CNN's Dana Bash was on Capitol Hill with Sen. McCain Thursday.

(CNN) – As John McCain returned to Capitol Hill Thursday to support the passage of a package to address the nation’s financial crisis, Democrats spent the morning gleefully directing reporters to a statement from the Republican nominee Tuesday – three days after the bailout bill was introduced – that he had not read the text of the administration’s proposal.

"I have not had a chance to see it in writing. I have to examine it,” he told a Cleveland television station.

Watch: McCain's bailout proposal

The McCain campaign said Thursday the Arizona senator had immediately been briefed on the elements of the plan – but could not say whether or not he had since read the three-page proposal, pointing instead to his meetings with congressional leaders and briefings with top officials. They also said the question was less relevant because final text was likely to be different than the original proposal.

McCain always at the forefront of a good photo op but behind in the details. Didn't anyone tell him it's in the details? McPain in the you know what, is such a low brow it's not funny. As president he would be 20 steps behind on everything because his brain cannot keep up. As long as his buddies are making money–and Cindi too he is sitting pretty so why read anything, it won't affect him buying a new home to add to his collection!

CNN – stay on the story about Rick Davis still benefitting from Freddie Mac while being a campaign advisor……Does anyone else even understand what this foreshadows for a McCain administration? If you don't think it is important, guys like Davis and McCain are responsible for the necessity of a $700 billion bailout through their heavy handed lobbying ties and deregulation efforts.

Post this CNN and REPORT ON THIS EXTREME CONFLICT OF INTEREST THAT GOES RIGHT TO THE HEART OF MCCAIN"S CAMpaign.

Shameful Sham   September 25th, 2008 3:03 pm ET

He didn't read the bill? Bawahahahaha Should the planets somehow unalign and the anti-Christ and Gidget become the new elitist symbols of "democracy" at its worst running our country on Nov 5th I'll be the one looking for my "I Voted For Obama" stickers to put everywhere as the country implodes.

You can't be bothered to read a three page proposal, that will that 700 Billion dollars out of the taxpayers pockets, But you want to lead in this economic crisis. I don't think so. Find something else to do with your life.
The position of the President of the United States will be way more than you can handle.

Indiana for McCain/Palin   September 25th, 2008 3:02 pm ET

McCain is the true leader in all of this. If this isn't an example of putting the country first, I don't know what is. He is the real deal. I trust him to do what is right. Love the comment by Obama, "You can call me if you need me…" I guess he is too busy primping down in Florida.

Go McCain!!!

Republi-Con   September 25th, 2008 3:01 pm ET

WOW!!!…I thought it was urgent.. He's eager to vote on something he's not going to educate himself on. Is the language too complex for him???or is it his eyes???

I think I'll prefer a president who reads.. Reading is fundamental.. Obama read the intelligence report on Iraq.. that's why he opposed the war.. McCain, Clinton and a host of others were briefed.. In hindsight it's abundantly clear who had a proper insight and grasp of that situation isn't it??

Jude   September 25th, 2008 3:01 pm ET

Time to DEBATE…period! You tried your gimmick ploy McCain…but that won't save you…The American people won't fall for it this time (at least i hope we won't). Time to Saddle up and get ready to rumble with Obama in Mississippi.

MikeH   September 25th, 2008 3:01 pm ET

BUSTED! McCain didn't read the bailout bill, didn't talk to Senator Dodd all week (Dodd = Head of the Finance committee rewriting the bailout bill), didn't have aything to do when he got back to Washington, by way of Katie Couric, doesn't have any economic position, doesn't have a Vice-Presidential candidate that's worth a pinch, doesn't have any good ideas, doesn't have a chance.

Did I leave anything out?

John McCain is beyond help. He most certainly will try to take credit for something that was going to happen anyway. He is so busy trying to look Presidential & look like a Leader that is is rather sad. I pity the people that sit and defend him no matter how ridiculous he is. Conservatives undoubtedly have been implanted with a Computer Chip in the brain because they all have the same identical mentality no matter which one speaks. They all say the same thing with no thoughts of their own.

Nana5   September 25th, 2008 3:01 pm ET

Which is exactly why he went back to Washington – and knew that as important as this is he did not need to rush through it and make a hasty decision. Mr. Nobama is scared to death because he will actually have to vote yeah or nay and can't just vote present on this one because everyone is watching. How can he possibly make an intelligent careful decision without taking the time to know what is on the table. Oh yeah, I forgot – he is your almighty, know-all – see-all – do-all, "one". Why don't you all take him and either move to Canada (since they all love him so much) or to Hollywood and start your own little celebrity world. Only problem, they would all be fighting over who is the biggest and best.

Karen - Missouri   September 25th, 2008 3:00 pm ET

Maybe they should've made it "book on tape" for McCain. DIDN'T READ IT???? So how does he know what shock the rest of Congress got when they saw it?

So he's depending on everyone else to tell him what to do????

Isn't that how we got stuck in Iraq? Congress was given the life or death speech by Bush, then half of them didn't even read it?

We've all seen how much trouble McCain has on the campaign trail…how he stumbles when he reads. Let's face it, McCain can't handle the presidency at all.

He's too irresponsible, deceitful, secretive, neglectful, uses ANY AND ALL situations for his own political gain whether it's Vietnam or Wall Street bailout.

karen-phoenix   September 25th, 2008 3:00 pm ET

Probably NOT!!! But McCain's campaign manger Rick Davis has and he also is getting checks from Fannie Mae to the tune of $15,000 a week and I do think someone should do something about this!!!! Isn't this eliigal?? But then McCain is soooo crooked all the way back to his envolment in the Keating 5 which started this whole mess in the 80's and McCain just kept deregulating all the rules that had been put in place after the 1929 crash to prevent this. McCain whole camp is a bunch of rich crooks!!! AND they care NOTHING about average American's excepting getting more money out of us!!

Fabio   September 25th, 2008 3:00 pm ET

What? McCain is suspending his canpain to vote on the bailout? and he did not read the 3 page proposal?
I think it is a rsilly political stunt to dodge the real issues. We don't need a president that panics and hides when thigs get tough. He is expected to face multifacet problems and deal with them simultaneously as the leader of the free world. This is not setting priorities. It is an obvious political gamble.

Give me a break. Anyone who still supports McCain/Palin has to be nuts or stupid.

Sadly, the Republicans' ploy will work, they may not have much to offer our country but they're good playing the politics game. Yeah, He will take credit for the bailout bil whereas he haven't read it. It should have the first thing he will focus on since he put his country first as he alwasy say.

It's infinitely amazing to continue to see the kind of partisan comments made by many people in this forum. These are exactly the kind of people that are continuing the problems with the two party system, they are no different than (R) Sean Hannity or any of the other right wing blowhards. Our government, both (D) & (R) has failed us miserably, and people like you, relish the opportunity to make it appear the one party or one person is to blame for the problems in our country. It is despicable to see that the blindness of radical politicians has infected our nation One can only hope that people like the radical Democrats or Republicans like them will grow fewer in numbers following the collapse of our financial markets. I can almost here the scathing comments being typed by her and others. not surprised

Obama did read the bill which is why he proposed 4 clauses to the bill. The 4 clauses is the following: no golden parachuette, the money the goverment makes goes to the taxpayers, oversight and housing bill to keep people in their homes. McCain did not have any proposals because he did not read the bill. How can McCain negotiate if he doesn't even know the bill or the reason for concerns by lawmakers.

Pat MO   September 25th, 2008 2:55 pm ET

McCain is dangerous.
Do you really want his (or, Palin's) finger on the trigger?

Matt   September 25th, 2008 2:54 pm ET

McCain's itinerary:

1. Take phone call from Obama asking for a joint statement, realize he has been beaten to the punch.

2. State there is an economic crisis, claim to "suspend" campaign to one-up Obama and then repeatedly claim he is intimately involved in working out the bailout problem.

3. Continune running ads, having surrogates talk to the press and have Palin answer 4 softball questions from her press corp, all despite "suspending" campaign.

4. Interview on Katy Couric's show (snubbing Letterman).

5. Speak at Clinton's CGI event during congressional business hours.

6. Ignore news that an agreed-upon bill is going to be presented to the treasury Dept.

7. Arrive in DC for photo op with Lieberman.

8. Accidentally tell everyone he still hasn't read the bill the President proposed and that Congress has been changing for the past week…and has now changed in an agreed-upon

9. Read the bills (one would hope).

10. Claim credit for pulling the nation out of this disaster.

LIES.

Obama is studying for his final exam.

D&D   September 25th, 2008 2:53 pm ET

Just because the final text would be different from the original doesn't prevent him of reading it! Beside, even if the final text changes, it won't be that much different from the original one!

So he has NO reason not to read it!

Patrick Henry, Ft. Myers   September 25th, 2008 2:53 pm ET

Perhaps his colleagues read it for him.
If he's really communitcating with others in the Senate and in Congress-then he must be aware of how disgusted the majority of Americans are about this humongous coporate welfare bail out.

If he's really looking at public opinion and perception–then he'll vote against this unfair politically biased bill.

We want to control our own destiny. If idiot managers (despite the Ivy League Schools pedigree) make bad financial decisions for their companies–the U.S. taxpayer shoud never be the lendrer of first resort–like GW Bush and most of our congressional members have alledged.

Business is business–government is government–taxpayers support the government.

Our elected representatives know how Americans feel about the disservice our elected officials are preparing to approve. I want to remind them–their votes supporting the Bush plan for the $700 billion bail out–will bring consequences.

Dylan   September 25th, 2008 2:53 pm ET

Why does McCain ALWAYS bring either Joe Lieberman or Lindsey Graham with him everywhere he goes? Why can't McCain handle things by his own or multi-task?

RM   September 25th, 2008 2:53 pm ET

So he's in Washington, but he's not up to speed on anything, and he has had 24 hours to read the briefing. Even if reading the 3 page briefing is irrelevant as some congressional leaders say, he should still have a strong understanding of how to proceed on the issue. He has nothing. Maybe he shouldn't have been doing those interviews and speeches if he was serious about suspending his campaign. Moreover it looks like they reached an agreement before he even arrived in Washington!

There is no reason to cancel the debates!

John   September 25th, 2008 2:53 pm ET

McCain already said that He rather lose the election than lose the war in Iraq. He did this again by suspending his campaign knowing that 2-3 days in the dark is pretty big when you have pretty even election coming up.

It is odd that only liberals are branding his move to all politics. After all McCain is still a Senator and what he had done is just doing what you and me is paying him for. Now if that is not good for liberals, then so be it. People in their right mind will see things differently.

Yes! more than likely, Obama will win this election due to the unpopularity of the current President and I just waisted my tax money paying for Obama's salary while he is in Florida enjoying the Sunny State and the beautiful beaches. By the way, liberals payed him twice for paying his vacation in Carribean, Europe and Hawaii. Do you think he paid those vacation out of his own pocket? That's a good fiscalizer, take advantage of the situation. I'll bet you, He will take more vacation while he is in the White House using Air Force One.

Since the banks are more important, McCain should just quite and cancel his campaign altogther. He is now back to his old routine where he is comfortable with the good o' boys. Step aside. Let Obama lead us this Great Depression!!!

BAM, he knocked that bill out, like all the others

Camilla   September 25th, 2008 2:52 pm ET

Gee, you know, that proposal was a whole three pages long!

But with some pretty incredible language though – maybe worth his tine reading for himself, like

"(Decision made by treasurer) Non-reviewable and committed to agency discretion, and may not be reviewed by any court of law or any administrative agency… "

But then, that explain and I guess excuses why he didn't come out with his call for oversight until Wednesday!

Backtrack Barry   September 25th, 2008 2:52 pm ET

Hay, all you paid bloggers for Obambi are cracking me up. When the clock clicks 5pm, end of work, you all time out

Independent in NC   September 25th, 2008 2:51 pm ET

Wait, if the bailout bill was introduced and was so wonderful, why was Obama calling McCain on Wednesday to issue a joint statement asking Congress to get things figured out? That makes no sense.

Ken   September 25th, 2008 2:51 pm ET

The McCain of pre-2000 would have read the bill; but why would he read it now? He and his campaign is driven by [R]ightwing ideology, not a gathering, study and analysis of the facts. They are not interested in what anybody else thinks. Remind you of somebody else? Yes, citizens of Dumbf-kistan, let's run America right into the wall by making the same stupid neo-mistake with your presidential vote three times in a row.

Mat   September 25th, 2008 2:51 pm ET

Well first off McCain was the one who wanted to suspend his campaign and the debate so he could personally help with this crisis – but he didn't have time, on the flight, to read the 3 pages? It's a joke a blows a huge hole in his logic that both campaigns should be postponed until the crisis is averted!! He basically doesn't want to go up against Obama and he'll do anything to prevent Palin from going up against Biden!

This is a joke, I hope this obvious trick blows up in his face, and tomorrow he's highlighted for being out of touch and too old to lead!

I sense a TRUST issue. WHY DID JOHN McCAIN FEEL THE NEED TO "SUSPEND" HIS CAMPAIGN………..INSTEAD OF TURNING IT OVER TO HIS NUMBER 2? IF HE DOESN'T TRUST HER? WHAT DOES THIS SAY? ACTIONS SPEAK LOUDER THAN WORDS?

Linda   September 25th, 2008 2:51 pm ET

How pitiful, Democrats politicizing our economy this way.

Saying it's bipartisan and didn't want McCain coming back to DC, but then read an OLD comment as if that means something.

I guess that really didn't want him coming back to DC so they could keep playing politics.

The Dems are losing a lot of support with their deplorable conduct.

Ex-Republican for Obama   September 25th, 2008 2:51 pm ET

No…McCain went up for a photo op. Everything was done with out him, and now he is likely to go drag the progress back.

McCain: Self before country…photo op before crisis. Excuses before Debate.

McCain: Pathetic Coward with a record of failure. He caused this mess, please don't let him anywhere NEAR the bill…he'll give more money to his corrupt lobbyist's aka, his campaign managers.

IF McCAIN WHERE TRULY A GREAT AMERICAN, AND WANTED TO PUT COUNTRY FIRST, HE WOULD ADMIT THAT HE IS OVERMATCHED AND DROP OUT. HE MIGHT REGAIN SOME OF HIS CREDIBILITY.

Doug R.   September 25th, 2008 2:50 pm ET

McCain had nothing to do with this bill. If he tells anyone anything else, he's lying. Obama needs to rip him on the economy and health care in tomorrow's debate. This guy is completely cluess when it comes to economic issues.

Michael B   September 25th, 2008 2:50 pm ET

This just in McCain is actually illiterate. Talk about a waste of money. Suspend his entire campaign to get briefed on three page proposal. He is being a puppet.

ruralmom   September 25th, 2008 2:50 pm ET

Bill Clinton is so transparent that it's disgusting. He only wants McCain to win so that Hillary can try to beat him in 2012…he and Hillary both know that she wouldn't be able to beat Obama. I've had enough of Bill. I doubt even HIllary agrees with what he's doing.

In just two hours, John McCain will take credit for a bill he has had nothing to do with. As the Chairman of the Banking committee said last night, he has heard NOTHING from McCain since these meetings started nearly a week ago.

I can not believe that ANYONE is still supporting this pompous politician who is just trying to pull the wool over everyone's eyes. This is not about leadership. This is about grandstanding.

Are you Republicans this stupid? Blind? Racist?

McCain needs an MR Scan of his brain ASAP. Not only is his left eye drooping, the whole left side of his face is. He may have had a stroke somewhere along the way, but a brain metastasis from his melanoma would also be a strong possibility.
If he is hiding a potentially serious medical condition, he and his campaign are being unforgiveably irresponsible.

Judy   September 25th, 2008 2:49 pm ET

Must be a peculiar situation to read a bailout plan ,of which McCain was a major contributor to the cause and effect, for which the bailout plan is being used to rescue the economy.

female against Palin   September 25th, 2008 2:48 pm ET

From Huffington Post:
John McCain has skipped more votes during this session than any member of the Senate except for Tim Johnson, who had major brain surgery. He has cast a single vote in five months, since April 9. All of a sudden, McCain is demanding that the presidential race shut down so he can return to Washington?

The question was whether he had read what the President/Administration had proposed 3 days ago, not whether he had read what they have already agreed upon without his input. He said "NO."

Debby   September 25th, 2008 2:47 pm ET

What else would the Dems. say that he read it, of course they will say the opposite or just flat out lie. Why is Barney Frank even commenting on this all over the media he is the biggest reason why Fanny failed. He is giving McCain advise OMG this guy has been bad news just like Reid. He asks McCain for help one day and then says he is doing it for political when McCain goes to Washington. The Dems. are losing it big time.

this whole thing witrh mccain has become a comedy act. he is flopping from side to side like a drowning man. he is not ready to debate obama and this is the only way he can get out of it. he is so afraid to have palin debate biden that he is a nervous wreck. he should just fake a heart attack or illness and bow out of the race at this point. the american public see right thru this with disgust and agrevation that mccain is now wasting not only our time but our tax dollars in paying for these debates. he looks and acts like a frightened old man that is afraid to come out in public right now.

I think it's pretty obvious this is political ju-jitsu from the McCain campaign. The problem with being as disingenuous as he is, is that his credibility is pretty much shot. I don't see how he CAN participate in the debates at this point. What would he have to say anyway? And don't even get me started on Palin!

Mike   September 25th, 2008 2:47 pm ET

yea, 3 pages is alot –

Tell me again why he went back to Washington??

Farrell, Houston, Tx   September 25th, 2008 2:47 pm ET

Reading it and understanding it are two different things and to take someone elses interputation is even worst. So how can John McCain understand something he doesn't know without taking someone elses interputation. McCain's incompetent.

Rudy NYC   September 25th, 2008 2:47 pm ET

John McCain has two hands….and two faces.

The LEFT HAND. I am suspending my campaign until the current crisis is resolved. I will be in Washington and will not participate in debates until it is over.

The RIGHT HAND. Let's reschedule the debate to the VP time slot on Oct 2. And, let's postpone the VP debate until a later date.

CONCLUSION: How can McCain know that the crisis will be resolved come Oct 2? He has declared that he is suspending all until the crisis is resolved. He suggests postponing the VP debate "until a later" date that will be very close to Election Day. Perhaps, too close. This is a stunt to cancel the VP debate.

Bruce   September 25th, 2008 2:47 pm ET

He got back too late it was done before mcCain got there…now no reason not to debate tomorrow night.
Unless, he decides to oppose the bill which would make sense with how he acts.
He did not suspend campaigning, i live in PA and his ads )lies) have been all over the tv here, so he lied again.
Now he did not even read the bill but commented on it…come on….this guy is not fit to walk my dog yet lead this country.

rm   September 25th, 2008 2:47 pm ET

Joe Lieberman is weird. He is always following John McCain like some kine of puppy dog. McCain needs to watch his back with that guy behind him.

sm   September 25th, 2008 2:47 pm ET

The same old Washington Politics is what the Obama camp want and cherish despite the Messiah's words to the contrary.

THE MORE THINGS CHANGE, THE MORE IT REMAINS THE SAME.

This is the Change you can believe in !!!!!

I am pretty confident that both camps were in possession of the 3-page document before Tuesday and since both camps were in communication with washington they must have known that the White House proposal was going to be amended.

The Democrats take other people for fools.
I am sure they will pay in November.

Diane   September 25th, 2008 2:47 pm ET

I read the bill on the internet. Oh, that's right. He can't use a computer…

Shari, NY   September 25th, 2008 2:46 pm ET

According to CNN’s Begala “debates are not as difficult as some may think” . Now, given this fact why would John McCain want to postpone, particularly if he, like others, had been preparing for this from time immemorial? I know why, the sky is falling on chicken little’s head.

obamacrat   September 25th, 2008 2:46 pm ET

I now realize why McCain hasn't read the bill. I heard from a reliable source that he's been spotted chewing gum over the last few days. How many tasks can we expect him to handle at once?

bridgette   September 25th, 2008 2:46 pm ET

Amazingly, Congress reached a bailout plan without any input from McCain.

Why stop the debate? You are not ready and if you stop driving Ms. Palin around then you can focus on issues that is important or maybe Palin is more than the country. Palin is country first. The McCain campaign is bunch of dumbies and stupid jerks so want the American People to vote on McCain because he is a war veteran, well McCain you need more than that to make the world see how stupid and liar you are to the people.

This whole action by McCain porves how weak he is, and Sarah is worse. The Repbilicans are rolling in their graves trying to figure out how the hell they put this nutcase in charge. Tomorrow, the McCain will come out with headline – "McCain save America"!! What nonsense!

Sarah Palin "Ready on Day 1-NOT"   September 25th, 2008 2:39 pm ET

"Wahh, wahh, I'm not signing that bill unless my 5 provisions are included in it." Country First if it means my demands are met. "I'm John McCain and I approve this message."

Doug R.   September 25th, 2008 2:39 pm ET

Has McCain read the bailout bill?? Come on CNN, what do you think??

This is funny   September 25th, 2008 2:39 pm ET

of course McCain is confused.
Look at whom he chose to be his VP, a man who has had 4 bouts of cancer, has problem with his memory. It is now clear McCain can only win with gimmicks, ploys, false tantrum and unfortunately it makes him appear abrupt, implusive and thoughtless………Not a good sign for a leader…….

Mark   September 25th, 2008 2:39 pm ET

McCain is a scumbag. The whole point of suspending the campaign etc is just to grab attention. He is also responsible along with people like carly fiorina who take millions as compensation packages.

McCain's lead is going the drain just to grab attention he is doing this drama. Congress is doing what it shud for the past 4 days and McCain and Joe Dauberman just take pictures thats all.

Read? Who does that anymore?

Truth   September 25th, 2008 2:39 pm ET

He didnt read a 3-page bill and yet opposed it. Based on what? Rick Davis' briefing?
If thats how you want to run this country, US is in deep deep trouble.

Brian   September 25th, 2008 2:38 pm ET

I don't know how many bone-headed mistakes and errors in judgement this man has to make before the American public wakes up to the fact that he might not even be qualified to be a Wal-Mart "Greeter," let alone President of the United States.

jade   September 25th, 2008 2:38 pm ET

what exactly, then, did he run away to washington to do?

New Day   September 25th, 2008 2:38 pm ET

OBAMA/BIDEN '08

Barney   September 25th, 2008 2:38 pm ET

Hmmmm – I just heard this is bigger than the S&L thing (Keating 5) that McCain's fingerprints were all over.

FBI investigating, and head-rolling and jail time are expected from the top down .

Sounds good to me. A little late, but better late than never.

Obama/Biden '08 Let the chips fall where they may.

WASP Member!!!   September 25th, 2008 2:38 pm ET

He is too busy posing for photo ops. It is too funny that the deal is bascially done without him. He went just as a political ploy. He did not suspend his campaign as he said and he lied to David Letterman. He is a liar and a cheater!!!

not surprised   September 25th, 2008 2:38 pm ET

Has Obama read the bill?

Alice   September 25th, 2008 2:38 pm ET

he may not read it – but he'll be sure to claim credit for it

jim   September 25th, 2008 2:37 pm ET

CNN will stop talking about McCain. That was the intention of this whole fiasco.

Ricky - Latino for Obama   September 25th, 2008 2:37 pm ET

Wow…glad to see McCain has his priorities straight. If he's not reading the plan and not campaigning then what is he doing? Oh yea he's cooking ribs w/ Rachel Ray and dissing David Letterman.

McCain is not ready to lead…

Obama/Biden '08!

McBlackberrys will help the economy   September 25th, 2008 2:37 pm ET

Obama/Biden '08

ct voter   September 25th, 2008 2:37 pm ET

The guy is an idiot, his brain is old and tired, my god if we have another idiot running our country, please pick someone who atleast graduated from harvard, one of the top students, instead of this baffoon….oh my god I just can't believe he has almost half the population voting for him, he's an IDIOT!!!

Matt   September 25th, 2008 2:37 pm ET

DO NOT PUBLISH HIS CAMPAIGN'S LYING ATTEMPTS TO TAKE CREDIT. THERE IS ALREADY AN AGREED-UPON PROPOSAL GOING TO THE TREASURY DEPT.

Phoenix   September 25th, 2008 2:36 pm ET

What the Hell…He didn't read the legislation?

Ann   September 25th, 2008 2:36 pm ET

Rhiannon   September 25th, 2008 2:35 pm ET
