President Bush is urging Congress to pass the rescue plan as is.

NEW YORK (CNNMoney.com) – The Bush administration's proposed $700 billion financial rescue took fuller shape on Monday as lawmakers debated whether to add provisions to protect taxpayers while banks and other companies called for expanding its scope beyond mortgages.

Democrats want the measure to include independent oversight, homeowner protections and limits on executive compensation.

"We will not simply hand over a $700 billion blank check to Wall Street and hope for a better outcome," House Speaker Nancy Pelosi, D-Calif., said Sunday.

Watch: What's the latest on the bank bailout plan?

Meanwhile, Treasury Secretary Henry Paulson called on Congress to move swiftly. "We need this to be clean and quick," Paulson said.

does anyone else think bush always has the look of a deer in the headlights? there really isn't a whole lot going on up there is there? i think if you stop and listen you might hear the voices in his head " screw the little guys"!!!!

Trollmaster   September 22nd, 2008 2:04 pm ET

When it comes to 700 Billion dollars, it would be far better to spend a month to get it right than a 2 day rush job. Why is the Bush admin against accountability where this money is going? Could it be because his rich buddies that should be in prison are looking to leech more of our tax dollars off this crisis?

Bush never cared about the economy for over 7 years why does he all of a sudden care now?

Let's not cave in to Bush's hissy fits and tantrums. Let's remember he did this with Iraq and acted like if we don't do something this second Saddam was going to launch a terrorist attack in a matter of days.

If Bush can't wait and sign in a responsible bill, then he and Cheney should be asked to step down.

Fool me once shame on you. Fool me twice shame on me. Lets hope we don't have to cry shame on tne entire Congress.

President Bush has a lot of nerve to even make one statement about this bailout. What he should be doing is apologizing to the American people for the mess he has made of our country. Please fellow citizens, don't fall for their tactics this time. Please do not elect John McCain. The whole world will laugh at us and wonder how the American people can be so stupid.

Maybe it's because the schools don't make money for the republicans.

With another republican we are headed for The Great Depression II.

Should there not be some blame put on those buying these homes, who knew that they would not be able to afford them? Granted there are unforseen circumstances that can happen. But are all these people "victims"? McCain always seems so quick to want to place blame on one person or one thing. Sorry, this problem was long time coming and the blame should be placed on many people!

The truth about who got how much money from Fany and Freidy:
The New York Times has published a separate list looking at contributions from "directors, officers, and lobbyists for Fannie Mae and Freddie Mac" for the 2008 campaign cycle. That list — using figures from the Federal Election Commission — shows McCain receiving $169,000, while Obama received only $16,000.

"And the great owners, who must lose their land in an upheaval, the great owners with access to history, with eyes to read history and to know the great fact: when property accumulates in too few hands it is taken away. And that companion fact: when a majority of the people are hungry and cold they will take by force what they need. And the little screaming fact that sounds through all history: repression works only to strengthen and knit the repressed."
- John Steinbeck, The Grapes of Wrath, Chapter 19

Typical White Person   September 22nd, 2008 1:32 pm ET

Fact – 2003 Bush proposed a new agency to have oversight of Fannie and Freddie:

"The new agency would have the authority, which now rests with Congress, to set one of the two capital-reserve requirements for the companies. It would exercise authority over any new lines of business. And it would determine whether the two are adequately managing the risks of their ballooning portfolios.

The plan is an acknowledgment by the administration that oversight of Fannie Mae and Freddie Mac — which together have issued more than $1.5 trillion in outstanding debt — is broken. A report by outside investigators in July (2003) concluded that Freddie Mac manipulated its accounting to mislead investors, and critics have said Fannie Mae does not adequately hedge against rising interest rates."

Fact – John McCain co-sponsored a bill in 2005 to reform Fannie and Freddie

"I join as a cosponsor of the Federal Housing Enterprise Regulatory Reform Act of 2005, S. 190, to underscore my support for quick p@ssage of GSE regulatory reform legislation. If Congress does not act, American taxpayers will continue to be exposed to the enormous risk that Fannie Mae and Freddie Mac pose to the housing market, the overall financial system, and the economy as a whole."

Fact – Obama voted AGAINST the reform in 2005.

Fact – Only Chris Dodd (Democratic chairman of the Senate Banking Committee) has received more money than Obama from lobbyists for Fannie and Freddie.

President Bush has trotted out twice during 'crises' in order to grab as much power for the Executive Branch as he possibly could. This has given us legislation that has taken liberty and due process away from US citizens (Patriot Act and the Department of Homeland Security) pushing us ever closer to the police state the right wing radicals wish to impose on us.

Now the President wants to not only bail out failed corporations and push the burden onto, yet again, the American taxpayer, but he also wants to take unprecedented power in doing so, giving the Treasury complete carte blance without any type of oversight or governing law.

This would be foolish and dangerous to the extreme. The Congress are rightfully challenging, finally, this idiot President and the Powers Corrupt controlling him.

How come this is all happening one month away from election–it all looks suspect– suddenly Paulson needs all this money–he should be fired–replaced because he has been asleep at the wheel–McCain and his party wanted deregulation for 8 years and now they are going to use trillions of taxpayers monies to bail out wall St and banks–and the outcome isnt even clear–what is clear is that we need some honesty in our government fast and there is only one choice barack/joe or we are all going to be in the poor house and our country will be lost. Obama/Biden Bernanke should be ousted as well–A lot of people getting rich at the common mans expense -so sad!!!!!!!

Veteran in Kansas   September 22nd, 2008 12:52 pm ET

Dear Pat,

President Bush inhertied governmental agencies that had responsibilty for many things, and it has been the aim of this administration to ensure that they were blocked and prevented from regulating anything at every turn and stop. Deregulation of the banking industry, of morgage companies, ensuring that individuals lost they rights in dealing with these industries.

The melt down is a result of poor economic policy and oversight, by this administration. Look, they have had 8 years, to get us to where we are, how long are we going to permit die hards to proclaim they did not do it. Truman said it when he stated that the buck stops here, well, this administration the buck stops in every other administration but here, enough is enough.

John McShame   September 22nd, 2008 12:52 pm ET

More of the same from John McShame

John McLame says, “I don’t know much about the economy, I still need to be educated”

“It would be acceptable if we had to stay in Iraq for another 100 years.”

We need to “bomb, bomb, and bomb Iran”

“I have voted with Bush 90% of the time because he has been right 90% of the time”

Sarah Failin says,
“I have foreign policy experience because you can see Russia from Alaska and I went to Mexico on vacation once.”

“I welcome any investigation into my past because I have nothing to hide, oh never mind I will not meet with any investigators for any reason ever.”

She believes the Bush Doctrine is a “World View” hahaha

She says she said “No Thanks” for the Bridge to nowhere when she was actually the one who got it approved

I personally think the democrats are taking the right response with this. Many taxpayers are angry that the CEO's of these corporations getting this money are making mulit-million dollar contracts and yet they ran the company into bankruptcy. If they want me to agree to using tax payer dollars they get in line with the American Public.

There is nothing wrong with limiting the salaries to theCEO's of the companies that would be using taxpayer dollars...if they don't want it then don't ask us for money to fix the job you did.

rhoward   September 22nd, 2008 12:45 pm ET

The President and Congress let these greedy hogs have their way with the financial system of our country and now we taxpayers are supposed to be thrilled about handing Wall Street AT LEAST $700 BILLION without question. You can bet your next paycheck that this mess is going to cost taxpayers a WHOLE lot more than claimed – it always has.

Congress needs to take a real close look at this bailout before authorizing the shellout of this kind of money and maybe, for once, do something in the best interests of taxpayers like putting some real oversight over where the money goes. And I'm not sure that giving one person all the oversight authority is the way to go.

The lie is if you allow me to take care of my rich friends, they will take care of you. They will give you mlore jobs, and the money will trickle down. That doesn't work and when the Repugs were in charge of the White House and the Congress our economy went bust. Why? Yeah right. The last time we moved too "swiftly" with a Bush/McCain plan, we ended up in Iraq and misguided deregulation, which caused record levels of national debt.

Thanks, but no thanks!

With this amount of money in bailouts, Congress should take the time to ensure the proper oversights are in place that were lacking under the Republican majority.

Suer congress is going to havt to scramble. Both republicans and democrats let all their corporate and lobbyist buddies steal all they could. Along with Bush maybe CHris Dodd, Barney Franks and Obama can explain their ties to Frannie May and Freddie Mac. I saw the stupid peice wrote about McCain having 13 vehicles . What a Joke by the left wing Mediia including CNN. So there are 9 people in the household who drive and I betch that works. All you stupid liberals a squalling about it. Guess what we are a family of four and have four vehicles and a RV. Guess what we all work and in different locations. One of you liberals even had the gutss to say you never knew a family that had more then three cars. Where do you live in DC or New York city were the tax payer supports your public trans sysytem. Got a question for the left wing media. How does Obama get to work if he and his wife only own one vehicle. Surely that can afford another one after he got millions of earmark dollars for the hospital were his wife works and she got that 150,00o raise right afterwards. By the way , I guess this makes Michele a bad Mother according to the left wingers who do not think a woman can do both.

JImmy in California   September 22nd, 2008 11:59 am ET

While I am a Democrat, I can see Rome burning while Congress sits and bickers back and forth and then each will blame the other for the resulting fall of our economy. I agree that a "Blank Check" for 700 Billion should not be given without protections in place for Wall and Main Street and accountabilities in place also but time is of the essence.

Members of Congress please do not think that Democratic voters will believe that Republican member of congress are totally responsible for this mess and do not think that Republican voters are not going to think that only Democrat members of congress are totally responsible. All of you are there and either all of you act together and get it right or you fail us together.

There is enough blame for this mess to go around but now is not the time to look for places to lay it.

Reading these blogs I am just amazed at some of the Republican oriented comments as they are almost entirely made up as reproduction of proven lies or McCain slander.

Continuing on the same path for the next 4 years will never avoid either a draft or a depression. There aren't going to be any big lop eared Easter Bunnies bailing you out of this mess if you vote to continue with more of the same.

Americans need a concise break down of the truth but with the main stream media supporting corporate greed it just doesn't seem likely this will happen any time soon.

Now that the collapse has occurred, the roadblock built by Senate Democrats in 2005 is unforgivable. We now know that many of the senators who protected Fannie and Freddie, including Barack Obama, Hillary Clinton and Christopher Dodd, have received mind-boggling levels of financial support from them over the years. While Democrats point fingers between now and Nov. 4: Senator John McCain was one of the three cosponsors of S.190, the bill that would have averted this mess.

If my money is going to be used to bail these people out I want to see their pay regulated. Half of the money absorbed by this mess is now in the hands of people like Carly Fiorina and Rick Davis. Millions have lost jobs because hundreds of millions of dollars have gone to greedy CEO's whole merged, consolidated, and downsized their jobs into nowhere and then got millions to simply go away. If it's not fized now the problem will repeat itself.

I heard Laura Bush is leaving George when his term ends. Also heard that Cindy McCain can't stand Sarah Palin, you know, the pitbull with lipstick. Is that true, CNN??

randy   September 22nd, 2008 11:52 am ET

This so-called 'rescue' is an act of economic terrorism almost 7 years to the day from 9/11/01. However, we don't have to look very far to find the terrorists, they can be found at 1600 Pennsylvania Avenue in Washington, D.C. Unindicted co-conspirators: the US Congress. This country is supposed to be based on free-enterprise. When you take risks, sometimes you win and sometimes you lose. For some reason, this time, taxpayers (present, but mostly future) are supposed to bail out the losers. If you take a look on-line at the response to this latest attempt at plundering the Treasury by the Bush administration, the response is overwhelmingly negative. So why does the media keep printing all the pontificating about how badly it's needed by those who were part of the debacle to begin with? Of course Wall Street is applauding the bail-out, they're the ones who think they're entitled to it!

Robert Deming   September 22nd, 2008 11:52 am ET

You can bet that a part of the 700 billion will go into the hands of criminals. How is the government going to monitor who gets the money and why?

This administration can't get food to NOLA and even Houston is having problems with food and power. This administration didn't want more controls over business. This administration can't control where the money goes in Iraq. Now this administration wants us to believe that they can control distribution of 700 Billion dollars.

Let the businesses that owned the largest stock in the banks bail them. This should not be a problem for the taxpayers.

It's going to be easy to loose 1 Billion of that 700.

McCain voted against more regulations to control Wall Street. Bush and McCain said the economy is strong.

Jon   September 22nd, 2008 11:52 am ET

The Republicans are just using this as another excuse to hand billions of taxpayer dollars over to corrupt corporations with no strings attached. Thank goodness that Democrats have a majority in Congress and can fight for protections for the American people who are paying for this mess.

The Republicans have been in charge of the executive branch and have appointed all the people with any power over our finances for nearly the past eight years. They've also been in charge of Congress for six of those eight years, and look where we are today. Remember that in November.

I would expect Congress to call for a limit on executive pay and benefits for any company that will be involved in the bail out. The outrageous salaries and benefit packages are one of the reasons we are in this mess. I would also expect them to ban any political donations to any party as long as they are having taxpayers rescue them.

Ronda   September 22nd, 2008 11:39 am ET

Don't drop the ball Democrats. Do not give this administration another blank check. Republicans love to run up the debt almost as much as they love to bail out their friends.

A bailout like this definitely needs oversight. The greed on wall street is already taking over. Does it surprise anyone that they are asking for more?

Democrats need to lead on this, not follow. Republicans don't even know how to spell regulation and reform. McCain still chokes up a bit even when he says it.

In all fairness to President Bush, he inherited govermental agencies that have been in place for years. 911 and Katrina were terrible events that could of easily happend while a Democrat was in office. The failures would of still occurred. This financial crisis, he too is working to resolve them and the country is looking at him to fix it, though he'll get no credit for his work. Our financial mess is as it is due to years of corruption and greed that both sides of Congress allowed to go on and unfortunately are looking to gain political positioning vs fixing the problem once and for all. I don't care who fixes it, just someone fix it.

Stacy from Loudoun County, VA   September 22nd, 2008 11:23 am ET

We need this to be clean and quick," Paulson said.

Statements like Secretary Paulson just stated are the reason that we are in a fiscal crisis. How many times have we heard that from the Republican White House? We heard that in terms of Iraq and now with the Wall Street crisis. You know what else is quick and clean, the knife they are stabbing the taxpayer with! We need a thoughtful, wise solution to end this crisis…no more band aids.

Sian   September 22nd, 2008 11:22 am ET

I don't own a home, because I knew I couldn't afford one even when my creidt report and my salary said I could. i don't believe it's the governments job to bail people out of messes that they create fro themselves. That said, If my tax dollar is going to be used to bailout someone greedy enough to sell people a product they could ill afford in order to collect a hefty commission I would expext my legislators to stipulate that each disadvantaged taxpayer have their debt forgiven dollar for dollar based on the bailout. Why should a hardworking individual lose their home, their livelihood , and then have their tax money used to pump up a company's bottom line, yet be no better off in the process.

Mikey   September 22nd, 2008 11:21 am ET

One look at that picture and you have a good idea of how we got ourselves into this multifaceted, monumental mess. I would say that there are only 120 days till the end of our national nightmare, but the Bush Administration is going to be the gift that keeps on giving. The clean up phase will probably take a least a decade.

Hey, but everyone thought he'd be a good guy to have a beer with! You want more – just vote for McCain-Palin. Who wants a couple of really intelligent "elitists" in the White House anyway?

This just like Palin's support for the Bridge to Nowhere before she was against it.

McCain is an off the cuff leader. He has no future vision. He is a reactor rather than a visionary. He would be an absolute horrible President just like Bush.

Jack Jodell, Minneapolis, MN   September 22nd, 2008 11:16 am ET

Once again, Republicans like John Boehner and George W. Bush want to ram this through Congress as fast as they can with a minimum of thought or analysis. All these guys want to do is bail out the big CEOs and to hell with the taxpayer and the little guy. These big bankers should NOT be allowed any further huge salaries and golden parachutes. In fact, they should be jailed for their reckless mishandling of the economy, along with Bush, Phil Gramm, and the rest of the conservative GOP free trade, deregulation crowd who have destroyed our economy!

The 'Republicans are the party that wrecked America' in the 8 years.

McCain-Palin have nowhere to go now but down, and I will tell you exactly how this will happen. They can run away from President Bush, but they can't run away from the Republican Party. The Republicans will be regarded from now on as "the party that wrecked America." Over the weeks ahead, as carnage in the economy and the financial markets ramps up, it will become increasingly clear.

Maverick   September 22nd, 2008 11:14 am ET

This financial crisis we are coping now is the result of politicians accepting bribes thru lobbying by wall street and corporations. We have enough of this and this is the tipping point. Here are my recommendations for additional funds;
1. Ban and outlaw lobbying and earmarks.
2. Stop the space program which costs billions of dollars.
3. Withdraw all US forces in Iraq, which is costing us a billion a month. The argument that we were never attack after 911 because we invaded Iraq is inaccurate, but because our forces and coalition forces were in Afghanistan hunting the Taliban and Al Qaeda and not Iraq.
4. Ask Iraq to reimburse us with all the expenses for the invasion and freeing them from Saddam Hussein. We can take control of some of their oil, or is Dick Cheney and Bush doing this themselves?

Something smells rotten here! Trying to ramrod this quickly is a recipe for disaster. There is a reason they are trying to push this so quickly. They dont want anyone to scrutinize this until its too late. Sounds like a GOP criminal plan. Theft of taxpayer $. The GOP led Congress wasted no time restricting bankruptcy for the little guy, yet they are rushing to NATIONALIZE Wall St losses? Smacks of Socialism, eh?!

Ed, Santa Fe NM   September 22nd, 2008 11:12 am ET

Bush is a moron.

McCain can get RICK DAVIS to oversee the mess; he's already made $2M as a FANNIE MAE/FREDDIE MAC lobbyist....

Tony   September 22nd, 2008 11:11 am ET

As usual, Bush is way behind! Four months more of this fool and then back to the cowpaddie pastures of Texas for him! Good riddens.

IRON MIKE   September 22nd, 2008 11:10 am ET

IF DO A BAIL OUT CAN WE GET BACK THE EXECUTIVE BONUSES THAT WERE PAID OVER THE LAST 5 TO 10 YEARS. IT WOULD ONLY BE FAIR SINCE THESE PEOPLE DID NOT DO THEIR JOBS SO THEREFORE THEY DON'T DESERVE A BONUS. NO BONUS GIVE BACK NO BAIL OUT ! SOUNDS FAIR TO ME.

Peejay   September 22nd, 2008 11:10 am ET

You can bet that if it's quick, it will be anything but clean. Paulson's insistence on immunity from review by anyone reminds me of a few other initiatives the Bush administration pushed through using the fear factor – ill-advised, sloppily administered, and ultimately disastrous. What happened to the Pottery Barn philosophy? The CEOs and deregulators who broke it (and made a pile in the doing thereof) should be the ones who have to pay for it, not the responsible taxpayers who've lived within their means. If we're expected to buy it, then we should receive some equity in return.

Sarah –

Would love to hear your insights on this topic as a person that could concievably be the presidential candidate if John McCain falls off the turnip truck today....

Barney   September 22nd, 2008 11:08 am ET

Put more republicans in office so we can REALLY SUFFER !!

Mary Steins   September 22nd, 2008 11:08 am ET

Wow...this sounds eerily similar to our Rush to War in Iraq.

Please Democrats...don't let the Treasury take on this debt with my tax dollars without first making sure that there is accountability and oversight!

I understand why this is necessary, but it doesn't mean that the people who did this to our economy shouldn't be held liable.

Don   September 22nd, 2008 11:07 am ET

I think Bush will agree to the provisions just to safe his legacy, what do other people think?

Scott Tucson   September 22nd, 2008 11:06 am ET

Pelosi and Reed will want to tac on billions in pork for their pet projects, hell they help created this mess in the first place.

Is He Kidding??   September 22nd, 2008 11:05 am ET

You mean Bush wants us to listen to him after the mess he has us in now?? He needs to leave and take his talking cousin (McSame) with him.

Obama/Biden '08

J from DC   September 22nd, 2008 11:04 am ET

I just gave $50 to Obama because I am sick of this economy. In November Obama gets my vote. I know John McCain has no idea what to do, because he said the economy was strong when it is not. Now we have to pay so much money to get the banks out of trouble. So, why are we still spending all this money in Iraq? If McCain wins this election, he will keep spending billions every month in Iraq? I don’t think McCain cares how much the war cost, because McCain and his rich friend will keep eating. They are getting their money now (today) in this bailout. While, the rest of us have to wait to see who gets elected. I have friends who say they can’t see themselves voting for Obama, even though they like him. They say they will vote for McCain even though they don’t like him or Palin. They are just Republicans voting the party line. Still, here we all seem to agree on one thing. If Obama don’t win, the rest of us will get nothing, but more taxes. Then, when we lose our jobs, and can’t pay for our homes. They will take them and sell them to someone else, for half the price. It is happening every day, right here, right now, before the election. Obama needs our vote, and our money to win in November. Let’s support him now, before it is too late.

Candy West Virginia   September 22nd, 2008 11:03 am ET

Good job Congress, don't give the rethuglicans a blank check so they can further screw up our country. Of course Paulson wants it to be clean and quick so there will be less time to think about it and so people won't see that mccain had his hand in this mess by being a strong proponent for deregulation and grahamm being a chief player in this. Grahamm by the way is mccain's top economic advisor. Go figure! No wonder he knows very little about the economy, probably the only truth he ever told.

Bruce   September 22nd, 2008 11:03 am ET

Dems get off your butts and stop psoturing get this done now, or you will loose the election...take action now.

Purple Nurple   September 22nd, 2008 11:01 am ET

It is offical, we just nationalized our banking system, and we did it on the rethugs watch....no that funny.
BRAHHHHHHHHHHHHHHHHHHHHHHHHH

J.P.   September 22nd, 2008 10:59 am ET
