As for another stimulus, it better involve direct investment in businesses that are directly related to national security--food production and distribution, energy, public transit, water, waste--and not to luxury items (like auto makers) or to keeping businesses that failed on life support. Most–if not all–foreign aid just ends up in the bank accounts of the wealthy or government leaders, so doubling the amount will only add to the corruption–and will not do a thing for the country intended, so, sorry Bill Gates, but this is a bad idea.
