The VP-elect says CIA director pick Leon Panetta is totally qualified for the job, but admits the failure to consult with Feinstein about the appointment was a mistake.

(CNN) - Vice president-elect Joe Biden said Tuesday that the transition team's failure to consult with incoming Senate Intelligence Committee chair Dianne Feinstein about the decision to tap Leon Panetta as head of the CIA had been a “mistake.”

Biden also responded to criticism Panetta lacked the necessary intelligence experience to serve as CIA director, telling reporters on Capitol Hill the former Clinton administration official is “totally qualified for this job."

"He’s been a consumer of intelligence for a long time. He was chief of staff. He understands the agency well," said Biden. "What the agency needs now is a strong figure who understands how it functions and is going to take it up on a new path re-establishing its…. It’s an incredibly important agency. It has suffered some, much of it not its own fault, a loss of credibility in a lot of corners.”

But he said the team should have spoken with Feinstein about the pick. The California senator issued a blistering statement yesterday about the choice after apparently learning about Panetta's selection from a media report. “I’m still a Senate man. I always think this way. I think it’s always good to talk to the requisite Members of Congress,” Biden said Tuesday. “I think it was just a mistake.”

Update: A transition aide told CNN's Ed Henry that the president-elect “had very good conversations with both Senator Rockefeller and Senator Feinstein. They shared views about the future direction of intelligence and their desire to consult closely on these issues.”

Earlier Tuesday, Feinstein released a statement saying she had been contacted by both Obama and Biden, and that they had "explained to me the reasons why they believe Leon Panetta is the best candidate for CIA Director. ...I look forward to speaking with Mr. Panetta about the critical issues facing the intelligence community and his plans to address them.”

What is scarier? Diane Feinstein is chair of the Intellignce Committee or Leon Panetta is CIA director. It is called national security for a reason people. The dems are making a joke of it. It protects our rear ends every day. The next 911 is going to be much worse because it will go beyond planes flying into buildings. If we have someone claiming to harm our country or citizens, I say waterboard them till they squeal and then stick them in front of the firing squad. Human rights goes out the window when we are being threatened.

There are many who find fault with anything and everything Obama and the transition team do but there is no doubt found in any circle, even Republican circles as evidenced by their criticisms when wanting to distance themselves, that Bush-Cheney was the absolute worst presidency this country has ever had. I appreciate PE Obama's methodology in selecting Leon Panetta for the post. Mr. Panetta possesses integrity, independence and an analytical mind. Call him a Clintonista if you wish, but he did perform effectively while serving as Chief of Staff in the Clinton Administration.
It appears that Obama's transition team is screening (and vetting) candidates based also on their individual academic achievements and well as political acumen. Panetta may fit better in the SOC position and if PE Obama chooses to reconsider and reselect Panetta for that position, that is cool too.
There also exists the possiblity that Senator Feinstein and Leon Panetta don't quite get along...

The fact that Panetta has no experiance with the CIA is one of the BEST reasons for him to be appointed to this position. The leader of an organization should be an able administrator, an effective communicator, and have a overall picture of what needs to be done. the "nuts and bolts" of the organization are not really the leaders responsibilities. The leader sets the direction and the tone, they give the vision and the "cover" Panetta is well equipped to handle this the fact is Feinstein's nose is out of joint because she was not asked for her opinion on how Obama should run HIS CIA she confuses her job as oversite as one of control. So far Obama has done what he has said he would do, take a wide variety of people, put them into positions they may never have done before but appear well suited to perform in, give them the guidence and direction they need to set the course and follow HIS plan and then let them do their job (not yet accomplished since is is not yet in control of the government). This is change, this is leadership, this is what I voted for.. for those who cannot see past his color, his party, or your own prejudices I am sorry for you take a deep breath and try, for the first time since Clinton was elected to think about our country working together instead of a party gaining power. I laugh at the many democrats here who cry he is not liberal enough or the many republicans who cry that he is too liberal the fact is he was elected NOT because he was a democrat but of because of what he stood for and what he believes in and what WE believe in and I suspect that he will NOT govern as a Democrat, but that Obama will govern as a President of the entire United States, thats who I voted for and so far that is what I am seeing!

If the only problem with appointing Leon Panetta is that no one first genuflected in front of Ms. Feinstein, I would say that's pretty good. Fact is Leon Panetta is a seasoned pro, he's professional and well respected. Leon Panetta disagrees with warrantless wire tapping, he also disagrees with torture, and has no problem with aggressively upholding the United States Constitution and our rights. Given the last 8 years of trampling our Constitution, I want a man like Panetta who is staunch about protections. If the only problem is Ms. Feinstein wasn't first consulted, that's miniscule.

When you stop and think about it, this is a brilliant appointment. For once, analysts who are upset that their findings are being misrepresented will have someone with smarts, uncommon sense and judgement to be heard by. Moreover, Obama will have a reliable and trustworthy source of information about what the CIA is up to - not some insider who may obscure internal goings on.

Of course Feinstein has an ego. No one without an oversized ego runs for elective office. You think Obama doesn't have an ego? Oversized egos are part of the political environment, like air. However much you might want egoless politicians, it isn't going to happen.

As soon-to-be Chairman of Senate Intelligence, Feinstein was doing her job. The Executive Branch should not have handed her a surprise. If she had overlooked this, they would have surprised her again, probably on something even more important. And her colleagues on Senate Intelligence would not have been pleased with her.

There are rules to any game. Obama's team neglected an important rule. Feinstein called them on it. Time to move on.

Mistake? Are you kidding? The mistake is picking someone that does not have any intelligence experience.
Remember, we had 8 years of Clinton to make sure our intelligence service was reduced to the point of being worthless. While I am no Bush supporter, at least we have some operational on-the-ground and imbedded intelligence now – who knows, it may actually be effective in not allowing any attacks over the last 8 years.
As an Obama supporter, I am finding it very discouraging to see picks like Richardson and Panetta. I'm beginning to wonder if he, or is staff, are really tied into Blago's issues.

Biden says Panetta has "been a consumer" of intelligence for a long time. The CIA Director isn't a consumer of intelligence – he's a producer of intelligence. There are millions of iPod consumers who couldn't produce one if they had all year. Appointing Panetta as CIA directory was a mistake. He is a talented man, but he doesn't have the intellignece background required to head the agency and he's simply too old for so demanding a job. There are many highly qualified people out there who could repair the damage done to the agency by the Bush administration. This is Obama's first real mistake.

Feinstein should have been consulted. That does not mean however that she is the one to decide on what the direction of the CIA should be. It is the job of the President to decide policy direction. It is also his call to make the appointment, not Feinstein's or Rockefeller. Let's put ego away in favor of the president-elect's broader vision. What Obama needs is a capable CIA director who is able to carry out his vision effectively, without drama or administrative resistance. Panetta is a distinguished and very competent public service and adminstrator and thus fits that bill. And there is no lack of precedent for effective civilian, non-career line CIA Directors with little prior intelligence experience who did so well. One example is George H. W. Bush. No drama please, lady Feinstein! We respect Feinstein. She is a smart cookie–but we don't want her drama please!

The last thing the agency needs now is another analyst, or operations specialist running the show. Most have been proven to be poor managers who do not know how to lead and communicate their findings and what should be done about certain findings. Mr. Panetta is known to be a very able administrator who is able also to communicate. He has extensive experience as Clinton's COS, and as a congressman in both analysis and end use. He understands the needs of congress and will be more able to communicate to the appropriate persons what is going on in an effective, non-idiological way. Finally, he does not have the pay-back agenda that Goss had. He, Panetta, will be able to work with ADM Barnes most effectively.

Thomas–he wasn't necessarily blaming Bush or the CIA. The thinking before 9/11 was that intelligence technology was so advanced that we could rely more on that than on human intelligence and the outcome would be better. That theory was proved wrong. On this issue Feinstein is out of order. She will get her turn to question the nominee soon enough. She doesn't get to handpick the nominee–that's the President's job. As a member of the Senate Intelligence Committee, Feinstein (along with Jane Harman, Jay Rockefeller and others), remained silent after being briefed concerning the Bush administration's abuse of the FISA. She may have been sworn to secrecy, but she could have stepped down from her position or at least threatened to step down. She was complicit in and silent about the abuse. She should continue her silence, and respect Obama's selection.

Panetta is the right man for the job, at the right time.

Yo, VP-elect Biden - there is no "requirement" to talk to the applicable Members of Congress. Or are you still confused about the Constitution, thinking the VP has no role in the Legislative Branch, and that Article I describes the Executive Branch???

Ms. Feinstein needs to GET OVER herself BIG TIME. Talk about an EGO bigger than her behind.

As I recall, it is NOT Ms. Feinstein's place to choose these positions. Bottom line. Just because her background in in intelligence, etc. does NOT mean the President-Elect's team is REQUIRED to check with her on any of the President's prior appointments! Just because you THINK you're an expert doesn't necessary EQUATE that you ARE the expert when it comes to others.

Ms. Feinstein should have kept her mouth shut because she sounds like a complete idiot!!

Hells bells, if you're going to go the "completely inexperienced for the role I'm about to place you in" route, why not go with former Clinton fluffer, er uh, I mean, "staffer" Monica Lewinsky. She's no less qualified than Panetta to head up the CIA and think of how much more fun the office Christmas parties would be. :)

Obama may feel and think he is going to have the backing of all of his cabinet, and that the Dems will jump at whatever he says. It will not happen. I'm not happy about Penetta because of the attacks on the US when Clinton was in office.

Such as The World Trade Center in 1993 (but they had the next 8 years to perfect their plan), the US embassy in Kenya and the one in Tanzania in 1998, and the USS Cole in 2000.

For once I agree with Feinstein. That was a clumsy move. I also, for the first time, wonder where the "change" is. Nothing against Panetta but why are we now facing the Clinton Administration again? I expected new faces and someone in that position to have years of experience and worked his/her way up through the CIA. Come on Obama. Take another look around.

I think it is refreshing that the new administration is willing to "fess up" when it makes a mistake. This is a good sign and bodes well to the constituency to be honest and up front.

Attacks against the USA by Muslim Extremists under Clinton's Watch...

1) 1993 World Trade Center bombing. They failed that time, but had time to plan the 2001 attack for the next 8 years.

2) 1998 U.S Embassy attacks in Tanzania and Kenya. Hundreds killed and over 4000 injured.

3) 2000 The USS Cole.

I am less the comfortable with this man as head of the CIA.
