With 26 speeches, President Woodrow Wilson holds the record for most speeches delivered before Congress. President Franklin Roosevelt holds the record for the most State of the Union addresses, delivering the constitutionally-mandated update in person 12 times — a feat impossible for succeeding presidents, who are limited to two terms in office by the 22nd Amendment to the Constitution.
