MINNEAPOLIS, Minnesota (CNN) – Democrat Al Franken declared victory in the hotly-contested Minnesota Senate race Monday, calling the win "incredibly humbling."

Minnesota's canvassing board on Monday certified the results of the recount of Republican Sen. Norm Coleman's fight to retain his seat against Franken. The final results showed Franken with a 225-vote lead.

"I am proud to stand before you as the next senator from Minnesota," Franken told reporters Monday afternoon. "It's clear that we have a lot of important work to do ... I'm ready to go to Washington and get to work as soon as possible."

Coleman's attorney, Tony Trimble, said shortly after the ruling that the campaign plans to file suit.

Republican National Committee Chairman Mike Duncan lashed out at the ruling.

"The efforts of Al Franken, Harry Reid and Chuck Schumer to steal this election and seat Al Franken despite not having an election certificate are unprecedented," Duncan said in a statement. "I am confident that if the law is followed, Norm Coleman will be taking his rightful seat in the U.S. Senate."

I am a proud Minnesotan, but the news of Franken, "being called the winner" is very disheartening. It is a sad day here in Minnesota. I can't wait for this to continue as it should given this was not done to ensure all votes were counted. They only wanted to make sure all frankenstein votes were counted!

Now, come on - what would O'Reilly be saying if these facts belonged to the Dems? And the Dems wouldn't mind a bit, were it not for the hypocrisy...

Now, that the liberals have finally learned to fight back, the GOP is apoplectic.

Let's get back to each having a turn, and having a little respect for each other, please. Otherwise, we're no better than the warring factions in Iraq. Why not take a deep breath and accept the other side for a change?

Isn't it a shame, the ends politicians will go to to gain power? Frankin has obviously won under vote counts by a board agreed to in court by both parties and their candidates. Now that those votes show an incumbent losing, they, the GOP, are raising Hell about an improper count. The court appointed board has certified Frankin as the winner. The Secretary of State will certainly sign the warrant, but obviously, the Governor has received his orders from GOP HQ'S and he won't sign. What's to go to court about? The court, unless the GOP pulls strings and gets a sympathetic judge, won't overturn the certified count of it's own board.

I love how republicans want to count all the votes now. Is there no end to their hypocrisy. Al wanted to count all the votes and Coleman tried to BLOCK him. They mutually decided on a set of votes that were legitimate and rejected the others. Now the Coleman has lost he wants to try to count the remaining 650. I'm still waiting for Coleman to concede like he said he would had he been in Al's position on the night of the election.

To Mike from Syracuse – I am with you that all votes should be counted. You must admit Coleman has been very hypocritical in this campaign. When he was ahead, Coleman wanted the process stopped. When he is behind Coleman wants the process continued. Coleman agreed to one set of rules (only count the improperly rejected ballots where improperly rejected was agreed by everybody) and then has brought up 650 more ballots from a Coleman leaning district which not all sides agree on them being improperly rejected. If anyone's vote is still improperly rejected, that should be rectified. Absolutely. I hope you were this up in arms about Florida 2000.

The analogies to FL are stupid and wrong. First, the Dems designed the ballot, conducted the elections and counted the votes in Palm Beach and Broward counties–the counties of dispute. Second, it seems only Dems were incapable of voting correctly; otherwise, they would have to admit that Repubs voted wrong, too. For those of you posting on here not from Minnesota, you should not be so judgemental. Al Franken ran a marvelous campaign and was very professional at every corner. Norm Coleman on the other hand ran a disgraceful campaign that many people expected to see out of Franken. Instead of basing judgement on the past, you should judge both of these individuals on the actions they have taken throughout the campaign. True, Franken was a comedian, but he also knows there is a time and a place for humor, the Senate floor not being one of those. Coleman does not know these boundries and got what he had coming the past six years.

Congrats to Minnesota for actually having a process and counting the votes, unlike Florida in 2000. I think Coleman is going to be hard-pressed to complain about what was done and will end up looking like a sore loser. Franken, thankfully, avoided Al Gore's mistakes (e.g. only asking for part of the vote to be recounted).

That said, clearly neither guy had a mandate and no matter what happens they should lead with humility and try to win over the voters they didn't get the first time.

I seem to recall Mr. Coleman calling Mr. Franken a sore loser, or words to that effect, a few days after the election when Mr. Franken refused to concede based on Mr. Coleman's 215-vote lead. The honorable thing to do, Mr. Coleman said, was to accept defeat. Now that Mr. Franken has a 225-vote lead following a recount that the Minnesota Supreme Court could find no fault with, Mr. Coleman is concerned that hundreds of Minnesotan's votes may not have been counted. Looks like another one those lies and the lying liars who tell them.

These kinds of scorched-earth statements need to be drastically reigned-in on both sides of the political spectrum. There is not one shred of evidence that there was any wrongdoing during this recount, and immediately jumping to the "nuclear option" of claiming the election was stolen is unacceptable for either the DNC or RNC Chairman to presume. These types of thoughtless comments only serve to undermine the public's faith in our election process, and a party chairman who would cavalierly make such a statement should be censured by his own party.

Not to mention the fact that in order to have "stolen" the election in the manner that Mike Duncan suggests, Franken's team would have needed the two Republicans on the recount committee to have broken the law just to get Franken elected. How plausible is that?

You omitted the fact that the the Republican gubernatorial candidate in WA state WON the initial count. Gregoire (the Democrat) wants a recount, and the Democrat WA state legislature gave it to her. The Republican (Rossi) WON that recount. Then Gregoire wants ANOTHER recount, and the Democrat legislature gives it to her again, and then she wins that recount. Rossi sues for a recount and he is denied.

The Democrat candidate gets two recounts when she wanted them.

The Republican candidate asks for 1 recount and is denied.

The Democrat candidate won 1 out of 3 counts.

The Republican candidate won 2 out of 3 counts.

And the Democrat ends up being governor.

MUCH different than Al Gore's case. And I, a Republican, believe that Al Gore had every right to a recount in such a close election. So don't be calling me a hypocrite if I say Rossi should have been WA governor. It's time for you put aside your partisan blinds and think intelligently.

The trip drags on and on until you finally have to pull the car over and spank them both. The world is watching. They're laughing too. Is there any reason at all that we can't have a uniform procedure for all 50 states? Voting is too important a matter to have different rules in different states. I thought that the "IDIOTS" Republicans wanted to stop the count the other day? Now they want to file a lawsuit...Get over it already the PEOPLE said NO to another Republican. Can't they see that we "The People" are fed up with their LIES? There's no way a runoff would have ever taken place in Minnesota. That wasn't an option because the Georgia runoff demonstrated that without Obama on the ballot, the Democrats do NOT benefit from his coattails.

Think about this one, folks.... if this election had been called on election night, Coleman would have won. Only after the ballots had been re-counted and rejected ballots had been scrutinized a second time did Minnesota get a true count. Makes you wonder about those close elections a little bit, doesn't it????
