WASHINGTON (CNN) - "This country is facing an economic recession probably the single most challenging in any our lifetimes." With that, Pennsylvania Democratic Gov. Edward Rendell opened the annual meeting of the National Governors Association Saturday.

Most of the nation's governors are in Washington through Monday for a series of events that include at least two meetings with President Barack Obama.

During an introductory statement, Rendell, who chairs the NGA, touched on the importance of the $787 billion economic stimulus plan signed by President Obama to help states as they cope with the effects of the recession.

"The bill that was passed by both chambers and signed by the President isn't a perfect bill. But it's a bill that is of tremendous help to us," said Rendell.

Programming note: The following governors will appear on "State of the Union with John King" on Sunday: Haley Barbour, R-Mississippi, Deval Patrick, D-Massachusetts, Arnold Schwarzenegger, R-California, Brian Schweitzer, D-Montana.

Vermont Republican Gov. James Douglas, NGA vice chairman, added that each governor who accepts money has a responsibility to use it wisely. "I believe every governor should and will exercise due diligence to make sure that the acceptance of any federal resources is in the best interests of that state and its residents," Douglas said.

Investment in the country's infrastructure was the predominant theme during the opening remarks. Significant investment in health technology, alternative energy and broadband development were also mentioned as ways the United States can get back on steadier economic ground.

Rendell said a joint effort between Capitol Hill and the White House has resulted in a bill that will hopefully help turn around the economy while keeping an eye on tomorrow. "I think the President and Congress should be credited for doing things in this bill to look towards the future," Rendell said.

The nation's governors will have dinner with President Obama and Mrs. Obama Sunday evening at the White House. The governors are also scheduled to meet a final time with the President on Monday before departing for their respective states.

I think this is way to much money to just hand over to each state. I truly believe this is unethical to make our children pay for our future. So if you are proposing the states not take the money for political reasons then should not have to pay back the money then? It seems this sort of greed is what got us into this mess. The American dream is unreal, because people are really willing to work for it, they just want a handout. They expect one person to take of them like a nanny. So now will the government crack down on the govenor's when they have parties? Not likely. We're probably going to end up with a lot of bridges to nowhere's, but hey the money is free with no strings.

I am in agreement with everyone who states that this stimulus bill is not the magic bullet. We need to be mindful of this spending and make sure that it is flexible enough for us to change course if it is not doing what's intended.

I hope that our leaders will not follow the "stay the course" attitude of the last administration if things don't go as planned.

I'm so sick of people calling this type of stuff welfare! I paid my taxes for years, federal/state/payroll/property-you name it. The fact that people have fallen on hard times and need some assistance, people want to label this type of assistance welfare so that those who don't associate with minorities can feel better. Stop the the antagonism with words like extreme, welfare, socialism, and my personal favorite-the liberal media (usually said by those in the media). We are all Americans and this country was built on assisting your neighbor as best you can. Let's stop placing each other into these stupid categories.

Anybody can speak out against this bill and still take the money for their state. First we do need building and infrastructure, but it should be to repair what we already have not building more highways and bridges to nowhere. We have neglected our current infrastructure for 40 years. Also I do not beleive the rest of the country should build new schools, that is local taxpayers responsibility. Our B'ham mayor came out to the suburban school my kids were attending while he was a County Commissioner and called the high schoolers a bunch of spoiled rich kids because they had the nice facilities and two football fields, basketball gyms, soccor fields and baseball diamonds (one to practice, one for games). Also the biggest hing against this so-called stimulus bill is the pork. When Lou Dobbs who is an independent but progressive calls 200 billion dollars pork, you know that amount if not more is pork. Also this bill dropped E-Verify requirements and cutting out the one year ban on H1-B Visas being allowed to be hired by banks being bailed out. And this bill was is suppose to get Americans working. Instead it will get illegal immigrants and bring in more foriegn workers for lower pay! We know that the democrats are in the pockets of the same special interest as you liberals accuse the republicans of working for.

President Obama invited the Mayors last week, and now he is speaking to the Governors. He is going to speak to both houses next week.

I have the stimulus Bill saved, I seen that we are getting ready for the 21st century, Broadband grids, infrastuture, Military, energy, green jobs, science, education, health care. Extending unemployment.

You know when people sign up for unemployment, they ask if you need food stamps. People don't realize, you need to eat and pay bills.

I think it can work!

How guilty do the Governors feel after running the Nation in debt and causing everything to rise to the nine's. Why didn't they stop President Bush?

As an elderly lady living on a 1300. a Month Social Security Check. I hardly have enough to pay for medicine. I have to live on canned goods mostly Green Beans or dried Beans. It's a treat when I have a little ham to go in them.

When the Gas went up to $4.00 A gal. groceries went up, as well as my medicine. When the gas came down the groceries and medicine didn't?

That is all my expenses utilities, groceries, medicine, Medicare,and Insurance and I still don't have enough money.

I know elderly that live on $400. and $500. a Month. They have to choose medicine or Groceries. Some choose what medicine and cook their beans or blackeyed peas and ocassionally the cheepest green's in the store. They too are missing meals.

How could President Bush and the Governor's do such a thing to us? What kind of heart lives in such cruel people?

President Obama is doing a great job. It is good to see a President acuall WORKING for the American people. Sure he will never please all the Ameicans and especially the Republicans who are wishing that he fails just as he would have if he had just done nothing. We can not take the time to worry about the naysayers. The American people need to support their President in this cause and hope for the better. If this fails we need to move on to something else. No one is perfect but atleast I give President Obama an A for trying to be. I truly do not believe he will let the American people down. He also has a family and children that he has to make this nation safe for.

To all you that are complaining that 13 dollar a week is not a stimulus. Try multiplying that by 150 million workers, altho, that number is rapidly declining, and you will see that the total pumped into the economy each week is nearly 2 B that would not have been there otherwise. It was intentionally set up to slowly goes into the economy as opposed to a one time rebate. It is more apt to be spent if it is a small but regular infusion. A rebate as we know, will most likely go to pay off existing debt or savings.

So, try to see past you own selfish self-interest and see the big picture, but I forget, you are republicans, watching out for your own selfish self-interest is the ONLY view you believe and support.

You all have needs in your states and if you don't take care of them you will be a drag on the other states and the Nation as a whole.

Gindal especially is a hypocrite; you honestly expect me to believe that LA doesn't have need for Recovery money, and that the current state of affairs in LA is not a drag on the Nation, that goes for TX MS, also.

Public safety is one of a govs first concerns and they surely have major concerns regarding storms and destruction in those states. So I think they can work on those projects and help save their own residents unnecessaary suffering and hold down the costs of destructive storms to the state and the Nation.

Sounds like jobs and sound investment!

I hope Governor Perry of Texas will take the timulus money insteadof raising our taxes. My house payment went up this year because the taxes went up. I am a senior living on a fixed income. Everone in Texas is not a wealthy rancher or oil man. If this Governor is wanting to run for President, he needs to start helping Texans now.

The "eye on tomorrow" that Rendell is talking about is important. The Dems have made sure to take care of their constituents far down the road, as a condition of the governors accepting this "stimulus" money is that the welfare payments and extended unemployment benefits are permanent, folks. That means when the stimulus money runs out in two or three years, the citzens of each state will be responsible for the additional payments, even after this economy has turned itself around. Don't tell you that in those White House press briefings, do they?

You can say that again, LOL!! You know, it is a big misconception, and as a matter of fact, is misrepresented wrong and I don't blame anyone in particular because in the end, whoever published is responsible for it, not external forces...

You know, is funny because putting satire into a cartoon is pretty difficult. While I do admit that I'm not a good artist myself, I have friends who have been drawing for years and decades. These guys works make political cartoons or editorial cartoons look like nothing. You know, since some are in the good mood and we are just relaxing, I just wanna explain one the boys drew a couple weeks ago...

It starts out as class and on the blackboard, it is called, "Pick your idea week." And while my boy is on the front of the class explaining to the kids(Dems and GOP), he has the Dems marked up and the GOP as well. Is funny because the Dems are just pushing and picking my boy all over the class, one example, he(my boy) has Nancy Pelosi on top of his head while she's speaking alot(LOL!!). And he has the GOP on a single line like if they are following instructions, you know, just like in class with their papers ready and so on. And with the assistant(Joe Biden) there to help out, he looks at the GOP and my boy wrote..."You know, there's a 30% chance your ideas are worth it." You know, referencing Joe considering how much he speaks. And last but not least, while the Dems are pushing, picking on my boy and the GOP just staying in line like if they care, on one of the tables a book is there and it says..."Bipartisanship: Overrated." LOL!!!

Is cool, hopefully I can release some because they are clever. And we have subject ranging from anything, they like to draw...

Screw those governors! They are showing us just which ones of them would be happy to take the money if it meant that they could line their pockets with the money! That is why they don't want it! They don't want the transparency! They don't want to admit that no one is going to give anyone anything for free! All those people will get is a second chance to pay their mortgages. They will get a smaller % on the loan, but that will mean nothing in the long run because they will be payinng their loan... it will just take them a whole lot longer! These ass holes know it! But they are working the fear thing because with Limbaugh's aid they can make the people believe it!

I hope the Republican Governors who were so proudly against the Recovery/Stimulus will be honest enough to NOT take any of the money for their states. Let their citizens decide their fate in the next election. Many of them, and Republican members of Congress who voted against the Bill, are now toughting its benefits to their constituents. What a bunch of hypocrits!

Rendell doesn't know how to spend money wisely. Since he has been in office, he cut funds to the state police, cut the number of snow plows on the roads resulting in thousands of people being stranded on the interstate, and just recently proposed to close the 100 year old School for the Deaf. Aren't Democrats supposed to be FOR the people?

I live in CT. I always hear how it's the richest state in the country. But it's funny how this state is always broke. Its tax rates are rediculous. Pick up a phone bill and you'll see about 7 different taxes. Everything is taxed here, including income. But these incompetent evil jerks are always asking for more money.
Now they are even shutting down schools here, but one good thing- the evil greed that kept expanding the casinos has stopped dead in it's tracks.

Rendell just launched a tuition reduction plan in PA with the money coming from legalized video poker, a racket he admits was illegally run by organized crime. I understand the concern expressed by some governors that the stimulus money meant for unemployment checks MAY go to the wrong people...

...but by all means, is that really a flaw in the stimulus bill?? Fix the method and the efficiency of distributing unemployment checks and take the stimulus bill money!!

If folks would begin thinking about the stimulus as a tool instead of a cure all, life would begin to stabilize. The stimulus must be accompanied by reforms in the financial, labor, energy, and technology sectors of our economy for long term success. America should be preparing for a national recycling program, energy conservation, trade reforms and immigration policies to mention a few. We must remedy our wasteful habits with new ideas to help our economy and the environment while providing jobs. By enlisting ideas from all sectors of our nation we can do more with less and yet provide more opportunity for all.

to monitor the Federal Bailout says, “THE GOV’T STILL DOES NOT SEEM TO HAVE A COHERENT STRATEGY FOR EASING THE FINANCIAL CRISIS. “Instead the gov’t seemed to go from one tactic to the next without clarifying how each step fits into the overall plan. .

A reason for Ms. Warren’s observation is the US does not appear to have an economic strategy. Professor Porter notes the American political system has evolved with piecemeal reactions to current events. .

Is what has driven our success starting to erode?

Prof Porter believes” a series of policy failures have offset and even nullified “US “ strengths just as other nations are becoming more competitive”. Let’s have a look at some of the economic areas.

1) “An inadequate rate of reinvestment in science and technology is hampering our feeder system for entrepreneurship. Research and development as a share of the GDP has declined, while it has risen in other countries”. This is well recognized but policy makers have failed to act.
2) Our belief in competition is waning. “A creeping relaxation of antitrust enforcement has allowed mergers to dominate markets”. “We are seeing more interference in competition with protectionism and favoritism.”
3) US colleges and universities do not have a serious plan, such as GI Bill or National Science Foundation programs, to improve access to them. The US now ranks 12th in educational attainment for 25 to 34year olds. For 30 yrs we have not improved ourselves in this area. This is an “ominous trend in an economy that must have the skills to justify our high wages.”
4) At a time when job insecurity and turnover are high the US gov’t has not taken responsibility to provide a transition safety net for US working people. The job training system is ineffective and receives less funding each year. Pension security is declining. Social security is not being adjusted and strengthened. Access to affordable health insurance is a major worry to most people. The gov’t could equalize the tax deductibility of individuals purchasing insurance to assist those not covered by their employers, but has failed to do so.
5) The US is energy inefficient. Public policies fail to promote energy conservation.

6) “Trade and foreign investment are fundamental to the success of the US economy but the US has lost its focus and credibility in shaping the international trading system.” “With no strategy the US has failed to work with other advanced countries to assist poorer countries to feel confident about opening markets and internal reform.” “Our foreign aid is still tied to the purchase of US goods rather than the actual needs of countries.”

7) “The federal gov’t has failed to recognize and support the decentralization and regional specialization that drives our economy.

8) Lack of regulatory oversight combined with lack of a strategic plan has resulted in a hodge-podge of policies that have driven up the costs of doing business. TO SUM UP WE HAVE HAD POOR ECONOMIC MANAGEMENT.

9) Is good strategic economic plan possible considering our political system? It requires political parties and private leaders to come together and chart a long term plan. Prof Porter recommends a bipartisan joint planning group to coordinate priorities,

Okay Governors,
Any of you who don't want the stimulus money let us know now. We can split it among the states whose governors actually want to help their people. Let the Republicans refuse the money if they want. Hey here's a good test of trickle down. Give it to the governors, Republican and Democrat who want the money then let it trickle down to the states whose governors care more about politics than the well being of their citizens.

Comment to Marc and the others who didn't like "Texas Teachers" comments: Hey you guys, teachers do only work an 8 hr day....in the classroom, but they also have to grade papers and do lesson plans (according to state educations guidelines so your children can get an education), take additionals courses to maintain certification and receive "pay raises" which are less than the average workers get since school budgets are set by ELECTED school boards.
Why don't you try teaching for a week or two and see how long you last

Many of us teach in environments that most teachers won't go into, like teaching the "at risk" student population...Now there's a challenge.

Governors who refused the stimulous don't care about the people who put them in office. Gov. Jindal of Louisiana(R) should be thrown out of office now because he's using his political aspirations while denying the needs of some of the poorest people in the country but remember he's a Republican. Gov. Palin of Alaska has people starving and begginf for food that live in the outer rims of Alaska and we all know Palin and her unemployed husband and clan live off the State of Alaska. There are a few more Republican governors that show no shame but SHAME ON THEM REPUBLICANS.
