(CNN) — Democratic presidential candidate Barack Obama Tuesday proposed expanding federal deposit insurance for families and small businesses as a way to convince lawmakers who voted against the $700 billion federal bailout plan to change their minds.

"One step we could take to potentially broaden support for the legislation and shore up our economy would be to expand federal deposit insurance for families and small businesses across America who have invested their money in our banks.

Watch: Obama reacts to failed bill

"The majority of American families should rest assured that the deposits they have in our banks are safe," Obama said in a statement put out by his presidential campaign.

"That is why today, I am proposing that we also raise the FDIC limit to $250,000 as part of the economic rescue package — a step that would boost small businesses, make our banking system more secure, and help restore public confidence in our financial system."

Currently, deposits of up to $100,000 are guaranteed by the government's Federal Deposit Insurance Corporation.

Obama said he will talk to leaders and members of Congress later Tuesday to offer his idea and urge them to act without delay to pass a rescue plan.

Monday, the House of Representatives — defying leaders of both parties, the White House, and both presidential nominees — voted down the economic rescue plan by 228 to 205 margin.

The Illinois senator urged lawmakers to try again on the bailout proposal and warned of grave consequences if nothing is done.

"Continued inaction in the face of the gathering storm in our financial markets would be catastrophic for our economy and our families. At this moment, when the jobs, retirement savings, and economic security of all Americans hang in the balance, it is imperative that all of us, Democrats and Republicans alike, come together to meet this crisis."

Obama's Republican rival for the White House, John McCain, appears to be in agreement. On CNN's American Morning, Senator McCain (R-Arizona) also called for the increase, saying "the fdic insurance should be increased to $250,000 from $100,000."

Once again Obama has had remained calm in the face of a crisis and out forth solid ideas to help alleviate our nations economic crisis.

Raising the limit to $250 is a stretch across the aisle to the Repubs to get those 12 extra votes. You're right, most "average" people don't have to worry about saving over $100K, but the repub's constituents often do. That's called leadership.

I think it's a decent comprimise. You get more people willing to "invest" in banks (through saving), which would strengthen thier lending power, which would free up more money for small businesses, home-car-student loans, etc.

Not a bad idea in my novice finacial opinion. I think it's better than recinding the bancruptcy provision for individuals, which may open the panic floodgates right now in these tense times. Save that battle for healthier times.

To the misinformed…one of the reasons for raising the limits on deposit insurance is to protect small businesses! As a married couple, John and Jane Doe may not have $250,000 in the bank. But as owners of a small business, they could very well have that. And then how about talking to the ordinary citizens who had more than $100,000 in Indy Mack. FDIC insurance is not paid for out of taxes. Banks pay it as a small percentage of the deposits they hold. That's why their rates are sometimes lower than non-FDIC-insured holdings. So, no tax increase here, maybe just a slightly lower rate of interest on your savings. But I guess the facts don't really make for good political fodder, so it is easier to just cry foul from the abyss of ignorance.

Jim Cramer on his Mad Money show presented the idea of raising the FDIC deposit limit from its current $100,000 to something higher on Friday, September 26, prior to either Obama or McCain announcing the same thing. This would allow the "somewhat" wealthy to feel comfortable leaving their deposits in their banks and the banks could use these deposits to lend money. While this doesn't fix all of the bad loans already in existence, it would allow credit to flow and the average person would benefit. I thought at the time this was a great idea and I'm happy both Obama and McCain are giving it publicity!

For those of you who still don't get it.. the bailout isn't what any politician wanted to have to deal with but the reality is that the market is crashing and something surely needs to be done before this country goes into a depression… I do agree however that the 21/2 oage plan from President Bush was feable but the bipartisan congress worked long and hard and made major changes to it… Now with Obama's proposal the people on Main street will get more help…

The bailout even without his proposal would have a trickle down effect anyway so it would have helped the people on main street as well however adding this additional provision would inject more help for the home market!!!

We need this bailout. We're all angry at the fact that it got so out of control that now the government must act but we are where we are and we have to take it from here!

HA HA HA so he wants to raise FDIC to cover up to his definition of rich $250K. This is NOT LEADERSHIP. This throwing out a dumb idead that helps almost no one. If you have more that $100,000 in a checking or saving account than either you are very rich, or you've put all your eggs in one basket and need to spread the money across different banks so that no account is more than the limit. That is just good management regardless of what the limit is.

Don't be duped here to think this will help the economy. This is a lame attempt to show that he is coming up with something different than the expensive spending plan he has been pandering since he couldn't during the debates.

This shows that Obama is at least searching for some answer to save the country from going into recession/depression…..There is no easy solution that is perfect, however, something has to be done to at least try and correct a horrible situation in America. Even if you personally do not have 250K in the bank, this will be a major help to small business owners. It will give them increased confidence in their savings/business, leading them to at the least maintain their business at the current level and hopefully growing.

At the same time they will not feel the need to cut the jobs because of their uncertain savings.

I live 10 miles from a latte' and I can't haul my animals' hay or feed in a Prius, but I can still sense when NEITHER of these candidates has the real pulse of the economic situation. A large holder of bundled mortgages either failing or writing DOWN the value of their investment would be good discipline, not financial catastrophe.

And YES, a large holder might be YOUR 401K or your employer's pension fund. Why not ask the manager/s or your union leaders why they felt they had to "juice" up yields on portfolios by putting YOUR money in this stuff. Sorry, YOU gave them that discretion. What needs to happen is an education on the funding limitation inside of FDIC. Most people do not understand how much of their money is protected. Trust me I work for a financial institution and we are constantly educating our members. Read your FDIC insured funds brochures. Look, it's entirely possible, right now, to have $250k in the bank and have it ALL insured as long as it's not in the SAME bank or account with the same registration. Distribution of funds keep them safe; it's not rocket science. Anyone with that amount of money should know this fact and if they don't then shame on them for not being interested in how to keep their accumulated wealth safe. This is redundant. The first question I couldn't help but ask myself was, "who has $250k in a single bank account?" Certainly not me or anyone I know for that matter. It may make some sense for small businesses who require a single account for business running purposes but for the individual…. I don't see the point or how this is helping anyone.

Enough of using the American people for political reasons. John McCain is not fit to lead. To answer the argument that he has command experience. The military is full of officers that only got a command because they knew someone. A person of sound judgment would never have picked Palin. McCain's country first claim is crap. He has done squat to help us veterans. Again, John McCain is unfit for command.

This is a great idea to protect not only money in bank savings accounts but also IRAs so that people don't have to feel extra tempted to dip into that retirement fund.

On the FDIC insurance, Obama doesn't get it. He thinks we have the money to insure those bank accounts. I wonder if he knows that their isn't really a fund at all, it's just borrowed money that will be due the taxpayer anyway. Maybe he does get it though, he believes its "neighborly" to take from one citizen and give to another through taxation.

I think by putting a portion of the $ 700B bailout fund into FDIC to increase the coverage is a good idea. This will help those who have been saving money. Furthermore, this will encourage people to save. I think this proposal is moving this country to the right direction. SAVING is important!

For those who do NOT want the bailout, I am in the same shoe. I don't want to advocate the importance of this bill. I think however the economic crisis is looming. If we let those banks fail becuase of stupid CEO's and greedy businessmen/women, the main street will get hurt. I am from Ohio. One of our regional banks, National City, is on the brink to require additional rescue. If the bailout doesn't get pushed forward, I can only see that Ohioans who use National City get hurt. Again, as much as a hard bill to swallow this is, we need to understand the repurcation of lacking bailout funding.

Just my two cents.

It's 100,000 per bank account. If you, individually, have $150k in the bank, only $100k of that is insured. Something happens and the $50k could disappear.

What that means is if you've got $200k in the bank, and the bank starts having problems, you're going to get skittish. You're going to think maybe "inside the mattress" is a better investment opportunity. So you go to the bank and you pull $100k out and toss it in the mattress. Well, you're not the only one. A lot of people go and pull all this money out. Problem is, the banking system isn't designed to lose that much liquidity. It's like your body, you don't have to lose all your blood to die of blood loss. So your bank keels over. It gets bought out by Chase. Somebody with $200k who uses another bank sees this, freaks out, and the cycle starts again.

We ended up in this position thanks to the Reps pushing for de-regulation when it comes to banking. Thus, opening up the lending environment for the sub-prime loans.

Those loans failed. They put all the eggs into the housing basket and they are all cracking now. Our government, specifically republicans, should have found a way to strengthen our economy. But they chose this route for some reason. Whatever it is, I know it cannot be good.

Excellent idea! This small piece of leadership put forth by Mr. Obama will provide democrats and republicans more lattitude with their constituencies. With this recommendation our bank savings are insured and protected, the Democrats have taken a blank check from Bush and Paulsen and given it oversite and protection and the free market wing of the Republicans now can tell their constituents there bank savings will be safe. This helps all parties, this is leadership.

@therealist there are many who are above $100K with regular bank accounts and retirement plans. Raising the limit on the FDIC will mean more people will not feel they are obligated to invest in Wall Street and they can comfortably leave their money in banks. Plus, those who do have more than $100K put away won't be so worried about their money and start pulling it out of banks. They know that it's insured and safe.

Does Obama know what insurance is? We cannot afford to do this. It would only be a monetary illusion anyway and there will be an exodus out of the market. If the economy implodes there won't be anything left to insure with.

McCain has acted like a complete nut this entire time and has actively attempted to take advantage of the situtation instead of offering reasonable solutions. Luckily McCain has come off like a loose cannon and Obama is showing himself to be the true leader.

This is a much better idea than the House Republican's idea of insuring mortgage-backed securities and charging trillions of dollars in premiums that financial institutions don't have. Have those Repubs been following the news — insuring those securities is what caused AIG to collapse! No one knows how low those securities will sink, but it seems clear their value has a way to go before bottoming out. When those securities inevitably decline, the government would be on the hook to pay out those insurance policies. By definition, the insurance premiums would not be enough to pay out those policies, so taxpayer dollars end up being transferred to Wall Street anyway. Talk about putting lipstick on a pig!

Obama's proposal will stabilize Wall Street balance sheets by directly helping out the American taxpayer and small business owners, and clearly shows a deep and nuanced understanding of the financial situation. These are the kinds of ideas this country needs.

A decent idea…in the short term it will help in boosting confidence between banks and consumers (individuals as well as small businesses). Banks will have the guarantee that government is going to insure 250K worth of wealth in accounts and hence be willing to give out credit.

However, it does not solve the main issue which is the bad debt created by Financial Instruments on the bank balance sheets. These need to be dealt with to free up capital and increase the confidence between bank-to-bank lending and hence free the flow of capital

look; the sub-prime market played on very low interest rates for borrowers then rose to where the borrower could not keep up. why not simply re-write those notes to the lower rate again, say 2.5%, but keep the rate firm for a period of time, (5 years/ 7 years ), and then evaluate the borrowers ability to pay more. look 1/2 a loaf is better than none, and with some backing from the FED, this domino would stop falling..

It's actually a really good idea. People with more then $100k in the bank face the threat that everything over $100k could just disappear if the banks fail. This will increase confidence in the stability of the banking system, resulting in less of these bank runs like what killed WaMu, Indymac, and Wachovia.

Great idea? How about current level is fine if you have your money at different banks? Increasing the rate isn't free, and it will place a greater burden on the smaller banks that cannot afford the higher premiums. NO ONE would have lost a dime in a FDIC-insured deposit account if they had capped it at $100,000 and opened another account at another bank.

Hey Praetorian, it is not taxpayer money being put anywhere. It only gets disbursed in the case that enough banks fail and their accounts need to be insured. It is a way to instill confidence and reduce the chances of panic without spending a dime of actual money, all while Congress tries to work out an agreed solution. As such it is a very smart proposal.

I suggest you read The Deindustrialization of America By Barry Bluestone and Bennett Harrison not only do they show that the last time we bailed them out we were rewarded with high inflation that lasted ten years.

We also bail out in 1968 with the promise that our social security insurance would be returned to the American people. The way the politicians went about this was trying to eliminate social security insurance completely so they would not have to pay back the American people. This bail out only last ten years before the market needed another bail out.

I believe since the American people have spoken that no more bail outs as all it does is hurt the American people one way or the other. We have spoken that we are willing to suffer the consequences of recession and perhaps depression as in the end the American people fare far much better coming out of a depressing and for a shorter period of time and longer lasting stability.

This is a case when the children know what is better for them than the parents when the parents are addicted. It is the parents that are throwing the tantrums because they cannot accept “NO” for an answer. I commend the representatives who have the guts to be good parents because they know the children will never be paid back. Stand tough!

I'm a huge Obama supporter, but unless there's a provision in this plan that allows some level of debt forgiveness for struggling homeowners, since the prices they paid were pulled out of thin air in the first place, based on the introductory rates in these crazy schemes that the industry has been pulling for the last 8 years, I can' support it. I mean come on, I knew something was seriously wrong with housing prices at least five years ago, so why were all of these experts so clueless? Anytime housing prices are going up over 30% every year, and the people come up with all sorts of elaborate schemes where they have a reduced introductory rate where they only pay a small percentage of the interest for the first five years, and the price of the homes adjust accordingly because so many people are doing it, there's going to be an absolute disaster at the end of that five years. People really thought that the value of their homes would continue to go up infinitely, and that they would continue to be able to sell them with no problem. But I knew that that wasn't going to happen, because the homes were outrageously priced and people couldn't really afford them. This problem won't be fixed until the price of homes come down to what people can actually afford to pay on a fixed rate mortgage, and that's why it is so important to have that provision in this bill that helps correct the market value of people's homes and reset their mortgage to a price that is actually realistic. They also need to let the banks know that the government will not back any loans based on these crazy schemes. That should discourage them from trying it, which will mean that more people will be able to afford homes. I mean come on, in my area, a house that cost you $100,000.00 in 2001, cost you close to $300,000.00 in just a few years at the height of the housing surge. That is just crazy. Not that there shouldn't be luxury homes for people that can really afford it, that's one of the things that we all work hard for, but a basic house in an average neighborhood can't cost that much. And don't you dare try to blame this on minorities like some on Fox news have tried to do. Most of these people losing their homes would still be in their homes if home prices rose at a level that was consistent with average growth in the economy, in other words, if home prices were based on what people could really afford to pay, instead of being based on what they could afford to pay during an introductory period where they only had to pay a percentage of the interest. THAT'S why homes went from like 100,000.00 to 300,000.00 in like five years.

Well, it this works, and we can actually secure peoples banking accounts and investments up to $250K, that would stop people from utilizing offshore accounts that ALREADY insure your money over $100K. This would keep that money in the American financial system. Good thinking Senator.

The FDIC should be raised to 250k if not 500k. 100K is just not enough these days; especially when you are in your retirement age.

I also recommend that the capital gains loss limits for individuals be raised from 3k to 50k. Given the magnitude of this crisis, this will help the Americans to clear their portfolios of losses and start fresh again. It will encourage capital investments in our markets.

Let the market correct itself and prosecute the people who took money from the companies to thwart legislation that would have curbed the leveraging at Fannie and Freddie (government institutions, not free market institutions). Barney Frank will be at the top of the list right up there with Dodd and Obama. Prosecute the people who coluded with the brokerage firms by giving good ratings to bundled mortgages that were toxic instead of rating them as toxic to begin with.

So we can't put Christmas on plastic this year and kids looking for college loans may have to work fulltime and go to school parttime for a while. The world will not end and maybe people will learn to be a little more careful with their money.

I'm sorry, but I don't know a single person who is being forclosed upon so it's tough for me to buy that this is a "crisis". When 2%-3% of all loans are in foreclosure that means that 97% – 98% are not. Hardly a national crisis in my book.

This is too funny! The House Republicans who voted "NO" yesterday stated that one of the reasons for that vote, is that they want the FDIC iinsurance doubled to $200,000. Now, Obama wants $250,000. Does anyone care to bet that he takes full credit if the Republicans get there 200???

It is also very unfortunate that some of these hateful backwards states carry more electoral votes that some of the higher educated progressive ones. How is it that the lowest educated parts of the country pick our President every four years? Doesn't that sound a little goofy to you? If you remember the debates with Bush, you should remember that he was clearly the dumbest of them all, yet this country voted him in, (twice). I am a average, white, independent, just a couple years of collage, 50 year old male.

Great Idea! I have more than 100k in my bank; including college funds for my daughter and CDs. This would give me more comfort that my deposits are safe and I don't have to open new bank accounts just to feel that security. Small business owners also deserve a break.

Isn't McShameless the one who was saying the fundamentals are stong as the market dropped over 500 points a little while back? Third, how are we to blame Obama for playing partisan politics, and praise McShameless for "helping" whenit was basically the rethuglicans that shot down the bailout??? I tell you , these rethuglicans remind me sooo much of the Wizard of Oz. "pay no mind to the man behind the curtain". I just saw John McCain on CNN take credit for the proposed $250,000 increase in the FDIC, when on the TODAY show a Republican stated she agreed with Obama on the proposal. He's blaming Obama for the defeat of the bill when it was his party that didn't come up wth the numbers. JOhn McCain, you can fool some of the people some of the time, but not all of the people all of the time. Now that he's looking "erratic" , McCain will be stooping even lower in the next five weeks.

I think that something has to be done to save our economy. Instead of fghting partisan politics (yes, I am very aware that this is an election year) they need to compromise, not get hurt feelings over stupid words and actually do their jobs that they were elected to do. Also McCain really can't blame the Democrats for this, seeing since a majority of the Democrats voted yes, and the GOP voted no. I know who I'm voting for in November, and it sure as heck ain't the GOP.

I think this is a nice gesture, but if you can't borrow more money, how does it help people. We're having trouble paying current bills, and if you already have $100,000 in the bank, you're probably not too worried.

Obama already has my support because the alternative has had much to do with why we are in this mess, but don't offer relatively meaningless initiatives just to make it seem like you are doing something.

Why not offer some solution that addresses the root debt to this problem? Why not a huge stimulus package to help every American pay off back debt? That would fall in line with Obama's trickle up theories. Giving every American $2300, every family of four $9200 would go a long way to reduce the root debt that is being bundled and traded.
