Obama and McCain lay out fundamental dispute on health care.
NASHVILLE (CNN) – Barack Obama said Tuesday health care was a "right," while John McCain said it was a "responsibility" as they met in their second head-to-head match.
Obama said it was a "moral imperative" to provide health care.
Obama said under his plan, people with health insurance would be able to keep it, while those who did not would be able to join a plan similar to the one for federal employees that he and McCain participate in.
Obama and McCain both proposed computerizing medical records to reduce costs and limit errors.
McCain argued that Obama's plan included fines for small businesses that did not insure their employees, while his was based on "choice" rather than "mandates."
