WASHINGTON (CNN) – Pennsylvania must have paper ballots available for its voters if half the machines at a polling place break down, a federal judge ruled Wednesday.

The state wanted paper ballots mandatory only if all the machines in a polling place failed.

"Emergency back-up paper ballots shall be used thereafter until the county board of elections is able to make the necessary repairs to the machine(s) or is able to place into operation," Judge Harvey Bartle ruled.

The state will not appeal the decision. In a statement, Secretary of the Commonwealth Pedro Cortes said the state will work with counties to ensure emergency ballots are used consistently, and that there is a sufficient supply.

I also thought his infomercial was good. I was especially pleased that he stuck to the issues and did not see fit to even mention his competitor's name. That (not focusing on the other side) is a task that McCain and Palin has yet to fully accomplish.

This election is over for McCain. He had all the time this summer to figure out the economy before Democratic primay was over and he blew up. Both his comment and his advisor's (Phi Gramm) comment "nation of whinner" about economy demonstrated how incompetent and out-of-touch they are. The three debates show McCain is a typical long-time Washington politician, never answered questions straight. His proposal about buying bad mortgage came out and died quickly. Other than that, you have not heard anything what he is going to do as the president. All his left is go negative against Obama – socialism, terrorist, communist, no experience,.., and people are just tired of these crap. This is 21st century. People can search Internet to find out all facts. Have you seen majority of young people are leaning toward Democratic party? And selecting Palin to compromising far-right conversatives demonstrate his inability to lead either the party or the nation. This country is badly divided because of far-right Republican.. The Federal government should make a uniform voting process for the voters–they have no problem with the income tax process. After the 2000 election theft by the Republicans, you would think congress would make this mandatory! One uniform process for everyone with paper backups so everyone's vote counts. All voting machines must be certified by the Secretary of state before use, but sometimes they can malfunction, so carefully check each vote you make. Let officials know if you have any problems before you leave.

Paper ballots would be a great idea, to make sure that the neocons do not steal anymore votes! Some say the GOP stole Florida in 2000 and Ohio and Iowa in 2004. We all suspected vote fraud in the 2008 New Hampshire primary to lift their boy John McDiebold to the top, at the expense of Ron Paul.

It makes sense that a photo of McCain campaigning in PA would appear in article requesting paper ballots in the same state. Because the only way McDiebold could win Pennsylvania is by STEALING IT. As a Canadian captivated by your electoral process and especially this year's contest, I am in total shock regarding the myriad of concerns and issues regarding the actual vote itself. These are all things you expect from emerging democracies and third world states, not the USA – the standard bearer – the democracy from which all other new democracies fashion themselves. It is apalling. The groups, parties and individuals involved in the challenges, law suits, schemes etc. don't just bring shame upon themselves but their entire system of government which is supposed to be so sacred to Americans.

I also appreciate that he will reach out to others for their insight and he does not think that he knows it all. Delaware County in PA is one of the worst examples of Republicans trying to steal the election. In 2004 the county Republican representatives sent out lying statements about requirements for voter ID that would help eliminate minority voters. The fine "moral" Republicans at the polls also carefully try to weed out non-Republicans and even stand on the very edge of the polling booth and tell people to vote Republican. This, incidentally, is only the tip of the iceberg, since they also pull various "legal" tactics to keep the county Republicans in power in local offices. Look for more on November 4.

Governor Sarah Palin is the subject of a new ethics complaint, according to a new document obtained by CBS News.

This time, she's being questioned for charging the state for her children's travel expenses.

The complaint, filed last Friday by a retired lineman in Anchorage, accuses her of Misuse of Official Position: "Gov. Palin attempted to and in fact did use her official position for personal gain by securing unwarranted benefits for her daughters..." All allegations are related to state reimbursed travel.

Palin recently escaped legal liability for her husband's efforts to have the state's public safety director fired, though the investigating committee rebuked her ethics.

"Palin ran on the platform of ethics, transparency and anti-corruption. I'm tired of the hypocrisy that exists in Government and people need to know the truth," Frank Gwartney, the ex-lineman, told CBS.

You know I was thinking and thinking and just couldn't put my finger on what was so dishonest about Sarah Palin then I heard her 'energy speech' today and it hit me like a ton a bricks....

Palin is a lobbyist for Alaska. She is lobbying to bring more jobs to ALASKA, that's it! She knows nothing about the other 'lower 48' nor does she has an interest in learning unless it will benefit Alaska.

She's playing a lying game with the American people and sadly the Republicans are so full of lobbyist they haven't noticed she's taking them for a long ride right into the pockets of Alaska.

Why is Mccain so bent on winning PA. Not long ago he moved his campaign out of Michigan because he was not doing so well there as the polls indicated then. But he is so confident in PA despite the fact that he is behind in the polls. He now says he does not believe the polls but he believed the polls and stopped campaigning in MI. His confidence in PA is questionable and should call for concerns. They even say PA is a must win for him. He had enough time to turn the tides in MI at the time he moved out from there but he did not do that and now he wants to use six days to close the nine point gap in PA. Is that where they are planning to steal the elections this time? Dems have to be very very vigilant in PA, OH and VA. What goes on in the third countries during national elections might happen in these battleground states.

ALL poling places should have paper ballots for verification of the votes. I think there'd be more accuracy. Remember "W" never was elected
in 2000, but "appointed" by the Supreme Court. That had a funny smell to it.

We do a lot of dumb things here in Alabama, and our politics are as screwy as anyone's in the country. But somewhere along the way we managed to figure out that electronic scanners reading paper ballots provide the best combination of speed, reliability, and a verifiable paper trail. Why can't all these states that consider themselves so much smarter than us hillbillies manage to count their votes? Why won't McCain give any interviews to CNN? Namely, Larry King. Why doesn't Palin give any press conferences? Why does she only talk to conservative radio hosts and not the MSM? Oh right, their "gotcha" journalism.

Sean Hannity had on Andy Martain, an anti-semite who started the refuted "Obama is a Muslim" and "Obama wasn't born in the US" emails, on his "Obama & Ayers" program and took his opinion as fact. Fox News today said they were wrong to have him on. Hannity obviously does little fact checking himself, why would Obama go on there? The man has little credintials outside the conservative world. Obama did an interview with Bill O'reilly. Perhaps if you left Fox News for some objective journalism, you'd see the Obama campaign is much more open than the McCain campaign.

As an independent, I’m heartened by the fact that there are still many decent and honorable leaders in the Republican Party who recognize a dirty campaign when they see one. I agree with Congressman Shays who has stated as much re: the McCain/Palin campaign. I have grown weary of John McCain’s taking stances on policy issues on-the-go as much as I have been disgusted with the innuendo and mud-slinging. Sarah Palin wasn’t kidding when she appeared to allude to herself as a pit-bull on the campaign trail. I believe all the signs point to a defeat for John McCain on November 4th, 2008, at which time he will begin to understand the huge blunder that he made in choosing Sarah Palin as his running mate. When the campaign began, I was leaning to voting for McCain. He and Sarah Palin, (and especially Sarah Palin) however, have done everything they could to get me to vote against them, and for someone whose message was coherent, intelligent, understandable and holistic. The damage that Sarah Palin has done to our great nation will require healing. This novice from Alaska has spewed negativity and stoked the fires of hatred and divisiveness like no one in our history. She has blamed everyone for her lack of knowledge and discipline on the campaign trail. My hope is that after November 4th, we can forget her and begin the healing process as 300 plus million Americans with different ideas but, as One Nation, Under God, Indivisible, With Liberty and Justice for All.

I think that is great. All states need a backup plan if the voting machines are not working properly. Everyone vote must count. This is a election for my future, my children future and my children future, future. Vote! Vote! Vote!

I'm appreciating the judges who are stepping up to insure that boards of elections actually do their job- insure the safety and validity of every voters right to have their vote count. The voting booth is the heart and soul of democracy. Thank you, judges, for helping to keep that booth open.

Not only is McCain losing but his running mate Palin just put a knife in his back admitting she's in this race for herself in 2012. John McCain's judgement was way off when he picked Palin and the GOP aren't support Palin now nor will they support her in 2012. Palin and her husband are so uneducated and if this is the best America has to offer we are in bad shape.

When I become President – I'm going to fix this voting machine mess once and for all – no more cheaters – no ifs, ands or buts!! Look at the great state of Nevada – they have voting machines in their malls and you can vote after you buy groceries! Now that's progress and it gets people where they live!

Our methods of casting votes during elections in the US is pathetic! It seems like something from a thrid world country. My state uses the paper method that leaves a trail. It is simple. Just color in the bubble of the candidate you want to vote for.

When I saw Dole's "Godless" ad about Hagan in North Carolina, I immediately went to Hagan's website and donated to her campaign. And I live in Washington State, about as far from North Carolina as you can get. Regardless of Hagan's religious views, persecution of atheists is intolerable in this nation.
