A second stimulus package is in the works.
A second stimulus package is in the works.

WASHINGTON (CNN) – House Democratic leaders are putting together a second economic stimulus package costing as much as $150 billion and are likely to call Congress back shortly after the election to vote on the measure, according to several Democratic leadership aides.

The details are still in flux, but one aide said the price tag would be "somewhat north of $100 billion" and would include "a heavy emphasis on help to state and local governments." One way to help states would be to fund the mandatory state match for Medicaid programs so that states would not have to slash education and other programs to cover it.

Before Congress recessed last week for the election, the House of Representatives passed economic aid measures totaling $61 billion to fund infrastructure projects, money for states' Medicaid costs, and unemployment assistance. But these bills failed to attract enough support in the Senate and the White House opposed them.
Speaker Nancy Pelosi, D-California, traveling in Denver, Colorado, on Wednesday, said, "With all that happened in the past few weeks, it probably has to be more like a $150 billion to invest in our economy, to create jobs, to help the states, to help men and women across the country."

Pelosi and other House Democratic leaders are scheduled to meet with a group of economists on Monday in Washington to discuss the size and the components of a stimulus plan, the Democratic aides said. These aides indicated that in addition to aid to states struggling with their own budgets, the package could include things similar to what the House passed before, such as infrastructure money, an extension of unemployment benefits, food stamps, and more money for low-income energy assistance.

House Republican leadership aides said that GOP members have not been consulted on the details of a second stimulus. One of these aides said, "We're not necessarily opposed to it out of hand. We would ask, is it truly stimulative? Is it really going to help stimulate the economy?"
A Senate Republican leadership aide said Republicans are skeptical of a second stimulus but did not suggest there is outright opposition to another package.
Jim Manley, a spokesman for Senate Majority Leader Harry Reid, D-Nevada, left the door open to the Senate taking up a bill.
"Senator Reid tried to pass a second economic recovery bill last month, only to be obstructed by Senate Republicans," Manley said. "Recent developments only reinforce the need for additional action to reinvigorate the economy. We will work with the House of Representatives and leave all options open to address this issue."

Looks like Barack is going to win this election, I have to admit. The Chicago way, apparently. By registering 105% of the population as Democrats. Acorn, anyone?

Ben - Portland, Or   October 10th, 2008 4:12 pm ET

As an independent leaning Democrat, I can't say I agree with this. It seems like the economic philosophy here is basically "keep printing more money." As we continue to pour more IOUs into our system, the strength of our dollar will continue to shrink, and regardless of political affiliation, you have to recognize a weak dollar as a threat to our ability to negotiate in the world, from the supply chain and trade right up to the political negotiations with rouge regimes. Who's going to respond to sanctions when our money's no good? Try again, congress.

Those on these blogs blaming, Jimmy Carter & Bill Clinton are ignorant of the facts. Of course, they are from the ever-blind-far-right-hate-and-fear mongers!

The Republicans controlled the Congress, both houses from January 1994 through January 2007. During that time, and during REAGAN, the Republicans ran amok DEREGULATING ALL THEY COULD!

What have the Republicans done? Promote the corrupt oil industry lobbyists, de-regulate banks, promote golden parachutes for greedy executives, give millionaires and billionaires special tax perks, and start wars when we haven't even finished one.

Predicta New York, NY   October 10th, 2008 3:54 pm ET

People knock the last eight years, but the first six were good economically, at least by my perspective.

I was actually sitting on the fence until this economic crisis appeared on the scene.

Now I worry a tax and spend policy will have long lasting consequences on any type of economic recovery.

Reluctantly, I will now support McCain, as he is the more fiscally conservative of the two and will provide a better chance for an economic rebound in a shorter time frame.

Cheryl   October 10th, 2008 3:53 pm ET

Now that's what I'm talkin' about! If we can just hand over $700 billion + not knowing exactly where it is going, we can spend some money on us – the common folks. And by the way we should never say a word about spending money on improving education and health care after this mess.

Glad to hear this about the stimulus package, but I think that NEITHER of the two current candidates have made very wise decisions with regard to the economy. I also think that neither of them, Obama or McCain, have the knowledge base or capability to get our economy back on track. I think this country made a HUGE MISTAKE in not putting Bill and Hillary Clinton back in the White House. Our economy and our country was very healthy when the Clintons were in the White House. The Clinton years were some of the best years this country has seen.

As for me, I am dissatisfied with BOTH candidates. I WILL BE WRITING-IN HILLARY CLINTON ON MY general election ballot as is allowed in my state. I HOPE OTHERS DO THE SAME!!! This will be my statement and expression of my disgust with this entire election process and the inexperienced nominees presently in the running.

WRITE-IN HILLARY CLINTON!

Marc PDX   October 10th, 2008 3:47 pm ET

Once the Democrats have a super-majority in Congress and a Democratic president in the Whitehouse we're going to see a spending frenzy the likes of which we've never seen before. I hope the rich have a lot of money! Cause we're going to need to tax the heck out them pretty soon!

There a thousands of people losing their jobs and you are complaining about people that don't want to work and are lazy. PEOPLE CANNOT FIND WORK. Why not do something to try to help more jobs be created. Why not give money to someone that may need an little more to pay bills. The American people need help not critics.

McCain's idea to renegotiate home loans is what Bank of America has proposed to do for nearly 52,000 homeowners in the state of Florida. It will cost BOA approx. 1 billion but say it is necessary to keep people in their homes who were sold risky loans by then Countrywide.

Hal   October 10th, 2008 3:37 pm ET

Tell Pelosi to get a life. She is the one most responsible for the mess we are in. She is the one who wanted to give loans to people who couldn't afford them. Reid of the Senate was right there with her. I also blame Barney Frank. They just won't be honest with the people. I am a lifetime Democrat and I think they are way off base to say they want to give another stimulous package. Who is going to pay for it?I feel so sorry for the children of this world. They will never be able to get ahead. They will be paying for all of mistakes the Democrats are making.

I am very concerned for the safelty of Senator Obama and his lovely family. Senator McCain and Gov. Palin (as we;; as Mrs. McCain) should be calming the violence at their rallies, but instead are feeding it. Their contempt for the lives of others is alarming. I hope there are increased measures taken to insure the Obama's safety, because history could repeat (remembering Dr. King and the Kennedy brothers.)

CWW, Arizona   October 10th, 2008 3:30 pm ET

I'm a registered Independent and I'm voting for Barack, but another economic stimulus package may not be what the Country needs right now. I don't think it will calm the markets, that is the most important thing in this country an world wide right now.

Indiana Voter   October 10th, 2008 3:29 pm ET

And just where is the money going to come from? We had to borrow for the last rebate so that just put us further into debt. Are we going to borrow again and increase our debt? What this country and this government needs to do is quit spending....start looking at every penny that is allocated and determine what we really need to keep people safe and secure and what we don't need – like the federal government helping to finance a museum or theater or business or anyone else. I'm not saying these are bad but they are not things our federal government should be paying for.

California Gold   October 10th, 2008 3:28 pm ET

An extension of unemployment benefits. That means some voters have been unemployed for so long they have or will run out of benefits. This shows how long the economy has been in the tank.

McCain/Palin focus on the wrong person. They need to accept Obama is self made man who epitomizes the American dream. That is not someone to fear. That is the American dream. McCain and Palin make it sound dirty.

Nidwaldner   October 10th, 2008 3:26 pm ET

This is EXACTLY what I pleaded with my congressional representatives to support instead of those ridiculous "stimulus" checks. The way to build our economy is to invest in infrastructure, education, and research and development-things that have been long neglected. Corporations have proved that are not interested and incapable of "trickling down" jobs to the average American as long as they are allowed to pocket profits or just create jobs overseas.

Calett   October 10th, 2008 3:26 pm ET

"TheNational Civilian Security Force" as strong and as well-funded as our military – Obama quoted.
Obama wants for the Young to do in our country the same that Castro implemented in Communist Cuba (watch dogs in every corner, copied from Adolf's SS)

If you liked the old Soviet Union, vote for Barack Obama. Because that's what this country will look like with Obama,Harry Reid, and Nancy Pelosi in control.

I fear for this country under the coming Obama-Reid-Pelosi reign, as much for its likely chilling effect on free speech and dissent as its destructive economic policies.

Remember, the govt. can't give you anything that it doesn't first take away from someone else.

Jeff   October 10th, 2008 3:19 pm ET

This is one problem that throwing more money at won't necessarily fix. Not to mention, where are we getting this stimulus money? Borrowing more and more from China? What happens when China adjusts our interest rate?

Mike in IL   October 10th, 2008 3:19 pm ET

I can not believe that all of you are blaming Bush and Company for all of this crap... you need to do a little research and quit watching all of the news coverage that is Pro-Obama or DEM...

Pelosi and Reid among others have created this mess... They helped make it easy for people that could not afford a home get one... Fannie and Freddy donated a lot of money to the DEMS and Obama does not even deny it!!! Our government is full of greedy individuals that do nothing for the American People... That is obvious because it only took the Democratic Congress 2 years to screw everything up!!!

Robin-Hood, affirmative-action, race-based mortgages, regardless of qualification, credit history, job history, etc.

How about dragging Barney Frank, Chris Dodd, Franklin Reines, Jamie Gorlick, Mr. Mudd, ACORN, and Barry-O himself in front of a Congressional hearing and put them under oath?

Liberals always want to talk about the root causes of life's problems... well, let's hold them to their word and search for the root causes of the financial meltdown. Bomb Iran no more we need jobs over here. Our pockets are hurting. My kids are looking at me hungry and daddy cannot feed them. Bomd Iraq no more it cost $ billion a month while they have a $ 79 billion surplus and we in the US are running a $ 50 trillion dollars defficit. We need that $ 10 billion in the US. Alghada is in Afghanistan not in Iraq. 4000 young boys with bright future had lost their lives fighting an unjustify war. We need jobs in the US to pay for high gas and high grocery. No more bomb we are causing global warming to get worse with every bomb we drop.
We need a president that understand the economy and that can work with world leaders. The economy is causing people to commit suicide we are fed up.

Gordon Liddy has said that, as a child, he grew up in a German-American community that included many admirers of Adolf Hitler, and that listening to Hitler's speeches "made me feel a strength inside I had never known before. he stated that it "made me feel a strength inside I had never known before. Hitler's sheer animal confidence and power of will [entranced me]. He sent an electric current through my body."

Are they out of their freaking minds????? We're already in debt up to our eyeballs and their saying, oh, what's another 100 billion. By the time they are through, the democrats are either going make the dollar worthless or China is going own us completely.

Republican Voting OBAMA   October 10th, 2008 2:45 pm ET

We have to start at home. One for the Dems now lets see what the Repubs are going to come up with.

The score is 1-0 Dems in the lead with seconds to go in the 4th quarter

Georgia Gal   October 10th, 2008 2:44 pm ET

Do we still have money left?

Jason   October 10th, 2008 2:44 pm ET

Sure...first one worked. Why not another 100 billion?

Stacy Clarks, TX   October 10th, 2008 2:43 pm ET

WHERE IS THE MONEY GOING TO COME FROM?!?!

Our government really needs to star acting responsibly!!!!

OBAMA 08!!!!!!!!!!!!

phil .c   October 10th, 2008 2:43 pm ET

pls they shld give us the stimulus package right away 2000usd per person is what we need every 4months, it should be given to us three times in one year. they should bail us out right away. we need this money now now now.

matt   October 10th, 2008 2:41 pm ET

So what country are going to beg for the money this time? We don't need this we just have to quit spending money like its water....This country is out of control.

Bruce   October 10th, 2008 2:41 pm ET

NO......hold off on this...let the other package take effect..this will do no good.

Ken, Republican Voting for Obama   October 10th, 2008 2:38 pm ET

We need the check like yesterday, then we will show the republicans the door and keep them out for 50 years. This mess will take 50 years to recover.

dmw   October 10th, 2008 2:37 pm ET

Haven't we spent enough! Enough already! Why don't we wait a while and see what happens to the markets and all of the billions we've already spent, what are we up to now...1.5 trillion dollars when you include the first stimulus, AIG, Fannie Mae and Freddie Mac, $850 for the markets and the pork. The federal government can not afford to continue to bailout, bailout, bailout!

The first stimulus package did nothing, why does the Democratic Congress think a second one is going to help.

Now you all can get a sense of what will happen if Barrack Obama is elected President with the liberal Democratic leadership in Congress.

We are going to get more screwed then we are now.

Jeff Brown   October 10th, 2008 2:37 pm ET

The GOP (Greedy Old Pigs) will fillibuster this. Wait until the Democrats have a bigger majority in 09!

j. williams   October 10th, 2008 2:36 pm ET

hasn't Barney, Dodd, maxine, shumie, barack, nancy and doofus Reid done enough damage already ? their two year plan to socialize America is right on target.

America think for you   October 10th, 2008 2:36 pm ET

I cannot buy grocery. The economy is really bad here.

SARA PALIN IS FUNDING TERRORIST IN SUDAN, ITS IN THE NEWS PEOPLE

JOHN MCCAIN CONSPIRACY THEORIST??   October 10th, 2008 2:35 pm ET

Keep spreading that hate and getting your lynch mob all riled up John. We'll be over here trying to get our country back on track. Maybe taking a peek or two to see how much your campaign of fear and division helps our guy Obama out on the electoral map. Let Steve Schmidt's pitbull Palin keep on barking. Everytime she barks, we donate and organize.

ray   October 10th, 2008 2:35 pm ET

ews alert...... palin is funding terrorist in sudan,,,,,,, i keep say a few weeks back this woman and her husband are terrorists. i said this a few months agao that this woman is hiding a lot and its time the media investigate her

MD in GA   October 10th, 2008 2:34 pm ET

We could really use this and any other relief package Washington can come up with for everyday Americans...

Matt--Nebraska   October 10th, 2008 2:33 pm ET

Brilliant!!

Get a look at what a democrat led congress with an Uhhbama 'presidency' will have in store!

Got a problem, throw money at it!

Got another problem? Throw more money at it!

The last two years of democrat control have been more than enough for this country!

Wise up and keep this socialist idiot Obama out of the White House!!

Belle   October 10th, 2008 2:32 pm ET

You would think Pelosi would get it! The FIRST 150 BILLION did NOT help the economy.

150 Billion toward Americans is $600.00 each.

40 Billion to build the Alaska Pipeline creates 10,000 jobs.

40 Billion to building Green cars creates thousands more jobs.

70 Billion to our infastructure will create tens of thousands of jobs.

Invest in the USA.

Praetorian   October 10th, 2008 2:32 pm ET

Does anyone see this as a little illogical? Where is any discussion with taxpayers about this? Is this something we need or is this just a little election year overkill to help demonstrate how much the Democrats care about us all.

If we could fix things by throwing billion dollar bundles of money–this congress surely would have fixed everything that's broken here and abroad!!!

Why not just go ahead and print up a few trillion now while you're at it–then you guys will be ready next quarter to "stimulate" us again.

Barbara - 65 yr old white female in NC   October 10th, 2008 2:31 pm ET

I sure hope they put impeachment back on the table. Even if it isn't completed, at least put it in Bush's legacy records.

cindy   October 10th, 2008 2:31 pm ET

we do need this money also the 700billion should go to the taxpayers

Maryland   October 10th, 2008 2:30 pm ET

This is caring.

We love Sarah   October 10th, 2008 2:30 pm ET

Hey,

I am all for helping our state governments. But, before we do this why doesn't congress put a halt on costs?!

Halt the insurance hikes.
Halt medical costs!

Better yet, lower them first then freeze costs!

After this you can help the states.

KEATINGECONOMICS.COM   October 10th, 2008 2:30 pm ET

That's right John McCain, you continue spreading that hate and talking about your conspriracy theories. In the mean time, we'll be over here trying to get our country back on track.

Kim   October 10th, 2008 2:28 pm ET

What I would like to know is where is all this money that the government suddenly decided to give out coming from? If this money is going to have to be paid back in higher taxes by my kids and grandkids, I would rather the government got out of it. The Dems are just doing this stimulous package because Bush did one early this year and they don't want to be left out. The Dems started this whole mortgage mess so let them pay for it out of their pockets. Where is the investigation into Fannie and Freddie?

Ian   October 10th, 2008 2:28 pm ET

What could possibly go wrong?

Bob Indianapolis IN   October 10th, 2008 2:28 pm ET

I really hope Cindy Sheehan cleans Pelosi's clock! She took impeachment off the table and allowed Dumbya and company to let the dollar slide for 2 more years and the same failed policies to continue. She is an enabler and shoudl be shunned along with the Reptilicans who got us in this mess!

Rick   October 10th, 2008 2:27 pm ET

Somebody needs to be keeping a list of those congressional folks who oppose this.

Tony   October 10th, 2008 2:27 pm ET

Why??????????????

This last one worked great. Just look at the financials today!!!!!!

CR in WI   October 10th, 2008 2:26 pm ET

Luckily John McCain has been proposing even larger Socialist programs that would increase the size of government even larger than this. Otherwise, you are leaving yourself open to attack from fiscal conservatives, and may turn people off with these types of programs at this time. . . .

from a guy who pays his bills and mortgage on time, and is tired of the gov't shaft

Pelosi and Reid are doing a fantastic job!

I am glad they are willing to stand up and fight for our rights. The repugs viciously attacks them but they stand strong! They care about the well being of our troops and our country. Good work, democrats!

I am very proud.

PHIL-TEXAS   October 10th, 2008 2:26 pm ET

Palin is a Patriot Act   October 10th, 2008 2:24 pm ET

A BOLD MOVE BY THE DEMOCRATS! NOW WHO PUTS COUNTRY FIRST? (hint: it's not the Republicans)

Bill Stapp   October 10th, 2008 2:24 pm ET

Don't forget to buy some WD40. It is going to be needed to keep the machines that the government uses to print money from overheating and seizing up.

Billy   October 10th, 2008 2:21 pm ET

I am solidly behind Obama and I know this isn't his plan but Congresses but I am not real wild about going another $100 billion in debt on something that isn't guaranteed to work.
