From

WASHINGTON (CNN) – President Barack Obama returns to Washington on Sunday night with his eye back on his domestic agenda and a plan to save government money.

On Monday, Obama will gather his full Cabinet together for the first timeas president and challenge it to cut a total of $100 million in the next 90 days, two senior administration officials said.

The officials spoke anonymously because the announcement had yet to come from the president, who returned Sunday from the Summit of the Americas in Trinidad and Tobago.

The agencies would have to report how they saved on expenses after 90 days, the officials said.

A senior administration official described the edict as part of Obama's "commitment to go line by line through the budget to cut spending" and "reform the government." As House and Senate lawmakers return from recess this week, they are expected to start reconciling their versions of the fiscal 2010 budget resolution. The president's budget request is $3.67 trillion.

In context of the federal budget, $100 million in savings is a small amount, but the White House wants to demonstrate fiscal responsibility.

On Monday, Obama will offer examples of how various agencies have started cost-cutting measures, including:

–The Department of Homeland Security's plan to save an estimated $52 million over five years by purchasing office supplies in bulk.

– The Department of Agriculture's effort to consolidate 1,500 employees from seven locations into a single facility in 2011. It's estimated to save $62 million over a 15-year lease.

– The Veterans Affairs Department's move to cancel or delay 26 conferences, saving nearly $17.8 million. Veterans Affairs also will use video-conferencing to cut costs.

Suzann Malveaux is hot. Anyway, this is a good move by the President. I guess this is what he meant by going thru the budget with a scalpel. Let the surgery begin Mr. President.

Franky   April 20th, 2009 8:30 am ET

This is a joke, right? You mean to tell me we are gonna save money just by cutting some things? You know, for starters, our government doesn't know crap about saving money for starters and second, why does my boy gotta cut speding? What the hell is the difference?? Ohh wait let me guess, it is because of fiscal responsibility, huh? You tell those f-- morons WE know about saving money, none of you do. For the record, we don't save money, O.K? We don't got a piggy bank where we could put in change or something, are you out of your mind? Cutting back?? You guys are a bunch of morons, you wanna talk save money? I made over $22,000 just this weekend alone, that's much more than poor people make in 3 months.

Who the heck is coming up with these conspiracies about our money? You people are a bunch of f-- morons, as a matter of fact, we want him to spend, we want him to spend money so we can prove to you m---– once again that we are right and you are wrong.

Tell em WE said this...keep talking m---–, you're making our job easy and we don't care about you because God doesn't, what a bunch of f-- morons...

Get Real   April 20th, 2009 8:29 am ET

He spends money like it's going out of style and he only wants to "challenge" Cabinet to cut $100 MILLION in expenses in 90 days? Yeah. That will help a lot. They'll take 90 days just arguing about why they SHOULD.

He is trying to make himself look good by deleting minute amts of money–the democrats follow him like blind sheep in spite of his embarrassing loving tours to human rights hating nations. No matter how he spins it–this is all about Obama wanting to be stroked around the world. We will pay dearly for his ego.

What a joke, asking Democrats / the liberals in Congress to cut spending and reform government. This would be the first action this Congress takes that would be good for America. We now have a community organizer / social worker; non American as president that has no clue and is incompetent.

Matt in CT   April 20th, 2009 8:25 am ET

That ol' Barry is at it again. Why even bother convening all those numbskull cabinet members when $100 million dollars in expense will scarcely make a difference at all? What will Janet Napolitano do without the extra funding to print more euphemisms for terrorism? Can't wait to hear all the "God Bless you , Mr. President" comments from his zombies on this site – all for feigning any interest in spending controls.

Christopher   April 20th, 2009 8:22 am ET

I am sure that they can and will succeed with the challenge. The message is that if they can do it, so can many other people and organizations. Lets start with the Military like Clinton did and seek out the wasteful spending that the republicans wont talk about. This is because their companies are the ones charging the military $9.75 per bolt for what is supposed to be a 9/16th heat resistant bolt... NOT..you can get three boxes of the same bolt from Home Depot for that price.

OBIWAN   April 20th, 2009 8:21 am ET

Another farciful attempt to coverup the tax and spend liberalism!!

BARAMA was to go "line by line" and expressed huge savings – enuff to "cut the deficit in half in four years". NOW, we see the little Fascist liar is again propagandizing to cover up no plan to cut "programs that are wasteful and unnecessary".

128 Federal Welfare programs duplicating and layering an impossible dream for over 30 million Illegal Aliens. Whilst millions are forced on unemployment THEY got raises........

Stop the raises to congress. They get 5 to 7 thousand a year.

Soc. Sec. people get only 2 to 4 HUNDRED a year increase, and no benefits. Something's wrong.

Let's start with their positions. Then we can move to the House and Senate. Get rid of their positions, also. Think of all the money we could save between their salaries and their "stimulation packages" that would not be able to be passed.

Sam Sixpack   April 20th, 2009 7:49 am ET

Maybe we can take a lesson from our new dictator friends. How about abolish freedom of the press? Then we won't have to waste our valuable time, engery or money having to keep making up new lies.

Mike   April 20th, 2009 7:49 am ET

He wants to cut 100 million but spend trillions. Change we can believe in. I hope this is a joke but obviously not.

Sam Sixpack   April 20th, 2009 7:45 am ET

How to cut $100,000,000.

All the really good ideas have already been taken, nonetheless:

1) direct the Department of Homeland Security to vilify returning veterans (perhaps call them suspected terrorists) and then

2) stop paying their promised healthcare benefits.

What? You say that idea is already in the works?

Maybe we can take lessons from our good buddies Chavez and Castro on how to save money by denying citizens those expensive so-called human rights.

steve   April 20th, 2009 7:45 am ET

I have an easy suggestion for saving $787 billion. Let's repeal the so called stimulus package.

proud army navy mom   April 20th, 2009 7:40 am ET

Now let's see what the irrelevant repugs have to complain about this move.

These are cost saving efforts that should be applauded, but the repugs won't let a small thing like good common sense get in the way of their hatred.

Just watched Standard Operating Procedure(SOP) this morning...it shows how Bush/Cheney/Rumsfeld gave the orders for our young soldiers to torture. These soliders are as much a victim as others involved in this travesty of justice. For those who support torture you should educate yourself and watch this documentary.

Glennis   April 20th, 2009 7:29 am ET

Just one humdred million from the whole cabinet in 90 days? That's lunch money for a week. Give me a break; they could do better than that.

obama/biden '12   April 20th, 2009 7:29 am ET

You know what? That's responsible, to acknowlege that you have to spend to get government reform and help the economy, but yet saving where you can should be a priority too. Very sensible.

Karen - Missouri   April 20th, 2009 7:20 am ET

It's a start and every little bit added together can save a lot. At least that's what financial planners are always telling us peons. But I'm sure the whining Republicans will trash this effort, too. They're such obstructionist and negative officials.

It those departments can cut costs more, then we should all find just one thing, if not more, to cut costs on...you know, maybe start our own gardens like the White House has.

Hey, how about a weekly or monthly garden report or show from the White House? Tips, how theirs is doing? Jackie O used to give "tours of the White House" how about Michelle doing some TV on gardening and recipes from the White House?

Ray   April 20th, 2009 7:19 am ET

Wow! They're gonna cut $100 million! Stop the presses!

Give me a break. They could that much by not buying staples and post-it notes for 3 months.

Lets see some real cuts.

Chris   April 20th, 2009 7:18 am ET

Quick now, how many top, second, or even third level "leaders" positions will be eliminated? My guess - none!

Gail Ellis Duncan   April 20th, 2009 7:13 am ET

Obama under fire again.....well, I guess we should not go around the world and try to establish some kind of peace or means of communication. Maybe we should not try to work with world leaders to some how works towards a peaceful coexsistance and save our planet which is in peril. Feels like I'm the only one confused here.

Excellent! This president leads by example.

Sam SixPack   April 20th, 2009 7:06 am ET

Jeff Spangler, Arlington, VA   April 20th, 2009 7:03 am ET

$100 million is chump change in terms of how many days of our Iraq or Afghanistan adventures it would fund, and that's where these "savings" will go, if not to AIG or some other criminal enterprise.

William   April 20th, 2009 6:59 am ET

$100M in 90 days? That's a rounding error for the DoD. We're going to have to do better than that. I have been hoping Obama wouldn't fall victim to the standard presidential practice of meaningless gestures in an effort to assuage a nervous electorate.

Enlightened Voter   April 20th, 2009 6:49 am ET

To all those saying President Obama loves to spend, I'd love to hear your idiot take on this. The rethuglicans will find some way to turn this into a negative.

Rogerd   April 20th, 2009 6:34 am ET

It's a start!! When do we hear about Government employee Unions making some concessions and pay cuts, 3 – 5 % reductions in government employees, 5% pay cuts for all Government elected officials, 20% contribution to Healthcare Costs, Prescription Copays, and everything else the NONGOVERNMENT EMPLOYEED American people need to conceed to survive in this economy....

When we see these types of concenssions from cabinet leaders, we'll know their beginning to get serious.

Sam SixPack   April 20th, 2009 6:32 am ET

ok, He should start with the judicial system which wastes goverment money like they're leaves .While they are programs to prevent and help people with mental health issues and drug addiction. They just send them to jail which is more expensive for us the tax payers then they wonder why the goverment has so much waste ?while they send inmates to prisons with mental issues and end up commiting suicide because the system failed them, then the lawsuits follow ,just give it a thought ! WAKE UP PEOPLE!!!

I guess the President felt some heat from the tea parties after all!

Glad to see he took their complaints seriously.

It would have been a mistake to try to group them all as Republicans against taxes.....The protests seemed to be more about being tired of dumb spending. As in read the bills before you sign them, ensure that we take care of loop holes to prevent bonuses, etc.

april   April 20th, 2009 5:30 am ET

The most interesting part about Obama going line by line is that he failed to tell the American people that he doesn't have line item veto power. Meaning he can't go line by line and cut out useless spending. He needs congress and department heads to work together to cut out wasteful spending. We all know how that is going to turn out, it won't get done becasue they can't agree on anything.

dude   April 20th, 2009 4:16 am ET

fiscal responsibility on the march.....yeah, its about time......give me a break......i'm sure cnn and the mainstream media will be all over this and the chatter, the fanfare, and spin about obama's initiative to 'save money' will be nonstop......the reality......as the cbo projects 8-10 TRILLION in deficits in the next few years, 100 million is an infinitesimal drop in the bucket....sounds like alot, but it is barely one hundreth of one percent of the 870 BILLION stimulus announced just for the recovery..........makes sense though for a socialist.......add billions and trillions in government costs and spending and then have a freakin party to celebrate 100 million in cuts to distract everyone.....we're royally boned people.....

Mike in MN   April 20th, 2009 3:54 am ET

Any cuts Obama can come up with will be welcomed.

But is will take trillions not millions in cuts to bring the 9.3 trillion deficit projections under control. These deficits will be created as a result of the reckless spending already unleashed since he took office. These are deficit projections from the independent Congressional Budget Office. The Congressional Budget office calls these deficits unsustainable and reckless. It will take multiple trillions of spending cuts or savings to bring the deficits back to safe and sustainable levels. That will be the final and only test. When all the spending cuts have been identified, new CBO deficit projections must be calculated with positive results before any ultimate victory can be declared.

Abraham   April 20th, 2009 3:46 am ET

I think president Obama, is a great example of how a real leader should be... setting the right example and walk together in the process of getting out of the problem with the people. In such an early stage he is a better leader than Bush and his administration by far!! This world needs more great leaders like Abraham Lincoln and Obama that would make a change for the good reasons….

JK   April 20th, 2009 3:36 am ET

$100 million??? That's not even a drop in the bucket, compared to the Trillions being given away by the recovery act! Our local school district (a medium-sized district) has had its budget for the next school year slashed by $15 million. 7 such school districts would total more than $100 million.

Anonymous   April 20th, 2009 3:24 am ET

I think Obama is standing for what is right, and is setting the example.
In harsh times, we all need to contribute and make an effort to make a change for what is best.

Belle1   April 20th, 2009 3:19 am ET

Cut $100 Million when asking for 3.7 TRILLION?????????

Pathetic

Dan, TX   April 20th, 2009 3:18 am ET

I forgot, what is the $3.67 Trillion for again?

It seems like too much. That's $10,000 for every single American.

Let's not rush anything through without careful consideration. Let's talk this out carefully and have an explanation of plans in a calm and rational way. No need to shout, but we need to hear the pros and cons and alternatives.

Obama is a very talented, bright, admirable person. But I want to know to see this laid out in very great detail and have input from both parties the liberals and the "blue dog" conservatives.

This is news??? $100,000,000 is a drop in the bucket to the amount he is spending. This is a deversion to get the people to thinking he is trying to save money and block their thinking about the true issue that he is driving the country into bankruptsy!!!

george reeves   April 20th, 2009 2:43 am ET

Have Nancy cut her monthly flying time and pur her in a smaller plane. This would same the tax payers thousands of dollars.
Let Joe take the train most places as the AmTrac system just got $8B and he can report back to the taxpayers how the money is being spent.
Put Harry to work in Nev overseeing the banking system and for every bank that fails cut his pay by $50k.
Have Chris Dodd go to Countrywide and review each loan that is in default and review that the party that was given the loan got the same deal he got on his two properties.
Chain Barney to adesk on Wall Street to fource the lending shares up to the point of the $$$ given them in the bailouts, then sell half of the shares owned bt the US Tres and payback the debt.
Have Obama meet the monthly US GOV payroll with 20% less funds to work with just like a company President has to do in dificult times.
Go over to the post office and bring back the .35 cent stamp Mr Shumer.
Get the drift?

People have lost half there life saving in finanacial fraud not in average market risk because of lack of oversight . The least ,gov. can do is to cut the size and cost in half, reduce taxes and increase capitol loss deduction ten to twenty thousands dollars. Give people a break. Golden eggs are broken and goose is in serious trouble.

John   April 20th, 2009 2:21 am ET

What will the government do as a result of these savings? Will the government give the money back to the people or spend it because that money has already been budgeted? I hope they give it back.

Curmudgeon10   April 20th, 2009 2:21 am ET

In a multi trillion dollar budget environment, with absolutely unconscionable budget deficits as far as the eye can see, this can't be a serious initiative. $100M "savings" in 90 days? Its a tiny small gnat on the rear end of an elephant.

And look at the "cost cutting measures:" buying office supplies in bulk, consolidating offices, travel cutbacks. Why should anyone be taking any credit for any of these? They are from the standard list of junk government bureaucrats claim "savings" from every time they need to put a list together. They are no different than my claim to my family that I've turned "eco friendly" because I've decided not to buy a Hummer.

If someone actually wants to save some money, let's hear about a "program" being cancelled PERMANENTLY. Without something like that, this is merely another example of politicians thinking the voters are a bunch of dummies.

kingwatcher   April 20th, 2009 1:53 am ET

tigerakabj   April 20th, 2009 1:47 am ET

Good Pres. Obama. Streamline government and cut waste as much as possible. The GOP always talks a good game about "small government," but when they get in office they always expand it.

Throw out programs that don't work and make sure the one's that do work cost less.

And I'm sure the Repubs will come screaming about "pork" or "socialism" or "marxism" in 3, 2, 1....
