WASHINGTON (CNN) – The disputes over the Illinois and Minnesota Senate seats are stealing the spotlight, but there was other notable moments on Capitol Hill during today's swearing in of the 111th Congress.

The most interesting picture of the day was Dick Cheney swearing in the man that will soon replace him as vice president, Joe Biden. As sitting vice president, Cheney presides over the Senate - and Biden is not only vice president-elect, but the newly re-elected senior senator from Delaware. He'll give that position up come January 20, when he takes the vice presidential oath of office.

Two other senators who get sworn in today will most likely soon be stepping down as well. Sen. Hillary Clinton of New York has been nominated by President-elect Barack Obama to serve as his secretary of state. And Sen. Ken Salazar of Colorado has been nominated by Obama to serve as secretary of the interior. Both will resign their seats if confirmed to their new positions, as expected, by the Senate.

There's something CNN does and MSNBC doesn't do that drives me crazy. We are waiting, waiting, waiting for someone to speak...someone to make an announcement...waiting, waiting.....in this instance Reid is going to speak about the Minnesota race...waiting, waiting...and then there he is, speaking to us and we are listening...and the commentator decides he has spoken long enough and cuts in....so we dont get to hear the rest...so we have to change the channel to MSNBC, which is ok, but none the less.....we can listen to her anytime....all day long....she is just a commentator...why would what she has to say be more interesting and more important than what Reid had to say? CNN, you do that far too often...if I am going to wait to hear someone speak....let me hear them speak.....

Obama could have really helped DC with it's public school where he could see first hand what problems they had an they would have had an advocate to fight to fix the school system there which from many accounts needs some fixing. To TCM: Know your facts before you speak. If the Bush Administration had done it's job and listened to the Clinton Administration, 9-11 would not have happened. So you can't really claim that the Bush Administration has kept us safe. Also Bush's failure to retaliate for the bombing of the USS Cole led Bin Laden to launch the 9-11 attacks.

Sarah Palin was ok when she said the VP is president of the Senate. It was her embellishment of that role that was the problem. While I understand she was speaking to a child (it was a child who asked the question), she shot herself in the foot by trying to make the role more than what it is. My guess is she really thought what she said was the real job of the VP but it is not.

For those brilliant minds who blog on this site and think they understand the constitutional duty of the Vice President in the Senate..., see Article 2 of the US Constitution-the vice president is the President of the Senate. So, when CNN says Vice President Cheney "presides" over the Senate, they are 100% correct.

Governor Palin was arguably correct in her observations of the role of a vice president to the Senate. People-read before you write! The whole deal about a veep only voting in a tie deals with the veep's right to vote!! However, the veep IS, by law, the President of the Senate. Why else would Cheney swear in the new Senators?

And for you brilliant world leaders in training, who are so clouded in hate for the current Adminstration that you use any opportunity to segway into a diatribe of hate against the president-I wonder when you will run for office or serve the public? If it is SOOOOOO easy to lead and make decisions, why don't you do it?

People would do well to keep their eye on the ball with Putin shutting down gas supplies to Europe and blaming it on the Ukraine government. While the world is distracted and watching the conflict in Gaza, Putin will move his tanks and planes into Ukraine, just like he did in Georgia...watch and see. @Gerda, the Constitution says that the VP is President of the Senate. Up until the 20th century, it was common for the VP to actually preside over senate meetings. Now that usually only happens for ceremonial purposes, or when there is expected to be a tied vote, and the VP's tie breaking vote may be needed. Any VP as the Contitutional President could decide to once again 'preside' over the Senate if he or she so desired. Palin was needlessly ridiculed by the brain dead left, as is usually the case. Constitutionally, she was correct.

Besides castly the deciding vote for a tie as the PRESIDENT of the Senate (note that "President" and "preside" have the same root) , the VP, among other things, ALSO swears in the members of each Senate (a la Biden, Clinton, and Salazar) and accepts resignations of Senators (a la Obama). All members are sworn into the same Senate, whether they are newly elected or not.

But when the day is over most of the issues that you dont like about this person or that is over... people part and come together in other times in good will.

Ive seen so many people that dont agree on everything and might not totally like each other, go out and have a laugh, all go to a company get together and have conversation, smiles and laughter and you would never have thought there was anything there.

Lets grow up this is not soap opera and not southern families in a battle that last forever and decades. I dont think there will be any awkwardness at all here. I think they are very nice and respectful with each other and even had pleasant conversations many times they meet.

Your article is incorrect that Senators Clinton and Salazar will be "sworn in" today. Senator Salazar was elected in November 2004 and his term does not end until January 2011. Senator Clinton was re-elected in November 2006 and her term does not end until January 2013.

Neither will be "sworn-in" because neither faced election in November 2008.

One-third of the Senate is elected every two years; one-third is "sworn-in" every two years. The remaining Senators simply continue in office.

Actually, I think that the rule about when you're sworn in and seniority in the Senate is no longer in existence. At least, I don't think it is for the Dems. Seniority is based on your first session, not the date of when you're swon in. Then, if there's a match, it goes to previous service in the House, or other things along those lines.

The swearing in is simply a ceremonial function and is NOT an act of leadership therefore the vice president, as Biden said, and the constitution says, performs the ceremonial functions as a leader (and, in the rare case of a tie gets to vote.. so when was the last time a VP cast a vote? Good luck finding that out!)

As for those who slam Cheney (and trust me I am usually one of them as I have felt this man is a self serving idiot since the first time I was introduced to him while in the Navy) I can only say shut up he is doing the one thing the bush administration has gotten (mostly) right he is turning over the reins of power as required by the Constitution (although I am sure there was some discussions about how to prevent this from happening). So this final ceremonial action is right and proper.. now if only the idiot bush would do what has been always been done in the past I would believe he was graciously turning over power (Obama and family has to stay in a hotel as opposed to staying in the Guest House, the FIRST incoming president to do this since the Guest House was erected in 1901! bush said it was because he had already invited people to stay there... guess he still hoped he would not have to turn over the government)
