DAYTON, Ohio (CNN) – Before heading to greet workers during a shift change at a local factory, Barack Obama told reporters the government’s plan to buy shares in the nation’s banks was “a good one.”

The plan “gives taxpayers a better chance of getting their money out,” he said. “It also gives the treasury some more direct mechanisms to monitor and apply some ground rules to participating banks.”

Obama said he was still “concerned” about “cracking down on excessive CEO pay” and wanted to make sure that was part of the Treasury Department’s plan going forward. He also said he wants the discussion about “guarantees to bank loans” to continue as that might help loosen credit for small business owners.

The Democratic nominee said he had yet to fully review the $52 billion economic plan John McCain put forward Tuesday, but said a heavy emphasis on a capital gains tax cut did not seem like a sound idea.

“I will tell you that nobody really has capital gains right now," said Obama. "So if the idea is to cut capital gains taxes - when I don’t know anybody, even the smartest investors who right now are going to be experiencing a lot of capital gains - that probably is not going to be particularly useful in solving the financial crisis.”

Look people, this guy is done and has been done. This election is going to be a landslide and let me tell you why. Because I have faith that 70% of the American voters (GOP, DEMS AND IND) are all smart enough to relaize that this guy is 73 years old with several bouts of cancer. Anyone with half a brain would not want nor vote for someone as dumb as Palin to be anywhere near the White House. Who would really want a President that can not string together three sentences that are not scripted on a teleprompter together. She has no clue and really has no interest in how the Governnent really works. She has doen literally nothing for her state, she was not vetted and was in full support of the Alaska Indepedence Party.

We are not on the kool aid and most of the PUMA's now see that Palin is a joke next to Hillary. If Palin were a Democrat the same things would be said....even Rush Limbaugh knows this to be true..he just has the hots for her is all. In fact his whole "We are the ticket with the Babe on it" does that not smack of sexism? Has Palin really been interviewed since? If she had any guts she would go on "The View", Obama went right into the Lions Den by going on the O'Riley factor! McCain has been interviewed...Biden as well! Lets see Palin get some more hard hitting interviews! I mean if she is smart enough to be President she can surly be interviewd by the toughest right?

cutting the capital gains tax by 1/2 will only induce another scott-free speculation bubble in the future. Hey – many Americans dont have theextra money invest or even have the option of 401k's. So this plan allows those who have money to invest to create bubble after bubble and withdraw their inflated moneies with 1/2 of the penalties. Rich keep getting richer – poor keep paying for it – the same way we all paid for the oil bubble / the housing bubble, etc.

What I hate to hear most from McCain is "My Friends" everytime he gets in front of a microphone. I do respect him. But, he is not my friend. He is a friend of the wealthy. I don't know who I will vote for, I don't think it really makes a difference. All I see in all politicians is $$$ signs.

William Timmons, the Washington lobbyist who John McCain has named to head his presidential transition team, aided an influence effort on behalf of Iraqi dictator Saddam Hussein to ease international sanctions against his regime.

The two lobbyists who McCain aide William Timmons worked closely with over a five-year period on the lobbying campaign later either pleaded guilty to or were convicted of federal criminal charges that they had acted as unregistered agents of Saddam Hussein’s government.

During the same period beginning in 1992, Timmons worked closely with the two lobbyists, Samir Vincent and Tongsun Park, on a previously unreported prospective deal with the Iraqis in which they hoped to be awarded a contract to purchase and resell Iraqi oil. Timmons, Vincent and Park stood to share at least $45 million if the business deal went through.

McCain's proposal, to cut capital gains taxes is nearly useless, as Obama pointed out. It's a pity that McCain has Phil Gramm and other failed economists advising him. He might do better on his own, eventhough he doesn't claim to understand economics.

Someone else has posted this point and I wanted to reiterate. If indeed Obama does raise our taxes, which he has said, and its has been proven by other sources that he is not going to raise our taxes. But if he does, I rather have a tax increase and the money going to fund programs that will benefit this country as an entity than having my gas prices raised double in the last 8 years. So who did the increase in gas prices benefit? The two oil men in office and thier friends and family. The tax increases, if there will be one, will benefit our schools, roads, bridges, it will create new jobs, it will help and reach more people than the increases in the price of gas.

Capital gains is the money that you make from your investment above the money you put into it, it does not mean the money that you started with of if you lost any money so you pay no capital gains at all, so Obama is right

I guess you're leaning McCain which might account for the fact that you don't understand capital gains. I will keep it simplet for you and other Mccain people. The market has been crap for not only the last wee but the last 3 quarters, if you bought a stock @150 sold at 200 $50 taxable gains, given the market if you bought that same stock and sold it for $130, $20 loss. Obama's statement above is correct. On my 401K stmt I have far more losses for 3rd qtr than gains.

I truly didn't expect Mccain to unveil a plan at all today; so it was a bit of a shock to hear him laying it out at that rally CNN showed. McCain plobably has capital gains on some of his houses, and maybe so do his friends in the good old boys club, but the average homeowner obviously does not.

Is it just me, or are all his economic suggestions aimed at helping himself & his demographic?
1. Tax cuts for the rich.
2. Eliminate capital gains tax.
3. Eliminate mandatory 401K withdrawal at age 70+.
4. Inject presidential politics into bailout talks.

Does anyone think that no one has bought stock as they went down? If you bought on Friday and sold today you probably have a capital gain. As far as helping everyday people.. where do you think most of retirement money is in? MUTUAL FUNDS...and what do mutual funds buy STOCKS. Stocks that have capital gains! SO reduction in capital gains taxes will help everyday people.

Increased tax deduction for kids.. good.
Redcution of business tax – netrual but if it keeps business from shutting down and jobs here then good.
I do not want money taken out from retirement plan for most people will spend on comsumer goods. If people couldn't control spending before $10,000 is not going to help that much and what happens when they retire?

Oh and he will not raise taxes on anyone...nope...how he will pay for his package is in his own words by cutting programs..he has already stated he will cut social security benefits and medicare benefits. And I should clarify...Roth IRA's (IRA's funded with after-tax dollars) will be subject to capital gains taxes.

However, anything funded with before-tax dollars, such as 401K's, regular IRA's, ESOP's, etc....those plans are taxed at regular income tax rates as money is withdrawn. There is no delineation between gains vs. dollars in. All monies withdrawn are taxed as regular income.

There's your tax lesson for the day!

The capital gains tax cut is to attract more private money into the markets. The more money that is invested in the markets, the more EVERYONES!!!!! 401ks will benifit. More money in the markets means stocks will go up. Not just the rich investers will benifit. EVERYONE WILL. It is not about imediate tax relief, it is about infusing more money into the market.

I am a election judge. I wish you would have a election judge on your show. It is very hard to commit voter fraud. Voter Fraud and Voter Fraud Registration is two different things. If you have someone register 73 times, they only can vote one time at the precinct they live in. We have checkpoints put in place to catch someone trying to vote more then one time. It don't matter if it is through mail, early voting or coming in on election day!! Give us judges some credit please. I think the Gop don't have nothing else and they are pushing this

That will TOTALLY inspire faith in the markets!

Most people I know who play the markets in terms of speculation don't care a bit about capital gains taxes. (Which, by the way, are only applicable on speculators. If you hold the shares past 12 months, the capital gains taxes don't cover you.) All this would do would inspire GREATER market fluctuation.

I am also an individual who would benefit from McCain's plan, but like yourself, me and my husband aren't the ones who need the help. Even under Obama's plans we believe we would still be okay. Although, we are a bit anxious to see how his plan to increase those making over 250K will play out. None the less, i am still voting for Obama. Republicans have had 8 years. It won't hurt to give Democrats 4. Let's see if there will be any improvements. Heck, can it get worse than where we're at now?

The idea of the capital gains tax cut for the next two years is to make it more attractive to invest in the markets. The markets are about as low as they can get. Anyone who invests now or in the near future would have the potential to realize capital gains over the next two years. And the tax cut on capital gains over the next two years provides added incentive for the infusion of new private money in the markets.

Good point on capital gains taxes. McCain keeps harping on this point but due to the downturn in the economy it doesnt really matter. If you're losing money in the market you dont have a gain, hence capital gains tax rates are irrelevant. McCain, once again proving to American that he is out of touch on economic issues.

Your 401K is funded with pre-tax dollars. That means that everything that comes out of it will be taxed at regular income tax rates, not at capital gains rates. Capital gains are for stocks and holdings in non-qualified plans.

Please be better informed before you go spouting off on something about which you obviously know nothing.

If John McCain knew anything about economics he would never have made a policy of deleting the tax on capital gains. He just doesn't understand ordinary people aren't worrying about taxes on something they won't likely ever have they are worried about having a job, or having a home or having food on the table.

I can understand McCain not knowing much but surely there is someone in his campaign that has some idea of what is happening with the economy and who it's hurting the most.

Obama on target here about lack of capital gains. Human nature suggest that when times get tight EVERYBODY hold on to as much as they can. So I see extra capital gains and profits going into pockets instead of investing to create new jobs.

If ordinary Americans think that they don't receive a direct impact on capital gains taxes, then they should look at the "instruction manual" of their 401(k) retirement accounts.

An increase in the capital gains tax will hit the elderly and those close to retirement particularly hard.

McCain's plan doesn't help people NOW. Tax cuts are great, but some folks need money for basics – gas, food, rent.

Also, McCain was critical of Obama's plan to allow people to take up to $10,000 out of their 401K without penalty – that it would take money out of the economy. Does he think people are going to withdraw that much from savings and put it in their mattresses? What they might do is catch up on their mortgage payments to avoid foreclosure. Seems like that would help a lot!

The best evidence of her affinity and felicitation to the AIP movement is the way that she handled her recent pregnancy after her water broke. She flew over 8 hours back to Alaska to ensure that her child would be a native born Alaskan – as her husband said, paraphrasing "fish pickers don't come from Texas."

Consider the movement: they obviously would have more affinity towards native born Alaskans and vice-versa. Transplants would obviously tend to value their U.S. citizenship more than native born. So being native born is a positive marker and indication of affinity for the movement – important enough for Palin to take unnecessary risk with her pregnancy.

Actions speak louder than words. There's no denying these actions. If she's "country first" then that country is Alaska.

I just read on another site that "McCain Transition Chief Aided Saddam In Lobbying Effort." Its detailed, and shows a long history of how William Timmons was involved with shady characters who illegally lobbied for Saddam while Iraq was declared a rogue state. Seems to contradict McCain's current positions. I think McCain's judgment regarding certain matters need to be questioned

If you really look at McCain's plan, with a few exceptions, the people who benefit the most from it are the wealthier Americans who have the most stock holdings.

Yes, I'm one of those people who would do very well with a reduced capital gains rate for the next 2 years, but I'm not the one who needs help. It's the people with much lower incomes or no jobs who need help. McCain's plan won't help them. McCain can't even make a good show of hiding whom he really wants to help out. It's all about his rich buddies.
