(CNN) - With record low approval ratings and intense criticism for his handling of the Iraq war, Hurricane Katrina and the economy, the word most used to label George W. Bush's presidency will be "incompetent," historians say.

"Right now there is not a lot of good will among historians. Most see him as a combination of many negative factors," said Julian Zelizer, a professor of history and public affairs at Princeton University's Woodrow Wilson School.

"He is seen as incompetent in terms of how he handled domestic and foreign policy. He is seen as pushing for an agenda to the right of the nation and doing so through executive power that ignored the popular will," he added.

But like so many presidents before him, Bush's reputation could change with time.

Harvard University political history scholar Barbara Kellerman said when President-elect Barack Obama takes over in January, people may view Bush in a new light.

"I think it's possible when people have stopped being as angry at the Bush administration as they are now ... that they will realize that some of this is just ... the luck of the draw."

9-11 was allowed/encouraged to happen because it served a purpose for the administration & related 'cronies'.

Luck had nothing to do with it!
He chose to pull our troops away from hunting Bin Laden to carry out a personal agenda in Iraq.
He chose to ignore the catastrophe caused by Katrina.
It wasn't bad luck. It was bad choices by a corrupt administration.

Bush made mistakes...but every President has, some more than others. I love the people that blame Bush for 9/11. Why do you think it happened? How about Clinton was too busy golfing and playing with cigars. It was reported by his own administration that we could have had Bin Laden and the conspirators more than 4 different times...and he didn't act! I hate war, but we were attacked and Bush went after all of them. To that, I say Bush did the right thing. People are forgetting the last 7 years of NO ATTACKS on our lives. Obama cannot let our military strength decrease, or our nation will be in even deeper mourning of lives lost...here on American soil, & overseas at war.

Interestingly, I feel a bit sorry for President Bush. (Holds up hand to stop the tirade of comments) I know, I know. I have disliked his policies for so long – even prior to his election... I was a devoted Gore supporter. And Bush's first policy action once in office did nothing to warm me towards him..... I have been distainful of this President fo so long.... Then..... Sometime last year I realized that he is probably, on a personal level, a nice guy. (Again, holds up hand) BUT, I still think his policies suck!!!! So I feel a bit bad for him on a personal level, with all of the negative ratings & dumb "leadership" (a word I use loosely). Really, if he had been joined by a NICE PERSON as a VP (instead of Darth Cheney), I wonder if this could have gone differently???? Probably not.

Pres Bush frankly is a functioning illiterate, on that no-one could offer an argumentatation :-| The only event he has had to deal with that could be considered unlucky would be 9-11. And one could argue that this event alone garnered more support for his inept and ill-guided policies. His popularity soared after the Afgani conflict and emblazoned his private appeal to go after the boogie man that tried to kill his daddy – dragging this country deeper and deeper into debt – not to mention eliminating Iran's mortal enemy. Incompetent. – is an understatement. Unlucky, hardly!

GWB has been the worst president in at least the last 80 years. Incompetent certainly fits. Unlucky is an excuse used by bad managers. There are events that are not under the President's control but how they are handled after they happen are not luck. For example, nobody can blame GWB for Katrina hitting New Orleans but we can blame him for the extremely poorly handled response to it. His administration failed miserably.

Other examples might be the response to 9/11. Iraq wasn't responsible for it and that's the country he focused on. They were Saudi's trained in Afghanistan. Doh!

Anyone paying attention to the financial markets knew a house of cards was being built long before the crash in recent months. Bad mortgages are only a part of the problem. It was the also bundling of these into derivative financial instruments (made possible by deregulation) that made the collapse so wide spread. He had eight years to correct it and his administration did nothing. Blaming prior administrations just doesn't fly. Eight years of being in charge was enough to avoid the train wreck.

Other bad decisions include torture, illegal wire tapping, abusing habeas corpus, a surplus turned deficit, unilateralism, cronyism, and the list goes on...

I am sure Bush did some good. I am sure he did some bad.
I am sure everyone who writes on this blog did something that was jacked up. And I am sure most of you if not all of you did something that was good.

But what I didn't see was your name on the ballot when it came time ro run against Bush. Everyone is quick to say what a terrible job he did. But we are going off of what the news agencies tells us and we take it for gospel. Has any of you stopped and tried to talk to Bush? You have that right. Have you written him a letter? You have that right as well.

I can bet most of you haven't. Now don't get me wrong I am by no means a Bush supporter. But I also don't bash the man because of the failures of many. He wasn't the only that let the country down. How about the so called congress. We are in an economic nightmare and they are voting to raise their salary. How come no one is bashing them? A congressman who serves only 4 years get a retirerment Why? Why arent you bashing him.

Instead you bash the man in the spotlight. Blame him for your lot in life. Blame him because this great country is facing rough times.

Did you also blame Abraham Lincoln when the south left the Union. Nope but you give him credit for bringing them both back together. Had Bush ended the war you all would be singing a different tune.

And if you think you can do a better job, why don't you run for president. That's your right as well.

Instead of complaining about what we all know are the problems why don't you get off your high horse and help fix it.

I didn't vote for W either time, so I do reserve the right to be completely baffled that he was voted in for a second term. The writing WAS on the wall already. At the time, I couldn't believe so many people (some of them my friends) could be so oblivious.

As owner of the Texas Rangers he lied in order to get the taxpayers to build his stadium and then stuck them with the bill he never intended to pay back; as a Presidential candidate in 2000 he used smear tactics against a then good man, John McCain who should have beaten him. As President he has abused his use of "executive priviledge and powers". He commutted the sentence of ONE of the people in his administration who outed a CIA operative; he lied when he said he would "fire" anyone in his administration who was involved in that same outage of Valarie Pflame beause he did not like the answer he got from her husband on the "yellow cake" from Niger. He lost all focus on actually going after Bin Laden and Al Queda after invading Iraq, the country that had nothing to do with the 9-11 attack. Should I continue?

So let's see, if a 9/11 type attack happens in the first few months of Obama's presidency, who's fault is it? I guess it would be Obama's since Bush is getting blamed for 9/11. Then I guess your newly elected president will then be blamed for everything.

Let's see, so if a natural disaster takes place in a state that refused to bus people out (Mayor Nagin) and refused Federal TROOPS & FUNDS prior to the disaster (DEMOCRATIC GOVERNOR) then somehow it's Bush's fault. That's funny. I mean their is reason why the federal gov't waits for a state to request emergency funding, troops, aid, whatever before they just barge in. There is a HUGE reason why the former Democratic GOV in Louisiana didn't get re-elected, but that a young Indian-American named Jindall did (a REPUBLICAN).

Could President Bush have done some things better during his two terms. YES! I believe he should have gone after Bin Laden with everything he had in his arsenal, meaning he should have gone into Afghanistan first and foremost. However, let's think back a few years and remember just how much support the President had from BOTH PARTIES in attacking Iraq. Let's also remember how Colin Powell also briefed the UN on the intelligence we had at the time about WMD's in Iraq. IT'S WHAT WE KNEW AT THE TIME!!!!!! Hindsight is always 20/20.

I think President Bush has done a magnificent job in keeping this country safe. I also believe that once he leaves the presidency he'll be remembered as someone who didn't get a fair shake from the beginning. One last thing, do you honestly think Gore or Kerry of all people would have done a better job? YIKES!

I am a huge Republican. However, I do wish Obama well and hope he makes great decisions over the next 4 years. Unlike you DEMS, I will give him the benefit of the doubt before I jump to any conclusions on what his presidency will be like.

An arrogant, unilateral, insulting, bullying, LYING type of leadership, fully convinced in itself and completely unwilling to listen to anything or anyone else has put us where we are. Every time there was a wrong choice or a right choice, he would go headlong towards the former. The "Decider" and his people should be in prison for savaging this and other nations for their own ends. It will take a VERY long time to tend to the fires that this administration has started and fanned.

Also, look at how divided we are now after and during eight years of this presidency. Were we really always like this? We're on the same team!

The main problem with Bush's presidency was the anger that began the day he was first elected. The likes of Pelosi and Reid and so many other Democrats couldn't accept that they had lost. They vowed to destroy him. Their anger continued to grow until they were rabid. The press dutifully followed along, convincing more and more people to be incensed. All this before he was even sworn in. Bush thought he could govern the US the way he did Texas, reaching across the aisle and getting everyone's input prior to making decisions. But the Dems in DC would have no part of that. If he wanted their opinions, he'd better do exactly what they suggested. After all, their candidate should have been the president so they should have all power. When he only cowtowed partially to them, they again stormed off to their willing media to push the agenda that Bush was ignoring the Dems. They were able to get the press to blame Bush for absolutely everything that happened over the 8 years. Didn't matter that the Dems more often then not had the dirtier hands, they somehow could always escape any blame or responsibility.

One thing I think most people would admit is Bush was a calming influence during 9/11 – I think he handled that better than most would have. It was a scary, frightening time and he seemed to make us feel 'cared' for or maybe a little more secure? Don't know how to explain it, but I felt more secure during that time because of him and his role during those troubling weeks.
His big problem was having Cheney on his VP vetting team and he just talked himself right onto the ticket. LOL Cheney just waited for the right time and then started rewriting the Constitution in his mind.
Then Iraq was the initial blunder and when Katrina charged onshore – Bush hit more waterloos.
Cheney wanted (and took) more power than his office entitled him to, Rumsfield was a doddering old fool and should have never been in a place of power – along with others who helped securing a monumental debt for us and a government that is out of control.
I left the Republican voting ranks because of the GOPs misguided and ridiculous platform(s) or lack of them. The evangelical christians have become far too powerful in slanting their ideologies and they've gone so far right they're about to fall off the ledge.
Bush as a person is okay, Bush as a leader with all those who prodded him along after 9/11 won't go down in history as having sound judgment in my eyes.

I disagree that bush hasn't changed, I think he has. He's defeated now, I think you can see that pretty clearly now if you watch his interviews. I also think he's always at least in his heart had america's best interests at heart, I truely believe he loves this nation and *wanted* to do the right thing.

Unfortunetly I also agree with the projected historical evaluation of the man as president. he was both unlucky and incompetant, he was not equal to the task set before him. I just thank god we have a man going into office now who is the polar oppisite of bush. Self made, extrodenarly intelligent, willing to listen to others and I think will succeed despite the fact that the office of the president of the united states of america is likely to continue being unlucky.

Bush may have been handed circumstances that (some of which) were out of his control. However, it's not the circumstances that you are handed that make you great or not. It's how you handle those circumstances that make you great, or in Bush's case, a complete failure.

The federal government's response to Katrina could have been its finest moment. Instead, it was one of his worst.

Bush's response to the attacks of 9/11 could have been a rallying point for the US and the world for a lot longer than a month, and kept the pressure on worldwide terrorism for years. Instead, Bush, Cheney, Rumsfeld and their fellow cronies got the US and England (no longer, though) mired in this war in Iraq, creating more terrorists than killing/capturing/defeating them.

Bush proves his incompetency nearly every time he opens his mouth. His "luck" may have been not good, but his response to his "unluck" has elevated his failure as a president to the status of "worst ever".

Some facts:

* 9/11 changed everything about his presidency and any plans that he may have had.
* His top priority after 9/11 was to prevent another attack in this country, which he did.
* We needed a battleground to consolidate the terrorists in order to fight them and that obviously needed to be somewhere other than in the U.S.(Afghanistan was not going to meet this crtieria). Due to their failure to observe the terms of the Gulf War as well as their failure to allow the weapons inspectors to do their job, Iraq was in violation of the cease-fire agreement and subject to a renewal of hostilities.
WMD's, by the way, was a secondary issue which only became headlines when world opinion was against renewing the war(no surprise there).
* Iraq became the logical choice to open this front due to the above listed violations and the fact that Saddam Hussein and his sons needed to be removed.
* Al Queda and other terrorist groups flocked to Iraq and have been defeated and severely compromised in the process.
* The true success or failure of Iraq won’t be known for many years.

These are some facts that the democrats don’t seem to understand and that the main-stream media won’t tell you.

There’s plenty to complain about regarding Bush but you have to look at all the facts regarding the Iraq war before you make that decision.

In terms of IQ Carter was probably one the smartest presidents but this is proof positive that smarts don't translate to even an average president. He was the worst since WWII. Our economy has long way to drop before we get to Carter levels. Carter's foreign policy legacy was also an utter disaster.

If, and only if, Iraq and Afghanistan turn into utter disasters over the next several years, then history not be so kind to Bush. If however, Iraq and Afghanistan, countries in a very strategic part of the world, turn out to be relatively stable and friendly democracies, history will be very kind to him. It will remember how after 9/11 he took the necessary steps to keep America safe, when no one thought we wouldn't suffer another attack.

History will also record that this current economic downturn was not primarily because of Bush or his tax cuts.

Bush derangement syndrome will subside. After a year or two, the media and liberals won't get away with blaming everything on Bush. Obama, who has promised the world, will have to come through with his "change". If he follows through on his campaign promises and with this liberal congress, he will end up like a Carter ... smart, but not a good president.

Very few people blame him for 9/11. In a twisted way 9/11 could have been "lucky" for him, in that it gave him tremendous power and support. But he abused that power and made some terrible decisions. While I can accept it was unlucky that the terrorists attacked during Bush's presidency, his REACTION was not a question of luck.
IN fact, if people remember, at the time it was felt that 9-11 was the making of his presidency.

Before that his policies had no purpose except to remove us from international agreements. And I remember in his first month we had a major incursion into Chinese airspace, and he behaved with beligerence. There was no hope or challenge to his agenda.

At least today we have hope again. There is always the chance of Obama getting very unlucky. The test will be how he manages at that time.

Bush and his administration have had every opportunity to explain the deaths of 4000 Americans in Iraq. Evidently they cannot tell the truth or dare not. Regardless of why this war was executed and irrespective of the process, someone will have to state the actual reason. Bush's administration is over. No one will seriously consider impeachment at this point. Couldn't they muster the courage to finally speak the truth about this? I think the American people deserve that and I certainly hold that those who have sacrificed themselves deserve it. Let us have the truth finally. Why was this done?

Truman is one of 20 respected USA presidents ever according to the poll. At that time of his rule, he had the lowest approval rating.

I remember 2001. In a matter of months the USA backed of signed treaties and its words in many 'unsafe for our economy' business acording to his words. Then came 9/11.
And the whole world... OK, not exactly the whole world but the vast and absurd majority of it, stood at the side of the Americans. Do you remember the French president (or prime-minister) saying 'We're all Americans'? And then...
'Either you're with US or against US'...
And less than an year later the world started to see the USA through a new light. But it didn't mattered to him as long as he kept his flood of fear and misinformation to the US citizens. Torture? Acceptable. Waterboarding? Acceptable. Freedom of Speech? Acceptable, as long as it's used to agree with me otherwise...
And what about trying to force his personal beliefs about everything upon everybody? Has he ever considered that he might be wrong or that at least a conference or a discussion, or a private chit-chat for that matter, would be interesting to even reinforce his reasonings?
As for the Katrina mess, of course he did not created the hurricane and YES both the city and the state administrations are also to blame for what happened afterwards. Also, because the FEDERAL AGENCY that should have done something to help the AMERICAN CITIZENS in that AMERICAN CITY... took too long to start doing its job.
And about the economy, yes he did not created the failed mecanisms that made the economy so big and fragile, but he made them even more unwise through his sheer inaction.
So just 'incompetent' and 'unlucky' are too little for him...

Historians? Try ONE historian from a very liberal university. Only about 1/3 of the things he's blamed for are actually his fault.

Last time I checked Bush didn't conjure up hurricane Katrina; and he warned New Orleans residents BEFORE the hurricane that they needed evacuate. Instead, the mayor and the governor sat on their hands and allowed a worst-case scenario to happen. Also, it wasn't Bush who spent federal money that was supposed to be used on the levees on riverboat casinos instead.

And blaming or congratulating any president on the economy is absolutely ridiculous. Just like former president Clinton didn't force people to buy overpriced dot-com stocks which crashed, Bush didn't force anybody to buy houses they can't afford with subprime mortgages (coincidentally, it was Clinton, and before him Carter, who encouraged banks to lower their lending standards).

Bush will be remembered for early mismanagement and miscalculations about probable success in Iraq regardless of what happens. Victory or failure will determine whether the war is remembered as a campaign to install a democracy in the middle east or a catastrophe that created a power vacuum in the region.

It is difficult to be sympathetic toward an individual who has caused so much pain and suffering throughout the world. His entire life has been one failure after another, but this time his incompentence and negligence has crippled a nation for generations to come. I agree that Bush's legacy will no doubt improve as time goes on. I can't recall any president being so viciously attacked. I don't agree with all his policies, and I certainly agree he's made some big mistakes, but he will not go down in history as "one of the worst presidents of all time". I mean, come on, 9/11, Katrina, and the financial crisis is all his fault?? One guy? I think people have been so blinded by their irrational hatred for this guy that they can't think realistically anymore. Bush was not perfect, but after 9/11 he's kept this country safe for seven years, with Bush-haters trying to sabotage his efforts the whole time, no less. He's got a remarkably thick skin, and I respect him for that. Mark my words, history will put him and Truman in similar brackets.

This is exactly why history will see Bush kindly. 9/11 is his defining moment and President Bush was an extraordinary leader during this time. His decisions have prevented another terrorist attack. And if you think the economy is bad now, think of how bad things could have been if a weak leader was in control of the economy after September 11. Bush doesn't belong on Mount Rushmore, but he is a good man and history will not view him with disdain.

Luck of the draw??!!??? No flippin' way. He created the mess we are in by the huge tax cut he gave the wealthy right after he got into office (with a surplus on his plate, no less) and then insisting on the war with Iraq, which was unnecessary and a personal vendetta to show his father that he was a "big boy now." Everything this man has touched has turn sour – think Texas Rangers years ago and the savings and loan debacle years ago.

He created this mess and his legacy will be to have weakened this nation nearly to the point of disaster. He deserves every negative label we can come up with.

Here's hoping Mr. Obama, a non partisan congress, and the will of the American people can save us and rebuild the nation to the great power it used to be.

The biggest bit of good that has happened in America in these past 8 years, the election of Obama, happened in spite of Bush's plans.

I don't think this was "the luck of the draw", Bush put his agenda above that of the people. I believe he came into office with the intention of "finishing" the war with Iraq and would have pursued it even if 9/11 hadn't happened. I think it was personal, to do with how his father handled Iraq. He abandoned parts of the Constitution and took this country in a direction it didn't want to go. If Congress hadn't deregulated Wall Street, this economic crisis might have been averted. Bush and the Republican Congress didn't pay attention to the cause/effect of the agenda they were pursuing and the crisis the country now finds itself is a direct result of bad policy decisions.

I understand what the reader is trying to say with this article, however I think it would take an even worse president in the future (not near future as I'm exuberant about the Obama/Biden win) to put Bush in a different light.

Example: Many Americans hated Ronald Reagan...however after a few years of George W. Bush, Reagan didn't seem that bad to us anymore in comparison.

Given that example I'd be shocked, appalled, scared and moving to Canada if we had a president that made us feel nostalgic about the Bush administration, unless it was on a joking level.

This was like the biggest soap opera in America's history...
We elected a man who was arrested for coke; who's wife was in a deadly automobile accident that took the life of her boyfriend; a vice president who LITERALLY shot a man in the face and later had the same man apologize TO HIM!; a cabinet that overtly lies to the American public; forged a war based on lies; kept America in harms way by sending the majority of our troops overseas leaving us sitting ducks when it comes to our borders. I'm not even going to get into FEMA and New Orleans; the economy; housing; and the bail out... OR to mention the record amount of MONTHS he spent on a virtual vacation when he initially got into office...

YEAH, I"M SURE GOING TO BE NOSTALGIC and MISSING BUSH?

The only way the above sentence would be possible is if we elected someone on par with Hitler in the next 60 years.

Unlucky seems pretty generous. Most Presidents have to deal with unexpectant situations. Bush won't be viewed because of what happened on his watch. He will be viewed by how he responded. Nine eleven, Katrina, the wars, these are all things that could have been handled differently. Would he be considered unlucky if he had handled them in a more competent manner. No, he would have been considered competent. The other main issue that he will be viewed on is the economy. Tell me one thing he did that didn't push us to where we are now. Even after 9/11 he sould have recinded the stupid tax cuts he put into place. Now we have insurmountable debt when we need the government the most. This guy was a disaster and what he has done to this country will take generations to fix.

This analysis, sadly, ignores one crucial fact. Bush's incompetence and ideological blinders greatly contributed to his "bad luck." Katrina? New Orleans drowned in part because of incompetent cronies (Great job, Brownie) who Bush appointed. The war? He attacked the wrong country. The economy? Grossly overweighted tax cuts to the wealthy and lack of competent oversight. So I think history will, fairly, judge the Bush 43 presidency of one of bad luck exacerbated by unprecedented incompetence and failure to learn.

Abraham Lincoln was the leader during The Civil War and he's considered one of the best Presidents. Franklin Delano Roosevelt was the leader during during WWII and getting the country out of the Great Depression. The American people liked him so much that they elected him four times.

Bush was not unlucky at all. He made very poor decisions and listened to the wrong people – traits consistent with poor leadership.

Anyone who blames Mr. Bush 100% for the economic mess is surely uninformed. Sure he shares blame here for not fixing what was broken. Mr. Clinton, Mr. Frank and Mr. Shumer pushed an initiative that everyone should be able to have a house and to help make this a reality they pushed fannie and freddie to guaranty very risky mortgages. Banks jumped on this because of the guaranties and things spun out of control – here we are 10 years or so from where this all started (time when some of these mortgage became due or kicked up th einterest rates and the s*&% has hit the fan). Before blaming Bush get the facts right – we also enjoyed 5 of the best years the economy has ever seen under Mr. Bush. Some people forget that we were on the verge of a recession before Bush started his first term.
