuesday.

White House spokeswoman Dana Perino said the president was just relating his views in a slightly more colorful manner. "He has said before that Wall Street was dealing with very complex financial instruments and that the markets didn't fully understand the risks that those instruments posed to the system," she said Wednesday.

"It is certainly a more colorful way of saying what he said before, but he's described it that way before in terms of his observations of what happened to the market.”

In the video, The video shows Bush joking with a friendly crowd and musing about his life when he leaves the White House in January.

"We've got a housing issue," Bush said. "Not in Houston, evidently not in Dallas, because Laura's over there trying to buy a house today."

He also said the housing market seemed to be doing well in Dallas, where his wife had been looking for a new post-presidential home for the couple, despite earlier statements from Bush that the family’s ranch in Crawford, Texas would be their home after leaving the White House.

"I like Crawford, unfortunately after eight years of asking her to sacrifice, I am no longer the decision maker," he said. "I did tell her, 'Honey, we've been on government pay now for 14 years, go slow.'"

Bush is a fool. Saying "The question is, how long will it [Wall Street]sober up and not try to do all these fancy financial instruments?" only goes to show the dearth of leadership this guy has provided to solve the problems this country faces. He does not get involved in the energy crisis even though he had eight years to establish a workable policy to develop alternative fuel solutions, nor did he do anything about the superheated housing market that anyone with an ounce of sense could see would become a problem and now we are heading into a recession. Now he is "waiting" for Wall Street to correct its gluttonous ways? God help us. This man just needs to disappear into the sunset, never to be heard from again.

The economy has a "hangover" because Bush and his administration went on a 7 1/2 year binge.

Tom Welch   July 23rd, 2008 6:18 pm ET

It appears to me that the Republican "free market economy" has ruined the country in so many way. Self policing just hasn't worked and greed has become king.

Ridgeway   July 23rd, 2008 6:14 pm ET

Well it started with anti-"Red Lining" laws. Force lenders to take on lousy risks which morphed into interest only, ARMs, no credit check, etc mortgages.
It used to be credit had to be earned but no more. It's a right not a privilege now. Credit extended to people with no job, no SS#, no tax returns and so it goes. It's like everything else. Suck off SS money for give away programs to human Pez machines and career welfare recepients. Can't deny anyone anything anymore even if they haven't earned it.
"Earned Income Credit"?? Pay no taxes but get a refund? Explain that one.
And now the personification of every give away liberal, bleeding heart, bed wetting, cry baby program that ever milked a dime from legal, working Americans has emerged in the form of Hussein Obama.
Yep, old Bush says some pretty goofy stuff but he's not the slick talking, wolf in sheep's, Muslim in Christian clothing Hussein Obama is.

Tim from Eugene OR.   July 23rd, 2008 6:13 pm ET

I don't know what is more pathetic, Bush speaking, or the 28% of the public that actually think he is doing a "heck of a job"

Jarrod   July 23rd, 2008 6:12 pm ET

There should be in IQ test before you can beconme president. The mans simple understanding of things reminds me of a toddler. Lets hope we get someone with a bit more depth, and understanding of complex issues this time around. How anyone can still have faith in Bush after these last 7 years is beyond me. Those of us with the capacity to think have cringed every time this man has opened his mouth. And more damaging, his lack of understanding has made his poicies that much worse.

What an absolute moron! This is what your stating about the shape YOU brought this economy too. No Bush your the drunk! Your so out-of-touch with America that its actually very disturbing. How could you even try and to make a joke about this? I'm still counting the days until your out of office. Do us all a favor and impeach yourself. I'm so sick of the right-wing trying to blame everything on the democrats because they control congress. Well what is the excuse for the 4 years they didn't control congress. This economy has been in a downslide every since August 2001. Look it up, and that before 9/11 ever happened. Bush is the President right now...period! He is to blame. He is why we are in this mess of an economy, war, and debt. I am a republican, veteran, and love my country. I love it so much that I will be voting for Barack Obama!

As an alcoholic, Bush should know a hangover when he sees it. But that would mean that there was something to celebrate, which we obviously HAVEN'T had during his alleged 'leadership.'

Texas Trail Dog!   July 23rd, 2008 5:53 pm ET

BUSH WAKE UP AND SMELL THE ROSES. THE AMERICAN ECONOMY IS OUT OF SIGHT AND SINKING LOWER. THIS IS NOT A SITUATION TO MAKE FUN AND JOKES ABOUT. AMERICAN PEOPLE ARE SUFFERING BECAUSE OF YOU RICH PEOPLE WANTING TO MAKE MORE AND MORE BIG BUCKS. I AM BEGINNING TO AGREE WITH WHAT STALIN AND KRUCHEVFF STATED THAT THE UNITED STATES TYPE OF GOVERNMENT WOULD DESTROY THEMSELVES FROM WITHIN. WHAT HAVE WE DONE IN THE PAST THIRTY YEARS. WE HAVE LET FOREIGN COUNTRIES BUY UP OUR BIG MANUFACTURING COMPANIES AND THEY HAVE SINCE BEEN MOVED OUT OF THIS COUNTRY ONE BY ONE. THEY ALSO ARE BUYING UP ALL THE LAND THEY CAN GET THEIR HANDS ON. NOW WE ARE IN THE VERGE OF PUTTING A MUCH BIGGER MORON INTO OFFICE WITH OBAMA. WHERE WILL WE BE THEN. HE WISHES TO DESTROY OUR MILITARY. WHO WILL PROTECT US THEN. WE ARE SO DEEP IN DEBT NOW WE CAN NOT AFFORD ANOTHER WAR. FIRST BUSH GAVE AWAY THREE TRILLION DOLLARS THAT BILL CLINTON LEFT OFFICE FOR HIM IN ESCROW AND A BALANCED BUDGET. WE HAVE NO CLINTON NOW TO PULL US OUT OF THIS MESS THANKS TO THE IGNORANCE OF AFRICAN AMERICANS AND THE MEDIA.

Dayahka   July 23rd, 2008 5:53 pm ET

A pot calling the kettle black? In any case, it wasn't Wall Street that started this borrow-and-spend economic system, it was that frog Greenspan and his happy Fedsters, who fostered irrational exuberance as an economic policy. Give an American an inch and they'll keep on going to infinity, which is just what they have done with an infinite debt (that will never be paid back), infinite greed, and eventually infinite despair.

RickytheGriff   July 23rd, 2008 5:51 pm ET

Man, if anyone knows about hang-overs it's Bush.

And this nimrod has the balls to make jokes about it????

No, George, if you've been on government pay for 14 years and have big oil in the palm of your hand, times are not tough for you rich jerks.

Housing Market   July 23rd, 2008 5:48 pm ET

This market was artifically held-up for seven years!

When the economy was tanking around the 911 period housing was still rising and it seemed strange for everything else to tumble except the housing sector. Now, we know it should have been crumbling at that time.

Mr. Bush is say Wall Street was drunk and looking at the president I can tell he understands drunks as well as the next drunk would.

He's now going to ride-out this sad chapter of our live without a scratch and we'll be left devistated economy

Thanks Bush for nothin'

I understand what President Bush was trying to say, however, that was an unfortunate way of saying it. President Bush needs to be more careful and articulate with his metaphors. They open him to criticism he could otherwise avoid.

That said, there is more wrong with the economy and housing than Wall Street. President Bush, Senator McCain, and Senator Obama would do well to understand those issues.

Oh, and as a resident of the Dallas area, I can tell you that the housing market here is having problems as well. I suspect that isn't the case in the section of the market that the Bushes are looking at, but for most of everyone else, there is a problem.

Frankly, I think the analogy is a good one. Not just Wall St, with its mortgage derivatives, etc., but Main St. that mortgaged houses to the hilt. It was quite a party, and now the price is being paid. Bush seems, however, to be resisting the discipline needed to make sure it doesn't happen again with much stronger regulation, oversight, and consumer protection laws.
