(CNN) – The Republican presidential ticket is continuing to target Joe Biden's comments at a Seattle fundraiser last week warning of a looming international crisis, launching a new ad Friday that declares, "It doesn't have to happen."

"Listen to Joe Biden," the ad's narrator states, before playing a recording of the Democratic VP candidate saying: "It will not be six months before the world tests Barack Obama…we're going to have an international crisis, to test the mettle of this guy."

"It doesn't have to happen, vote McCain," the narrator said.

Biden's comments have also become a fixture of both John McCain and Sarah Palin's stump speeches as they look to highlight the Illinois senator's relative lack of foreign policy experience.

The McCain campaign says the ad will run in key states.

I'd like to know…precisely how, John McCain has been "tested"?
Are we to believe that enemies of the US are all cowering a quaking in fear that this oh so powerful statesman and diplomat may be elected? Other than out and out fear mongering, what is his point? It sounds a lot like GW Bush-style bluster and bravado.

I don't get it, McCain had flip-flopped on several issues, yet the Obama campaign never uses it. what gives?
1. McCain was against the Bush tax cut, now he's for it
2. He was against alternative fuels, now he's for them.
3. He was against fiscal regulation, now he's for it.
McCain has sold every principle to get a vote. I used to admire him, now I just pity the man.

Either candidiate, I belive will be tested. Based on what we've seen so sar it is Obama who would take the deliberate, conidered approach after listening to the right people.

Take a look at the tweo campaigns. You have to wonder who McCain has been listening to and the quality of advice and help he's accepting. And those are people of his own party and for the purpose of an election. Can you imagine his response to an international crisis? Stunts would be even more dangerous if performed there.

The fact that Obama has a name that Muslims can relate to is a plus. I think that if we were attacked by Muslim extremist, Obama would handle it that cool composure that he is famous for while intelligently executing a plan of attack. The Muslim community around the world would relate to Obama and have a better outlook toward the United State that we could cross racial divides and elect someone such as Obama. It shows that Americans regret the Bush years and put someone in the White House to bring, not only our communities together, but the world’s communities together as a whole. If attacked by Muslim extremist, the moderate Muslim community around the would be outraged.
I think that if McCain were to be elected, Muslim extremist wouldn’t care about testing him. They would just attack because they view him as more of the SAME and moderate Muslims or the rest of the world would not even sympathize with us for being so ignorant as to pick someone with the SAME foreign policies as the last 8 years.

Joe Liberman, former VP Dem Nom now Independent supporting Mccain said in June 2008, "The next President will be tested here in the United States and abroaded. It will take strong leadership to handle those situation". When McCain was contronted by Brian Williams about this, McCain said "Well, Liberman is supporting me and I have been tested". Why is what Liberman said is different than what Biden said and they both said the same thing?

McCain is already responsible for escalating tensions between Georgia and Russia… and is just a sneeze away from getting our nation into a war with Russia should he become POTUS.

Joe Biden gets excited and says some things that are 'going to happen'… Number one: He's not a fortune teller, and cannot actually predict the future. Number two: Because of Number one, the Republicans contention that America will be attacked because Joe Biden said it will therefore you now have good reason to vote for McCain is without merit. John McCain–no explanation of policies, plans, vision…more of the same 'look at the other guy' ad.

A tired and worn out tactic as McCain has been retreading this tiring message time and again over the past couple of months.

Tell us your vision for America McCain.

But no…we get more of 'the other guy', 'him', 'that one',etc.

And how exactly has McCain been tested? Is it because of military service or from being in Washington for over 20 years? How does that make him 'tested'?

I have served my nation, in the military, through wars, regional conflicts and I have been involved in the ongoing wars in Afghanistan and Iraq. Does that make me tested too? Can I run in 2012 on that logic?

Nadine, check your facts on job losses…Goldman/Sachs will lay off over 3,000 (Henry Paulson old company he was CEO of), Chrysler to lay off or remove 25% of its white collar workers and to eleminate 1,200 employess on a nite shift at one plant. Jobless claims at 470,000 last week (that is a recession according to the US Labor Dept)….and the Republican still hold the White House. Someone mentioned "spreading the wealth" is communism…NO, communism is when the govt controls production of everything, AKA Russia, China when they came up with their so-called 5-year plans….Socialism will NOT work in an international capitalist economy like we have now. The conservatives, republicans, or nationalists are labled the "right-wing"…..right-wing means "supporting the rich, capitalist, big business INTERESTS against the interests of the ordinary or poor." Hence, greed as shown by Wall Street, etc.

There's no doubt Obama's campaign has been superior to McCain's. However in less than 90 days, for the first time in his life, Obama will have real responsibility. The slick speeches (he is a very good speaker) and the record amount of money spent on the camaign, in cluding the record amount spent on negative advertising won't count for anything come noon on January 20th. After that, this is all on his clock.

He won't and shouldn't get much of a honeymoon by blaming this solely on the Repubicans (though they can take their share). Fellow Democrats such as Dodd, Frank, Waxman and Schumer share a lot of the blame for the advocacy of loans to unqualifed borrowers and stonewalling any attempts to reign in Freddie and Fannie. And remember, it was Bill Clinton that signed the biggest de-regulation bill in November 1999. The Fed also shares in the blame for too low interest rates and failure to recognize the resulting potential problems in the financial markets.

If (hopefully) the Dems don't get 60 Senators, it will be up to Obama to follow through on his pledge to work across the aisle. He should anyway, but if Pelosi and Reid have no impediment to their free-spending plans, Obama will have no incentive to stand in their way.

The tables will turn in less than 3 months. Based on all the hero-worship I see on these boards and in the news media, I'm expecting perfection.

What bothers me the most is that McCain makes these statements like "I've been tested" and "I know how to catch Bin Laden". But he does not offer anything specific to back it up. Honestly, how exactly have you been tested as a new president? Why hasn't he shared his plan to catch Bin Laden with the Bush administration?

Why? Because he hasn't been tested, he doesn't have a plan.

Imagine what would have happened if we would have had someone like McCain as President during the Cuban Missile Crisis.

People said Kennedy was untested and he only guided us through one of the most dangerous times in our country's history.

The military leaders wanted to invade Cuban and hisotry has proven that this would have trigered a nuclear exchange.

Thank God we had an intelligent leader who was capable of engaging in diplomatic efforts to head off a near calamity.

I'm a Republican, but won't be voting for McCain. What's wrong with him and his campaign? All they know how to do is run very negative, scare tatics ads. I used to respect McCain, but after seeing how he has run his campaign, I have lost all respect for the man. He is nothing but a very bitter, angry old man.

I've run campaigns for local Republicans in the past and if I was running your campaign you would be talking the issues the American public wants to hear–not attacking. Karl Rove's approach to campaigning won't fool the people this time.

It's sad when I look at what has happened to the Republican Party. Thanks to Palin/McCain, they have divided their own party and have made the Democrates even stronger. By them whining about Obama taking a private plane and to see his sick grandmother while Palin buys her 7 year old an expensive purse?? And exactly how are Palin's children learning? Home school? Private school? No School from what I see. As Palin preaches that we should rely on the bible for guidence, she omits that she must have lacked the abstinence part in her own house. Maybe they skimmed over that part or the words were to big for her to pronounce.

Ruben Navarrette (and many others) should spend 5 minutes on YouTube and listen to the whole conversation between Obama and Joe The Plumber.

He would find out how honestly, thoughtfully and respectfully Obama discussed his tax plan with Joe, who, on his side, was just making up facts hoping to catch Obama in some kind of contradiction.

Go listen to that and you will find out that the whole "Joe The Plumber" argument by McCain is just another distraction.

The question who will have the poise to handle the situation, and it most likely will be Obama, because the manner in which McCain has run his campaign is indicative to how he will run the White House (insane, flip flopping, rash decisions), he will want the "launch codes" before making a rapid, RATIONAL decision.

I HAVE HAD IT!!

Does the McCain/Palin machine and RNC really think the majority of American people don't have access to news sources to see when a quotation is being used out of context? This negative campaign has really gotten out of hand and reeks of desperation and is really below either candidate.

Now Obama hasn't been an innocent bystander in this as well but from what I have seen, his negative ads appear to steer clear of personal attacks.

I personally would love to hear either candidate junk their "talking points" and take some time to honestly address the VERY REAL issues this country is facing. The economy is falling apart and some tough choices are going to have to be made.

A war that we shouldn't have gotten into is being waged with no clear objective for victory that is costing billions of dollars a month that could and should be used elsewhere. I currently have family members in Afganistan and am very supportive of all our military and the sacrifices our country has asked them to do. I do feel it is time to rethink our priorities however.

So vote your consience not looking at a candidates age or skin color. VOTE or don't whine about the results if they don't go the way you wanted.

McCain has no consistent message. They've been all over the map and nothing is working. Now his own party is turning on him. Even Scott McClellon is endorsing Obama.

One more thing. The only change Obama is bringing is that a democrat will be in office. It will still be same old two party politics, and that of the democrats-big government, raise taxes, spend spend spend. The thing that worries me the most is that it is likely that one party will have complete control. No matter which party, that is never good for the country. Look what Bush did with his first term–look what the complete control of the Dem's did in the 70's. Now look at when Clinton was in office, there was a Rep. congress-the most positive comes out of a checks and balances system, with debate. From the debate comes the best possible solution and it forces both sides to work together. I feel that if either man wins, both sides will work together because neither party has done that for 8 years, but if Obama wins, we will not have that-we will only have a one party government doing whatever they please.

Obama is a big spending show off who will get into office and run all of us into the ground with taxing us big time. He is having a 30-minute 60-miilion dollar time slot next week, andis planning a big hoopla in Chicago if he wins, which I guess he already knows he is going to. I think we all know that the next president will be tested, regardless of who it is. Personally I have much more faith in what will be Obama's response. I don't trust McCain in the least.

That said, this was a pretty bad gaffe on Biden's part. I like hearing him speak his mind, and he was probably right, but this was a stupid thing for him to say so close to election day. I must admit McCain produced a pretty good ad from it. Fear-mongering at its best, but you can't blame them for doing. Biden set them up.

Let's see: McCain was tested during the Cuban Missle Crisis: doing what? Nearly flunking out of the naval academy (894/899)? Crashing training aircraft at an unprecedented rate? Or was he tested when he was on the board of the group that was funding death squads in South America and engaging in Illegal Iran-Contra operations.
More likely, he was tested when he pandered to Keating of the Keating Five.
Where is this man's honor. He has done an extremely good job of dispelling the notion that he is an honorable man during this campaign. A "Joe the Fraud" bus tour just about sums up his campaign.
Americans need a respite from this kind of campaign that offers no hope or promise for the future, only despicable lies, distortions, etc. in reference to "that one".
Frankly, after he loses this election, he should be censured by the Senate for his behavior in this election.

In the Cuban missile crisis, he says he was on an aircraft carrier with target instructions. (not fact checked yet)
He was a mess up in the military who would have been drummed out if not for being born into an Elite military family. TRUE
As a POW, he sang quickly, ITS IN HIS BOOK!
(One former POW in a Forum says the photos of McCain in a nice hospital bed proves everything. On Wikipedia, it says the uncooperative pow's were summarily executed.)

How was McCain tested? He was a pilot. A pilot gets orders and carries them out. My husband did 13 years in the army and had been to Iraq twice. Is he tested enough to be president? I don't think so. John love to mention his military service, but he conveniently leaves out the other 4 taxpayer owned aircraft he managed to destroy, but loves mentioning the 1 that he was shot down in. A pilot follows order, McCain had absolutely nothing to do with resolving the crisis. By saying that he won't be tested like Obama, is McCain guaranteeing that we won't be attacked? If so I would love to know how he is able to issue that guarantee.

As an independent voter. I struggle with all of the attacking going on.
There has been so much talk about Obama being tested.

Mccain released just under 2000 pages of health records. If in the event Palin as VP has to feel McCain's role as President. How do you think she will handle being tested?

In all honesty, even Mccain has not been tested. Fighting in a war and leading one for the country are two different experiences. Just because I work at the factory doesn't mean I can run one. We need to focus on the now and not the what if. Enough scare tactics already.

As much as McCain likes to claim he's already been tested, and his enemies know not to mess with him or whatever bunk he's saying now, the reality is that he's never really been tested because he's NEVER BEEN PRESIDENT. Until you are THE commander-in-chief, responding to a terrorist attack, you will not know what it's like. Telling the president what to do as a senator is not nearly the same thing.

One should also consider that most of the world hates McCain and loves Obama – so it's much more likely we'll have another attack under McCain's government, especially considering he and Palin won't even consider talking to half of them (what if they ask about the Bush Doctrine???)

On one hand McCain seems to indicate if Obama is elected, there is no doubt he will be tested. On the other hand, McCain seems to think that he, himself, will not be tested. Both statements may very well be incorrects. McCain has presented himself as a war-mongering, jingoistic, erratic "leader". He is exactly what those who would do us harm will test. Anything they can do to make the US look like a stupid, bullying country will work for them. McCain will very easily be drawn into a conflict that will make us look even worse than we do today. There is no doubt Obama will be tested too, but he has proven to be a thoughtful, analysing, careful leader. He won't be so easily drawn out.
McCain is a marginal Senator. He'd make a lousy president. Obama has proven in his short career that he is a much better leader than McCain. Experience isn't worth a spit, if you don't learn anything from it. McCain has proven to be a very slow learner.

So doesn't Biden's suggestion of a crisis suggest what Obama may be able to do as Presidient will be limited? I hear all this "change" babble yet what can Obama change? He and the Democrats were just as culpable in the present financial crisis as any Republican. With the economy in the tank and a mushrooming, huge national debt, he won't have much to work with. And if he does give everyone under $250,00 a tax break (offering breadcrumbs for votes?), the debt can only go up. He says he'll take away tax breaks from oil companies but the price of oil is spiraling downward so his move could only now hurt oil companies and so also hurt their employees (most of whom probably don't make $250,000 a year).
I may be cynical but I don't see any big change coming. Like Ron Paul and Ralph Nader say, we have two relevant parties in this country and both are corrupt and almost the same.
Seriously, if Obama becomes president I"m supposed to believe all our problems go away?

A new President will ALWAYS be tested. This applies to McCain as well as Obama. Neither candidate has faced being the leader of the free world during a national or international crisis.

If McCain thinks it won't happen to him, he is seriously deluded. I'm voting the candidate who knows it will happen, who will be prepared for it, and who has shown us that he has calm and steady hand in times of trial.

The writing is on the wall, look at Joe McCain calling 911 for traffic jam, Sarah Palin firing brother in law it’s going to be a mess abuse of power and then add on top of it deregulation and uncontrolled tempers we will be in war with the whole world while, privatizing social security and we will undergo another Keating 5 when retirees lost their savings. The only reason that 95% + of people benifit from Obama's plan is because over 35% do not pay taxes and will get a free check for doing nothing. So he is in essence buying the presidency by getting all these people to vote in order to get the free money.

Joe is right. Almost every single president has had to deal with a crisis in their first year of office. Remember when the Chinese forced one of our Navy planes down only 3 months into GW's presidency. Khrushchev tried to face down Kennedy in Vienna during his first year of his presidency. Hitler came to power in the first month of Roosevelt's presidency in 1933. The list of these challenges during our history goes on and on.

Look, we've got a lot to deal with right now anyway. McCain would have to deal with something like this too. It's a matter of who you believe will handle the situation in a level-headed and intelligent way. My vote is for Obama and Biden because I don't think McCain has the temperament and Palin certainly doesn't have the chops to deal with something big.

Biden said "They’re going to want to test him. And they’re going to find out this guy’s got steel in his spine." Effectively, "They'll test him and they will regret it." Very different from McCain's "They'll test him and we'll regret it."

I've yet to understand McCain's claim that he has been tested. How does flying a plane under strict orders on what to do constitute a test? I guess by test he means following directions and not screwing up, but history tells us he wasnt that good at that either. I just don't get it. If he was a General in charge a war then maybe but even then that's just part of the President's responsibilities.

Again, how exactly has McCain been tested that makes him the better candidate? Nobody can be prepared to be President. Good judgement is what you need and that is what McCain has been lacking these past 3 months and is what Obama has proven he has.

John's campaign isn't convincing. All I hear them do is attack. Their platform seems to be "Do you really want the other guy?" That is why they are losing. The last time I heard any policy discussion from McCain that wasn't part of a debate, he offered his horrible economic plan, which he seems to have abandoned. Senator Obama talks about fixing problems. Senator McCain just attacks Senator Obama.

The idea that at this stage of the campaign McCain is spending advertising dollars to attack something Joe Biden said is ludricous. It is especially absurd when you consider that what Biden said is an historical fact. What McCain has done is distort what Biden said, and then used that distortion to attack Obama. Biden did NOT say that Obama's inexperience would invite an attack. He said that new president's are frequently tested by their adversaries. The "experience" factor is a McCain add-on. The scare-tactics and distortions being used by the McCain/Palin ticket are grotesquely irresponsible.

Every president has been tested while in office. Whatever tests Barack Obama may face in office, if John McCain is there instead, he would have to face the same tests.

The Presidency is a test of a politician in itself. (Although you I can't really back that statement with any current evidence from the last eight years.)

There have always been terrorist attacks, the US has been invading and fighting other countries non-stop since the Korean War, and as long as we rely on the Federal Banking and Treasury system, the economy is always going to be a touchy subject.

The President serves the people, not the other way around. Obama just understands that more so than John McCain.

What many of Sen. Obama's ardent supporters seem to be missing is the question "…is their candidate up to the challenge?" What if Sen. Biden is correct? What if a major international crisis is brought to bear? Is Sen. Obama up to the challenge? That is where EXPERIENCE is, in my opinion, critical. And, judging by Sen. Obama's lack of foreign policy knowledge/experience, statements made about who to sit down with and under what conditions, his lack of understanding of how to best use the military, and his willingness to openly commit to strategies as campaign rhetoric, he IS NOT the one to be sitting in the Oval office. Didnt Joe Liebermann also state that there will be a crisis and McCain will also be tested within a few months if he is elected president? Brian Williams asked them about it on the NBC interview and all they could say was "Oh I've been tested, when I was in the war, blah blah blah"
If their point is that there will be a crisis only because Obama is president, Joe Liebermann has refuted that argument with his statement. If their point is that Biden says Obama is not ready, well we all heard Biden in the ad and he obviously didnt say that else it would have been repeated in the ad, right?
So all they have is what Liebermann said when he himself was campaigning for McCain earlier in the year. I guess if its said about McCain, its ok but if its said about Obama, its not ok.

Unless my memory isn't serving me correctly, haven't most new president's been tested by some sort of crisis within months of their first term? Some of the more prominent crisis:

WJC – WTC #1

We seem to leave that out. Historicaly every new president is tested within the first year of office. Bush, 9/11, JFK, Cuban Missile Crisis.

I think Biden's comment was a strategy by Democrats to keep the contest alive. McCain is playing in hands of Obama-Biden. Obama camp knows till now not a signle negative campaign worked in favor of McCain and they wanted to keep McCain involved in negative campaing and keep the voters interested in election. Dull and bored campaing from any side at this point will harm Obama only. Obama talked about complecancy. Good strategy Dems. Unfortunately McCain is still involved in failed strategy. I seriously doubt about McCain judgement, first Palin choice as VP then bad campaign.

When Joe Lieberman made the near exact same comment a while back it was not seen as worthy of comment, and the same is true now. It would not be a surprise to see some kind of test for the incoming 'new' president, whoever that is.

However, given McCain's oddly erratic behavior when faced with more or less any situation (like the economic crisis of the last few weeks…), I think anyone with half a brain would pick the composed and steady demeanor of Obama any day of the week over McConfused.

Most likely, whoever is elected as President, ofcourse they will be tested. It's pathetic the McCain camp is trying to play on fear to win the American vote, much like Bush did in the last election. As it is, we're already in national and international crisis mode. McCain doesn't get it and that's why he'll lose this election. The moment he selected Palin as his running mate it became apparent to me how much he doesn't get. I was seriously considering voting McCain when Hillary bowed out of the Democratic race. Palin does not represent the majority of women in the US nor is she a positive role model for women. She doesn't even hold a candle to all that Hillary was and continues to be. McCain is scary. Someone please tell me why is McCain letting his campaign still run ads like this. Most of America has already stated that they don't care about negative ads and most of us would rather hear about what McCain will do. It's crazy to see McCain continue to burn himself. Sure, a few of his diehards will love this but most of us are shaking our heads. The McCain campaign needs to start figuring out how to wind down this campaign and figure out how to pay his debt off rather than spend more money. And i don't care what Obama says, I am calling this one, I think the final percentage will be alot more than 9%. And on a seperate note: Why are the Repubs so mad at McCain, they voted for him in the primaries? Just curious.

If John McCain is so cocky to think that the world wouldn't *dare* test him, because he's soooo tough, all he needs to do is look at how militant Bush has been and realize the world is testing us MORE, not less.

The only way to relax the world is to relax the White House. And John McCain's temperament isn't exactly what I'd call "relaxed."

The hilarious part of this is that Biden said that Obama is going to be tested…as in he's comfortable with Obama's ability to handle anything and that from the very start, entering the White House as President is a challenge. Second, if Senator Biden actually said what that McCain insists he did, McCain's argument that such a crisis would not happen if he is elected is ludicrous. International actors act in self-interest, crisis or not; they won't stop putting something into motion on the international level, crisis or not, just by looking over the horizon and saying "Oh, well nevermind; McCain is in office so we'd better not start a crisis." In terms of foreign policy, this shows a fundamental flaw in McCain's ideology. I doubt that he really means it, though. He must know better than to mean it. It hints at desperation, which is sadly what his campaign has subjected itself to over the past few months. Senator Obama's approach of diplomacy with a trailing iron fist is simple; work problems out swiftly through dialogue and utilizing alliances. If that fails, take decisive action. It's smart policy that has withstood the test of time. Kissinger even approves.

These ads provide further evidence of the McCain/Palin campaign's complete and total desperation. Blindly throwing punches and hoping something actually lands is their new modus operandi. Biden was really saying whoever becomes president will face that (which is pretty clear, an international financial crisis is happening now), but McCain/Palin will grasp on anything they possibly can to scare voters and get back in the game. Very "dishonorable" of their campaign, I'd say.

Any new leader will be tested. John McCain has not been tested. He does not know how to win wars. He does not know how to find Bin Laden. He does not know how to fix the economy. He doesn't even know how to pick a running mate or run a campaign.

What the ad fails to mentions that Obama will react with a "spine of steel" and that many if not all presidents will be tested. McCain claims that he was tested but where? Was he President before? No he was sitting in a plane on an aircraft carrier. Was he the one making decisions? No it was President Kennedy.

McCain is no more tested or ready to be president than is Obama. Military experience does not make one a good president – let's not forget that.

Experience in anything does not qualify one to be president and all who hold the position will have on the job training – McCain included if Americans are once again dumb enough to vote the wrong way as they did with Bush.

I would rather have Obama as President should something happen because he is cooler and able to think more clearly than McCain. McCain's age should be a big factor in this election.

Mcbush in a time of crisis got us to attack Iraq which had nothing to do with 911??? this shows what would happen with Mcbush in 4 more years–what other country would he attack just to be reacting instead of using judgment??? This Mcbush ticket scares me but may bring on what the book of revelation talks about because of their erratic behavior—won't even get into "i can see russia from my window". "I SUPPORTED BUSH OVER 90% OF THE TIME".

Steady Obama with a current view of the world or Erractic John McCain who see war as a solution to control the world. The cold war is over John. What John sees as experience I see as last century tactics. McCain's behaviors during his campaign have been desparate and erratic. I don't think that's the image I want the world to have of us.

I believe that an Obama/BIden presidency could be the most corrupt one in years. According to what Biden said, it looks like they are planning a phony attack on Americans to generate fear and make Obama look like a strong leader. George Bush never faked 911. The twin towers falling were the result of a real terrorist attack. This Biden/Obama administration is starting out unbelievable. And Biden is not even likeable. He is nasty. There are going to make George Bush look like the best president in years. I sense a very desperate corrupt administration that even shut Hilary Clinton out. Pretty scary. No fake attack on Americans would get me to think Obama is a strong leader. I hate him.

Colin Powell said the SAME THING while endorsing Obama. He said Bush and Clinton were tested right away and Obama would be too. McCain isn't harping on Powell…only Biden. McCain wants everyone to forget about Powell, I guess!!! That Biden said this only hours after watching Powell say that shows it's not some crazy thing that just popped out of Biden's mouth so please stop trying to turn it into that.

At this point I really feel sorry for John Mccain, his tactics reek of desperation. I think that the US stands a greater risk with him as president than Obama.
