Watch Obama give his weekly address.

(CNN) - President Obama called for immediate action on the economic stimulus plan in this week’s radio and Internet address.

The president said Democrats and Republicans “responded appropriately to the urgency this moment demands” by reaching a tentative agreement on the economic package late Friday.

“The scale and scope of this plan is right. And the time for action is now,” the president said.

TO THE NATION

February 7, 2009

Yesterday began with some devastating news with regard to our economic crisis. But I'm pleased to say it ended on a more positive note.

In the morning, we received yet another round of alarming employment figures – the worst in more than 30 years. Another 600,000 jobs were lost in January. We've now lost more than 3.6 million jobs since this recession began.

But by the evening, Democrats and Republicans came together in the Senate and responded appropriately to the urgency this moment demands.

In the midst of our greatest economic crisis since the Great Depression, the American people were hoping that Congress would begin to confront the great challenges we face. That was, after all, what last November's election was all about.

Legislation of such magnitude deserves the scrutiny that it's received over the last month, and it will receive more in the days to come. But we can't afford to make perfect the enemy of the absolutely necessary. The scale and scope of this plan is right. And the time for action is now.

Because if we don't move swiftly to put this plan in motion, our economic crisis could become a national catastrophe. Millions of Americans will lose their jobs, their homes, and their health care. Millions more will have to put their dreams on hold.

Let's be clear: We can't expect relief from the tired old theories that, in eight short years, doubled the national debt, threw our economy into a tailspin, and led us into this mess in the first place. We can't rely on a losing formula that offers only tax cuts as the answer to all our problems while ignoring our fundamental economic challenges – the crushing cost of health care or the inadequate state of so many schools; our addiction to foreign oil or our crumbling roads, bridges, and levees.

The American people know that our challenges are great. They don't expect Democratic solutions or Republican solutions – they expect American solutions.

From the beginning, this recovery plan has had at its core a simple idea: Let's put Americans to work doing the work America needs done. It will save or create more than 3 million jobs over the next two years, all across the country – 16,000 in Maine, nearly 80,000 in Indiana – almost all of them in the private sector, and all of them jobs that help us recover today, and prosper tomorrow.

Jobs that upgrade classrooms and laboratories in 10,000 schools nationwide – at least 485 in Florida alone – and train an army of teachers in math and science.

Jobs that modernize our health care system, not only saving us billions of dollars, but countless lives.

Jobs that construct a smart electric grid, connect every corner of the country to the information superhighway, double our capacity to generate renewable energy, and grow the economy of tomorrow.

Jobs that rebuild our crumbling roads, bridges and levees and dams, so that the tragedies of New Orleans and Minneapolis never happen again.

It includes immediate tax relief for our struggling middle class in places like Ohio, where 4.5 million workers will receive a tax cut of up to $1,000. It protects health insurance and provides unemployment insurance for those who've lost their jobs. And it helps our states and communities avoid painful tax hikes or layoffs for our teachers, nurses, and first responders.

That's what is at stake with this plan: putting Americans back to work, creating transformative economic change, and making a down payment on the American Dream that serves our children and our children's children for generations to come.

Americans across this country are struggling, and they are watching to see if we're equal to the task before us. Let's show them that we are. And let's do whatever it takes to keep the promise of America alive in our time.

Don't forget about green energy in this stimulus package. Don't just give big business the tax breaks. Give home owns big tax breaks on solar and wind energy they don't need big transmission lines to bring the power to the cities. Those wind and solar farms are a eye sore to our land scape. And that goes for the atuomobile less fuel consumption the bigger the tax break.

Here and elsewhere I see the ditto-heads are out on the weekend, feebly attempting to spead the Limbaugh doctrine. Too bad, guys, but few are listening. Even less will be pursuaded by Hatespeak.

The republicans have zero ideas on how to get us out of the mess they got us into. As a party they are bankrupt—yet they cling to their failed ideology.

And now, suddenly, after putting this nation into historically deep debt, they act like they are born-again spend-thrifts and are asking the American people to put their faith in them.

Uh, I don't think that's gonna happen, dudes.

Why do these bloggers seem to ignorant. Read the document and proposals rather than listening to Rush Limbaugh and the sound bites from the TV. It is the Republicans that want the cuts in education, etc. because their children do not have to worry about going to substandard schools. Wake up America. This is a global crisis and was not of Mr. Obama's making. He is trying to work towards a solution but the Republicans are focusing on the 2010 elections. Wake up before it is too late. The republicans do not realize this yet, but they will come out at the worst end of the stick because most American people realize that they are mostly thinking of themselves and how they will factor in the 2010 elections.

The stimulus bill doesn't have to be perfect - we just need to take action and achieve some progress, not perfection. The way I see it, you are trying to overcome 3 major difficulties at the same time. One is the problems themselves, the second is the obstructionists in Congress, and the third is the media. The media have given way too much airtime to the obstructionists who distort and trivialize these serious issues, and have done way too little to push back and ask them to explain their motives and their flimsy rhetoric. You're a bit confused. Your Republicans are the ones who want these items eliminated. They don't care about nutrition, education, construction, etc. because poor people will benefit from these programs, and they don't want to help the poor. The PORK that McConnell and others successfully spinned to the public was only a fraction (approx. 2%) of the BILL. For example: Contraceptives, Funding for an Anti-Smoking Program, were taken out of the BILL before these other concessions. Republicans are listening to Limbaugh, so they requested 48% Tax Cuts like he told them, but they settled for 42%. (Remember the Election where Obama won 54% to 48%)? Get the picture? Get a little more understanding please.

Obama, you forced the Democratic House to give the Republicans 200-$Billion in tax cuts upfront and the Republicans still didn't give you a single vote. Don't ever make that mistake again Mr. Obama. It's obvious that those that are complaining are not in need of a job at this moment. Obama could sell his mother-in-law just as long as it stimulates the economy and get folks back to work. Instead of criticizing why not offer suggestions. And in terms of the Republicans who got us here, stop whining and do what your constituents sent you to washington to do and that is to keep their best interest in mind. You have a job while a lot of them don't.

So how do we stop the mounting job losses and the ensuing loss in demand and depressed spending? Should we simply throw up our hands, save our money like in the 30s and proceed to depression?

Ever business knows you borrow money when times are hard to stay solvent. you are indebted but you invest the mone wisely. The key is to pay it back and begin to reduce the deficit (like in the Clinton years) when you recover. The debate should now be on how best to spend wisely – especially since our infrastructures have degraded over the years and some are actually failing now. Tax cuts would be saved by those who can to weather these times rather than spending it so making it up to 40% is bad enough.

Half of those who equate all spending to pork here would not do so if/when they join the additional 4% that jjust got added to the unemploment rolls to 8% now.

I actually had some hope when Obama was elect, but that is pretty much gone now. I thought he was all about "CHANGE," but after this pork bill and seeing who his various nominees were and the problems they have had being confirmed, I realized that he is not about "CHANGE" just "POWER." Listen to the guy he speak and act. He just wants to be in control. Oh well, when this fails, he will be voted out in 4 years and all those people who voted for him will realize that he does not know how to lead.

It is time that we the average American, take the responsibilty of learning about what is happening in Congress, and not going by what is said in 30 second sound bites. The Republican party is a master of not telling the truth and using sound bites to lie to the American public. The reason this nation is in this deep depression(that is what it is although no one wants to call it so) is the failed policies of the Bush and his adminstration over the last 8 years. Now we see Senators like Linsday Graham, Kyl and Corker saying this is such a terrible bill. I have yet to hear any of them say what bill and have and how it would help this economy.
President Obama is trying as hard as possible, and the news media instead of telling the truth. Plays over and over the lies that these Republican senators are saying. It would be wonderful if we the average citizen could receive the truth and make an informed decision on the facts.

You are supporting the government spending $900 billion to create 4 million jobs. Each one will cost you (it is your tax money, and your childrens and your grandchildrens) $225,000. On average those jobs will pay less than $40,000 per year. There is no business in the world that will survive with that kind of philosophy. Think about it. Then call your Congressman, Democrat or Republican!

You want stimulus? How about making banks stop charging 19% – 24% on credit cards? Especially when the prime rate, the rate banks charge each other, is currently LESS THAN ONE PERCENT! Recently issued government bonds are effectively paying ZERO percent interest, yet banks continue to charge 19% to 24% interest on credit cards. This amounts to loan sharking, in my opinion.

Obama was elected on the change in washington idea. People in this country want change and what we have gotten so far is more of the same. In 55 years I have never seen a congess so out of control. Anyone under 35 should be furious at what this president and congress are doing with this so called stimulus package. We will be paying for this for years way after I am dead. My children and my grandchildren are going to have to learn to speak chinese as very soon they will own this country. Mr. President: Maybe what you should do is lock all the members of Congress and all the members of the Senate in a room, put them on furlough, give them bread, water, and a place to go to the bathroom and keep them there until they can act like intelligent adults and get this done. And for that matter maybe you could put yourself on furlough and join them for a while. This has to be done. You shouldn't have to waste your time selling anything. I am an independent and voted for Obama but I am getting tired of the "tired old policies" bull. Sure Bush and the Republicans made a lot of mistakes but the housing failure was headed up by Dodd and Franks and the rest of the Democratic congress that pushed banks to continue make loans to unqualified people. There is plenty of blame to go around.
I must say I am very disappointed in Obama's tone recently, at this rate he will never get any bipartisan support. On the surtface he is reaching out his hand but there is no substance to his gesture. Unfortunately it is all show. This stimulus bill will be the beginning of the downfall for Obama I am afraid.

Do it. My wife will lose her job as a teacher if we don't. My kid's school will also be closed down without an influx of funding.

This affects me personally. For all of those out there screaming tax cuts is the only way, this is my life you're playing with.

Its not a joke. I'm not making it up. This is serious.

Next time it could be you on the chopping block.

Make this recovery plan work. Hold your Senators accountable for playing political games and not letting it happen.

Remember before you make jokes or partisan comments, this is real life. This is affecting real people, like my five year old, my wife, and me.

Getting Americans back to work in any recession is the key to bringing a country back to prosperity. Invest in yourself now. the knowledge that coming together as a country, working towards the goals that President Obama has laid out,will in the end bring your country back from this mess the last 8 years have cost you. An economic state of growth with rising profits and full employment of its citizens is the correct way to go.Getting out of Iraq will also save billions of dollars that will be used to help in this recovery. The rest of us in the world are watching and hoping America is smart enough to do this. Without you, we all fail. America is the key to this global recession. Success for many depends on the intelligence of the American people and its leaders. Without its people supporting their new adminstration, we call all kiss our way of life goodbye. Give your new President a chance, and I am pretty confident you will see many and improved things come out of this. I think everyone in this world wants to prosper and give their families a better tomorrow. Its up to you America.

Republicans play politics by complaining about 1% of what's in this bill. Meanwhile, 150,000 Americans lose their job every week.

By the way, the Republican's always revise history to fit their ideology. Tthe New Deal did indeed create jobs during the Great Depression, cutting the unemployment rate almost in half, from 25% to 13%. Thank god Obama is acting quickly and decisively to fix what George 'Hoover" Bush has wrought.

If we remove all non contributors ( kids welfare recipients, retirees, unemployed, tax dodgers, etc) How much per person will this "stimulus" package cost each one of us?
Do we really believe the government spending our future is the answer to today?
I think we need to tough it out , take our lumps now rather than compounding the problem with interest and pork piled on top.
These bailouts are proven to reward bad business decisions and failed miserably in oversight. I'd like millions of your money to mismanage my business with and then get a bonus for doing it. , Matter of fact I think I'll have a company trip to Austrailia for snorkling and sightseeing and drinking and if we have time maybe we can think of something to do with business. Naaa lets just pleasure ourselves with tax money!!!!!

+ US had an estimated 400 billion surplus when pres Clinton's term ended.

Within one year of pres Bush this slinked to 80 billion.

- By 2006 there was a 400 billion defecit.

Meanwhile they did spend Billions on a war nobody knows what for.

Today there is a crisis , and politicians want to play hard ball.

So congress, trim/adjust the bill where you deem fit, but do not deliberately obstruct for political reasons.

There is still too much spending in the proposal ...or at least for programs that are not stiumulative...

*Why is there not more money proposed for infrastructure...
*The states need money..look at California for example..
*Temporarily suspend payroll tax
*Build in and buy American is needed.There are so,so many products that are imported from overseas, a few items/sectors made and bought in the US will not hurt international trade relations.

We've got the biggest, fatest pork-bill ever dreamed up being shoved down our throats, tax cheats and lobbyists galore being hired into the administration, rendition and "enhanced interrogation" methods still on the table, closing Gitmo "in about a year" with no plan for the detainees whatsoever and now the plan to withdraw troops from Iraq has gone from his promised 16 month timetable to at least 23 months and possibly to extend to as long as Bush's plan was.

Don't you democrats ever get tired of being used and lied to? Have you no shame whatsoever?

Where can the public (taxpayer) find out what's exactly in the stimulus plan? I feel the various spending line items need to be available for public review because this is our tax money and future debt. Then we can express our views to our elected representatives instead of just blindly hoping this huge spending plan will help the average American. As a small business owner with employees and overhead, I would also like to know how the stimulus plan will help my business!

I've seen the shape of many of the schools in my area, and a lot of them just in my area do need to be either re-built or refurbished.

I wonder what kinda fluff stayed in the bill. I would say building schools in pretty important.

Its amazing to me how CNN, almost every day, has the lead article, inevitably, somehow related to Sarah Palin. If there is an ounce of news about this woman, CNN will elevate it to a prominent position in its news cycle. Get over it!! The woman lost, along with her withered and weakend political partner, and you might find her interesting, but most of us don't. How do I know that? Because she was soundly defeated by most of our votes.
This article about Obama's weakly address, is the most newsworthy of any article on here and you know it. Spare us your ridiculous fixation on the machinations of the contemptuous Sarah Palin and her husband. This country has more important things to think about and your coverage should mirror that.

We need this package to move this country forward. I am ashame to be part of the Republican party, and statistically be a part of the problem and not the solution.

The dems are right and I see a long road ahead for the Republican party. There maybe another party that has to come along and take the place of the GOP.

We need solutions, and not the fighting and clinging on to the same ole way of doing business as the last eight years of leadership.

The people are exposed to the bull that the GOP has been doling out over the past eight years.

I am looking for a new party to join other than this mess we have in the Republican party right now. This is sad. Jobs are being lost by the millions and they are still holding on – like the musicians on the Titantic. I am jumping ship NOW while there is a life raft for to jump in for safety.

I have to admit that I never thought that I would feel like this about the Republican party but these wars and this economy shows that the times have moved beyond what the Republicans can grasp. Our party has lost touch with the people. Sorry.

The Republicans want to fault and stall whatever the Democrats propose so they can say ‘see we told you’ when anything may come up short and the Democrats obviously tried to pad the package with excessive spending. Hearing them talk and pretend is disgusting. None of them ever let go of their biased and self-indulgent positions yet they talk (and only talk) bipartisanship. The two-party system is a failure as it doesn’t honestly and responsibly serve the people but rather it is just a competitive game, aggressively and arrogantly played by the politicians for their egos and own gain. Look at the major players and you see the egos, the insincerity, the pretense, the selfishness and the unconscionable antics, the insanity: Pelosi, Palin, Cheney, Bush, Kyl, Rove, McCain, all of late and there are many more just as bad from both sides. As I said, it is sickening.

After the theatre of the stimulus is complete America must insist upon a complete government reorganization for the first time in 233 years. By evaluating each department of government and eliminating unnecessary functions and consolidating like functions the government would be in a better position of fiscal stability and to ask our citizens to make sacrifices. The economic meltdown has exemplified how out of touch the government truly has been towards fiscal responsibility and oversight of its regulatory responsibilities. We can no longer simply complain about government without taking action.

I am a truck driver and Navy veteran and I am puzzled at a lot of the amendments in this so called Stimulus Bill. I don't see much of anything that would help me or my friends other than a check for 500 dollars. This was tried before and was a complete failure! What we need is to stop sending about 30% of our hard earned money to the government! The editorial in the Washington Post Yesterday hit the nail on the head. Most of this Bill is simply WASTE! Most of the jobs that this bill creates is Government jobs of which the tax payer funds, not the private sector jobs that run this country. The Government was, is, and will always be a consumer, not a creator. Lets use some good old COMMON SENSE in Washington and stop throwing our money away.

We have hundreds of thousands of people who are in forclosure give them a a million dollars to save their homes. Now they have money to survive this crisis and put money back into the economy.

If this is done you this have billions left for infrasture, energy,education and and so on. Economic Crisis Solved ! Credit is freed up money is flowing once again.

This bill will barely stimulate the economy. Is Microsoft going to hire back it's 5000 people because of this bill? No, and that's the problem, America's top 100 companies won't start hiring b/c of this bill. Why do you think they will? Because we're giving money to AIDS research, cigarette quitting programs and building a frisbee golf course?

Unemployed people are going to panic when this bill doesn't work. What new Obama jobs will be available next month, or in the next 6 months? If the Dems can't answer that, then they are full of it. The democrats are ripping off the American people.

The bill is now too heavily investing in useless tax cuts. The $1.35 TRILLION spent on the bush tax cuts only produced a 2% job growth, and much of that was the result of the housing boom. I'd like to see less tax cuts and more infrastructure spending and money sent to local governments – it will produce more bang for the buck than tax cuts.
