RICHMOND (VA) - Voting machine problems at the Math and Science Center in Richmond have forced the county to switch to paper ballots at the location.

The board of elections tells CNN the location is using paper ballots after five of seven machines broke down. Callers to the CNN Hotline originally said there were no paper ballots. But the Board of Elections now says they have started using the ballots and are in the process of deploying more equipment.

The problem with the voting system is that there needs to be accountability while withholding the constitutional right to vote. My take is that if I have nothing to hide and I am an honest person I would not have a problem showing proof that I am who I say I am. We are already taking time to register 1st time voters at the polling station why not take time to provide the necessary identification.

I can tell you for a fact that in Milwaukee Wisconsin I would be able to vote as many time as I would want as long as I alter my looks just a bit to fool the 80+ year old work staff. The reason being as I approach the sign in table the staff has the big book of everyone open right in front of me. I can point and say "hey that is lucky that is me right there" and they just have to believe me.

Good thing I did not put away my Halloween costumes yet.

Problems in Northern VA – surprise!

Governor Kaine should be ashamed of how his state prepared for this election – in between all that campaigning, he should have known that his state would become a battleground (he did know) – he blew it.

Voters are not going to be forgiving this time around – we go through this every four years..

I totally agree with bushwhacked in Eugene, OR...Your paper ballot arrives in the mail and there is plenty of time to look it over before voting. And if you don't get it in the mail by Friday, there are numerous drop-off locations. I live in Bend, OR...it's almost too easy, This needs to be a country-wide system.

Why can't we have a unified voting process across the nation. Every state, city, county votes the same exact way utilizing the same exact method of voting whether it's paper, machine etc....

For us to be the leading nation in democracy, we still do things in the most archaic ways. As far as the suggestion by the Oregonian that we utilize the same method (mail) as they do. That would tax the U.S. mail system way to much and too many ballots could possibly be "lost" in the mail. It would be the equivalent of mailing something during Christmas. Ever see the post office at christmas?

Let's all write to our Congress members to have Election Day declared a national holiday in the future. We need to eliminate every obstacle to voting that we can. People should not have to take a day off work and possibly lose pay because they want to vote. Here in Atlanta, there is no public school on election day so parents have to take their kids to the polling place or try to find a sitter. Spread the word and let's start a movement to have a National Holiday on the first Tuesday in November every four years!

Counties choose the types of ballots used. This leaves a lot of variety from punch cards, to pencil, to electronic ballots.

Seems that an ATM style machine with receipts as a backup should be straight forward. Banks have been doing it securely for years. It's just plain dumb that they are having problems.

I live in Richmond Va , and at my voting location we used the paper ballots. It was easy and quick, everyone couldnt believe how smoothly everything was going! I have also talked to people in other locations around the counties and they said the same, so Im not to sure what happend at the Science museum

I thought CNN was supposed to be an impartial watchdog, but from what I've seen over the last two days appears to me CNN isn't impartial at all. I was able participate in this election by giving Obama $25.00 bucks via the internet. John MacCain had the same option to reject public finance and receive the same from his supporters. CNN wouldn't air Obama's 30 min add, but repeatedly played the pac ad for John MacCain on all night. CNN took the money for the anti-obama Ad from the republican pac. The Ad played on CNN HLN and CNN. Where is your impartiality? It sure looked like CNN took sides to me.

CT uses optical scan ballots. I love them–no chance of a touchscreen misreading intent, and there's a paper record that can be used to verify the vote.

Big problem in one NE Ohio precinct. About 50+ voters were disenfranchised because they were not asked (as required) by the poll workers to sign the poll books when using paper ballots. This went on for about two hours before a voter/observer pointed out the colossal flaw. Here we go again!

I just got back from voting in New York City. It took over an hour just to get in the door! The woman ahead of me looked over and saw her neighbor in another line. He'd been sent to the wrong ballot! Then, we got to the table to pick up our ballot tickets and the woman giving instructions was speaking Spanish. She was seriously struggling in English.What a bunch of ridiculousness.

This voting situation in the states is horrible, your entire system is flawed. The electoral vote should be done away in lieu of a strict popular vote, had this system been in place, the world would never have had to endure the Bush regime for the last eight years. We don't have these issues here in Canada, and frankly the way things are set up don't work. Paper ballots, or spend the four years between elections fixing or devising a voting system that doesn't collapse when used.

why do we use voting machines? paper ballots are just as efficient. i voted on one this morning! scantron ballots are the way to go. less error. no hanging chads. no computer malfunctions. no risk of tampering, since they are filled in with pen. technology doesn't always make things easier.

This is so sad and I am hearing about similar situations in many voting locations with a large concentration of African American voters. I hate to believe it but it appears to be a conspiracy to confuse people and to keep Senator Obama from winning and to make people leave get discouraged and not vote. This is proof that a change is needed. When we listen to the issues with the Economy, the lack of adequate health care, who would vote for McCain. It is outrageous for the world's oldest democracy to be unable to run an election. As a computer programmer, I am very suspicious of the new computerized voting machines that print no receipt for the voter to carry away (if he wants one) and creates no auditable trail of transactions if the results are challenged. It creates an opportunity for rascals to do mischief.

This is ridiculous! The whole world is looking to America for leadership and we can't even get our own act together. Our elections are the laughing-stock of the entire world. No wonder we've lost all credibility with other countries. This is so prescient: The NAACP has filed a lawsuit to keep polls open and/or provide paper ballots. The former governor had said as late as yesterday in the news that Virginia should plan for paper ballots.

However the Virginia Board of Elections kept insisting that no problems would come up.

It's unbelievable that a country such as the U.S. is having these problems. Here in Canada we use paper ballots.....we go in, put our X where we want it, and get out....no problems. Did they not test the machines, at least the night before? Do you realize that things like this make you a laughing stock in the world? Why is there not one set of rules for the whole country.....after all, it is a FEDERAL election. States can have their own rules for their individual State elections. I also thank CNN for the voter hotline, corruption always exists, it's just come countries are smarter about it.

What I think is a HUGE issue that has gotten little to NO coverage is the electorate system. People are disenchanted that their vote doesn't count in states like California and Texas, as the weight of a vote from a swing state tends to be 1,000 times or -more- powerful than one that usually votes one direction. It also works to ensure 2 parties are always in power if they are diametric opposites – for instead of encouraging 'vote for what you believe', it's often 'vote against what you don't believe most.' If we believe democracy is for the people, then every person needs equal voting power, and the old style electorate developed for days when communications took weeks rather than seconds, is no longer needed.

Electronic voting machines are too easy to manipulate, period. At least with an ATM, you walk away with SOMETHING in your hand (cash, or at least a printed receipt) but with electronic voting machines… nothing.

Give me a voting machine as simple to operate as an ATM, one that matches numerically my printed ballot receipt to its digitally stored counterpart.

If our banking system can do it, so can our electoral system.

I live in Henrico County, right outside Richmond , VA, and we've been having problems with the electronic voting machines as well. They are going down because there is a red "VOTE" button that you have to push to cast your ballot, and many people are not pushing that button, therefore causing the machines to go down. We went from 5 machines to 4 where I voted, but they did not bring out any paper ballots to help move the lines along. However the red "VOTE" button takes up the entire screen, I'm not sure how anyone could miss pushing it.

I am wondering why it is that problems with these machines are only found when we are trying to vote? Seems to me that the ones that own these things are getting their money and just working on the machines as they crash. Rest of the time they sit in a warehouse.

The polling place listed for me on the Web site in New York City was incorrect, even though I voted there for the primary. When I went to the supposed correct polling place, they said I should be there given my address, but then I was not listed on the roster. I had to do a paper ballot, which infuriates me and they did not give me proof that I voted afterwards. They said they didn't have anything. Now I'm worried that my vote for Obama is not going to be counted.

Why is all the voting glitches affect democratic votes. Votes flip from democrat to republican, swing states and close states have problems with people casting votes. It's funny that it's always the states in position of leaning towards the democratic side that get have the machines stop working. I agree with the previous comment; Sounds like some bs like in FLA.

Why do we need to keep going through this every election? It's ridiculous in this country that we can't manage to have every citizen vote, and that it is such a cumbersome process.

In Oregon we vote by mail - and in the 12 years I've lived here, there's been no fraud, not trouble. It works. Your ballot is mailed to you, you fill it out at your leisure, then either put it back in the mail or drop it off at one of many official drop boxes. It's a good system - spread it across the country.

I'm in Fairfax and we've had no problems at out particular precinct–but let's pay attention to the demographics of polling problems today. I know at other precincts in Fairfax County there have already been problems...
And this is after a mailer was sent out telling Virginians that anyone voting Dem should vote Wednesday due to long lines...

Here we go again!!! You would think that this country could establish a voting regimen that minimizes the chances of hiccups happening in such a historic election or anytime. Especially after spending the billions of dollars in the past few years on this process. When are we going to learn?

They've said all along that Virginia is not prepared for this election and today they are being proved correct.
So, how many people won't be able to vote because of this mess? Many voters in African American neighborhoods will be disenfranchised once again – and it's just wrong!

Why does America make it SO HARD for it's citizens to vote?? Whatever happened to a paper ballot and no. 2 pencil? We use them here in Canada and have never had the issues that seem embedded in the American process.

This should have be anticipated. VA and others better get it right this time or there will be serious consequences. If Obama doesn't win, voters nationwide need to take dramatic steps such as boycotting major businesses and march straight to the capitol.
