(CNN) – Rep. Rahm Emanuel, a top House Democrat, has agreed to be Barack Obama's chief of staff, Obama announced Thursday.

"No one I know is better at getting things done than Rahm Emanuel," Obama said in a statement announcing the appointment.

Emanuel responded, also in a written statement, "I'm leaving a job I love to join your White House for one simple reason - I want to do everything I can to help deliver the change America needs."

Emanuel, a former top aide to President Bill Clinton, choked up earlier in the day as he said how glad he was his parents are alive to see him have the choice of becoming chief of staff for the first African-American president.

Emanuel, 48, was elected to Congress in 2002 after having been a top aide to President Bill Clinton.

He later helped the Democrats wrest majority control of the House from the Republicans in 2006, when he ran the Democratic Congressional Campaign Committee.

Obama and Emanuel are both from Chicago.

The Republican leader in the House criticized the choice of Emanuel - who has a reputation as a tough political infighter - even before it was confirmed.

"This is an ironic choice for a president-elect who has promised to change Washington, make politics more civil, and govern from the center," Rep. John Boehner, R-Ohio, said in a written statement.

The chief of staff oversees and coordinates activities and communication among various departments of an administration.

Obama is also expected to announce his press secretary pick as early as Thursday afternoon, and observers believe it will be Robert Gibbs, the communications director for his presidential campaign.

Gibbs said the report that he has been offered the job is "ahead of itself."

Obama will hold a news conference Friday, his first since winning the election Tuesday, an Obama transition official said.

He may announce key administrative appointments, the official said, speaking on condition of anonymity when discussing Obama's plans. Obama also is expected to take questions from reporters, the official said.

Also announced Thursday was that Obama and his wife, Michelle, will visit the White House on Monday.

Bush and Obama will meet in the Oval Office, White House spokeswoman Dana Perino said, while Mrs. Bush and Mrs. Obama will meet in and tour the private residence.

Obama was considering who will be on his transition team long before Tuesday's election declared him the nation's leader, and several Republicans were on the short list.

Obama is thinking about bringing GOP Sen. Richard Lugar and retiring Republican Sen. Chuck Hagel on board, according to sources close to the president-elect.

Hagel, R-Nebraska, is a Vietnam War veteran and fierce critic of the Bush administration's handling of the Iraq war.

Lugar, R-Indiana, is minority leader of the Foreign Relations Committee and worked with Obama last year to expand a program aimed at destroying weapons of mass destruction in the former Soviet Union.

Also, the sources say Obama is considering adding Robert Gates - Bush's defense secretary - to his national security team.

It is common for presidential candidates to begin setting up a transition team before they are elected. The 10 weeks between the election and the inauguration are not enough time to assemble a team to lead the country.

CNN senior political analyst Gloria Borger said that it's important to take steps quickly to set the right tone, pointing to President Clinton, who waited weeks to fill Cabinet positions and announced many of his top staffers just five days before he was sworn in.

"Everything you do early on in a presidency gets magnified. You don't want to make the same mistakes that Bill Clinton made," she said.

John Podesta, a former chief of staff under Clinton, is among those leading Obama's transition team. Valerie Jarrett, one of Obama's top advisers, and Peter Rouse, Obama's Senate chief of staff, are also involved in the effort.

Filling out his economic team is a top priority for Obama as he begins to implement a strategy to quell the economic crisis.

"This is one of the first times that I can remember that the secretary of the treasury is going to be almost as important as the secretary of state," said CNN senior political analyst David Gergen, who served in the Reagan and Clinton administrations.

Treasury Secretary Henry Paulson said Thursday that he looks forward to a "smooth" transition.

"I congratulate Sen. Obama on the election and look forward to working with his team to ensure that there is a smooth and effective transition. A methodical and orderly transition is in the best interests of the financial markets and Treasury is committed to making sure that the incoming team can hit
the ground running in January," he said in a written statement.

Names circulating for the secretary of the treasury position include Timothy Geithner, Lawrence Summers and Paul Volcker, among others.

Geithner helped deal with Wall Street's financial meltdown earlier this year, overseeing the acquisition of Bear Stearns by JPMorgan Chase and the bailouts of AIG and Lehman Brothers. He was appointed president of the New York Federal Reserve in November 2003.

Summers was appointed treasury secretary in July 1999 and served as the chief economist of the World Bank from 1991 through 1993. Before his career in government, he taught economics at Harvard.

Volcker is a former chairman of the Federal Reserve, serving under Presidents Carter and Reagan. He also worked in the private sector as an investment banker and headed the investigation into the United Nations' oil-for-food program for Iraq.

The White House is holding an economic summit November 15. Obama could delay naming his economic team to avoid interfering with the G-20 summit.

Obama's national security team is another priority as the country fights wars in Iraq and Afghanistan. It could also be an area where he goes outside his party for an appointee.

Hagel and Gates are both being considered.

Gates has served in Bush's Cabinet for almost two years. He worked for the Central Intelligence Agency for 27 years, serving as its director from 1991 through 1993. He also served as deputy national security adviser under President George H. W. Bush.

"What Barack Obama has to do in the transition time is set the tone," Borger said. "If he reaches out to Republicans in the Cabinet - if he decided to keep Bob Gates at Defense - that's really, really important."

obama simply stated he would bring change, and have quality people around him who could help facilitate that change.

it would be nice if we could all get off this vicarious style of communicating, living our political views through candidates.

it;s important that we hold onto our own beliefs, and vote for someone who embraces the values we hold true.

i feel obama is that person, some others do not.

however, after 8 years of calamity – some inherited, some not – it is a breath of fresh air to have obama in the white house.

let's stop the racism, this pseudo pundit style of blogging here – CNN, you guys ought to be responsible here and do not post some of this crap.

bottom line is – none of us are president. obama did the leg work, he put in the time, he was elected.

i voted for mcain . People give it a rest, the man has 75 days til he`s in office Let him make his choices and if they dont work out i`m sure he will replace them. The credentials of Rahm Emanuel are unarguable. His attitude and communication skills are more than open to challenge.

When people resort to raised voice and profanity, they disrespect themselves as the sender, and disrespect the receiver as well.

Further, they declare a controlling attitude and suggest their position is weak.

For someone to supervise a staff for the President of the United States, they should lead by example. If President-elect Obama's entire staff runs around screaming and swearing, what will get done?

Respect for self and others should be a foundation block of the Obama Administration. Rahm Emanuel should take note.

I find it disgusting that so many people with so little knowledge have so much to say. This is politics folks. George W. Bush said he would be "everybody's" president, then proceeded to push his own agenda that only half the nation supported (much less than that now). Barack Obama has an obligation to turn the country around and that will mean undoing a lot fo the damage done over the last four years. Also, a good manager surrounds himself (or herself) with people who know more than he or she does in particular areas. Their job is to advise the President. Obama is brilliant but he does not know everything–no one does. Especially some of the cranks that post in these blogs.

I am absolutely ashamed of America when I read some of these comments. The whole world is watching and some people just cannot accept the fact that the majority of America has spoken. We are the ones that voted Obama as POTUS. We as America want peace and no war and we cannot even have peace here at home. Looks to me that we have alot of people here that need to grow up and get over it. If he does that bad as POTUS, which I don't think he will, but if he does we can vote him out. Just give the man a chance. He hasn't even started yet and people are already thinking he is going to fail. This is a no brainer. Smart people tend to surround themselves with other smart people. That way they don't have to micro-manage every aspect of every job that needs to be done.

The President Elect is ONLY selecting his staff...a job that he has to do, this is called the days of transistion of power...not power turned over and walla 8 years of hell turned over by miracle...did anyone but me hear his acceptance speech...he was quite clear and very honest...change won't come over night, it might not even come in one term...but it will come! It seems to me that the GOP is already predisposed to grumble and whine about whatever choice Obama makes, no matter who it is. Both parties have to meet each other half way in order for agreements to be reached. It doesn't look like the GOP is willing to make that journey. I hope people will take note of who cooperates and who doesn't so we'll know who to vote out in the next election. Those that don't support unity and cooperation, should get the boot. I'm not saying that the GOP should agree with everything that the Dems put forth, they shouldn't, but they should be willing to provide their own solutions and work toward some common ground both sides can agree upon.

Many are missing the point here. Emanuel may very well be the best man for this job, but it goes against the “change” that Obama promised. Emanuel is a political insider. One who for example helped tried to cover Clinton’s lies. He was also a Wall Street insider. You know, one of those greedy slime bags that shafted Main Street. I appreciate the fact that Rahm Emanuel took into consideration his family's needs and wanted to consult with them first. That speaks a great deal about him as an inividual. Emanuel will help President (has a nice ring to it?) Obama govern from the center and to resist a Democractic Congress from tugging the new President too far too the left. President Barack Obama is too smart to know what happened in 1994 when after Clinton took office (after moving too the center to win the election), he put forth an agenda that was too far to the left giving rise to Newt Gingrich and the Conservatives. I think it is an excellent choice made by the President!

The market was on fire the week before we found out who was going to be our President despite the dismal economic numbers coming out on a daily basis.
We gained 1500 on the dow up until election day, and we have lost 1000 on the dow since Obama has been elected President.

Deal with your choice. You voted for a man who thinks you can tax your way out of a recession. Raise the capital gain tax, dividend tax, taxes on businesses.

I believe that Rahm is an EXCELLENT choice to serve as Chief of Staff in the President-elect's administration. For many reasons, but mostly for the fact that there are SO MANY issues that President Obama and congress will have to address, they need someone to help move things along. Can't think of a better person to do the job.

And for all those doubting our new president's choices . . . remember this. This unqualified man adequately staffed a campaign team that was able to meet the challenge of the "Clintons" in the primaries to win the nomination AND defeat McCain (a war hero and long serving senator). I think his actions and decisions on the campaign trail show that he's capable of picking the right people for the job to be successful.

The market does not like Obama. The 8 days leading up to the election we gained more than 1500 points on the dow.

After we found out who is going to lead this country, the stockmarket is crashing. We have lost almost 1000 points in the last 2 days and tomorrow looks even worse.

Its discouraging to learn that voters were more interested in making history then the economy of our Country. You can not tax your way out of a recession.

I suspect we'll see more people from Chicago coming into greater influence in this administration. When a new prez takes over, he brings in his cronys and hometown people. Maybe Obama will be different but the first step looks like the usual pattern.
It's also troubling that Rahm is such a partisan. I know Obama dropped the line about crossing party lines early in his campaign but is he anticipating playing hardball with the Republicans? Didn't Obama promise to bring people together? Things look shaky.
Out here in California, the state just voted yes in support of the ban of gay marriages, a proposition Obama said he was against. Apparently all the people who voted for Obama out here also decided to vote against the gays. It makes me think the Obama supporters like to pretend they're open and inclusive but choose not to act that way. And now it's payback time for Joe Lieberman?

People seem to want to criticize Obama for choose veteran politicians but I seem his move as wise. He will set the change agenda and appoint people who know how to get it done to do the job. When I first read the words "tough-minded" as an adjective for Emanuel, I was impressed. The Chief of Staff is a leader among leaders; it sounds like the guy has the perfect approach to this type of job. As an Eagle Scout I know how difficult it can sometimes be to lead when the people directly responsible to you are attempting similar things. The best way is the no-BS way. This guy's an excellent pick. Keep it up Obama! We expect nothing less from you!

In 2006, Freddie Mac was forced to pay a $3.8 million fine to the Federal Election Commission to settle allegations it illegally contributed to congressional candidates between 2000 and 2003 – while Emanuel was on the board and running for and serving in Congress. So much for campaign honesty.

You know, the same companies that started this economical nightmare? So much for "change and hope" and all the other garbage spewed our way.

Already the media is making excuses for Obama on how he won't really ever be able to keep his promises because the job will be "just too hard" and the finger pointing continues. That sure didn't take long.

Right now the picking of several who worked with the Clintons is wise...especially with the economic crisis. The Clinton years did make a surplus in our country's budget...so they very well would be a great help.

Chief of staff is not a Cabinet role, it is a staff role. If you are going to make comments, in particular disparging ones, at least get the titles and roles correct.

Emmanuel has a diverse background, including previous service as White House Chief of Staff. It is more important to the comfort and smooth running of the staff of the White House, and the organization, than it is to policy making. It is critical that President Elect Obama have someone he likes and trusts in that position. It's also important that that position have someone who can disagree with the President, or recommend alternatives, so they must be intelligent, as well.

Anybody who is naive enough to think a political rookie like our President-elect could fill his cabinet with neophytes and be successful needs to learn more about how Washington works. Because even though he brings a fresh outlook and a clear mandate for change, the overwhelming majority of the people he will have to deal with have been doing this for a very long time. You need someone who knows how to work the system to get your agenda pushed through. And regardless of who he picks, people will find fault (on both sides of the aisle). So why don't we all just take a couple of chill pills and give these good people a chance to get their team together and figure out how to get our country back on track. We owe them that, along with our support, ideas, and polite, well thought out dissent.

Rahm Emanuel is someone who has proven he knows how to get things done in the poltical circles. And the Jewish community should take note that he was Obama's first appointee.

Yes, he was known to have a temper in his younger days. But that was 1996, 12 years ago, so I would like to think he has matured some since then. I doubt that Obama would put up with it very long if he still has a short fuse.

Driven, he is. And he has a great tendency to drive others away who fail to agree with him. This appointment may be a serious blow to the unity theme that was supposed to mend the country. Lieberman's smackdown and now the appointment of a partisan pitbull don't bode well for a unified government untainted by partisanship. I was hopeful, but my hopefulness is beginning to waver and we haven't even made it through the first week.

I applaud President elect Obama's choice of Emmanuel. The man ran the campaign to retake the Congress so he has shown he can probably help coordinate the White House departments as Chief of Staff.

I have complete faith in his judgement, I mean isnt that one of the reasons he was voted into office? Rahm Emanuel was a very young man in the Clinton years and is now older and wiser, but not too old. I think he is a very good choice and perhaps President Obama's calm deliberate manner will rub off on him.

For all those already crying and whining partisan politics on the basis of the selection of "Ramnbo" Emanuel......

Get over it already and it is not as if anyone expected a Republican to be named President Obama's Chief of Staff.

This is a critical position of trust in whom the President entrusts the power to ensure that his politics and policies are effectively communicated and efficiently implemented.

The truth is that it is Rahm Emanuel who will follow his and our President's lead and not the other way around. And you can expect the new Chief of Staff to do exactly that to the best of his ability, talent and experience which is considerable and recognized by everyone as such.

President Obama is simply and smartly picking and putting the best people in the best position to do what they do best and that will include a number of Republicans who meet this high standard.

Chief of Staff has to be tough so this seems to be a perfect selection.

No matter who Obama selects the right wing will never be happy. To be honest the more pissed off they are the better the selection.

Will be funny if Obama makes a real effort to select republicans to his staff and they turn him down. Not much he can do about being bipartisan if the people he wants turn him down. Even in defeat the republicans can't be bipartisan.

Here's something to think about.

When Charlie Gibson asked Palin about becoming VP, her answer was that she didn't blink. She didn't think about her family and what it would mean to them. She thought only of herself and her career.

Emanuel has taken two days to consider this. He knows that it will greatly impact his family and his ability to be with them.

Now can we PLEASE stop saying that the Republicans are the party of family values (implying that the Democrats are not) when it's so obvious that either characterization is a gross exaggeration and misrepresentation.

I would call it a good pick. The fact that Emmanuel is tough, and knows how to get things done, serves notice to Congress that they are going to be busy in the near future. The Clinton Administration was one of the most successful in recent history and with this man at the helm, Obama's on the right track. He truly is putting country first.......we all have different personalities and it's a wise President who chooses his staff according to their abilities while at the same time having the temperament and patience to realize we are all human beings. Obama knows how to bring different personalities together otherwise he would have not been able to run such a successful and disciplined campaign, ending with a surplus instead of in debt like the other failed campaigns......thus setting the tone for how he will run the country.

Give the President Elect a chance to get what he perceives will be a good fit to BEGIN work toward changing to a better policy of running this great Country.

We are outside-looking-through-the-window. Give the incoming administration a chance to begin to "mix" the ingredients so that we can "bake" a good "cake" in a good "oven". Remember, when you take out the ingredients to make a cake or prepare a good roast, it doesn't "look" good; but when you work to get the proper ingredients and seasonings together, the cake and the roast turn out just fine.

Rahm Emanuel – a wise choice, someone who is driven, and is known for his tough, direct approach. That's what we need in the White House, not the crony types that were appointed over the past eight years. He is also connected to the Jewish community in a very tangible way – so we can forget the argument that Barack Obama would not support the Israelis in their quest for world wide recognition of the Jewish State.
