WASHINGTON (CNN) — The House of Representatives Monday rejected a $700 billion plan to bail out the financial system, putting a roadblock in front of the largest government intervention in the market since the Great Depression.

Watch: GOP blames Pelosi

Republicans and Democrats blamed each other for the failure of the bill, which President Bush had urged Congress to approve.

Watch: GOP 'punished the country'

It was intended to reassure financial markets by giving the government the power to buy "illiquid assets" such as bad mortgages.

70 Billion for AIG, 170 Billion for the stimulus package, 200 billion for the
Iraq war, and 700 billion for a stimulus package…..in one year.

Thats over a trillion dollars and I all I get is a tax bill in return. Why aren't some government officials and wall street CEO's in prison??

THIS SO SO POLITICAL. None of these people in congress really care about the people of this country. Those that do, don't seemed to have the guts to stand up and say enough, lets clean the mess up and then play the blame game later. They don't want to work together. I heard the Speaker of the Houses speech. It was her saying enough. It sounded to me like she was saying all of us need to be ashamed of ourselves and we need to get this taken care now and lick our wounds later. Congress really don't want to work together on this because they are too busy miniplulating for positions so they can be the hero. This is like watching kids fighting to get the one-ups. They care only about their hides and if that means miss leading the people, so be it. I say fire them all.

How many people won't be able to attend college in the spring when they find out they can't get private student loans anymore? 137 lenders have stopped lending for student loans as of yesterday and 33 lenders no longer make private loans. Thanks america.

Well time to open up the soup kitchens. My grandfather worked in the mines in Picher, Oklahoma during the great depression. He made very little money, but he tried to feed his family and another widow woman with a lot of little kids. They would boil meat, from the cow my grandfather slaughtered, give the broth to the kids, but one little kid died of malnutrition. Why are Americans so selfish? Bail them out and then regulate the hell out of them. Why is it we never learn from our mistakes? Arrogance maybe?

Why is it that we the voters can't be given a few details on why this bail out is needed and is this the only way to do the job. How much money was made when the mortgage scam was working? What is the total of mortgage failure? I believe that some fat cats just can't wait for the goverment to put up so much money they already know how to gobble it up.

She could not even bring home her own party. They know the people do not want to use their tax $$ to artificially prop up a stock price.

I've heard nothing but vapid excuses for this bailout. The threat of recession is not a reason to inject Socialism into our economy. Let the bad banks fail and the people who bought houses they couldn't afford lose them so that our economy will return to equilibrium where it belongs. It means the company you work for may have to close if they have no line of credit for payrolls and improvement projects. It means no credit to buy a car which will put thousands of auto workers out of work eventually. It means your hometown bank might fail.

I do not believe most of the average Americans that are so proud of this vote realize that their retirements are tied to the stock market. When they get the letter that says their retirement is gone, then they will not be so proud of this vote. Also when they cannot use their credit cards, use their ATM's, or when they get the "pink slip" because their boss could not get the credit he/she needed to meet the payroll. This was not a bailout of Wall Street, but a plan that would help rescue the whole economy of the United States.

I am not sure what the answer is with regard to the bailout, but I do know this: last week a bank I had a significant CD deposit in went belly up, mutual funds actually lost money, small business owners were unable to get short term loans to make payrolls or service equipment, the dow just dropped 600 points, foreign banks are tanking. This is the fault of deregulation, absolutely. George Bush is not to be trusted, for sure. But if this problem isn't addressed, we will all be hurting. This is not just about the wall street big wigs.

It is time to stop playing politics and educate the American people just how this situation affects them…and where we are headed if this situation continues.

The media is doing a terrible job of explaining this bill. Unfortunaltly too many people think that this is just some sort of corportate giveaway using tax money and it's far more than that. If banks can't make loans then companies (larger or small) can't borrower and then they can't borrower they close up and then people lose their jobs…period. This money is not going to some CEOs country club dues. It's going to companies to free up liquidity which is needed. People who are against this bill will soon see that $700 billion is/was a small price to pay to keep this country out of a depression.

As painful as that amount appears to be – it is a MUST. Or we tumble down to depression.

How can they play politics with our future?

The provisions of the bill are fine by me. There will be strict regulations, there will be an oversight board, there will be no parachutes. More importantly, the money will not be released all at once. it will be in stages and Paulson would have to face and prove to congress that he needs the remaining amount.

I say that's fair enough. How selfish could these politicians get?

I did not support the bailout because I felt Bush and his appointees Paulson were devoid of integrity, economic knowledge and I was suspicious of their motivations. It was too reminiscent of the run up to the Iraq war. I was extremely distrustful of the bailout.

However, today I hear that Warren Buffet has stated that the bailout is absolutely necessary, so, albeit, reluctantly, I do now support the bailout bill.

The Smart Guys within the failed companies should never have been issuing out mortgages to people who obviously could only afford to get in the homes but not stay "pay" in the homes. Getting in with no money or low down payments and not a shred of evidence to show future payment stability. This is what has caused the majority of this fiasco. Let the big wigs of all these companies fork back over those millions in bonuses to fix this !!

No the bill isn't perfect and I don't like some parts of it, but drying up such things as student loans and much else solves nothing.

Today is a great day for democracy. With the house defeat of the bailout bill, it shows 'We the People' still rule. I am not an economist and don't know what will happen, but neither can a majority of experts say what will happen either. To shun debate for expedience and fear mongering is the calling card for this complete failure of an administration. Some experts said not to rush into this, and there are possibly other options to fix the problem without costing the taxpayers 700 Billion. The congress now can take its time and do this properly, listening to all options and proceeding…or they can just go back on vacation.

Now that John McCain stated he's for the bailout, it will be interesting to see how he and his campaign spin this to say he was against it. I don't think the average American understands the effects of not stabilizing our financial market. I saw Cramer and Mitt Romney this morning and they both agreed that its the duty of the government to stabilize the economy and preserve the currency. When Americans hear their tax dollars are being used to "bailout" the market, the negative connotation supersedes the need for action. When you read comments like the one noted above by "James", you almost feel sorry for those Americans that want to point the blame rather than shared responsibility for both parties is called for. Division seems to be the American way.

I'm proud of those who voted no on this bill. Those politicans showed courage to take the political fall out for the short term loss. Yes, the Dow fell 600 points!! Yikes. However, this bail out would make things worse.

You can't put a fire out with more fire. Recall Bush said we got into this mess with too much credit, now they want to put in more credit. This bill would've saved investments short term but devalue the dollar by a lot. Many POOR AND FIXED INCOME PEOPLE could not keep up with the inflation. Sure your investments might've not fallen as much given a bail out but how would most people afford $6 gas and higher food prices. What would happen in long term would be people would buy less stuff because of inflation and everyone would suffer. Supply economics don't work they didn't work during the Great Depression and they won't work now.

Then, being on the brink of catastrophy, we ask our congressional leaders to compromise and come up with a plan to save our collapsing economy — and they fail. Then just like the CEO's they continue to be paid by their constituency. So, they're laying back and collecting on their golden parachutes while we have to pay for both of these failures. There is still a second vote. How can we justify spending more on giveaway to financial institutions than was allowed last week to keep the gov. ruunning(not fully-funded), just limping along, until March 09.

I haven't heard any details of when other $$ would be given to "institutions", I haven't heard which institutions these are (I want names), and there cannot be $$ given to any one person to distribute where they unilatterly decide. This was a pretty good compromise package. As good as could be expected anyway. Many who voted against it did so out of fear… mostly for themselves. But thats SOP for things like this. However, the whole question about taxpayers and money is a little off target because one way or another we will all pay for this disaster whether its through the government or not. It's not all doom and gloom but at least with this bill there is some degree of voter control over it.

The clowns in congress are referencing constituent call in that they were against the bill and, as a result, have voted to not support it. What they have failed to recongnize is that their constituents were against Paulson's original bill and that since that time they have changed opinion, to as much as 80% in favor, given the inclusions of the restraints and oversight being put in the plan.

In the interim, the clown Republicans in the House decided to 'stand on principle' and come up with their own plan – lower taxes, provide even more deregulation. In other words, reward greed with an opportunity for even more greed.

Now, we have a failed bill and a clear move downward in the Dow signalling, soon, a clear financial panic.

John McCain did nothing when he claimed he was "rushing back" to Washington to "save the bail out plan"…. but we see what his arrival caused. NOTHING BUT CHAOS and DIVERSIOIN!!

Deep down in everyone's gut, you have to know this bailout plan was not the right course of action.

There is no guarantee the bailout would work, nor was there a guarantee they government wouldn't come back to the taxpayers and ask for more money.

The people have spoken, now lets get to some real decisions about how we are going to get business rolling again. Lets get back to basics: enforcing our laws, simplify the tax codes, lower tax rates (our corporate tax rate is over 30 %, while Ireland, Russia, and Georgia all have a tax rate of around 12-14 %…. hmmm, where would you start your business?) get rid of capital gains taxes, and then we can talk about helping HONEST people who got screwed by the crooks in this financial mess….

OH, AND ARE WE GOING TO MAKE THESE FOOLS DO THE PERP WALK?

I know there are some crooks out there who have their hands in this financial mess, and they deserve to go to jail.

I'm just afraid its some of the same people who are trying to craft this bailout- which is far from a "clean" bill- in fact, its loaded with discretionary and special interest spending. It is a dangerous and disastrous bill, and it should die a miserable death.

What Paulson and Bernake need to do is something other than direct overtaking of bad mortagages. Despite all the whining about this bailout… what is the alternative? You right-wing reactionaries who are reflexively against it because it supposedly constrains our "freedoms", you probably would have been against the New Deal as well. If we have no adequate bailout plan, and we slide into a depression, than I advise all of you to SHUT UP and not offer us any more brilliant advice. How much "freedom" will we have if there is a depression?

I also didn't like the original Bush plan. How many of you who are against the actual plan being voted on today have actually processed the details of the ammended plan as opposed to the original Bush plan? I think that both the democrats and the republicans added many useful features, and the present plan is better than the original.

Just a thought. Instead of trying to bail out failing banks who gambled and lost, how about bailing out their victims? It doesn't matter where the money is injected into the economy to get it jump started. Take 700 Billion, divide it by the number of working people and send out checks. They'll pay off bad mortgages, buy needed household items, pay bills, reduce foreclosures and become productive. The banks that bought and sold people's financial lives can go under, and no one will care. Don't throw good money after bad.

This is exactly why Obama and Democrats must be defeated.

This all stems back to Carter and Clinton. Wanted to give poor people chance to buy houses without real credit worthiness. Then shoved this down the throat of the financial and banking sectors to accept these super risky loans, with threats of cutting off mergers etc.

Meanwhile, Fannie and Freddie become a place for out of work Democrats until they go bust.

Social Engineering is a flawed tactic and this just proves it once again. But Obama and the Dems want to bring this back to life, but in a bigger way then anyone can imagine.

Thank goodness there are some people with the guts to say "no" to bailing out the bankers the overextended. The people who are losing their homes now are the same ones who bought homes they couldn't afford (or went for the interest only refinance loans out of greed) – so I'm not that concerned that they are going to have to go back to renting until they can save up a down payment (like the rest of us did) and get a house they can afford (like the rest of us did) with a reasonable interest rate (like the rest of us did).

Those failing banks will be bought up by somebody and the market will losen up and things will go on. Will it be tough? Yes. But when the going gets tough the tough get going. Unless you are a liberal and then when the going gets tough you expect the tough to bail you out while you continue to whine.

The house republicans are still holding out to double down on failed Bush policies. They want to deregulate even more, they want to lower capital gains tax even more, they want more tax breaks for these failed companies.

So, what was the point of McCain coming to Capitol Hill? Looks like a colossal failure on McCain's part to keep his House allies in line. With the House R's still in revolt, and McCain claiming this weekend he was in DC to make sure their voice was heard at the White House meeting and on the Senate side, this looks like a huge failure of leadership. McCain should be roasted for this – what a joke his supposed 'campaign suspension' was.

I am on the fence about the bailout, but this is the fault of the republicans who deregulated the markets. If we had oversight, predatory lending would not have occured and the economy would not be in shambles to the point where we need a bailout. The republicans say that wall street should pay the consequences for their actions. I agree that republicans should be held accountable because they allowed the deregulations of the markets that gave the opportunity for wall street to run wild. The republicans should share the consequences with wall street by voting them out come November.

John McCain suspended his campaign to go and fix this. Before he got there, a deal was stated to be done and everything should be okay. After he arrives, all of a sudden, there was a "snag" with the House Republicans. These House Republicans are members of McCain's party "the Republicans". However, they were not big fans of his until recently.

John McCain has been in washington trying to get this agreed to since Wednesday. Barack Obama warned that going there will only cause problems. THE VOTE FAILS TODAY IN THE HOUSE. Who was wrong…who was right?

Brad Sherman, a Congressman from Sherman Oaks says that the bailout is like a thirsty man demanding water in the desert. When Congress gave him water, the man gave it back and said he wanted Perrier with lime. Congress gave him the Perrier, but kept the lime.

This deal could have been better if Congress had not rushed to implement it.

I"m so happy it did not go through, until we dot all the i's and cross the t's.

The Democratic party clearly wants to delay this measure for political gain. They saw how McCain's poll numbers dropped as the crisis came to a head and how they rose again as compromise seemed evident on the horizon. Lets get a few things straight. Please stop repeating the lies from McLiar. Frank Raines was never an adviser of the Obama campaign — McLiar campaign lie. Jim Johnson was only recruited to sit on the VP vetting committee and was let go as soon as his connection to Fannie Mae was revealed. Rick Davis is a top McLiar adviser — has gotten $2.1 million from Fannie Mae up to last month. Phil Gramm (biggest culprit for bailout and made millions from it) was McLiar's economic adviser until a few months ago and continues to advise McLiar in the background. So please get the facts straight.

Idk what to think about this. I hope everything is ok and it's no as dire as they make out. One way or the other, both presidential candidates agreed to it so it doesn't really change anything politically, atleast it shouldn't. The whole problem is the deregulation policy of the republicans and the hands off approad of their government letting the greedy rich get richer at anyone's expense. It's been unbelievable, and I'm glad Obama doesn't take money from lobbiests for this very reason!

I am for the Bail out in some ways.. but not like it is right now. They need to work on it alot more.
I agree with Obama… they need more to this Bailout that is going to protect US Americans from Forclosures and losing our homes in Bankruptcy.
No money going to CEOs and the people who have money already. They need to cut their salaries with this Bailout!! I dont think that is so terrible given at least they will still have an income of some sort and their Company VS No Company!!
I think we also need to do something about the Gas Shortages. People cannot even work in some states due to no transportation to get to work and make a living!!
I do believe this bailout will help these companies with MONITORING (needs to be added TOO)… to help keep borrowing with US going. I was working on purchasing a home next year. And now I cannot.
Companies are not giving loans. People with 700+ credit ratings and 20% down are being rejected!! Companies are getting really selective and holding onto whatever money they have now. With the Bailout, lending will go on again. I am sure there will still be some more stricter guidelines in the future on lending… but it shouldnt be that strict!!
And sad but true… this will be some political ploy made in politics soon. I believe they are playing games with it. Its a shame. We need this, we just need it to be better than it is. I understand we are running out of time and there are alot of specifics and detail that has to go into this for law sake. But it needs to be done and quickly!!
Stocks just went down another 600+ points today in the fear of it now being pased… and it wasnt pased… so now what???

The common thread? John McCain was involved in all of them.
