WASHINGTON (CNN) – As President-elect Obama visits the White House, a new national poll suggests that the current occupant of 1600 Pennsylvania Avenue is the most unpopular president in the six decades since presidential approval ratings were first measured.

Seventy-six percent of those questioned in a CNN/Opinion Research Corporation survey released Monday disapprove of how George W. Bush is handling his job as President. That's an all-time high in CNN polling, or in Gallup polling dating back to World War II.

"No other president's disapproval rating has gone higher than 70 percent. Bush has managed to do that three times so far this year," says CNN Polling Director Keating Holland. "That means that Bush is now more unpopular than Richard Nixon was when he resigned from office during Watergate with a 66 percent disapproval rating."

Prior to President Bush, the record holder for presidential disapproval was Harry Truman, with a 67 percent disapproval rating in January of 1952, his last full year in office.

As Obama visits the White House, 57 percent of those questioned think the transfer of presidential power will be relatively easy and free from tension, with 39 percent saying the transition will be difficult.

"A majority say that the transition from Bush to Obama will go smoothly, although nearly one in four predict a lot of tension between Bush aides and Obama aides in the next few weeks. That sentiment is highest among Democrats, but even among them, a majority believes that the transition will be relatively easy," Holland said.

The CNN/Opinion Research Corporation Poll was conducted Thursday through Sunday with 1,246 adult Americans questioned by telephone. The survey's sampling error is plus or minus 3 percentage points.

I am not very surprised at the poll figures though I am amazed at how long it took for people to see this. The fact that he is less popular than Nixon when he resigned is what is most surprising.

Now that Dubya is a lame duck, I will be very surprised if he gets anything accomplished to change his popularity numbers – except during the final 24 hours with all the pardons he will be handing out. Don't be surprised if "Scooter" gets one…

As much as I despise George Bush, our problems don't stem from him. They come from ourselves. As a country, we all need to do penance for the stupid mistakes that we've allowed this country to make in the last eight years. Sure, Bush is an inept, raving maniac, but this country has millions of inept raving maniacs that we DIDN'T elect as president. Yet we allowed ourselves to be duped by a Nazi-like manipulation of our fears, our religions, and our prejudices. We allowed these weaknesses to take this country from the darling of the world to the pariah of the world. Bush didn't do it. We did it to ourselves. The good thing about our democracy is that it is a self-healing creature, and we have tools to bring about immediate healing, but we chose not to use them because it would be "divisive". We have nobody to blame but ourselves.

I would often wonder durning both terms of this sitting President how he could sleep at night, and I will always be proud of the fact that I did not vote for him once. Someone once said that he was someone that you would have liked to go out for a beer with. As Hillary Clinton said "maybe we should have left it as that." Thank goodness the days of slackers in the White House are soon to be over. We will soon have a former President of the Harvard Law Review as a sitting President, something we can all be proud of. I would prefer Joe Mensa as our President as opposed to Joe regular guy.

Although I voted for President-elect Obama because I to was fed up with the policies of the Bush administration, I am very disturbed at the unrelenting disrespect for the President I read on these posts. Until Rush Lamebrain and the other right wing comedians started that type of disrespectful broadcasting when President Clinton was elected, there was a common philosophy in this country that you were free to disagree with the current administration's policies but were respectful of the office of President and the person holding that office. Unfortunately we have seen that type of adult, intelligent disagreement and discourse replaced with anonymous vile rhetoric that is very unproductive to say the least.

Come on folks, let's return to a time of civility and good judgement!

As for Mr. Bush, even you don' respect the man, you have to respect the office. He is still our president. He kept me and my family safe after 9/11 and brought out the eternal good spirit that makes this country great. Don't you all remember the flags that were displayed all over our nation to declare to the world that they did not break us? He taught my grandchildren what patriotism is. For that I am grateful to him. Thank you, Mr. Bush.

I did not vote for Mr. Obama, but he has my full support. He will be my president and I wish him all the best in the years to come. if I ever have the opportuity to help him, I will.

Bush's image and legacy will be repaired in the years to come once the Left finally admit that he did a great job protecting us and we see the progress that will be made in Iraq. Bush made mistakes. A lot of mistakes. I don't think we can deny that. His approval ratings and history will likely reflect that.

I am in awe that so many people are judging Obama before he even takes office. Give the man a chance first. If you've already decided his presidency will be bad, you will never see anything but what you want to see.

I didn't elect Bush in 2000, but he was my president. l judged him based on the decisions he made in office. I think any president deserves an opportunity to prove himself first.

The president cannot just act willy nilly on his own. He is only one branch or the government. Thankfully, we have a check and balances in place. He could not have gone to war without Congress. Just ask Senator Biden who voted for the Iraq War.

I did not vote for him in 2000 or in 2004. I vote for Gore and Kerry. But I can understand that he is privy to information I am not nor should be. And I do think that as the elected leader of our country he should bear the brunt of the responsbility for the mess we are in because his job is to protect us. And he failed to protect us within our borders from a financial meltdown. However, congress was also asleep at the wheel (with the exception of a few voices) and is culpable as well and should be held accountable.

Who comes up with these ratings ? Many people like me are not well represented in these polls.
Bush made a few mistakes; the Iraq war and aftermath, increased spending and increased government. But, to generalize and blame him for the Economy and every other American problem is not fair. History will be kind to him, for keeping us safe and for his courage. It will also show that he brought democracy to the Middle East.

For those of you that bash Bush let's see how history judges him. I don't think he will go down as a great president by any means, but his presidency is far from the worse and he will end up somewhere in the middle. Clinton's sure didn't help with letting Bin Laden off the hook and screwing up the banking industry.

I think Clinton' legacy will sink considerably once history judges his policies and how they led to the banking downfall we are experiencing.

And Carter, still in the toilet after all these years.

Obama, before you all anoit him savior of the world, he hasn't done anything yet… actually done anything ever, so be careful in bashing Bush when your guy has only been talk and promises so far.

Thanks to George Bush for helping elect Barack Obama. I don't think Obama would have won if he had not been running against the Bush legacy. 2000 and 2004 made 2008 possible. I thought I wanted him impeached, but, had he been impeached, Obama might not have been elected. Too late to impeach now as he is "sprinting to the finish line." I'll bet he is.

A 76% disapproval rating for President Bush is not a surprise.

The people of the United States have been lied to, deceived, tricked, fooled, conned and improperly influenced by our government the entire time he's held office.

In a very short time he found excuse to take away so many freedoms that we worked so hard to obtain. His belief apparently is that the government exists to control the people rather than the people existing to control the government and he's done all he can do to take power away from the people through the misuse of executive power.

Our country is in a sad state when we have to reclaim our rights and our democratic freedoms because our leader found a personal agenda and ideology to be more important than the foundations that our country is built upon.

Hopefully we can overcome the damage done in short order but I perceive that the damage is extensive and we'll have a major task in retraining specifics groups withing our local, state and national governments, in regards to citizens rights.

Obviously, the majority of people in this country prefer a democracy to a dictatorship and have finally stepped up to face one of the real threats to this country's existence.

So let me get this straight…

Bush's approval rating is lower than a former president embroiled in one of our history's most notorious scandals, while Alaska Senator Ted Stevens, convicted of making false statements and violating ethics laws, is re-elected. Three things come to mind:

1) I want to meet the 24% of the population who think Bush is doing a good job

2) Clearly, Gov. Palin would not respond when asked by the media who she voted for in the Alaska Senate race because she voted for Stevens, knowing worst case that SHE would select his replacement – a Republican – if he won (as he would most likely not serve)

3) Alaska seceding from the union sounds better to me every day!

I actually understand the low ratings because people think since he was president he's to blame, and for some of this he is, most notably Iraq.

But for the banking debacle, look to Bill Clinton if you want to know who to blame.
For the bailout, look at Nancy Pelosi and her democratic partisan party, and she's looking to bail out the auto industry now. That's you democratic leadership at work. How can you possibly expect a tax break when they're running up the bill.

You would think these supposedly smart people could learn from history that when Congress meddles in the free enterprise system they really f@*k things up. I pulled a Life magazine from 1956 and only recognized about 1 out of every 5 companies advertising in the issue. Don't these congressmen realize that it is natural for companies to succeed and fail, you don't have to bail out everyone for poor management. Now the banking industry I almost understand since Congress regulated them into disaster, (forcing them to make questionable loans under the pretense of providing home ownership to the less fortunate, Ha!), but the auto industry they did not.

The real problem with Congress is that term limits do not exist. We elect representatives that are too busy running for their next election and continue this trend as long as they can get re-elected. It never ceases to amaze me how people are more interested in tearing down the other side than in solving problems.

The bottom line is that Bush did not follow the principles he told us he was going to follow. This year I was a first time voter, so I did not vote Bush into office. Would I have if I could have? I have no idea because I did not watch anything about the previous election. However, I give Bush serious props. For what he was handed when he was president, a good deal from which the Democratic party messed up when Clinton was in office, he did a darn good job. I feel so sorry for the man. He might not be the brightest spoon in the drawer, and he might have done things that I do not agree with, however, people DID vote him back ito office, and he truly did the BEST that he could with what he was given. He did have to deal with 9/11 shortly after he was in office, and he did his job and kept us safe from future attacks. I hate how our country always needs to place the blame on anyone but themselves.

It's over now and regardless of how CNN's group poll's the American public, not all of us thinks he has done a bad job. History may end up proving him to be a very good President (as is Henry S. Truman) since no more attacks have been made under HIS watch which CNN ALWAYS fails to mention.

Guess what. Here are the facts:
How many foreign attacks before 9/11 and after Pearl Harbour?
Zero

One

How many attacks after 9/11?

So using the argument that since 9/11 there have been 0 attacks, logic would state that all the presidents prior to Bush must have been really good with national security as well? And it looks like Bush is the only one to have allowed such an attack to happen in recent times.

He didn't cause 9-11 or Katrina, and had to work with a congress with lower approval ratings than his. I know that God is in control and we are to respect our leaders whomever they are. The fear tactics worked for the 2004 election. No more. Bush's policies since 9/11 have created more terrorists than we'll ever know. He managed to piss away international good will at a breathtaking pace. His knowledge of the Middle East going into office was on par with a 5th grader. He vacationed more in his first year of office than any other president. He's spent $1 trillion and 4000 American lives on an invasion largley based on stories cooked up by Ahmad Chalabai. Do you know who he is? Collin Powell was against the invasion, despite the puppet show he was made to put on in front of the U.N. And oh yeah, Cheney was against the invasion–under Bush senior, that is.

But these issues have all been stated before. Why let the facts get in the way?

I am not a Bush supporter but sometimes think we are a little naive to what is really going on. A lot of things we are dealing with now are complicated and it is presumptuous for us to think that everything is as it seems.

True enough he is not the smartest person in the room, but the president is not a LONE job. Many of advisers, staff, etc. contributed to the decisions that lead to that rating. We expect the government to do a lot, and honestly, they can't please everyone.

I think sometimes we jump on the George Bush is bad sometimes without giving some consideration to what he has done right. We have not just simply blown up so something is going right. Again, I am a democrat, but think we are dealing with some complex issues that even we don't understand.

Bush appointed Ziegler, a head doorman in Congress, to head the INS pre-9/11. Under Ziegler's private contracting outside the INS, 9/11 terrorists' visas were approved post mortem. People's votes were disenfranchised in Florida due to hanging chads voters were supposed to know about. Cheney has run the whole show from behind the curtains. From the outset, the Bush presidency has been a historical disaster!

If people were more 'fair', they would realize that the democrats in control of congress since 2006, have led this country financially down the rathole, since they are largely responsible for the Freddie/Fannie disaster. Also, there obviously needs to be some tort reform, that limits damages, i.e…………..no punitive damages. The lawyers are getting rich off taxpayers. Also, union workers in Detroit, need to realize the automakers are not producing they way they were, and the workers, retirees, etc, need to take cuts in wages, and health insurance.
By the way, I have NEVER been asked to participate in these polls; the ones who take them do the screening, depending on who they are working for.

After reading through the comments from people who think that GW has enhanced the security of the country and that after he's gone we will be afraid to go to shopping centers because we might get "blown up," I'm convinced that irrational scare tactics work VERY well.

If you look at the EVIDENCE, you'll see that we are not much more secure now than we were before 9/11. Is there ANY evidence that GW's policies have CAUSED us to be more secure? If so, how have they done that? To the contrary, the evidence shows that our actions have actually agitated religious zealots and given them a continuous stream of reasons to attack America.

Fear mongering does not prove a point. Quite to the contrary, the world's reaction to Obama's election is strong proof that perceptions are already beginning to change and that the rest of the world has a measure of hope that our leaders will not be stubborn, ideological bullies, but rather intelligent and open-minded leaders whom the world can look to as an example of how to run a country.

Bush (like readers who stick by him) deludes himself by telling his friends that "history will bear me out" simply because that's the ONLY way to wake up to 24% approval ratings and not feel like a complete failure.

Those that attempt to cast President Bush as the worst president ever obviously did not live through or remember the President Carter years. I know of no other President that has ever permitted an enemy attack on US soil and seizure of American citizens to go without a US response. It may take a couple of decades, just as it did with President Truman, but I am confident that President Bush will, eventually, be recognized as one the most courageous and principled Presidents of our history.

Congress's approval rating is irrelevant – it is frustrating how it is brought up like clockwork here. Most people approve of their own rep in congress and disapprove of the ability of congress as a whole to get things done. For Democrats, they are frustrated at Republicans for preventing legislation from moving forward. Republicans are frustrated with Democrats for pushing an agenda they disagree with ideologically, and don't feel like they can ever support – even in the name of bipartisanship.

So what do the low approval numbers for Congress mean? they mean that Republicans strongly disapprove with Democrats, and Vice-versa. Nothing more, people. No surprise here. A near-meaningless metric, not at all comparable to the approval ratings of the President.

I think people don't understand the entirety of everything that is going on. When something goes wrong and people don't understand it, they want someone to blame even if it is not there fault. This is what everyone is doing with President Bush. I believe that over time, people will wake up to find that President Bush faced things that almost no other president in our history has. Granted, they may have faced one or two things that Bush has but not all of them at once. Our country has been kept safe for the past 7 years since the 9/11 attacks. Our country was booming economically during the Clinton Administration, not because of Clinton but because of the dot com boom and now that we are on the bust end of everything we complain. Never has a President faced a terrorist attack as great as 9/11. Never has a President faced a hurricance (Katrina) after a terrorist attack. Never has a President faced a slump in the economy such as this, after a terrorist attack, and a hurricane. This article and time in our country is typical, someone else can always do it better but usually those people are too scared to make the decisions. If you think you can do better, run for office.

Bush's approval ratings are that high because a full 30% of the people cannot see him for what he has done for our country. They are the blind who still think he has done a great job. He has ruined every aspect of our lives while enriching the already rich. For those of you who live by the bible, George W. History will be the judge and not current opinion polls. If Obama's first term ends in high inflation, stagnation, and record deficits then perhaps he will have the same approval levels as GW now enjoys.

No surprise.

The only mentality American people should bear embrace is that CHANGE does not happen overnight. We should give the new administration time and patience to overturn the situation. Lower the expectations, and be most supportive. Obama is a very intelligent man. If not too much ideological distraction, I strongly believe him and the change he will bring about. Just a matter of support and patience.

The economy is on the brink of distruction. Medical expenses are outrageous. We are in a senseless war that is literally draining our economy not to mention the lives and health of our young people. Bin Laden is still one the loose. Our standing in the rest of the world is on the floor. And the rich just keep getting richer in an obscene fashion that the Republicans want to make permanent!

In other words, Bush and his cronies WITH the support of McCain and company have dug such a hole for the country and the world that it will be years before we are out of it! If then!

I'm surprised the man has any approval rating at all! As a matter of fact, I'm surprised that Bush has not been impeached! I'm sure that the Republican majority in the congress is all that has kept him from being impeached along with Cheney! This administration is rotten to the core! It's like a cancer on the face of America!

Well, this is no surprise considering what his policies, advisors and the republican party have done to our country. What I cannot believe is the 24% that still support him.
They all have created so many crisises for our country, we will
be forever trying to dig out of these many holes.
Since we are in the diasterous shape we are in, all we can do
now is ttry to survive and resolve and build our country back up.
This cannot be done without cooperation by both parties.
We must unite, it is our survival.

I really just want Bush to get out of there. I Don't wish any harm to him or his wife just think Bush was a terrible President and even though I didn't care much of his father, I must say his father was way more diplomatic then his crazy son. His son love money, oil and power more than he loved the American people. Instead of people lieing about Obama the Republican party should be angry at Bush.

The President's approval rating should not be mentioned without also stating the approval rating of congress.

While The President's is low….Congress is and has been lower for many months.
