WASHINGTON (CNN) – A new national poll indicates that two-thirds of those who watched President Obama's address to a joint session of Congress reacted favorably to his speech.

Sixty-eight percent of speech-watchers questioned in a CNN/Opinion Research Corporation survey Tuesday night had a very positive reaction to the president's address, with 24 percent suggesting they had a somewhat positive response and 8 percent indicating they had a negative reaction.

Since the president is a Democrat, the audience watching his speech is a bit out of line with the nation's breakdown by party. The speech audience questioned in the CNN/Opinion Research Corporation poll is about 8 to 10 points more Democratic than the general public.

Eighty-five percent of those polled said the president's speech made them feel more optimistic about the direction the country is headed in the next few years, with 11 percent indicating the speech made the feel more pessimistic.

Eighty-two percent of speech watchers say they support the economic plan Obama outlined in his prime-time address, with 17 percent opposing the proposals.

"These are great numbers for Obama, but they are no better or worse that Bill Clinton or George W. Bush got after their first speeches to Congress," says CNN Polling Director Keating Holland.

For example, 82 percent said they support the proposals Obama outlined in his speech tonight. After Bill Clinton's first address to Congress in February, 1993, 79 percent of speech-watchers supported his policies. And George W. Bush got virtually the same amount of support for his proposals after his first speech eight years ago.

"That may mean that speech-watchers were rallying around the new president as much as they were rallying around his proposals," says Holland. "That may strike a cautionary note for the Obama White House, since Clinton's proposals in 1993 were initially well-received but quickly ran into trouble with Congress and the American public."

A big question is whether the address, which was watched by millions across the country, changed any minds.

"Among speech-watchers, the number who thought Obama's policies will move the country in the right direction grew by 17 points after they listened to Tuesday's address," says Holland.

Eight out of ten said the president's plans will succeed in improving the economy, and 68 percent feel his proposals will work in reducing the federal deficit.

Three out of four questioned say that Obama's plan will succeed in improving health care, and 82 percent feel that his proposals will create or save jobs across the country.

The survey included 484 speech-watchers questioned by telephone minutes after the president finished his address. The CNN/Opinion Research Corporation poll's sampling error is plus or minus 4.5 percentage points.

President Obama scored a perfect 10, while Gov. Jindal found the negative scoring ground, -3. Jindal starts out by saying that the government buying cars is not stimulative, what? Where does he think cars come from, trees? This guy must really be an idiot. Cars are built by People who Work for Companies. Buying cars means people Work, Companies Sell cars and make a profit so they can hire More People! Talk about someone who's out of touch. He also won't take the unemployment benefits in the stimulus bill for the people of his state. Hopefully the people of his state will remember that in 2010 when he's up for election again. Wouldn't it be funny if this so called rising star of the GOP for 2012 got beat in 2010. The rising star would just be a flaming star, along with being a flaming %@#$&%$!

No amount of lofty speeches and rhetoric will lift the country out of the financial abyss into which it has fallen unless the root causes of this calamity are diagnosed. But it appears that neither President Obama nor his army of advisors (who are, after all, the same people who were sleeping at the switch when the roof was coming down over their heads) seem to have acquired any meaningful insight into the underlying problems facing the financial institutions. In the midst of all the hue and cry about the astronomical losses being reported quarter on quarter by leading banks to the point of their possible extinction in this country and also in the rest of the world, no one has come out so far with a clear, intelligible and cogent explanation for this catastrophic phenomenon, which a common man/woman on the street can easily grasp and understand. There is indeed a virtual Babel going on over the whole issue. Is it not a bit strange that, in a country which boasts of having won a lion's share of Nobel prizes for Economics, there is not a single "expert" who really knows what caused the downfall of the so-called titans in the financial world. The financial institutions seem to be all suffering from a strange virus infection. Unless the virus is isolated and identified, no effective cure can be found and all the money that is poured into any stimulus plan will be just draining into a bottomless pit. The Federal Reserve Chairman, Ben Bernanke presents a pathetic picture of a mumbling and fumbling figure! Whenever the Treasury Secretary, Tim Geithner opens his mouth, the Dow stock index takes a dive! The admittedly abnormal trend in defaults in payments on sub-prime (and even prime) mortgages and the consequent foreclosures alone could not have been the sole cause of this infection. Some other vices the institutions might have been surreptiously indulging in might have also had a crucial role . Is it possible that the banks and other financial institutions had been lending money they did not have (driven by insensate greed of the bank executives to earn fat bonuses) in the Micawberish hope that something would turn up to set things right in the end as long as they maintained the false façade of adequate liquidity in the system and that it would be a remote chance that they would be caught with their pants down as it has happened now? This would be the banking equivalent of naked shorting in stock trading (in which you sell stocks which you don't have in the hope of buying them back later at a cheaper price). This scam, if perfected, would be a Mach 2 version of the Ponzi schemes which Madoff and Stanford are accused of. Given the opaque and non-transparent nature of most of the transactions in the rarefied atmosphere of High Finance and the paranoiac secrecy with which the banks generally conduct their affairs and given also the callous and cavalier way in which the concerned regulatory authorities all over the world have been carrying out even their routine fiduciary responsibilities, anything would have been possible!

He delivered a "good" speech. But one thing is missing, CNN.
Don't you guys usually post a huge BANNER in the politics page about FACT CHECK??? You made use of this most especially during the campaign period. I think everytime John McCain and/or Sarah Palin had an appearance, a huge FACT CHECK would appear in your site.. but now? oops. where did it go?

I checked NBC and FOX News and they BOTH got AP's Fact Check up in their sites.

Really, CNN. You guys make me wonder.

Consider that sometimes in life when we look at children and we see potential, yet we know, that it will take some time for them to grow, do we give up, No, we do not, we always move forward. That's what Americans and Canadians share in common goodness and that's the key. You see, with inspiration, we create hope and with hope, this creates a confident environment and the outcome will always be favorable.

Bobby Jindal, what's with the American southern accent? What? Does he think that we are going to buy something from him. He lacks sincerity and honesty...and that's not Leadership, that's ego and a person who preys on weakness. Be careful folks about that guy, he's not a good person.

I sincerely hope that people will recognize the difference between honesty and demonetization for one's self worth.

Obviously Obama has inherited a MESS. Some of his solutions may be right, others less so, but there is little doubt that he is making a serious effort to address these problems.

The reverse can not be said for the more "mentally conservative" members of the Republic party who are trotting out the same nonsense they have always said, as if people don't remember they are regurgitating the same failed ideas that largely got us in this mess.

Most of the conservatives have been wrong about almost everything; it's time for the Republican Party to move more center – admit we need universal health care like every other civilized nation, admit we have to stop give tax cuts to the rich as if "trickle down economics" makes any sense at all, admit that oil dependence is ruining America while making on enemies stronger, and more The list of the conservative base's failed ideas is as endless as the phony rhetoric they use to spoon feed it the America's consistently gullible "Far Right".

Please, Republicans, start listening to the people in your party that actually make sense in the 21st Century, or just leave the party all together for something better.

President Obama's speech was one Americans needed to hear. Even I was clapping when he stressed points on the Economy, Energy, Health Care, and Education. Also, Obama put the Republicans on notice that Americans are watching what they do next.

As for Gov. Jindal's response. What response?? If he gave a Repubican response, it was tepid at best. For Obama scored big points on the things that need to be done. Jindal bombed terribly.

if you step back and look as an outsider, the republicans who are so vehemently opposing Obama look so stupid. Here is a great president talking about how to get the country through the recession at the same time looking ahead at how to fix the things that are wrong, a president who is asking the people to strive for better education, a president who at the same time trying to cut the huge deficit that was left by the last government, a president of the 21st century who wants to embrace clean/renewable energy...., What is wrong with these ideas???? If there is to be 2 billion in cuts, why has Obama set 1 billion to go to set up a medical nightmare for all of us by tracking our illnesses with names illness and social security numbers using our medical needs for research. Medical schools should be looking at best treatments for issues like back pains, etc. Pete Stark is even quoted as agreeing we need this 15 federal employee team to research our private medical records to determine best practices. Please tell Obama he can cut another billion off his debt if he leaves a frivilous idea like tracking medical issues out.

Haha, so the poll is "8-10% skewed Democratic" and the margin of error is 4%. So this poll has, potentially, 14% error. Wow CNN. I am impressed.

So when you say 68% of those polled had a "favorable" impression, this could really mean 54% had a favorable impression. Which is about the same amount of the population that voted for him.

Obama's plan is to keep spending, with no earmarks attached. The stimulas plan already had major strings attached, the next plan already has over 9000 earmarks. The president is one the best speakers I've ever heard, but his actions don't match his words. We can't continue the outragious spending. We simply don't have the money. You have to create jobs, period. I beleive Pres. Obama is digging a really deep hole, one that we might not ever get out of.

Can we discuss Gov. Jindal's speech?

I listened to it on radio and it came across as a mocking campaign speech. He sounded exactly like someone telling some long-winded joke trying to work up to a punchline that never came.

Maybe seeing him, made it come across differently, but on audio only, I was not impressed. If this is the Republican "superstar", its not looking good for 2012.

It was an amazing speech. President Obama brought 'straight talk' to Congress, and the American people.
He outlined the problem, and provided a very viable solution to the problem that requires the work of Congress working together, and the responsibility of the American people to do their part as well.

President Obama is my hero. He motivated me to do my homewrok tonight. I'm a junior engineering student at the University of South Florida. I thought about dropping out of school. This last year has been really stressful. I almost lost my house and I had to stop driving because I couldn't afford gas and insurance. Catching the city bus to school and work and trying to pay bills can get hectic .I got my loan re-modified to three percent and that payroll tax reduction might be enough for me to drive again. I am so excited! I might be able to drive again which would save me so much time and allow me to study again because sometimes I really don't have time to. Thank you Mr. Obama you are an inspiration .Obama4Life!

This problem in the United States can be solved with one phrase "Stop the Greed". If every person, every business, every corporation, every millionaire, billionaire dropped their "profit margin" by just a small percentage, prices would be lowered, jobs would be saved, money would be spent and the economy would be righted. Yes, maybe naive thinking.....but the truth is.....greed has gotten us where we are today, and getting rid of the greed is the way to solve it. I am doing my part by not participating in any business be it grocery or retail that embraces the greed philosophy and I am living within my means through sacrifice and hard work. I found President Obama's speech very profound and to the point. For the first time I listened and watched his speech and UNDERSTOOD everything he touched on. He did not minced words and did NOT sugar coat the fact that we are in serious trouble, but we can REBUILD our country and RISE again as the most powerful country in the world!!!

Unlike Governor Jindals "kindergarten" baseline "blame game" broken record speech. It flat lined in the first sentence.

The fact Gov. Jindal brought up Hurricane Katrina was just the last straw when you think back on how former President Bush, Cheney, John McCain and the rest of the GOP cowards did absolutely NOTHING to help the victims during Hurricane Katrina!!!!

It was the churches, celebrities, and dedication of the American people who RALLIED to help the victims FASTER than the Republican Party and their own President Bush!!! Cowards.

I appreciated his speech. He didn't gloss over our problems, and, I like being talked to as an adult capable of understanding the complex issues that we are facing at this time.

I don't expect the road ahead will be easy. But, I do believe that we can gain some important insight into our present situation that will help us.

For one, we have seen the destruction that greed and dishonesty can cause. We also see the need to be more frugal as a nation. We need to stop spending like there's no tomorrow, and start living responsibly and saving for that "rainy day".

We need to rebuild our businesses in this country with American people.

As the candidate Obama told us, "we must build from the bottom up".

It was a great speech. President Obama was encouraging, layed out his plans effectively, and summoned the American people to do their part. In this crisis, only the Federal government has the scale to deal with the problem. There is no other choice. The approaches that the Republicans cling to simply have not worked. All of this seems to have escaped the Governor from Louisiana and his Repulican allies. That bunch is simply out of touch with reality. The gap between the two speakers and the two speeches was as wide as the Grand Canyon.

Very charismatic and well delivered. The only thing I can question on his delivery is he never looked the camera in the eye during this speech, or, any other address I have ever seen him give. To me, it is a disconnect. I have trouble believing anyone that wont look me in the eye when they are talking. They don't have to stare me down, just look at me and let me know I am there. Maybe he could take a few pointers from Leno.

Good to have a speech fom a President who can speak with authority on many issues. He seems confident and expresses himself very well. I have cringed at the speeches for the last 8 years.

Oh wow... "the speech audience was about 8 to 10 points more Democratic than the general public"... and yet Obama's numbers were no better than George W. Bush's after his first speech to Congress... there's some "change" we can believe in!

Having a brilliant talker in the white house is quite a change of pace for the country. Bush was always so negative toward people with a different opinion. To bad the GOP has continued this practice of name calling and hateful rhetoric. The country is tired of it and desperately wants something new.

Excellent speech! I am really feeling that President Obama will deliver on his promises. You have to give the President full credit for trying. For naysayers who thrive on negativity....I believe you will be very disappointed with the Obama team.

It does not hurt to hear some optimism from those in high office. Us little people in the world have to place our faith first and utmost in the higher powerr-GOD. But we would hope those we voted in office would remember who they are representing. Obama's speech was inspiring because I believe he truly intends to achieve all he spoke of. I am not so naive to believe he is capable of getting anything done without the rest of our representative but it is truly a comfort to know that our primary Leader has the people best interest at heart. God Bless this Nation!!!

Can CNN fact check the republican response? I find it to be full of lies and more lies. How do you agree with universal health care, but do nothing to change the current system? How can you claim Obama is spending to much, when the republican party spent more money and made government bigger than it ever has before. Again can CNN fact check the republican response?

where are the details? we will never hear them. details are not for us common everyday americans- i guess we are too stupid to understand those little detail things. we are supposed to sit quiet and let the one everyone thinks is bringing us Hope and not ask questions. i do not have faith in this at all. the dems just want to make promises and bring the government in to control everything. people-wake up before it is too late. your government is going to take over everything in america and before you know it you will not be able to do anything about it. stand up now and demand answers.
