WASHINGTON (CNN) – Fears that terrorists might strike in an effort to influence the U.S. presidential elections never came to pass. But the nation's homeland security chief said Wednesday the country needs to remain vigilant during the presidential transition.

"Any time there's a transition there's a danger or a risk that vulnerability (to terror attacks) will increase because people become distracted. People are leaving; people are coming in - and that's a disruptive process for any organization," Homeland Secretary Michael Chertoff said.

"For that reason, we need to take special pains to make sure that we are very focused on the security of this country from now - in fact, from a month ago or two months ago - through the first half, let's say, of 2009," he said.

Chertoff and others have pointed to terror attacks in Glasgow and Madrid, both of which occurred during transfers of power, as evidence that terrorists time attacks to influence elections

"This is not a statement that there's some imminent threat out there," Chertoff said. "It is a recognition of the human reality that in a changing environment, you have to be extra careful to make sure that you don't lose focus on something like homeland security."

He congratulated President-elect Barack Obama for a "masterly, well-run campaign," and Sen. John McCain, saying McCain's "entire career of public service remains an inspiration to everyone in this country."

He said the Department of Homeland Security has prepared briefing books for Obama's transition team, and has trained top civil service employees so they can help manage the department until Obama appointees are situated.

Chertoff said the department expects to start briefing Obama transition officials within a couple of days, and he expects to meet with his successor about "some of the experiences I've had and the issues that I've seen."

In addition, Chertoff said, "It's my hope ... that the new folks coming into leadership positions will sit with us either late this year or early next year to go through some kind of a tabletop instructional course on incident management, so that if something would happen in the month or two after the new
president gets on board that they'd be as prepared as they reasonably can be based on training.

"So I think we've got a good plan in place."

Chertoff said he plans on staying in office until the January 20 transfer of power, and he does not know what he will do thereafter.

It is funny, when people issue a warning its a "Scare Tatic" but when they don't warn and something happens how dare them they are putting American's life's in danger.
It is a shame that some people read into this stuff too much and that this person is a "fear monger" because they feel that this transition may open the door for attack and feels that the public should be warned.

Also, remember that the 9-11 plans didn't start in the Bush administration.

As we endeavor to become more personally responsible for our lives, which is what Pres. Elect Obama has encouraged us to do, we should also PRAY for our country and our President. We are all still in this together. I vote that we all give ourselves no more than 24 hours to get over whatever adjustments we have to wrap our minds around, especially for those who had their vote going to the losing party, and get moving in a positive and meaningful direction where our counrty is concerned. In addition, let us be vigilant and cooperative with him and the policies set forth by this administration. He means well. Let us not add to his burden, but help to lift it.

If Bush and Cheney had been doing there jobs and LISTENING to the INTEL coming across there desks, there never should have been a 9/11. I have read many of the replies here to this article and it saddens me to know how angry some can be. I knew that the right wing media dishes up plenty of hate but I didn't realize how many relished in its taste.
Do the famous words like "the only thing we have to fear is fear itself" and "ask not what your country can do for you ask what you can do for your country" mean anything? We, you and I are the new America!!

Let go of the old partisan politics people, give this opportunity of change to a young energetic intelligent man. I know it is hard to believe that peace, prosperity, responsibility, accountability, transparency and security will come through our government. I ask this question how can it happen without that belief?

I sat last night at my home in Yorkshire in England glued to the television watching the brilliant coverage of the 2008 election. It is a dream come true, especially after waiting eight long years and 2 disappointments. Obama is a brilliant man. People like him only come once every century and he has done something really amazing for black people and the Left and Centre in general. I hope everyone can and will give Bush credit for not letting there be another attack on the United States after 9/11. Its easy to feel safe now but in the days, weeks, and months after 9/11 everyone predicted more attacks. It was his strong response that has kept this from happening. We can debate Iraq but let there be no debate that the war in Afghanistan and on terror in general were right, justified, and successful. I hope Obama will not go on defense in the war on terror for all our sakes.

I dont think that there will be many more terrorist attacks, and I believe that Homeland Security should go back to being the FBI as opposed to its current entity.

(VP-elect) Biden said pretty much the EXACT same thing as Chertoff a few weeks ago. And nobody accused him of being a fear-mongerer.

Im sure that the threat of an atach upon the US is still present. I think that the new president, because he is smart, will realize that terrorism is fought with police/intelligence type activities, not 500 pound bombs.

McCain, whether you right-wingers want to admit it or not, does have several health problems. Fact of the matter is, he might not make it through his first term, were he to be elected. That would mean Palin would run the country. *shudders* Do you people REALLY want to do that?! Why would you elect the McCain/Palin ticket in the FIRST place?! Wasn't eight years of Bush ENOUGH?!? Plus, Palin is an idiot. She has NO experience, NO plan, and, honestly, can the woman even form a complete, coherent sentence? She provided laughable answers to serious topics. That does not speak well of a VP candidate. But, she didn't have much of a chance to begin with. I think Palin's IQ is the same as her dress size: 16. Hasta la vista, Palin. Some of you seriously need to take a leap off the fear wagon, take a deep post-campaign breath, and take a walk along the river of objectivity.

The only reason you are "scared" or think Obama is the end of the world is because campaign propaganda told you to think that way and you bought it.

I don't fear any of the four candidates because I read their actual proposed policies, studied their records and mad an objective choice without listening to the rhetoric. I challenge all of you who are addicted to these blogs to become an independent and try it and you will be enlightened and set free.

My conclusion was that all four were good candidates and considering the situation we are in right now in our country, the obvious choice won.

So I guess that the Homeland Security "Treat Level" should have been increased? Ooops, it has remained constant since 2006. Well, no matter, as long as the press release was prepared and issued.

I believe Chertoff. I agree that the Bush administration has often used 'scare tactics' when it wasn't necessary, but this is not one of those times. Right now, the country is very high on itself. Lots of positive feedback from other countries. It would be just like Al Qaeda to try to pop that balloon. Chertoff is right.

Ya know for decades we have had transitions in the Presidency and this "vulnerability" is not a new concept. It's just that it sold so well on the American public during the past 8 years, but that dog don't hunt. Chertoff can join Bush in Texas for some backyard bar-be-que and look for threats behind trees and shrubs.

What do you mean 'during the transition'? With this no talent yutz in office, he's gonna pull troops out of Iraq, listen to Barney 'Fannie Mae' Frank and slash the defense budget by at least 25%, take money that should be spent on defending the country and give to slacks who are either sitting on their butts having babies to collect govt. checks or waiting by the phone for that call from Diddy with the rap record contract, and put this country in danger. Transition period? No sir, more like from second one he takes the oath to whenever people get smart and boot his no talent inexperienced butt out of office.

Yeah America, that's right, you voted and now we'll pay the price. Nice job!

What ever I'm so tired of them trying to put fear in the heart of the American people. The Bible tell us perfect love cast out fear! The reason American Leaders are so fearful is because they know how much dirt they have done to others.

This is going to be the smoothes transition ever!!!

This will probably be my last blog on this site.
I am white, male and Republican and I have a new President and his name is President Barrack Obama and I am extremely proud of this person and the struggle he represents.
It is time all of us puts this election behind us and it is time that all of us stand behind our new President and focus on the future and what it means.
Enough hatred people.
Remember that this is American and we are a nation of diversity and diversity means people and politics and religions. Let it go now and support our country and it's representatives.

Seriously, it looks like it will take more than 1 day for some people to learn fear doesn't sell anymore. That's OK, if Obama had lost I'd probably be a little cranky today too. They'll get it....eventually.

I think we need to worry about atrocities from within more than we do atrocities from outside the US. We now live in a nation that says it is okay to kill a baby and elect a convicted felon to the US senate but it is not okay for two people who love each other to get married or for people who are willing to take in an unwanted child and love it and give it a nurturing home. Great values America. I should be proud to be an American right now but can feel nothing but shame.

So, we're vulnerable during the election. We're vulnerable during the transition. We're vulnerable when the country is doing well. We're vulnerable when things are not going so well. We're probably vulnerable on Christmas because we're all fat and sleepy.

So, since we are ALWAYS vulnerable, why not just say that?
