Cheney is set to take swipes at Obama over GITMO Thursday.

WASHINGTON (CNN) - Former Vice President Dick Cheney Thursday will critique President Barack Obama's national security decisions and philosophy and defend the moves of the Bush administration, two of his advisers told CNN.

He will be delivering the address at the American Enterprise Institute at nearly the same time that Obama makes what his administration says is a major address on national security. In his speech, the president will rally support for his plan to shut down the military prison at Guantanamo Bay.

"When President Obama makes wise decisions ... he deserves our support," Cheney will say, according to an excerpt of his speech. "And when he faults or mischaracterizes the national security decisions we made in the Bush years, he deserves an answer."

One adviser said the former vice president will "challenge the Obama administration's rationale for closing Guantanamo Bay" and argue that "our values are not abrogated by prioritizing security for innocents over rights for terrorists."

Related: Obama to lay framework for closing Gitmo

The adviser - who worked on the speech - said Cheney "will dispute the assertion" that targeting militants backfired and "was a recruitment tool" for terror groups.

Cheney will also repeat his call for the release of CIA memos "about the effectiveness of enhanced interrogation techniques" and he will address the criticism of the CIA by House Speaker Nancy Pelosi, this adviser said.

The second adviser, who was also involved in the preparation of the speech, said Cheney will cite the effectiveness of the Bush administration's war on terror.

"Cheney will talk about the broad strategic approach to the war on terror adopted during the Bush administration, and explain why it is so dangerous for the country to return to the days when we treated this as a law enforcement matter, not as a war," the second adviser said.

In discussing the effectiveness of the fight against terror, Cheney will list policies such as "establishing and keeping open Gitmo (the Guantanamo Bay detention facility), enhanced interrogation, terrorist surveillance and fighting this war on the offense."

The adviser said Cheney will make clear that the discussions over national security are not "a look backward," but an assessment of policy over the last eight years and how the country should move forward. And, he will describe the importance of basing national security policies on "a truthful telling of history."

In recent weeks, conservative critics have blasted Obama for what they see as missteps on national security. In addition to the controversy over closing Guantanamo, Obama released Bush-era memos detailing "enhanced interrogation techniques" of suspected al Qaeda members.

Obama also upset those on the left last week by reversing course on a decision to release alleged prisoner abuse photos and deciding to resume - with expanded legal protections - the Bush administration's controversial system of military trials for some Guantanamo detainees.

The president will address all of those issues, in addition to state secrets, transparency and protecting national security, in his speech Thursday, White House Press Secretary Robert Gibbs said.

Obama's proposal to close Guantanamo Bay prison in Cuba, which holds military detainees suspected of terrorist activity, has been met with opposition from both sides of the aisle.

Following in the steps of House Democrats, Senate Democrats rejected on Tuesday the administration's request for $80 million to close the Guantanamo facility. They instead asked that Obama first submit a plan spelling out what the administration will do with the prisoners when it closes the prison.

Obama's address is scheduled for 10 a.m. EDT at the National Archives. Cheney will speak before the American Enterprise Institute at 10:45 a.m.

can somebody please tell me why we should care what Cheney says or thinks at this point? I just don't get it.

Osama Obama is going to lose this debate badly.

He knows nothing about national security and is doing his best to fight a politically correct war on terror.

Cheney is going to call torture a necessary component on the "War on Terror"?

How can we have elected this man to office. Torture goes against the fundamental beliefs we all have as Americans.

Conservative and Proud   May 21st, 2009 10:46 am ET

Hmm...One of these guys was a junior senator from Illinois. The other was a Vice President, former cabinet member, who built his career on security issues....think I'll take the latter.

What's DICK up to? Its becoming clear to me that he is attempting to become the mouthpiece of the GOP, and take the leadership away from Limbaugh the comedian!

DICK IS A WAR CRIMINAL.

Mississippi Mike   May 21st, 2009 10:45 am ET

Good, Obama is foolish and naive and a voice like Cheney's will expose these weaknesses. Obama has done his best to attack Cheney and he has awakened a sleeping giant and given him a voice. Community organizer tactics only work when you can intimidate your foe, Cheney is beyond intimidation and has nothing to lose at this point.

You picked your enemy, Obama. You better be able to beat him.

Lorna   May 21st, 2009 10:44 am ET

The media needs to stop giving so much credibility to this man. You all couldn't get word one out of him for 8 years and now he won't just shut up and go away and you seem to feel the need to cover every word. He and the Bush Administration had their chance...it's over with and we need to move on and away from their disastrous ideas, lies, and policies.

Kevin in Ohio   May 21st, 2009 10:43 am ET

I hope CNN publishes the entire speech just like it did with Obama's.... if CNN doesn't, its clear where CNN stands.

Kent   May 21st, 2009 10:41 am ET

With the arrests that happened in NY yesterday, it's nice to see that the new department of justice is actually going to put terror suspects on trial. Dick Cheney's policy seems to have been to just lock them up indefinitely. I feel safer when our leaders follow the constitution.

John from NJ   May 21st, 2009 10:35 am ET

God, I really wish Cheney would go back to his"undisclosed location" and never come back out.

Stacy from Leesburg, VA   May 21st, 2009 10:34 am ET

Why close Gitmo? It should remain open so that we can put Bush, Cheney, and the rest of good old boys permanently into a secure undisclosed location for their “safety”.

Edward Veidt   May 21st, 2009 10:33 am ET

Cheney is clearly enraged by his sudden lack of power. Thank God the tyrants are gone!

chelle   May 21st, 2009 10:33 am ET

Right....so the people of Iraq who actually looked up to America in some ways before the invasion, would have turned to terrorism anyway??? Is that what Cheney would have us believe??

As to closing Guantanamo Bay and sticking the "suspected terrorists" In U.S. maximum security prisons: why not? We have the highest incarceration rate in the world. Don't beleive me? Look it up. It's big business. We're so good at it that I don't see a problem. What, are they going to escape and kill your grandbabies and ruin your lawn? Doubtful. Have a nice day!

Chuck   May 21st, 2009 10:25 am ET

According to Dick Cheney he has never made a mistake and anyone who says he has is not a true American. Dick Cheney should sit down and shut up. He got us into this mess and he doesn't have the guts to stand up and say we made some mistakes and we are sorry.

let me guess - barry will give a pretty speech about how he will break with the despicable bush policies, tune in to cheney's speech, and then do exactly what cheney proposes. the best thing that can be said about barry is that he's smart enough to now recognize that bush and cheney were right.

Melissa   May 21st, 2009 10:14 am ET

Why do I care what that warmonger things, exactly? And why should I? Cheney and Bush brought down the world economy. I don't care why they tortured prisoners, they don't have a leg to stand on.

Someone needs to tell Cheney to shut up.

How effective was it? We are in two different wars; only one was a war of choice (Iraq). We have poor relations with many countries because of our go it alone attitued for many things; goes along with a "you're with us or against us policies." I don't care how many attacks he can claim they prevented, there are still 4,000+ Americans dead from the Iraq conflict alone. We took our eye off the ball with the crazies in Afghanistan and that region. THAT MADE US LESS SAFE!

Erik in Real Pennsylvania   May 21st, 2009 9:46 am ET

This Cheney activity will backfire on the Republicans. He's another representative of the "paunchy old cranky white man in charge" model of GOP leadership that is being soundly rejected nationally. If they don't retire this man, he will ultimately hurt the Republican Party.

bob in LA   May 21st, 2009 9:44 am ET

At what point does this man remember he is out of control. Yes, I mean him.
And when are we going to stop hearing that America was not attacked for 7 1/2 years becausse of Bush policies? Bush's attack on this country was far worse than any foriegn distraction.
The only attack under Clinton took place early in his administration by a foreigner and Clinton dealt it without killing thousands of people.
If we are attacked – it won't be because of Obama, it will be becuase it's a new regime.

Obama is a traitor. A Socialist, slick-talking, traitor.

Royster   May 21st, 2009 9:42 am ET

Take note, this is part of the GOP campaign (for a new America!) to denigrate Obama. When Bush won the election, did Al Gore (Clinton VP) take to the streets in a diatribe filled campaign like Cheney is doing?
The Bush administration may be gone, but the misinformation and ignorance of the law they propagated still remains, Dick Cheney is the new mouth of that misinformation, and will say anything to derail the federal inquiries into his actions that he knows is coming. As CNN's Cafferty write this week, these people need to be tried for their crimes.....Cheney is trying to drum up public sympathy from the few GOP supporters left to save himself.

SLM   May 21st, 2009 9:41 am ET

Jim   May 21st, 2009 9:41 am ET

What's missing from Cheney's fact pattern of course is the fact that the folks detained at Guantanamo haven't actually been convicted of anything...

And why is everyone in such a tizzy that these people might end up in prison on US soil? Hello, they'd still be in PRISON. You know, behind bars. In the slammer. Under lock and key.

Grow up Americans and stop allowing politicians to stampede you with fear of some make believe boogeyman. They use that fear to control you! Wake up!

LIBERAL FOR LIFE   May 21st, 2009 9:40 am ET

Ryan   May 21st, 2009 9:37 am ET

This press conference that Obama is giving is going to be interesting. I cant wait to see what kind of rhetoric he spins off. In my mind and the minds of most Americans there is no sane reason for closing Gitmo. Did the President really think that he was going to bring these detainees onto American soil and Americans would be ok with it? That must be some good stuff that he is smoking.

Today we will see the difference between a person who does not know how to protect this country and a person who does. Cheney will mop the floor with Obama.

ronvan   May 21st, 2009 9:35 am ET

Only in America! Cheney is a disgrace to the position he held & this country. Through his position & power he made the illegal – legal, manipulated the truth to fit his agenda, lied to everyone, and along the way filled his pockets with money. Now he is going to make a speech on how our President is making our country less safe! What a slime ball. IF his methods were the "right ones" then how come Bin Laden is still out there laughing. How come we are still involved in wars, that have lasted longer than WWII, and with no end in sight. Would our country be in the mess it is in if we had not spent trillions on war. 9/11 was like Pearl Harbour. We had become complacent, lazy, and had the wrong people in charge.

carlo   May 21st, 2009 9:34 am ET

Why should Cheney be taking on the President? I didn't see Al Gore taking on Bush, or Mondale taking on H.W. Bush. What is this? This is the ultimate in disrespect.

Man, Cheney makes me sick.

Dimples   May 21st, 2009 9:34 am ET

Why doesn't Dick Cheney relax and leave the running of this country to the new administration? Why is he constantly voicing his opinion so much these days? Take a clue from George Bush and keep a low profile. Speaking of decisions: let's not talk about that unwise decison of Bush & Cheny to invade Iraq. How many lives have been lost due to the recklessness of that administration? Where are those weapons of mass destruction? Let's close Guantanomo Bay and leave the past behind. President Obama was elected by the people and is now the new Commander in Chief and change has come to America.

Tim S   May 21st, 2009 9:32 am ET

Like that garbage scow from New Jersey that no state would accept, Cheney just won't go away. He just proves the old adage..... If you tell a lie over and over again, eventually a certain number of people will start to accept it as truth....

Ken   May 21st, 2009 9:31 am ET

Cheney can talk all he wants, but that will not cover up his participation in the false WMD argument for going to war in Iraq. How many dead? And the man never served in the military because he had other priorities.

Michael W.   May 21st, 2009 9:31 am ET

Why won't Dick Cheney go away? He is everything that the Republican party is trying to get away from. We get it, there are people trying to kill Americans! But flooding the airwaves with Dick Cheney is exactly what the Democratic party wants. It's just reaffirming the choice that so many anti-Bush Republicans made to vote for a Democrat.

I get that he doesn't want to go to jail for treading on the constitution and Americans civil liberties, but he needs to go away! It's called retirement... stay there.

Jim D, IL   May 21st, 2009 9:30 am ET

And, Cheney says he knows what is best?? Give me a break.

I'm sure he'll use plain english to describe all the methods, and not try to use semantics to prove a point, or fear tactics to condemn policy.

Cheney is a national disgrace, and this speech will be a footnote once he is indicted.

Maybe he'll site the Bush admin's effectiveness is only losing 3000 American's on 9/11, and 4000+ in the war in Iraq he tortured to start.

If we were keep safe in the Bush administration then why did we have 911> We are always notify before an attack is made. Why do Mr. Cheney have so much to say now. He was silent for eight years so if you have something to say let it be something to help get us out of this mess. I think it is a shame the Congress and the House suppose to be smart people to argue and critize no wonder the world is such shambles and these are are our leaders. Lets get together and stop the nonsence.

Eileen   May 21st, 2009 8:58 am ET

Cheneys version of national security has been a disaster – we're living the results now. Thankfully he's no longer in the white house so his opinion is truly moot. He had his opportunity and he lead us – along with his ventriloquists dummy Bush – into two disasterous wars without end. He also failed to keep us safe when it mattered most 9/11. He's a bloviating fraud.

Thomas   May 21st, 2009 8:58 am ET

Aint Cheney's 8 years of infamy over?

Let's spend some tax dollars and buy Cheney a nice wet rock to crawl under.

Having Cheney talk about defense is like having Jeffrey Dahmer talk about child safety.

Obama - NOPE   May 21st, 2009 8:58 am ET

Cheney has more credibility than Obama.

Humble American   May 21st, 2009 8:58 am ET

Thanks for trying to divide this great country even more, Mr. Cheyney. My questions to you are simple: First, have you been examined or diagnosed for or with narcicism? Second, Do you not realize, Mr. Cheyney, that your quest to make the country better, or how you see the country should be, is only your opinion? Third, why in the hell don't you just go into retirement and go away? Fourth, may I volunteer to be the first Humble American to urinate on your speech notes?

Thanks for nothing...It's time to go to jail, now.

Cliff   May 21st, 2009 8:57 am ET

I thought that the "2008 elections" were over. Why is former Vice President Dick Cheney commenting and "weighing in" on everything that concerns the United States? You would think that we have 2 Presidents, Barack Obama governing the Democrats and Dick Cheney governing the Republicans. I believe Bush and Cheney did enough to this great nation during their 8 year rule of "terror and greed." Enough is enough, please go home.

abraxis   May 21st, 2009 8:57 am ET

Everyone knows what happened to Darth Vader when Luke Skywalker got done with him.

The war criminal Cheney should be prosecuted yet the republicans are using him to boost their base. What does that say about the fear mongers that are still trying to persuade the citizenry to ignore the rule of law that our country is founded on?

strong   May 21st, 2009 8:56 am ET

Obama had better be ready for this speech.

Cheney is an old, crusty and sly badger, and he will be slick as hot grease during the debate.

Dutch/Bad Newz,VA   May 21st, 2009 8:55 am ET

Dick Cheney can't stay out of the limelight. Let's get a special prosecutor and get this guy off the national stage. He's a disgrace to this nation! Coward.

Cheney resurfaces...   May 21st, 2009 8:54 am ET

Where the heck has Dick Cheney been the last 4 years?! All of a sudden he's reappeared out of nowhere. From lame duck VP to spokesman for the GOP and now Obama's biggest critic. For me this only adds value to the work that the Obama administration is doing–especially when you look at how off course we were during the Bush/Cheney administration.

RUTY   May 21st, 2009 8:54 am ET

Rot in hell Dick Cheney.

Barbara   May 21st, 2009 8:53 am ET

Cheney is nuts. Plain and simple. Within weeks of 9/11 he was trying to route things to Iraq. It was his agenda all along.

I can only pray his corrupt actions come to light and he's punished. I also pray that his pacemaker stops working and his MAKER takes him back. We'll all be safer and better off without him and his ilk.

RJ   May 21st, 2009 8:53 am ET

Evil will not die, it must be defeated, people like Dick Cheney feel they are above the laws of the land. His ideas are offensive to Americans, his integrity is nonexistent. This man has no shame !!!

you got to be kidding   May 21st, 2009 8:53 am ET

what the devil is Cheney's problem??????????? No moderation please, everything I post just disappears.

Country First?   May 21st, 2009 8:51 am ET

Even Dubya for all his faults has the grace to lay low and let Obama do his job, and I must say I find his dignity and responsibility in this a very pleasant surprise and a credit to the man. Cheney, you are exhibiting an utter lack of grace with your attack dog petulance. You're not calling the shots anymore, and you need to come to terms with that. You'e earned a rest, just go on vacation for a while! A good long while...please.

Lisa B in FL   May 21st, 2009 8:51 am ET

It is clear Pres. Obama must and needs to clos Gitmo. But what to do with the detainees? The answer is so obvious and really very simple. Send them one-by-one duck hunting with Mr. Cheney.

JDM   May 21st, 2009 8:49 am ET

Cheney is going to win this battle because he has nothing to lose by speaking out. OB is starting to look weak after reversing his stand that got him in office. I did not like GW Bush, but when he belive in something, he stay with it rigth or wrong. Ob reverse of 4 promises in less than a week. I voted for him, but he is starting to piss me off with this Bush Ligth comedy show between the AG and himself!

Cindy   May 21st, 2009 8:49 am ET

What a misleading headline! Cheney's approval rating is in the tank regardless of the spin you put on it.

Mike S.   May 21st, 2009 8:49 am ET

Bush and Cheney kept our country safe for seven years.

But they sure blew it that first year, didn't they?

JML   May 21st, 2009 8:46 am ET

And DICK this is doing whom any good now? For 8 years this former VP basically pissed on the US Constitution and said "to h-" with the American people's freedom and now he want's to butt-heads with President's Obama policies.................................................it's true folks they should had impeached him and GW Bush, and this is just proof of that.

Jeff Brown   May 21st, 2009 8:45 am ET

Poor old Satan just can't seem to go away... Pitty

J   May 21st, 2009 8:44 am ET

Why doesn't this WAR CRIMINAL just go away and be thankful he is not going to prison?

He should thank his God that this is not 30 years ago when Congress had the guts to enforce the law and put their country first. They would have brought charges against him.

Simmy   May 21st, 2009 8:42 am ET

Democrats will shoot themselves in the foot every time......They are sitting in the catbird seat, President Obama put them there, and they have the gall to oppose him because of fear being exuded from the Republican party.......This is not a good sign......I hope they get it together before 2010.....They are handing over control to Republicans in a silver platter......

RealityKing   May 21st, 2009 8:40 am ET

Obama has taken us back to the pre-9/11 era. Knowing full well the lives he is putting at risk. America will not forgive so easily the second time.

ETM   May 21st, 2009 8:40 am ET

Another fear and smear job from Dick Cheney, no doubt. Defend the country by destroying the Constitution.
Why will this man not go away–as far away as possible.

Alan in Marietta   May 21st, 2009 8:39 am ET

Obama should tell the world that Dick Cheney was behind torturing detainees, that it was illegal, that it resulted in the deaths of detainees He should also tell the world that Cheney has the blood of more than 4500 Americans on his hands for sending them to a war based on lies and trying to justify the war by torturing people.

Alan in Marietta   May 21st, 2009 8:37 am ET

Obama should tell all that he knows about who was running the country...Bush or Cheney. He should also smack Cheney down as a war criminal for the things that he did in office.

S, Miami, FL   May 21st, 2009 8:37 am ET

And, he [Cheney] will describe the importance of basing national security policies on "a truthful telling of history."

Cheney+truth, I think I'm a bit confused. The man lied for the last 8 years and covered up information that did not support the lead up to the Iraq war, only stating information that actually was never confirmed and supplied by sources considered unreliable by the CIA and State Department. Many of these sources were actually viewed as con-men by various agencies. Yes, let's leave it to Dick to tell us the whole "truth".

lang   May 21st, 2009 8:35 am ET

Dick you had your shot. You should learn that your time on the stage has faded. If you want to be president again you should run!

Once You Vote Black   May 21st, 2009 8:35 am ET

OK Dems, lets give the GOP some good advice. We do need them to get up off of their knees. If you were in the GOP what would you do? I would have a speaker who can counter Obama each time he address the nation. The GOP needs to stop slinging dead cats and voice some sound ideas. What is Obama doing wrong and why is it wrong.

dominican mama 4 Obama   May 21st, 2009 8:34 am ET

Cheney will also repeat his call for the release of CIA memos......

Look, Dick, how many times do they have to tell you? The answer to your request was NO! we're all missing the point here: we DO NOT torture, regardless of the circumstances that might "justify" torturing. We have to stop getting hung up on who knew what when, and focus on the subject at hand. We tortured, we're not supposed to. In regards to Gitmo, the critics have a valid point: where are we going to put the detainees. I would like to see Gitmo closed just based on the fact that it's off-shore and this makes it more difficult to monitor whatever may be happenning there.

phoenix86   May 21st, 2009 8:33 am ET

If Obama is smart, he will listen to and heed what Cheney has to say. He will not be able to "blame Bush" is the US gets hit or interanational tensions continue to rise.

Unfortunately, the dems have so much hatred of the Bush adminsitration that it blinds them to the reality of the obvious failings of the Obama administration.

Paul from Kissimmee   May 21st, 2009 8:31 am ET

And the terrorist appeasing liberals say......................

Steve M   May 21st, 2009 8:29 am ET

Why is DICK Cheney giving a "rebuttal" speech after Obama's? His corrupt self needs to realize that he is out of office now and a majority of Americans just want to forget about him and Bush, if he wants to give speeches than why doesn't he just book a bunch of dates to speak to all the old white men at the Heritage Foundation?

VA 4 Obama   May 21st, 2009 8:28 am ET

Why does Dick Cheney continue to talk? Just dematerialize into the shadows, jeeze!
