Watch Gingrich push for a vote on oil drilling.

WASHINGTON (CNN) – He led Republicans into a government shutdown in the 1990s and now former House Speaker Newt Gingrich indicates his party is seriously considering another shutdown threat to force a vote on offshore oil drilling in September.

House Republicans brought Gingrich to the Capitol Wednesday, partly to revive media coverage on their fourth day of protest speeches in the chamber. The rest of Congress is gone for August recess, but Republicans have been speaking on the closed-down House floor, calling for a special session to vote on drilling and energy.

While Gingrich did attract more camera crews, he also pointed to what may be the GOP's next strategy: if Democrats refuse to hold a separate vote on oil drilling, Republicans could try to block the votes needed to keep government running past September 30.

"Are (Democrats) really prepared to close the government in order to stop drilling?", Gingrich asked, "Because I think the country will find that to be a suicidal strategy."

The precise maneuvering of a shutdown threat is complicated, but it revolves around the fact that key government spending bills expire when the fiscal year ends on September 30th and Congress must vote next month to keep the government operating.

One of those spending bills, for the Department of the Interior, contains the hot-button provision banning offshore oil drilling on the Outer Continental Shelf. If that bill expires, as it is set to do on September 30th, then so does the drilling ban. Republicans believe a majority of the House opposes the ban and thus the voting on whether to keep government running could also become voting on whether to allow offshore drilling.

The parliamentary possibilities are numerous. But Republican Leader John Boehner's office think the votes are there, on both sides of the Capitol, to support drilling and energy expansion. Boehner Spokesman Kevin Smith confirms there are many options on the table for September, including a shutdown threat.

""If Democrats want to block what a majority of the House and Senate want, they can proceed with a strategy that would in effect shut down the government, " said Smith.

House Speaker Nancy Pelosi's office responded quickly with a statement from spokesperson Nadeam Elshami. "Democrats will not shutdown the government," Elshami wrote, "but it is not surprising Newt Gingrich would raise that threat since he and the Republican Party shutdown the government in the 1990s."

Indeed, Gingrich's political game of chicken with then-President Bill Clinton led to two government shutdowns in late 1995 and early 1996. The move backfired and polls showed more Americans blamed Gingrich. But he defends his decisions at the time.

"We shut the federal government down, for a brief period, in order to get a balanced budget," he told CNN Radio, "that was a deliberate systematic strategy."

Now the strategy seems to be an all-out effort to heap pressure on Pelosi, who opposes offshore oil drilling and has so far decided not to schedule a vote.

Democrats call the floor speeches and photo opportunities a "hoax". House Majority Leader Steny Hoyer sent out a statement saying, "Republicans are doing nothing but pushing the failed Johnny-one-note policies of the past."

But Republicans keep adding pressure. After three days of speaking under shadows in the unlit House chamber, the GOP congressmen found themselves facing six television cameras and at least three dozen reporters when Newt Gingrich joined them Wednesday. The equivalent news conference Tuesday morning brought a single camera and approximately ten journalists.

Republican conference chairman Adam Putnam would not say how long he and his fellow conservatives will hold the floor. But there a clear sense of political momentum, as well as a lot of rah-rah, among Republicans rotating in and out of the chamber.

"The energy level is high," Putnam said, "and I think we've got a lot of energy left in us, don't we?" Some 15 Republicans behind him cheered.

The historian Gingrich pushed a broader view. "I think the energy level has shifted between the two parties in the last couple weeks," he said, "and my hunch is there are a lot of Democrats back home who are tap dancing."

The price of oil has nothing to do with supply and demand. It is being controlled by speculators. The same people that got us into this house debacle we are in. There is a ton of oil already out of the ground that is just sitting there. It simply does NOT affect the price.

While it is true that the infrastructure for alternative fuels are not in place in America like they have been in Europe for years (Thanks to Ronald Reagan. Remember when he took the solar panels off the whit house), the infrastructure for off shore drilling is not in place.

Do you REALLY think that these oil companies are American and that they can be "driven out" of America? Does the name BRITISH Pertoleum mean anything to you? These companies are world wide and will not leave any country.

Also, where do you think the oil that they get from off shore drilling will go? Mostly to China. The Republicans would not allow a bill to go through that said that if they drill in the US, they must sell in the US.

Get a grip people. This is all political grandstanding. They want you to think that they are trying to help you when it has NOTHING to do with the American people. It has to do with the Oil companies and who they have in their back pocket.

There are polls that indicate that 69% of those polled favored more off-shore drilling to ease high prices at the pump. The simple turth is that THIS WILL NOT WORK....end of story. There are already 26 million acres of American coastline that is under lease, and there are active projects on less than a third of that figure. Look at these points if more drilling was approved:
1. The department of the Interior would have to decide how much new land would be leased and draw that into grid-squares.

2. The government only holds 2 auctions a year for those tracts being April and October. With that being the case no new lease would be auctioned before next year.

3. It takes roughly 6 weeks to acquire seismic data on a single location. It then takes anywhere 3 to 6 weeks for the data to be processed. Geophysicst and petrophysicst will analyze data for another weeks before the resevoir engineers take a look at the data sets. Resevoir analysis runs about 4 to 8 weeks before going to the drilling engineers. If you calculate the time it takes to design, fabricate, and implement a new oil rig you're loking at about 5 years, unless it's a deep-water rig which will take closer to 7 years to bring on-line.

4. There is still a considerable amount of refinery capacity that remains off-line after hurricanes Katrina and Rita hit the Gulf Coast back in 2005, which is one reason our supply is so low. Heaven forbid that someone had to build a new refinery, because under the best case scenarion that would take 7 to 10 years before it was operational.

So exactly what would lifting the ban on drilling gain us right now?

More drilling in U.S. won't help with prices. The reason – prices are set by a global market. Extra oil from U.S. would add less than 1% to global supply. That's too small to affect prices. Net effect – no change on oil prices.

I would be more impressed if they volunteered their salaries or took a pay cut to help American families in need, (like military families for example). Today's Republicans, please wake your party up! It is a simple matter. Oil companies have places in the U.S. where they can drill tomorrow if they want to. They could have drilled there yesterday if they wanted to. They don't want to. It isn't economically viable for them or for us. They don't need access to offshore drilling – what they would do is obtain the rights and then hold on to them until they had the country by the balls and then charge us more than we are paying now. The only thing offshore drilling does right now is guarantee the rights to the fields to some fat cat oil company that has already gotten obscenely rich off a fuel that is poisoning our children's world.

The idea that a single vote will free up all this oil is just plain silly. There are several questions that should be asked: Where was the Republican Congress before? Why didn't they do this when they were in control? How quickly could this oil get to market? How quickly could this oil be turned into gasoline? Are we really sure that there really is oil there? To have Gingrich call this now, we have to go back to the question of why didn't he advocate this when he was speaker? That's right; because there was no need for it since the price of gasoline was low then and noone complained. So much for him being a conservationist.

So much of the land that is available to these companies has not even been explored or used since it was so much cheaper to import oil. Now that its not cheaper lets use that land that is already there before we panic and begin raping whats left of our beaches and the arctic.

Politicians, in general, are in the business of manipulation. The republicans fail to mention that even the highest estimates of the untapped oil reserves on our soil would only affect the world market a few cents. They fail to mention that, even if we got it all out of the ground, we'd only be free of imports for three years. That's at current levels and, given China's and India's growth, it's ignorant to think those levels won't rise. And why again is it the Dems fault if the republicans are the ones threatening to halt the vote?

Perhaps I have missed something! Why is drilling more important than any other aspect of a comprehensive energy bill? Everything we do to be more energy independent should be equally important. That means, drilling, tapping into nuclear energy, opening up the reserves, building more efficient car engines, harnessing wind and solar energy, and finding alternatives to oil. There should be no more importance placed on drilling than on any of the other initiatives. Republicans need to understand that the electorate this time around is much more informed than in the past and they would be wise not to try and pull a fast one or they will pay the price come November.

Why do people still not understand this concept? More drilling will do NOTHING to halt the increase in oil prices...NOTHING!!! First, new offshore drilling, EVEN IF THEY FIND OIL, will not add a drop of new oil to the market for approximately 10 years! Supply and Demand – How will that effect supply? Do you think they just stick a hose in the ground and run the other end to your SUV?! Oil needs to be found, extracted, processed, refined, and delivered. A VERY LONG PROCESS!
Second, even if we started drilling tomorrow, and found new oil, WE DON'T HAVE ENOUGH OIL RIGS OR REFINERIES TO PROCESS IT!!!
Third, Oil companies own leases to drill on federal land that THEY AREN'T EVEN USING!!! Why not start there? Just as good a chance of finding oil there as there is offshore.

Wake up people, drilling is a distraction. Merely a way for Republicans to curry favor with the ill-informed voters. You are being manipulated and should not stand for it.

Peolsi and Obama say we need to be less dependent on foreign oil, but drilling for more of our own offshore won't help. Does they really believe that drilling and producing more of our own oil won't help us need less foreign oil? In addtition to doing everything we can to reduce oil consumption, we also should be drilling for more American oil whereever we can find it, offshore or on already leased land or in Alaska.
They says McCain is in the pockets of big oil because he supports drilling off shore. Sounds to me like Obama is in the pockets of Middle East big oil. He'd rather have Middle East big oil get the US dollars spent on oil then American big oil companies.

I'm no longer a democrat, but not a republican either. I actually like ideas from both parties. But Pelosi is showing that Power has gone to her head and she needs to think about the good of the country.

By the way, is Obama even relevant. He hasn't proposed anything that McCain or Hillary didn't propose first. Oh, I forgot, hope and change. blah, blah, blah, blah...

I find it funny that the Republicans are so up in arms about an energy policy (which will do very little for us) since Obama's energy policy will actually change the landscape of big oil and how we drive, get electricity, etc. Sorry, but drilling more is no the answer. The answer is found in alternative energies. Barack is right. Our dependence on any oil is a dangerous thing. Always has been, but now, like most conservatives, they didn't do anything when we should have been in the first place. Newt, just shut your pie hole and lets move onto the next phase of energy use so we can save the environment, ourselves, and finally breath clean air.

While I don't think any of those politicians should be on vacation while so many of us are unemplyed and hurting I do not think Newt and his bully tactics are what Americans need. Off shore drilling will do nothing for the economy it will only fill more pockets of rich oil companies.

Offshore drilling, though gaining in popularity with the US population, is absolutely unnecessary and will make no difference in gas prices today. Our focus regarding energy as we move forward needs to be on alternative sources, and immediately, on what we can do in our daily lives to cut down on our energy consumption. This is the only way to effect real progress. McCain either doesn't understand this, or is just saying what he thinks will aid his Presidential aspirations. Obama on th eother hand, does understand this. Although I wish he would be more open to nuclear energy, Obama's overall plans regarding energy are solid.

This is why Obama is flip-flopping on drilling. We've already seen gas prices drop 20 cents+ since Bush lifted the executive ban on drilling. Pelosi has stalled voting for another month in order to keep gas prices high. Pelosi does not feel her seat in the Senate is threatened, so she will take the heat for stalling on the issue.

What's funny is that Obama is changing his stance on off-shore drilling now along with many other dems that are up for re-election such as Mary Landrieu in Louisiana who is co-sponsoring the bill which includes off-shore Drilling.

I guess we will have to see if Obama will throw Pelosi under the bus over this issue just as he has thrown everyone else under the bus during this campain.

Obama is the do or say anything candidate. Isn't it ironic now that Hillary is out of the race, Obama is adopting all of her policies?

For all their faults (lying, corruption, warmongering, cronyism, greed, hypocrisy), one thing is for sure, the Republicans have the best, most organized spin teams in politics. They can make the most of almost any situation, and make the Democrats look like fools. What I find amazing, again and again is that 1) the Democrats haven't wised up and out stunt the Republicans, and that 2) the American people keep falling for it. I seriously doubt the general population can give a single coherent pro or con to offshore drilling, since it takes time to actually understand what the impacts and timeframes are. But when we've conditioned the public to base their political beliefs on 9 second soundbites, the Republicans have a clear advantage (I offer, as evidence, the view that Vietnam era G.W. Bush was more of a patriot than the decorated veteran Senator Kerry.)

Come on Democrats, you have to play the same game. "Dumb idea, dumb idea, dumb idea." Everybody, top to bottom, say it every time a camera or mic is in the vicinity.
