WASHINGTON (CNN) – In an effort to clear the way for Sen. Hillary Clinton’s confirmation as secretary of state, CNN has learned that her husband’s foundation has reached a written agreement with the Obama-Biden transition team.

The five-page document states that former President Bill Clinton will not personally solicit funds for the Clinton Global Initiative, a high-profile annual gathering of the Clinton Foundation that solicits contributions from around the world in order to address global challenges like poverty, climate change, and global health issues. In the document, the foundation also agrees to separate the Clinton Global Initiative off from the rest of its operations and incorporate that initiative as a separate entity.

The foundation also agrees to seek review by State Department ethics officials of certain donations to its effort to fight HIV and AIDS throughout the world.

The agreement was turned over to the Senate Foreign Relations Committee by the Obama transition team Wednesday and obtained by CNN Thursday.

what kind of people are reading this... this is un-presedented. the transparency in which the donor list has been given to the public and the the very nature of the agreement in which President Clinton removes himself frm direct ties to foundation donations is incredible. furthermore the foundation agrees to be under the guidlines of the State Department. Folks get real, don't believe for a second any of the other former presidents have given this much back. this is a huge story and a positive one. the foundation's purpose is to fight HIV and other deseases; this was very generous for Mr. Clinton in exchange for Hillary becoming secretary of State. too bad some of you can't recognize that this is a very special moment.

You cannot CHANGE a Clinton. You can't even shut one of them up. Clinton didn't sign the agreement because he has no plans of following through with what was said. Wow. So, how can any negotiations/talks handled by Hillary be trusted? Don't even tryy and tell me that she and Bill work seperately, and the fruits of her labor will not benefit him. Hillary and Bill are a disease that has the potential to destroy Obama. They are only in it for themselves, and they can't be trusted. The best thing he could do is completely disolve himself of a relationship with them. There are pleanty of other qualified candidates for SOS (Sam Nunn, Kathleen Selibus).

I worry for Obama; he will be spending the majority of his time looking over his shoulder at his own version of Brutus.

But law, Hillary Clinton is not eligible to appoint Secretary of State because Congress (during her term) voted recently for a pay raise for this cabinet position. By Article I, section 6 of the United States Constitution, which states that “No Senator or Representative shall, during the Time for which he was elected, be appointed to any civil Office under the Authority of the United States, which shall have been created, or the Emoluments whereof shall have been encreased during such time….”

Now, they have talked about legal remedies for this or she will take the salary prior to the last raise... My point is simple. The rules have never applied to the Clinton's from Whitewater to the Lewinsky Scandal to Clinton residency eligiblity for the senator seat in New York (how do you go from Governor/First Lady of Arkansas, President/First Lady living in DC to living in NY... CARPET BAGGER!!!)

What makes this case any different. She will bend and break what rules that she has to...

I think one thing is clear and that is the fact that PE Obama will be totally in charge of any situation and be beholding to no one in his administration. I believe he will listen to anyone, but no one will pull the wool over his eyes he's too smart for that.
He wants a clean government and I feel he will demand that from all of his staff, we've seen what all this corruption over the years can do to this country and we need no more of it.

Am I missing something? I thought Bill Clinton's foundation is helping thousands in the poorest parts of the world, including Africa. So what if the Saudis give 5 million. the articles about Bill Clinton's foundation sound as if he has done something under-handed when in fact these billionaires, countries, etc have donated to the foundation to make the world a better place. And another thing, read the agreement. Clinton doesn't even sign it. I don't believe a word of this. I was willing to give Hillary a chance, but now I see it's just more Washington dirty dealing. Obama should be ashamed. I am so disappointed.

Okay.. So, how does that clear her for confirmation? How do we know whether or not the favors expected by these donors were already delivered? Cutting off some donors now does not mean that they won't have access to the White House.

I truly believe the deal was cut in the fall with when Obama met with Bill
in NYC. I think the Sec of State job was traded in return for Bil and Hillary
campaigning for him in FL and PA.

Why else would Obama want to invite this 3 ring circus back to the WH?
I really believe naming her as SOS will come back to bit him in the you know what because there is always drama with the dysfunctioal Clintons.

Ok, what BS. Like this "written" agreement is going to make any difference in Bill Clinton's influence. When I found out Blackwater was a fairly major contributor, I saw the writing on the wall. What was Obama thinking when he made Hillary SOS? He had to have known who the Clinton's were in bed with. Did we make a mistake?

What are we doing? The former President has recieved millions from the very people Mrs. Clinton will have to deal with in her capacity as Sec of State. If this was a Republican administration taking office, we would be buried in negative articles. No matter how you voted, this is wrong. Are we ever going to "clean up our act?" I think not.
