CNN has learned that a state board in Minnesota overseeing a recount in the razor-thin Senate race will declare Democrat Al Franken the winner Monday.

MINNEAPOLIS, Minnesota (CNN) – A state election board on Monday will announce Democrat Al Franken as the winner of the Minnesota Senate race, defeating Republican incumbant Norm Coleman, state officials told CNN Sunday.

Secretary of State Mark Ritchie told CNN the canvassing board on Monday will confirm that Franken won the race by a 225-vote margin.

Deputy Secretary of State Jim Gelbmann oversaw the tallying of roughly 950 improperly rejected absentee ballots Saturday, which was the last remaining hurdle in the canvassing board's procedure. He said no outstanding challenges remain and that the only thing left for the board to do Monday is certify the numbers. Their meeting will convene at 2:30 p.m. (3:30 p.m. ET).

As a Canadian, I am amazed that a country such as the U.S. cannot seem to conduct an election without all the nonsense of Forida/2000 or Minnesota/2008. Several different studies were done by various media organizations and some showed Gore as having won while others showed Bush as having won (depending on the recount method).

On a side note, most conclude that had the butterfly fiasco not happened, Gore would've won by a decent margin. Of course, that the butterfly design would be confusing/problematic for elderly people with poor vision, arthritis, etc was simply an oversight (nothing corrupt or intentional) and there was really nothing that could be done to fix this after the fact.

Don't take my word for any of this; you can read all about it on various websites (though I suggest avoiding partisan blogs as they tend to tell half-truths... at the very least, follow links to cited sources and get the full stories).

Al Fraanken is a comedian, but a very brilliant man. He will be an excellent Senator. I remember the day he announced on Air America that he was going to run, I was very upset because he was so great on air, not only funny but very aware of what is going on in the country.

Congratulations, Minnesota! Although I don't agree with your ancestors' land theft through abrogating Treaties, I wholeheartedly agree with your handling of recounted elections.

And another thing, Minnesotans, you're one of worst states for fingering people (using the middle finger) to either express your IQ or exclaiming dissatisfaction with the other's driving abilities. I can't tell which.

Anyway, the bottom line is I commend you for electing not only Al Franken but putting the recount under a microscope so all can see.

For you people who think Al Franken is a "comedian" who is "an extreme liberal", think again. He is Harvard educated and he actually is very center-left (like the Clintons, put aside the dislike you may have for Clinton and look at his actual politics). After all, he comes from a former Republican family who changed parties in the 1960's, after the Repubicans fought against the civil rights for African-Americans. This whole situation is the fault of our state elected officials. It has been eight long, long, long years since the five Republican Party Hacks on the Supreme Court ordered a state court to stop counting votes in a close election. Most of the nation believes that the Republicans did not win the 2000 election. I certainly don't.

The technology exists to record and verify the voter's intent in every election, but our state officials – including certainly the elected officials in my home Texas – but we have done little or nothing to prevent these close elections in which recounts result in half the electorate feeling cheated and the "victorious" candidate must serve under a cloud. Bush was in that situation until 2004, with half the country believing that his presidency was illegitimate as well as incompetent. After 2004, we had to accept W. Bush as legitimate even if he was clearly incompetent.

Elections are important in a democracy. Too bad our states don't agree.

As I have posted on a score of forums since election day, Coleman should have simply conceded when he found he had only won by a thousand or so. As soon as the word 'recount' was uttered the end result was known. The dems would find, discover or create enough votes to 'win'. They will change what defines a legal vote, will go to court, deal with friendly judges and put the entire process in the hands of partisans. There is no part of the election process more corrupt and crooked.

I know the result before the first vote is recounted, you do you...everyone does, so why waste everyone's time and money. All republican winners by a small margin should simply concede.

The process is crooked. The dem always wins. Just concede.

Bush V Gore is very clear, that the SCOTUS overturned the Florida Supreme court's verdict, claiming the Florida justices had misinterpreted legislation written by Florida legislators. In doing so, they stopped the recount in which Bush was ahead a mere 500+ votes. Even Patrick Buchanon admitted that due to the horrible butterfly ballots (courtesy of Bush's younger brother Jeb) that many voters had mistakenly voted for him instead of Gore. This was patently clear as these votes for Buchanon came out of the most liberal precincts of Florida. YOU need to accept that the 2000 election was decided by 5 corrupt supreme court justices and NOT the American people. GET OVER YOURSELF!

Al Franken, graduated from Harvard cum laude, and becomes a Senator.

George Bush, graduates from Yale with a C, and becomes president.

Does it matter if there are 100, 200 more votes for either side? How many percentage points is that? 0,1%? 0,01%? Who ever will sit in senate after the dust has cleared can't claim a good mandate with such a narrow margin.

These narrow margins make it easy to manipulate elections. If someone would say "The GOP won California 60 to 40" everybody would say "They cheated!". But if they win by 0,5% nobody can be sure (even so common sense would say it can't be).

This MN election may fall in this category. My guess is the GOP cheated and the Dems called their bluff. Could be the other way around, who nows. As i said, with margins like this... We should stop recounting to find that one "swing vote" and instead start revoting (run-offs) until there is a clear mandate (let's say a 5-10% spread).

I have met Al Coleman, he is a down to earth, caring person. Our country has been put through the ringer under the rule of the Republicans and a Republican President. Now is the time for our country to get back on track and heal, economically and rebuild our standing around the world. Smart Americans will not vote for the "brain dead, ditsy" Palin in 2012 or another "same old same old" Bush or any other rich loving, lobbist loving, radical right Republican. With our schools in decay though, who knows if we will have any bright intelligent youth to make an educated vote in 2012.

To all of the Al Franken Haters: Franken did not request the recount–it was automatic by state law. Elections tend to undercount votes in poor areas due to less $$ to ensure good equipment, procedures, etc., which is why the recount favored Franken.

Statistically speaking, the swing is only 500+ votes, or 0.008% out of many, many votes, so it is not unreasonable that a recount would favor EITHER candidate by a few hundred votes. This says that MN is doing a relatively good job holding elections (and, isn't the governor, Tim Pawlenty, a Republican–are you accusing him of favoring Franken?).

People, let's not forget, you win some, you lose some. Let it be. Let us congratulate Mr. Franken and wish him much success in meeting the needs of the people of Minnesota.

Just like Washington States 2004 governors race..... the "honorable" democratic party kept finding votes until they conjured up enough of them. If you look at the original of many of the "challenged" ballots, it becomes painfully clear that neither side is really interested in counting the votes – but only in winning.
I would say over 95% of the challenged ballots were frivolous challenges where the "intent of the voter" was absolutely clear. Take a look at http://senaterecount.startribune.com/

What is the source is for this thread's accusations that votes were manufactured or the election was stolen? From what I've read, the recount went smoothly. There was a missing 1-of-5 envelope and a question about some missing duplicate ballets, but in both cases rational actions/decisions were made. There was (and still is) some roll-your-eyes legal maneuvering, but the courts responded reasonably.

Furthermore, the recount wasn't requested by anyone (it was initiated and was state-wide as per election laws) and was very open and broadcast live throughout. There wasn't a circus-like atmosphere like there was in Florida in 2000 (congressional aids being flown in to create a protest/mob environment was shameful).

So unless there's some bombshell of corruption on the way, it seems that MN deserves kudos for how things were conducted.

On a side note, hopefully Franken will acknowledge that he won by an insignificant margin and will do his best to represent everyone by being a centrist (he's a little too partisan for my taste, though I do think he's smart and reasonable enough to be an effective senator).

This whole mess started because Coleman did not want up to 15K absentee votes counted, because, they were not delivered to each polling stations before they closed statewide closes.

It was never an issue of questionable ballots, it was a failure by State employees to correctly prepare and execute their duties.
The fact that not a single state employee that works full time for the board of elections has been fired is the real issue here.

Al Franken was the one candidate who wanted all votes counted regardless of outcome. It was Coleman who wanted your voted suppressed, as long as he was ahead.

First, Cullen Sheehan, Coleman's spokesperson is lying in the story with this: "The effort by the Franken campaign, supported by the Secretary of State, to exclude improperly rejected absentee ballots is indefensible and disenfranchises hundreds of Minnesota voters." The fact is, the Franken campaign wanted to count ALL improperly rejected ballots – no questions asked. The Coleman campaign refused that offer AND they wanted to add in 600 or so cherry-picked absentee ballots from favorable precincts that had been properly rejected. I wish reporters would fact check and call spokespeople out when they say crap like this.

My my my, the GOP sure sings a different tune when it's their ox that's getting "Gored," so to speak. The irony is just too sweet. We will never forget 2000. A court-anointed Bush led this country into a deep pit, but we're finally crawling out. Thank God! Head for DC, Mr. Franken, and godspeed!

If you haven't seen it, find the episode of 3rd Rock from the Sun where Al Franken played a politician. He does a good politician. He's had some experience playing politicians on SNL. He's more prepared to be Senator than W was to be Governor or President.

Well I say thank God, who amoung us would believe that a Republican could win anything. Steal it maybe but never win. I'm proud of Minnesota for demanding real leadership. Will someone please tell me what has your previous Idiot Rep. do for your state?

For Coleman wanted Franken to concede before the state-mandated recount was started.

If he fails to concede now that he has been shown that he did in fact lose, that'd be pretty amusing.

This shows that it (Al Franken) pays to have loyal ballot counters on his side! Congrats Stuart Smally! It should be very amusing to see and hear him in action in the Senate performing for Minnesotans!.
