WASHINGTON (CNN) – President Barack Obama met Friday with 85 mayors from across the country to discuss the implementation of city-related funding from the $787 billion stimulus package.

"You shouldn't have to succeed despite Washington; you should be succeeding with a hand from Washington, and that's what you're getting now," Obama said at a White House reception.

"This plan does more to lay a new foundation for our cities' growth and opportunity than anything Washington has done in generations."

The economic stimulus package sets aside billions of dollars for highway construction, transit improvements, school modernization and community development block grants. Obama promised that the money would not be squandered or lost to graft and corruption.

"What is required in return is unprecedented responsibility and accountability on all our parts," he said.

"If a federal agency proposes a project that will waste that money, I will not hesitate to call them out on it, and put a stop to it," he added.

But, he noted, "I want everyone here to be on notice that if a local government does the same - I will call them out on it as well, and use the full power of my office and our administration to stop it."

The mayors have put together a "Ready to Go" report that details 18,750 local infrastructure projects in 779 cities that can be started as soon as the new funding is received.

The projects, which represent an investment of $150 billion, would generate 1.6 million jobs in 2009 and 2010, according to the report. They range from creating bridge guardrails in Bessemer, Alabama, to renovating elementary schools in Norfolk, Virginia.

Obama was joined at the meeting by Vice President Joe Biden, Attorney General Eric Holder, Housing and Urban Development Secretary Shaun Donovan, Transportation Secretary Ray LaHood, Energy Secretary Steven Chu, and Education Secretary Arne Duncan.

The recession is severely straining cities' ability to meet their financial needs, according to a recent report from the National League of Cities. 84 percent of cities are reporting fiscal difficulties, the highest percentage since the group starting doing surveys in 1985.

The fiscal outlook for urban areas is expected to remain tough in 2009. The report found that 92 percent of the cities surveyed expected to have trouble meeting their needs this year.

To cope, cities are implementing hiring freezes and layoffs, delaying capital expenditures and instituting service cuts.

Sixty-nine percent of cities have instituted hiring freezes or layoffs, while 42 percent are delaying or canceling infrastructure projects. Another 22 percent have instituted across-the-board spending cuts.

Cities are seeing their tax revenues decline as property values drop, shopping slows and unemployment rises. On top of that, nearly one in two city finance officers report difficulties in gaining access to credit and/or bond financing.

City finances tend to lag the overall economy by 12 to 24 months, the league said. The weakening economic conditions will be felt by cities through 2009 and likely through most of 2010, the league said.

The RNC is grasping at straws trying to make it seem as though Obama is failing.. any economist will tell you that we really won't see the results from this stimulus for about 18 months... It will take that long for people to get their jobs back and start being able to afford to spend again.. The RNC is hoping to put this black cloud over the democrats so they can try to win back lost congress seats in the Mid-Term elections that take place at that time.

That said.. I hope Obama keeps his promise about not allowing this money to be spent irresponsibly. I hope he gives that NY Senator a firm lecture about the dangers of Pork spending and that YES the american people do care about it no matter how small.. especially in this economic climate.

When the Republicans told Barney Frank that the crap was gonna hit the fan, he did NOTHING.
Barney is the guy in charge of the House Financial Services Committee that handles REGULATING the financial industry.
In 2003 he OPPOSED regulating Fannie and Freddie and in 2005 he again refused to support another bill that would have put restrictions on them.

Ok I now know that I wont be getting anything from this stimulus, even though I have paid my mortgage each month, worked hard for my money, paid taxes and been honest in paying my debts even when I was told 3 weeks ago that my employment hours will be reduced signficantly! And now I know that I have been working for those who couldn't read a contract and realize their interest rates would go up, getting food stamps and anything else free that comes their way. And you wonder why people are bitter!

I don't know why republicans think that laying rail down is pork barrell spending. Don't those knuckleheads realize how many jobs that will produce. Here in my state of Virginia, we need a light rail system that goes from VA Beach up to Richmond. This will create jobs, cause less congestion on our already overpopulated interstate and will take a while to complete. Not only are you putting people to work who are constructing the railroads, but you'll need train conductors, train staff, etc. You republicans need to get your heads out your butts. You don't have the answer to everything.

Democratic power in big cities are the standard for how NOT to run things. Tax the prosperous more and more until they eventually move away leaving you with NO tax revenue.

From this point forward Republicans are more about getting elected than doing right by the American people. They are only opposed to the stimulus because it is not their plan. They had/have no ideas except tax cuts. Those tax cuts are disprportionately favoring of the most well-off of our country. Companies who currently have tax cuts are laying people off. Plus these tax cuts lower our national revenue and ability to pay off the foreign debt which accumulated under Republican stewardship.
We can't just blame people for living beyond their means. The lenders should have realized many of these people were risky loans. The banking system and Wall Street are to blame for greed, and lawmakers for not pushing for more regulation.

So we have the Democrats building roads, schools, transit improvements. All of these things create private sector construction jobs in the short term and produce infrastructure that will be used for at least a decade. The cost: $150 billion.

I am responding to the two articles about Mr. Obama's ratings, by the RNC and national poll here because they were closed rather quickly.
Mr. Obama could turn water into wine and bring back the dead and most Rebublican die-hards with an axe to grind wouldn't be satisfied. The RNC is committed to make Obama look like a failure even if he isn't because they have nothing else to work with. i use to be mildy annoyed by the conservatives and their tactics, but now I am really getting pissed off because they are getting in the way big time.

"website so we can see how our money is being spent" – recovery.gov is a joke, HOW exactly is 53B being spend for Education and Training, What exactly falls within 111B for Infrastructure and Science. Until they give details to those labels, it's a sham.

"sign to bill to shut down guetmo" – Yep, he signed a bill to close Gitmo within 1 year, however he's yet to mention HOW he's going to close it, or what going to happen those being held there, how their trials will no proceed, etc, etc etc. He signed a bill, and again provided no details but hey he signed the bill.

"giving money to distress homeowners who are being foreclose on" – 75B is a half-arsed band-aid at BEST to try and fix the mortgage issue, which is ultimately at the root of this economic crisis. When there is roughly 1 trillion in bad mortgages out there right now, 75billion won't do anything, let alone actually address the situation on how we got into this mess in the first place (for that, look at Fannie and Freddie's policy changes under Clinton)

"putting dollars into education and urban communites who need help" – I can't fault this one, as Education is need of extra money (and a ton of reforms but it won't happen until the Teachers Unions lose their grasp on the system), but I will ask what about rural areas, they also need help and in most cases already receive less funding than urban areas.

This was dismissed by Barney Frank and said to be not necessarry in 2004, 2005, and 2006.

hard earned life savings in their 401K's and can not get it out without major penalties....with the job market as it is we can't even get a part time job to help subsidize our monthly income....

Mr. Obama...we voted for you however, as much as we agree that Wall Street caused some of this problem....there are millions of us (retirees) that depend on investments to survive...we need some relief or we too will be losing our homes and everything we worked 40 years for....

Also, on another note....please push for ALL of congress to have their taxes audited randomly at least once every 3 to 5 years...I believe there would be alot of surprises.

DON'T label me as a lazy, non working, non taxpaying, wants to be taken care of democrat. Yes I am a democrat. I'm 54 years old, a white female who has worked since I was 13 years old. Yes 13 years old, as a waitress started out making 65 cents an hour plus tips which was usually a quarter!

If you would like to "label" me you may label me a humanitarian that cares about the nation as a whole, all people. I'm not selfish, thinking only of my good fortune to have had a job all of my life. I'm not a rich woman but I am able to have food, shelter, heat and a way to get to and from work.

Granted there are people out there that take advantage of the system I know some of them personally but there are many more that are hard working democrats not spoiled little whiners chanting "I'm not sharing with anyone" "don't dare spend my tax money" unless of course it is on a war that shouldn't have ever happened.

Get over yourselves pllllllleeeeeeeeease! God will judge who helped the least of His people. See I'm Roman Catholic as well as a democrat and I was taught that we give to the needy, to the least of his people whatsoever you do, that you do unto me!

So let me get this straight, President Obama went to local mayors, asked them where they needed help most, worked to develope a stimulus package based on this input (from local leaders the ones who SHOULD know what we the people need most). The dems in DC screwed witht his package, the repubs in DC screwed with this package, we got something that had MOST of what the local mayors wanted and now the RNC and some republican mayors are saying that the plan is bad we should just continue ignoring the problema nd let big business save us all.

i finally figured out the problem we ahve in this country, the Dems think only governemtn can saqve us from our follies, the Repubs think only Big Business can save us from our follies. Libertarians think we can only be saved by ourselves and President Obama thinks it will take a combination of all of them no wonder we ahve a problem.

It is really a sad state of affairs when republicans give him a low rating and he'sactually trying to dosomething. You can not agree with the proposals, but to say he's being partisan when he at least listened to what they had to say and made some cuts. That is what this should be about.

And I know they are not saying anything about shady folk. Neither party has the right to accuse the other of lacking morality. But at least the dems ain't out there screaming arson with a gas can in their hands andmatches in their pockets.

1. And, as we all now know, Barny Frank should be commended for fighting Bush tooth and nail. If only we had had a filibuster proof Dem congress to make it more effective.

2. Beliefs and ideology must adapt or fall to the wayside when the reality sends you feedback in the form of facts and evidence contrary to your ideology.

3. "Bad data" and "false statements" are, unfortunately, the GOP's main tool in battling that pesky feedback from reality. Until they cut it out and grow to accept what reality has told them, not to mention what the American people told them on 11/4/08, there will continue to be ALOT of misinformed people out there. But hey, that's the way they like it....stooges are more easily manipulated.

We need to stop all the fighting and try to see the good and bad in each argument so we can come to some middle ground that everyone can live with.

When everyone is yelling at each other, no one is listening the opposing view. Both parties need to become talkers and listeners with open minds for the other's point of view.

I believe we should not reward greed or laziness.

Corporations have to live up to their part by employing American people, while the American people have to live up to their part by keeping the economy going without getting in over their heads.

An OPEN LETTER to the Mayors of Dallas and Fort Worth:

The DFW metro area deserves a circular METRO line which should be over encompassing the DART lines.

Twin cities the size of Dallas and Fort Worth deserve a circular metro line with connecting spokes in sync with our population from the green money allocated in the stimulus budget.

When are we going to grow out of the restricted DART mentality. My native country is India. I was visiting New Delhi recently and was impressed by their huge Delhi METRO project underway to be operational by 2011. If India can do it in Delhi why can't the US do it in DFW???? Why can't twin cities the size and importance of Dallas and Fort Worth have a METRO line we can be proud of.

I live in Garland city and commute to Fort Worth daily spending an hour each way and gas for 40 miles each way. Why can DFW not have a METRO like all other big US cities? I did not get an answer while observing the big Delhi Metro project coming online nor I have an answer commutting 80 miles daily in DFW.

Especially having seen the esclating summer gas prices that are bound to come back and haunt us AGAIN!!!

If waste in government spending is going to be reduced, here' s a good place to start.
During the last 30 years the prison population has increased by nearly 700 percent as a result of increased enforcement and stiffer penalties. After fifty years with a relatively stable prison population, the U.S. government has supported a huge increase in criminal prosecutions during the same period that private prisons were re-introduced and allowed to expand their operations. CCA and The GEO Group are two of biggest private prison operators.
CCA and The GEO Group are major contributors to the American Legislative Exchange Council "(ALEC), a Washington, D.C. based public policy organization that develops model legislation that advances tough-on-crime legislation and free-market principles such as privatization.

This massive increase in posecutions for mostly non-violent drug offenses is a waste of money and lives. No one benefits except the private prison operations – and the costs keep escalating. Meanwhile, the poor, the uneducated, and the mentally ill offenders, who are unable to defend themselves, are farmed out to these institutions where they are exploited and abused, and denied the amenities and care necessary for rehabilitation.

Why don't we give him at least 1/2 the time to fix the economy as it took for the republicans in office to screw it up (8yrs). The republicans had the wheel for a long time and drove us right into a ditch. Now they are jumping up and down on the side of the road yelling "the stimulus package is a bad idea and will not work". Well how the heck do you know what will work? After driving our economy into a ditch you expect us to trust your word and believe you know how to get us out of the ditch or what road is the right road to travel. Insanity is doing the same thing over and over and expecting to get different results. Time for you get out and help push the car out of the ditch or sit on the passanger side of the car, shut up and enjoy the ride. At this point in time anything is better than the view in the ditch! It is time to stop the bickering and political games and grow up. It saddens me as an american you are driven more by political agendas and turf battles than supporting the effort to help those out who put you in office in the first place. I like the approach of the new administration. Meeting with mayors and governors together with various cabinet members and laying out plans and expectations rather than just giving the money out and hoping everyone does his part. That was the biggest problem with the Tarp funds, no accountability and not making it clear enough to Wall Street that there will be consequences if they squander the funds. I believe Obama is setting the right tone.

Well here's an idea... All of these major cities have a lot of prominent and wealthy people. How about going after them on a state level to pay their taxes.

If they are not paying their Federal Taxes.... GUESS WHAT... they are not paying their state taxes. If that happened, half of these states would be in better shape.

Do a Federal Audit of ALL GOV"T EMPLOYEES and AGENCIES and make sure their taxes are paid.... Then moved on up to the Billionares, Millionares and so on....

Imagine if everyone paid their part of taxes. WOW

There must be a valid reason for his support of the plan, surely it's not the plan itself. We all know the plan does nothing for the middle class. Well, nothing unless you need that extra $13 in order to survive. We all know the plan won't create near as many jobs as Obama would have us believe. After all, there are many construction companies, and contractors out there who will bid on the projects and use the same workers they've used for years. This is a Democratic agenda plan, not an economic stimulus plan! That much is obvious to those who are being honest with themselves. If your love for Barack Obama is so much greater than your love for the United States of America, we are in deep trouble.

Our urban areas are a mess – - high taxes, poor schools, unsafe and crumbling infrastructure. We need a real change to fix them. Like, school 8 hours a day 6 days a week with no more than 20 students per teacher. End welfare completely (every person must work in order to get a single dollar) – - this would change the culture from "give me" to "how can I help myself." With kids in school 6 days a week and adults in work 6 days a week people would have more confidence, self-respect and there just won't be idle hands so we'd likely see crime go down. Homeless people with mental illness need to be in a psych hospital. Everyone must pay taxes but not more than 2-3%. These are all radical ideas to some people but overtime they would transform our urban centers back to centers of excellence.

Why are we letting critics blame the American people for an obvious planned scheme? Yes the housing (the American dream that GW Bush said he would ensure everyone had a chance at home ownership) How could people take on more debt than they could afford? We have a credit scoring system(that’s broken), banks have financial personnel who look long term at debt to income ratio, real estate agents, Finance companies. This was all a major plan to open home ownership up to more customers for profit for a few no matter the cost to the markets. Local property appraisers allowed property values to skyrocket for more revenue to their budgets.
Developers and mortgage companies giving deals in areas / getting people qualified for loans to have sales in areas so when local appraiser did comparable sale those questionable deals helped drive the values of home up in communities because they now have home sales in those areas at higher values. This caused over valued property it all comes back to greed and lack of oversight they are all complicit.... The market can't correct themselves because of greedy individuals, who now want to blame homeowners for taking the loans, let not forget all the people that refinanced in to these adjustable loans that are caught in this to (remember this? Refinance take the equity out of your home and remodel, take a trip) all this was all planned.

If it were up to Republicans none of this would get done, they would magically fix themselves with tax cuts.

That, we see, might be a start by Obama to allay the misgivings about the stimulus. Mayors, perhaps, may have to take the plunge to kickstart the infrastructural undertakings in as timely a manner as possible. Of course, the intended effects, according to the economic team of CNN, will take atleast a year to be realized.

THINK about your argument from the opposite side and defend it first., only then should you make a statement when you have argued both sides.

I remember the mayor's conference during the election. The president is consistent in his message and his committment to improving the quality of life in all towns, especially the inner city where there has been vicious cycle of poverty for a very long time.
