Private, non-profits are much more efficient with their money because it is the law. I have read in several places that the RNC sacrificed all of their smaller campaigns for the senate, etc.  to give all their money to McCain.  Talk about betting on the losing horse.  They knew they were going to lose senate seats, so bet it all on the big one.
